Speaking at a Banquet (Sports other than Men’s Basketball) Coach Speaking at a Banquet for Prospective Student-Athletes in which Fundraising Activities Occur in Sports Other Than Men's Basketball (I) Date Published: October 19, 2012 Type: Official Interpretation Interpretation: The committee confirmed that in sports other than men's basketball, a coach may speak at a banquet for prospective student-athletes in which fundraising activities also occur only if fundraising activities are not the primary purpose for conducting the banquet or meeting. Further, the staff confirmed that, in sports other than men's basketball, if the fundraising activities are the primary purpose of the banquet or meeting, institutional staff members may attend the fundraiser subject to the following conditions: 1. The staff members could play no active role in fundraising activities; 2. The attendance of the staff members at the event could not be publicized in advance; 3. No contact with prospective student-athletes or parents of prospective student-athletes would be permitted outside the permissible contact period, and 4. Conversations between staff members and the high school's coaching staff members, parents, prospective student-athletes and other individuals could not include recruiting information or contain a recruiting presentation.

Noncoaching Staff Member Speaking at Events Noncoaching Non-Sport Specific Staff Members Speaking at Events Involving Prospective StudentAthletes (I) Date Published: October 19, 2012 Type: Official Interpretation

Interpretation: The Legislative Council determined that a noncoaching athletics department staff member who does not have sport-specific responsibilities (e.g., athletics director, compliance administrator, athletics academic counselor) may have direct contact with prospective student-athletes (or individuals yet to become prospective student-athletes) in conjunction with a speaking engagement related to NCAA rules, provided the event does not include a recruiting presentation and no recruiting conversations occur. Further, an institution may initiate such a speaking engagement, provided it does not occur during a dead period for any sport.

Official Visit Meals & Lodging (Other than Men’s Basketball) Meals and Lodging while in Transit to Official Visit -- Sports Other Than Men's Basketball (I) Date Published: October 19, 2012 Type: Official Interpretation Interpretation: The committee reviewed issues related to meals and lodging for prospective student-athletes while in transit to an official visit in sports other than men's basketball and confirmed the following: a.

A prospective student-athlete may receive lodging in the locale of the institution without beginning the 48-hour official visit period in instances in which he or she arrives in the locale too late to begin the official visit that day. Such expenses may not be provided for any other individual who is accompanying the prospective student-athlete on the official visit (e.g., parents, spouse) prior to the start of the 48-hour official visit period, including the cost of additional occupants in the same room.

A prospective student-athlete may receive a drive-thru or "to-go" meal while in transit with an athletics department staff member from the major airport or bus or train station nearest the institution without beginning the 48-hour official visit period. Such expenses may not be provided for any other individual who is accompanying the prospective student-athlete on the official visit (e.g., parents, spouse, children) prior to the start of the 48-hour official visit period.

c.

A prospective student-athlete may receive a "sit-down" meal at the major airport or bus or train station nearest the institution while accompanied by an athletics department staff member at the time of his or her arrival for an official visit or a "sit-down" or "drive-in" meal en route to the institution's campus with an athletics department staff member, even if such a meal occurs outside a 30-mile radius of the institution's campus; however, such a meal begins the 48-hour official visit period. Under these circumstances, the prospective student-athlete's parents (or legal guardians), spouse and/or children may also receive such a meal.

d.

A prospective student-athlete may receive a meal at or in the vicinity of his or her place of lodging without beginning the 48hour official visit period in instances in which he or she arrives in the locale of the institution too late to begin the official visit that day, provided no athletics department staff members or student-athletes are present during the meal. Such expenses may not be provided for any other individual who is accompanying the prospective student-athlete on the official visit (e.g., parents, spouse, children) prior to the start of the 48-hour official visit period.

Calculation of Books During Summer School Calculation of Books in Proportion of Summer Financial Aid Received (I) Date Published: September 5, 2012 Interpretation: The academic and membership affairs staff confirmed that when an institution is determining the amount of financial aid a student-athlete may receive during the summer term (i.e., the equivalency value), the institution must include a value for books in computing the value of a full grant for the summer (i.e., $800 for the entire summer).
