Project Overview Introduction Imagine a community where CHED Santas Anonymous and many other non-profit organizations have a stable home in a shared location. There is a vision taking shape in Edmonton’s Capital Region: a vision that speaks to the very fabric of who we are and how we care for our community. The Jerry Forbes Centre for Community Spirit will be just that; a multi-tenant, non-profit facility promoting collaboration and innovation for many agencies to deliver their programs in an affordable, visible, safe environment. The Jerry Forbes Centre will be a destination for volunteers, a legacy for Edmonton, AB Canada.
Our Values 1. Ethical Selection of tenants will be open and transparent and ensure fit with the JFC vision and values 2. Quality JFC will be a well-maintained, clean, safe and secure facility 3. Integrity Issues and conflicts will be resolved in fair and equitable manner 4. Collaboration Space appropriation will facilitate the creation of a "Animated Centre", meet the needs of the business hub for the administration of charitable organizations and promote collaboration, innovation and sharing 5. Open Communication Information impacting JFC and stakeholders will be clearly communicated in a timely and efficient fashion 6. Fairness Shared operational costs will be predictable, and allocated fairly and appropriately. 7. Volunteerism JFC will be known as a centre of excellence for volunteerism
Background for Tenant Selection Tenancy in the Jerry Forbes Centre (JFC) is criteria based to ensure JFC values are upheld. When creating this tenant policy we considered the City of Edmonton’s non-profit guidelines for leasing space and combined these with the goals for our Centre and the best practices from other non-profit centers who share their expertise via the Nonprofit Centers Network, www.nonprofitcenters.org. This policy has been vetted through the Tenant Selection team which is part of the Centre Operations and Management Committee of the Jerry Forbes Centre Foundation. Initial policy from 2010 has been reviewed and updated now in 2015 from what we have learned from over 50 interested tenant applicants, 30 actual interviews and the reality of comprise to be successful in a collaborative. The Tenant Selection process needs to be flexible as well as fair. Understanding the culture and fit within the Jerry Forbes Centre is very important and a personal on-site visit to an organization is always recommended. The Tenant Selection Volunteer Committee involvement is crucial for impartiality and transparency. The Board has the final say on moving organizations forward.

Purpose
To provide a transparent policy on Tenant Selection in order in ensure that the Jerry Forbes Centre space is leased to tenants who fit the values of the Centre. This provides information to interested organizations and guides the tenant selection process.

The Jerry Forbes Centre is looking for Organizations that: Are non-profits with founding documents Serve Edmonton and/or the Capital Region Are open to innovation and collaboration with other organizations Are willing to invest in collaborative activities Engage volunteers to deliver programs and services Demonstrate financial sustainability
Preference will be given to qualifying tenants with: o o o
CRA registered organizations founded three or more years. Organizations whose primary focus is in the field of Human Services Organizations whose primary use of office space is administrative in nature
Organizations that will not be considered for tenancy are: o o o
Approved Date
For-Profit or corporate organizations Set up for political or religious reasons Whose services may present a security risk to other tenants

Tenant Selection Process: 1. Eligibility
Organization determines eligibility based on Primary Criteria (Appendix A – Application) If organization determines they are not eligible they may contact JFCF to discuss If Organization, (Tenant Applicant) believes they pass the Primary Criteria they submit a detailed Application, (on-line or via printed form)
2. Review Tenant Application
JFC staff Verify Completeness and confirm data If incomplete, a request for more data is made otherwise move to next step
3. Interview Organization (Tenant Applicant)
Conduct interview and site visit with Tenant Applicant. Minimum of one JFC staff and at least one Tenant Committee volunteer to attend. (a script is used to draw out further details from applicants to enable better evaluation). Visitation to the Tenant Applicant’s program(s) takes place if possible Summary prepared for Tenant Selection Committee (Appendix B - Tenant Information Summary) Map space requested to space available; if potential fit, move to next step
4. Tenant Selection Committee Evaluates Applicant
Evaluate and rank each application with Tenant Evaluation Summary (see Appendix C), and mapped space request. If organization approved by the committee for tenancy; prepare recommendation report including the Tenant Information Summary and Evaluation
5. Board of Directors Reviews Tenant Applicant Recommendations
Board to review all recommendations If the Board declines; a meeting is set up to speak to the Applicant in-person and explain the findings
If the Board requires more information, the Tenant Selection Committee carries out further research including site visits If the Board approves; the Tenant Applicant moves to Intent-to-Lease

Appendix C – Tenant Evaluation Summary Tenant Prospect (name)

This form is used as a guideline to evaluate Tenant Applicants. The evaluation is based on information provided, and interview/discussion(s) with the Tenant Applicant. STEP 1 is an initial eligibility assessment. If all questions in Step 1 are 'Yes', the evaluation will continue on to STEP 2. If any answers differ, then further review will be required. 2 to 4 reviewers will complete the evaluation in STEP 2 using a ranking system for each criteria as per the following scale: 1. Not well suited to the Jerry Forbes Centre 2. Marginal fit for the Centre 3. Satisfactory, could be better 4. Very Good 5. Excellent, meets all criteria, perfect fit Once the form is complete, the scores are weighted to arrive at a ‘final score'. The reviewers will meet to discuss the Tenant Prospect's application, fit, and score. Once a decision is made, it will be presented to the Board for agreement and the Tenant Prospect will be contacted. PLEASE NOTE: this can be subjective, so each team member will complete the evaluation independently and brought together to create an average rank and remove as much bias as possible.
