The NSSRS to ADVISER Transition NSSRS In 2007, the Nebraska Student and Staff Record System (NSSRS) was designed and implemented as the Nebraska Department of Education's first system to collect individual, student-level data from Nebraska public school districts. The NSSRS System: • Improved the quality of data collected • Reduced paperwork for local schools • Collected data annually • Facilitated state and federal reporting requirements
Legislative Resolution 264 In 2015, Legislative Resolution (LR) 264 was enacted to assess Nebraska’s Education Data System. More specifically, the review examined system capacity to provide timely access to relevant and accurate data to meet various needs including information for teachers in public schools about student classroom achievement, objective research regarding educational practices, data for policy formation and review, and public accountability regarding the performance of schools. Key Findings of LR 264: • Nebraska spends an estimated $100 million annually for technology systems, software systems, and accountability data submissions • An estimated 655,200 hours are spent by districts preparing the required collections for each year’s accountability data submission • NDE systems and applications focus on satisfying federal and state accountability reporting requirements and do not directly contribute to supporting teaching and learning
ADVISER
Advanced Data Views Improving Student Educational Response (ADVISER) was designed, in part, to address the key findings of the LR 264 study. The Nebraska ADVISER Dashboard provides educators with a web-based view of student and staff data as a quick and easy way to personalize instruction and make data-informed decisions. The Nebraska ADVISER Dashboard consolidates data from multiple systems which enables educators to efficiently utilize large amounts of disparate information. Objectives of ADVISER: 1. Provide a statewide data system that builds long-term capacity, efficacy and efficiency to support teaching and learning in Nebraska 2. Ensure security, privacy, transparency, and the proper use of data is at the core of the Nebraska Education Data System 3. Unify the accountability data collection requirements for the Nebraska Education Data System to minimize the reporting burden 4. Streamline processes for application vendors and other sources to provide data in a standard, automated form.

Student Information System (SIS) Vendors
Ed-Fi Data Standard Implementation of ADVISER builds upon the Statewide Longitudinal Data System (SLDS). The system leverages the Ed-Fi data standard and a set of royalty-free technologies. The Ed-Fi data standard is directly aligned to the U.S. Department of Education Common Education Data Standards and is currently used in 26 states. The benefits of the Ed-Fi Data Standard are: • Interoperability of the system to exchange and make use of data • Real-time transfer of information • Better use of staff time with informed data entry and removal of manual upload process • Cost savings and efficiencies from reduced technology and accountability costs • Statewide single sign-on resource accessibility • Data evaluation for standards and policy • Seamless interface and continuous use of the system
The Student Information System (SIS) is perhaps the single most important application for districts, supporting the day-to-day operation of schools. In an effort to support instructional improvement and the state’s education initiatives of blended learning, teacher and principal evaluation, career readiness, and education intelligence, all districts must publish and process their data using a Certified SIS Vendor for the 2018-19 school year. Certified SIS Vendors are required to transfer data using the Nebraska Education Data Standard which leverages the Ed-Fi standard and technologies.
SIS Certification Process The Nebraska Department of Education team has been working one-on-one with Student Information System (SIS) vendors to prepare for certification of their respective student information systems. Beginning July 1, 2014, all Nebraska SIS vendors were engaged to create connections to the Nebraska Education Data Standard built with Ed-Fi. The target date for SIS vendors to be certified in Nebraska is July 1, 2017.
