Review of draft diagrams
The group started with a review of the four Consumer to Business (C2B) draft flow charts. The group discussed the two different flows depicted (biller direct and online banking models), and there was general agreement on the diagrams. It was suggested that the biller could notify the consumer directly of payment acceptance in the biller direct models rather than sending a message through the Real Time Messaging System. The group discussed the possibility of a single sign-on solution being used for the online banking model flows, however many felt this would add too much complexity and hinder significant adoption. Points for additional discussion:

There will need to be a certain level of trust to allow a business to have direct access to the Real Time Messaging System
Could recurring payments be set up through this system (and if so, how) or will it only be for one time payments?

The group discussed what should be contained in the messages themselves, and suggested a template with basic messages and variations be created. Payment Instruction message Payment Acceptance message Payment Rejection message o Business Not Found (on blacklist / not participating) (From RTMS) o Account Not Found (From Receiver) o Amount Does Not Match (From Receiver) o Transaction Denied (if dollar limits exceeded) (From Sender’s FI) No Response message – Message Expired NEXT STEPS: NACHA staff will post notes from this meeting on the project home page. NACHA staff will revise the diagrams and begin drafting an outline for this section based upon the small group’s discussion
