Background: Australia is providing support to the Papua New Guinea law and justice sector through the PNG-Australia Law and Justice Partnership (PALJP). That assistance is an important element in the shared goals of the Government of Australia (GoA) and the Government of Papua New Guinea (GoPNG), as expressed in the ‘Partnership for Development’ (P4D) and its ‘Law and Justice Schedule’. PALJP provides flexible and responsive support that assists GoPNG to achieve measurable progress against its policies for law and justice reform, better access to justice and improved service delivery to the people of Papua New Guinea. The Partnership commenced in April 2009 and is due to operate until 30 June 2014, with a total budget of AUD150M. The design process for GoA assistance to the sector post-April 2014 has commenced. The Partnership’s enabling themes are founded on an understanding of the impact of gender inequalities, family and sexual violence, HIV & AIDS and fraud and corruption issues on service delivery. PALJP mainstreams these themes through all its policy, systems and management support activities. Combating fraud and corruption in PNG is one of the highest shared priorities for both GoPNG and GoA under the P4D. The emergence of Task Force Sweep (TFS) as the lead anti corruption investigative organisation in late 2011 and into 2012 led to existing GoPNG policies, procedures and work being subsumed within the Task Force. Given the inter-agency nature of TFS, it draws the majority of its staff and expertise from justice sector agencies. GoPNG is committed to establishing an Independent Commission Against Corruption in 2014. GoA has been supporting anti corruption initiatives across a range of Official Development Assistance programs within the law and justice sector, including PALJP, since 1997. In 2012-2013, progress has been made in a number of sector agencies towards enhancing corruption resistance at the point of service delivery. One of the lead agencies in that effort has been the PNG Correctional Service, which is the national agency responsible for the management of offenders sentenced by the courts to its custody. Its Mission is to provide safety for society through improved management and rehabilitation of offenders. Its statutory mandate includes ensuring the humane and dignified treatment of detainees with opportunities to learn new skills for rehabilitation and integration into the community, and to improve and strengthen its capacity to foster effective delivery of services. Objective: This position supports the strengthening of the capacity of law and justice agencies, particularly the PNG Correctional Service, to reduce corruption and improve the technical and managerial capabilities to respond to fraud and corruption, as well as contributing advisory support to whole-of- GoPNG projects and policies. Activities: 

Working as part of the Anti Corruption team, provide program management and technical advice to Agencies within the Justice Sector on the implementation of anti corruption initiatives.



Support Justice Sector Agencies to adopt standard operating guides for high risk business areas, with a focus on implementing the ‘Service Improvement Pilot’ within the PNG Correctional Service.



Support the Justice Sector Agencies to respond to GoPNG obligations under the National Anti Corruption Strategy, particularly as being implemented in the Office of the Public Curator.



Provide support to non-government organisations in implementing new community engagement strategies.

Selection Criteria: Essential 1. Capacity development Demonstrated experience in capacity development approaches and the ability to utilise a range of techniques to increase the confidence, skills and service delivery standards of counterparts and partner agencies. 2. Communication High-level interpersonal and communication skills, political acumen and an excellent ability to develop and maintain results-focused stakeholder relationships 3. Team work Demonstrated ability to work effectively with others to build productive coalitions and contribute to sustainable outcomes, including advocacy and the capacity to negotiate effective solutions.

5. Change Management Demonstrated high level experience in change management and in mentoring counterparts and senior managers through organisational change. 6. Technical skills Extensive relevant technical skills and management experience in the area of program management, preferably with a focus on governance and/or anti corruption. Desirable Tertiary qualifications relevant to the technical content of this position will be highly regarded.

Deliverables: As defined in the PALJP Annual Program Plan and the Adviser’s approved Annual Work Plan. Other Information: This position description is subject to review in the PALJP annual planning process or otherwise as required. Australian Aid Adviser Remuneration Framework position classification: Category B - Job level 3.
