Lake bottom ownership being discussed

Your Association along with Woodlake has been engaged in discussions with East West Communities about securing ownership of the reservoir lake bottom parcels currently owned by East West. Generally, what is being considered is a transfer of ownership, not a purchase. Swift Creek Reservoir is arguably the primary amenity for communities that surround it. The original contract between the County and the developers stipulated that usage of the reservoir, which provides approximately 12-million gallons of water daily for the county, would be restricted to members of communities that surround it. The ownership transfer being discussed would continue that legal stipulation and reinforce the desire of the developers and the BCA and WCA communities to maintain the reservoir in its current character. For example, it is believed that the recurring hydrilla infestation of the reservoir resulted from the aquatic plant being carried into the reservoir by boat. While the hydrilla can be managed, it will never disappear completely, and other such problems may not prove to be as manageable. However, limiting the access of boats to the reservoir to those of approved and licensed commu-

nity members as stipulated above will help reduce the problem of recurring infestations of hydrilla and other similar problems. While the ownership discussions are continuing, we anticipate news media reports about the issue and wanted you to be aware of the historical legal basis of the current status of limitations of usage of the reservoir. Your BCA Board will be addressing further the overall issue in the next several months. An article about the reservoir ownership appeared in the June 24 issue of The Observer.

Lightening & Thunder Safety Swim Club Management puts your safety first

Hot weather can bring on sudden thunder boomers and storms. Lightening’s behavior is random and unpredictable. Preparedness and quick responses are the best defense towards the lightening hazards. Among many things, lightening can quickly put a damper on fun at the pools. Swimming pools are connected to a much larger surface area via underground water pipes, gas lines, electric and telephone wiring, etc. Lightening strikes to the ground anywhere on this network may induce shocks elsewhere. When thunder is heard by a lifeguard,

the pool is cleared and members are asked to stay out of the pool for 30 minutes after the last thunder clap is heard by a guard. If there is lightening, the entire pool grounds are evacuated and pool gates are locked until 30 minutes after the last lightening event is witnessed. Pool members and guests are asked to please understand and respect the judgement of the trained lifeguards who have your best interest and safety in mind. Lightening is dangerous and your life is not worth more that the inconvenience of clearing the deck.
