Constitution and By-laws Riverside Girls Athletic Association Revised December 28, 2017 Originally Adopted February 9, 1982 ARTICLE I. ​OBJECTIVES A. The purpose of this Association will be to support and provide a recreation program for the youth of the Riverside School District, to implant in the youth of this Association the ideals of good sportsmanship, honesty, and fair play so that they may be finer, stronger, happier children and will grow to be good adults in our community. B. Achievement of objectives will be derived by providing supervised competitive athletic games. The adults in charge shall bear in mind at all times that attainment of exceptional athletic skills or the winning of games is secondary and the molding of future adults of good character and ability is of primary importance. ARTICLE II.​ ​GOVERNMENT OF THE ASSOCIATION A. The government of the Association shall be under the direct supervision of the President, Vice-President, Secretary, Treasurer, Head Commissioner, One Commissioner per each league, Concessions Supervisor, Concessions Manager, Field and Equipment Manager, Maintenance and Improvements personnel, and Fundraising Chairperson. All said individuals shall be deemed volunteers and shall not be compensated by the Association. The Association does however reserve the right to compensate private contractors for services rendered. B. The officers are elected to a ​two year​ term of office at the annual reorganization meeting in September of each year. The President and Treasurer will be elected every odd numbered year; the Vice-President and Secretary every even numbered year. This will be a public, advertised meeting for the nomination and election of personnel whose term in office has expired. Term of officers run from October to September. B. The Association shall hold monthly meetings on the first Monday of ​every month​. If there is no school, the meeting will be the following Monday. During the months of Sept. through April, 2

meetings will be at the Middle School old cafeteria at 7:00 pm and during the months of May through August they will be held at the pavilion at Pantherette Park at 8:30 pm. E. All meetings of the Association will be conducted by the President, or in his/her absence, the Vice-President. F. A coach or person designated by a coach MUST be at each regular monthly meeting to represent their team. G. When a new treasurer is elected, the books should be audited. H. The Riverside Girls Athletic Association shall not be disbanded as long as four members are willing to continue to serve according to the Association’s by-laws. I. The Association is a not for profit organization. It is prohibited to use any surplus funds for private purposes. The use of funds by individuals for personal benefit is strictly prohibited. This would include the dissolution or sale of this Association, should it occur. J. The Board of the RGAA will settle any disputes that arise during the season that the Commissioners cannot settle. The Head Commissioner will sit as the 5​th​ board member. (January 11, 2010) K. The governing board should communicate before each regular monthly membership meeting to discuss the agenda for the next meeting. The board should follow the guidelines in the monthly itinerary schedule. L. Any unexpected business that must be taken care of before the next regular meeting, shall be decided by the governing board, who will report their actions to the members, at the next regularly scheduled meeting. M. Sponsor fees and registration fees for each league will be determined by the governing board at the beginning of each season. N. The board will make sure each team has a sponsor and a coach. O. Only members of the governing board will have the authority to purchase equipment, unless the governing board appoints a committee chairperson or other member to do so. Board approval is needed for purchases over $200. (Passed December 6, 1999) P. The board will follow the guidelines established for the start and finish of the seasons, as described in ARTICLE X. Q. The board will follow the guidelines established for trophies and playoffs, as described in ARTICLE XI. ARTICLE III. ​PARLIAMENTARY AUTHORITY

A. Robert’s Rules of Order Revised Edition shall be the parliamentary authority governing the meeting of this Association. B. The Vice-President shall serve as parliamentarian for all meetings. ARTICLE IV. ​MEMBERSHIP A. All persons, 18 years and older, that reside in the Riverside School District, may be an active member of the Association, provided they register and pay membership dues. B. Persons wanting to become members may do so at any time, but membership shall run from October to September. Persons eligible to vote on any matter brought before this Association, must be paid members of this Association and have attended 50% of the last 12 meetings, or 2 consecutive meetings including the night of the voting. E. The secretary shall keep and update the list of all members and also keep an attendance record. F. Any member of the Association who shall resign or cease duties for any reason, shall immediately turn over to the proper board members all money, books, papers, equipment, or any other properties which may belong to this Association. ARTICLE V. ​DUTIES OF THE GOVERNING BOARD Section I. ​President​ - The President shall conduct all meetings of this Association. The President shall appoint committee chairpersons or individuals each year for: Season schedules, Sponsor signs, Pictures, by-laws, Picnic, and Budget. All members of the governing board and committees shall work closely with the President. Section II. ​Vice President​ - The Vice President shall conduct all meetings in the absence of the President. He/She is responsible for supplying umpires with current league rules at the start of each season. If for any reason the President of the Association cannot complete his/her term in office, the Vice President shall be elected. He/She is also responsible to make requests with the school to use the building for: monthly meetings, distribution of registration letters, registration, and draft. Prior to scheduling, the Secretary should check on dates of school events and activities that may conflict with scheduling. The Secretary shall keep a list of members and attendance record for meetings. The Secretary shall also advertise election (Sept.) and by-laws (Nov.) meetings in the local newspaper. Section IV.​ ​Treasurer​ - The Treasurer is to keep a careful account of all money belonging to the Association. He/She should prepare Treasurer’s Report for each monthly meeting. Sponsor, sign-up and fund-raising money should be handled by the Treasurer. All accounts paid by the Association would be paid by check when possible. The League Treasurer shall oversee the Concessions Treasurer. A. The Head Commissioner and League Commissioners will verify field conditions are playable, before all games and practices, after any amount of rain that day. League Commissioners will handle spring practices and regular season games. Head Commissioner will handle any practices and games after the regular season, i.e. playoff games, all-star practices. Section VI.​ ​Commissioners​ - There shall be a 5-8 Commissioner, a 9-12 Commissioner, a 13-18 Commissioner, and a Fast Pitch Commissioner. A. The Commissioner shall pass judgment on all conduct and sportsmanship and shall see that all league rules are followed during play of the game. The Commissioner may call the game, if he feels that the situation justifies such drastic action. The winner and disciplinary action will be decided by the governing board. B. The coaches shall be in contact with the Commissioner in their league to decide if a game should be called because of rain. If the coaches cannot agree, the Commissioner will make the decision before the start of the game. He must notify the Home Team Coach, Umpires, and Snack Shack Operator of any pre-game cancellations. He must also notify the Home Team Coach of the 2nd game when the 1st game is canceled. Then he must notify the Head Commissioner of the need to reschedule game(s). Once make up games are scheduled, the Commissioner must notify the coaches and the snack shack operator. C. If the fans of the team playing cannot be controlled, the Commissioner will have the authority to stop the game and eject the person or persons causing the disturbance. If they continue the harassment, the commissioner will have the authority to stop the game. This would apply to the 5-8 age group, since all other age groups would have ASA umpires. D. Each Commissioner should keep track of team records in their league. E. One commissioner or other assigned official shall be present at each of the playoff games to settle any discrepancies. Commissioners should rotate leagues - 13-18 Commissioner will supervise 9-12 playoffs, and 9-12 Commissioner will supervise 13-18 playoffs. (5-8 Commissioner will supervise the 5-8 playoffs.) (Passed at the November 8, 1999 meeting.) E. One commissioner or other assigned official shall be present at each of the playoff games to settle any discrepancies. Commissioners should rotate leagues - 13-18 Commissioner will supervise 9-12 playoffs, and 9-12 Commissioner will supervise 13-18 playoffs. F. The Commissioner is responsible for the organization, and overseeing the operation of the Bea Hand Tournament in their respective league. F. Each League Commissioner is responsible for the organization, and overseeing the operation of their respective league tournaments. G. The Head Commissioner and League Commissioners will verify field conditions are playable, before all games and practices, after any amount of rain that day. Section VII.​ ​Concessions Supervisor/Treasurer​ - The Concessions Supervisor/Treasurer oversees the operation of the snack shacks. He/She collects money from the Operator and keeps all books pertaining to concessions operations. He/She makes deposits and pays bills from the Concession account. He/She orders supplies and checks inventory of supplies weekly. A Concessions Treasurer’s Report should be prepared for each monthly meeting. $2500.00 should be retained in the concessions account at the end of each season for the start up of the next season. Section VIII.​ ​Concessions Operator/Manager​ - The Concessions Operator/Manager operates the snack shacks and oversees the workers. He/She will take daily inventory of supplies. The Operator/Manager turns in money and order requests to Concessions Supervisor/Treasurer. Section IX.​ ​Field and Equipment Manager​ - The Field and Equipment Manager oversees Maintenance and Improvements Personnel and coordinates field upkeep, maintenance, repairs and improvements. He shall provide equipment, score books and keys for coaches at the start of the season and make sure field supplies are available (bases, helmets, lime etc.). The Manager will oversee the maintenance of buildings, machinery and tools. He/She orders Porta Toilets for the season. The Manager arranges purchases of all necessary equipment and submits for approval. Section X. ​Maintenance and Improvements Personnel​ - The personnel works closely with Field Manager to help with the upkeep of fields, snack shack buildings, and machinery. Section XI. ​Fund-raising Chairperson​ - The Fund-raising Chairperson shall organize and oversee fund-raising events (including registration fund-raiser). He/She is also responsible for any outside advertising that would benefit the league. Others looking to raise funds will notify the Chairperson. ARTICLE VI.​ ​MISCELLANEOUS A. All games will be played under USA rules, unless a RGAA rule states differently, then the games will be played under Riverside rules. A rule book will be given to each coach before the season. (These rules should be voted on by the governing board and coaches, but not at a public meeting.) B. All players participating in our girls program shall be residents of the Riverside School District and will be signed up and all money paid upon the date set by the governing board. Any new persons moving into the Riverside School District will be eligible to play. Entire teams of girls from outside the Riverside School District may be accepted if the Association agrees that this is necessary to fill a league with teams. Anyone from outside the Riverside School District wanting to play can do so only if her district doesn't have a program in which she can play.

C. Each girl playing for the Association must participate in the Association's fund-raisers. No recreational team may conduct fund-raising for the benefit of only that team. Special teams must notify the governing board when they plan on doing a fund-raiser. D. Each player shall be given schedules prior to practices and games beginning so that she will know, in advance dates and times. E. All girls must wear their uniforms. Girls in the 9-12 and 13-18 leagues are required to wear black softball pants (no sweat pants or shorts). Passed 9-9-2014. 5-8 league is permitted to wear shorts or softball pants. Steel spikes are not permitted to be worn. No jewelry of any kind can be worn by players except a medic alert necklace or bracelet. NO earrings. All catchers must wear a face mask, helmet, and chest protector. All batters and runners must wear a helmet equipped with a chin strap. E. All girls must wear their uniforms. ​Girls in the 9-12 and 13-18 leagues are required to wear softball pants​ (no sweat pants or shorts). If the board feels a noticeably talented girl, age 8 or age 12, would pose harm to herself or to other players in their current age group league, the board has the authority to require the girl move up to the next league age group. (Voted & passed 4-5-07) ARTICLE VII​. ​AGE REQUIREMENTS A. All girls must be 5, 9, or 13 years old by January​ ​1st of the year playing to play in their respective league. A. All girls must meet age requirements by January​ ​1st of each year to play in their respective league. B. Maximum Age Limit - To remain eligible for participation, a player must be no more than 18 years old as of January 1st of the current year, ​and ​must be a high school student. (Passed at the February 4, 2002 meeting.) The only exceptions to the age requirements for each league will be as follows: (Passed at the August 2, 1999 meeting.) 1.) A noticeably talented 8 or 12 year old may be considered for moving up to the next league early. Parents would need to complete and sign the “Election to Participate in the 9-12 or 13-18 League” form upon registering, and the board would have to give final approval in each individual case, along with the coach’s recommendation.

ARTICLE VIII.​ ​COACHES A. All coaches and assistant coaches are required to complete and sign the “Coaching Application”, which includes authorization to conduct an Act 33/34 clearance if the Association felt it necessary. (Passed at the December 6, 1999 meeting) A. All coaches and assistant coaches are required to complete and sign the “Coaching Application”, and provide completed documentation of PSP Criminal History, Child Abuse, and FBI clearances. Exception of FBI clearance will be made to volunteers who have been a continuous resident of Pennsylvania for the past 10 years. New Clearances must be submitted every 60 months. B. Coaches will be selected by the officers at a closed door meeting. (Passed at the November 8, 1999 meeting) Previous track record and attendance of meetings will be considered. C. Once selected, coaches will be required to attend a special coaches meeting prior to the draft. D. Coaches MUST be a member of RGAA and MUST attend regular monthly meetings or send a representative in their place. E. Coaches must display good sportsmanship and conduct themselves in an appropriate manner at all times. F. Coaches must be 18 years old or above. Base coaches must be at least 16 years old to coach a base and must wear a helmet when doing so. F. Coaches must be at least 18 years old. Base coaches must be at least 16 years old. Base coaches under the age of 18 must wear a helmet while coaching on the field. G. All head coaches must have an assistant coach so that all games can be played at the scheduled time. All coaches must play their games as scheduled, regardless of players missing. H. Coaches must have a medical information form completed by each players parents. Coaches must have these completed forms on hand at all practices and games in case of an emergency. I. Coaches must have their teams participate in all regular season games, McDonalds and Sportswear Graphics Tournaments and playoffs. I. Coaches must have their teams participate in all regular season games, playoffs, and any league tournaments. J. The home team coach of the FIRST game must line the fields. The home team coach of the LAST game must return the bases to the equipment box and be sure it is locked! The visiting coach of the LAST game must take all the garbage to the dumpsters. J. Coaches Field Responsibilities 9

RGAA vs RGAA doubleheader Game 1 ·​ ​Home team​ coach must line the field, set out the bases, make sure sheds & equipment boxes are closed and locked. ·​ ​Visiting team​ coach must bring down garbage cans for the snack shack and their field. Game 2 ·​ ​Home team​ must put bases, any field prep equipment left out and any other league equipment back in either the base boxes or equipment shed. ·​ ​Visiting team​ is to make sure all garbage cans from their field and snack shack are dumped into the main trash dumpster. RGAA Home team vs Visiting Non-RGAA teams ·​ ​RGAA coach must line the field, set out the bases, make sure sheds & equipment boxes are closed and locked. ·​ ​RGAA coach must bring down garbage cans for the snack shack and their field. ·​ ​RGAA coach must put bases, any field prep equipment left out and any other league equipment back in either the base boxes or equipment shed ·​ ​RGAA coach is to make sure all garbage cans from their field and snack shack are dumped into the main trash dumpster K. The equipment lid box lid must be closed during the game. It is the responsibility of the coaches playing to see this is done. L. Home team coach must provide the game ball. M. The home team of the first game has the field for practice from 5:00-5:15 and the visiting team from 5:15-5:30. N. The condition of the fields will be determined by the Home Team Coach. When the games need to be canceled, the home team coach must call the commissioner, the visiting team coach and his/her players. Please give as much notice as possible when canceling a game. (See Rain Out Procedures on page 16) N. The condition of the fields will be determined by the Head Commissioner. When the games need to be canceled, the League Commissioners will contact the Head Commissioner, who will cancel the game via the RGAA website which will notify all RGAA coaches and players. Coaches are responsible for contacting any out of league visiting teams head coaches. Please give as much notice as possible when canceling a game. (See Rain Out Procedures) **See Head Commissioner’s job description O. If a coach attends a minimum of 11 of 13 meetings (12 monthly plus 1 work day/night), their child can receive a free registration fee the following season. The times shall be from March of current year to February of the following year. This is provided as an incentive to the coaches for more participation in the league activities and meetings. (Passed January 9, 2006) 10

P. Second assistant coach can be added as an as needed basis. This coach must also follow the coach application process as identified in letter A. (Passed April 6, 2009) Q. Each coach must make sure their team has a qualified score keeper. Umpires should sign the opposing team’s score book after each game. Score keepers should compare books after each inning, so that any discrepancies will be resolved before beginning the next inning. ARTICLE IX. ​START/FINISH DATES The following guidelines have been established for the approximate starting dates and length of each league’s season. (Passed at the January 8, 2001 meeting) (The governing board may elect to vote to deviate from these guidelines yearly.) A. ​Practices​ ● 5-8 League - Practices start in mid to late March. Practices will be scheduled for Tuesday, Thursday and Saturday. ● 9-12 League - Practices start in mid to late March. Practices will be scheduled for Monday, Wednesday, Friday and Saturday. ● 13-18 League - Practices start at the beginning of April. Practices will be scheduled for Monday, Wednesday, Friday and Saturday. ● Fast Pitch - Field time for fast pitch teams to practice will be scheduled for Tuesday, Thursday, Saturday (and possibly Sunday). B. All leagues participate in the Opening Day parade and games on the last Saturday in April. Opening Day games do count toward season records for the 5-8 and 9-12 leagues, but not for the 13-18 league. (Passed November 7, 2005) Changed 13-18 the do count. (Passed June 2011) B. All Opening Day games will be scrimmages and will not count towards regular season records. This is to be reviewed each year and changed if necessary. C. ​Games​ ● 5-8 League​ - Regular season games start Opening Day. Games will be scheduled on Tuesdays and Thursdays. 5-8 league will have a 7 week regular season (not including Jumonville week), finishing approximately at the end of June. ● 9-12 League​ - Regular season games start Opening Day. Games will be scheduled on Mondays, Wednesdays, and Fridays. 9-12 league will have an 8 week regular season (not including Jumonville week) followed by a playoff week, finishing approximately at the beginning of July. ● 13-18 League​ - Regular season games start Opening Day games. Games will be scheduled for Mondays, Wednesdays, and Fridays. 13-18 league will have a 7 week regular season (​incl​. Jumonville week) followed by a playoff week, finishing approximately in mid July. ● Fast Pitch​ - Field time will be available for fast pitch games on Tuesdays, Thursdays, 11

Saturdays and Sundays. The start and finish of the season depends on scheduling within the fast pitch league. C. ​Games​ ● All Slow Pitch regular seasons will be determined by the number of teams in each league. ● 5-8 League​ - Regular season games start Opening Day. Games will be scheduled on Tuesdays and Thursdays. 5-8 league regular season will finish approximately at the end of June or before. ● 9-12 League​ - Regular season games start Opening Day. Games will be scheduled on Mondays, Wednesdays, and Fridays. 9-12 league regular season will be followed by a playoff week, finishing approximately at the beginning of July. ● 13-18 League​ - Regular season games start Opening Day games. Games will be scheduled for Mondays, Wednesdays, and Fridays. 13-18 league regular season will be followed by a playoff week, finishing approximately in mid July. ● Fast Pitch​ - Field time will be available for fast pitch games on Tuesdays, Thursdays, Saturdays and Sundays. The start and finish of the season depends on scheduling within the fast pitch league.

ARTICLE X. ​TROPHIES AND PLAYOFFS The following guidelines have been established for trophies and playoffs. (Passed at the November 8, 1999 meeting) (The governing board may elect to vote to deviate from these guidelines yearly.) A. ​9-12 and 13-18 Leagues​ Trophies​ - Trophies or medals will be awarded to 1​st​ and 2​nd​ place for the season, and 1st place only for playoffs. (Passed October 2, 2006) If the season ends with a tie for 1​st​ or 2​nd​ , head to head competition shall first be used to determine placement (Passed at the January 8, 2001 meeting). Otherwise, a “playoff” game will be played to determine placement. Note: If 1​st​ place for playoffs is won by a team already receiving a trophy for season placement, one (larger than season) trophy will be awarded to that team (season placement and 1st place playoffs would be inscribed on the trophy). Playoffs​ - Single elimination playoffs will be played at the end of the regular season. (Passed July 11, 2005) The higher seeded team based on final season standings will have home field advantage (Passed at the November 6, 2000 meeting). Should a tie occur in regular season for 4th and lower seeds, after head to head competition is considered, a coin toss will be used to determine placement. Playoffs​ - Single elimination playoffs will be played at the end of the regular season. (Passed July 11, 2005) The higher seeded team based on final season standings will have home field advantage (Passed at the November 6, 2000 meeting). Seeding for the playoffs shall be 12

determined by regular season standings and head-to-head competition. Should a tie occur in regular season, after head-to-head competition is considered, a coin toss will be used to determine placement. B. ​5-8 League​ Trophies​ - All players will receive medals or small trophies inscribed with the year and 5-8 League. ARTICLE XI. ​RGAA/ELLWOOD TOURNAMENTS A. All teams in the 9-12 and 13-18 leagues will participate in the respective annual tournaments with Ellwood City. A. All teams in the 9-12 and 13-18 leagues will participate in the respective annual tournaments. B. RGAA and Ellwood will each host one of the tournaments annually, alternating the age groups. C. The Board should check with the Ellwood league prior to tournaments on dates and trophies. (The 9-12 Bea Hand tournament usually occurs in June on Father’s Day weekend, and the 13-18 McElwain tournament usually occurs on the following weekend.) C. The Board should check with the Ellwood league prior to tournaments on dates and trophies. D. League Commissioners and coaches will be responsible for finding sponsors or charging entry fees for their respective tournaments. **RGAA will not be responsible for hosted tournament expenses. ARTICLE XII. ​ ​OTHER TOURNAMENTS The following procedures will be followed for entering any tournament outside of our organization: (Passed at June 8, 1982 meeting) A. The governing board will be contacted as soon as possible when a coach becomes interested in a particular tournament. B. A written statement delivered to any governing board member must be submitted by the coach. The written request must include the name of the tournament, duration, location, and cost. Only girls registered with our Association may play in tournaments paid for by this Association. Only coaches who are members of the Riverside Girls Athletic Association will be eligible to coach in tournaments paid for by this Association. C. Tournaments will be entered and paid for by the Association as long as the funds are available and voted on by the governing board.

ARTICLE XIII. ​ALL-STAR TEAMS​ (Passed at the Jan. 10, 2000 meeting/revised Feb. 2004 ) A There shall be two (2) different all-star teams, herein called, Tournament All-Stars and Internal All-Stars. B Coaches interested in taking an “all-star” tournament team must apply by the end of February, and will be approved by the governing board. If there is more than one coach applying, the coaches from that league would vote. The all-star coach should be in place by the regular season draft, which is usually held on the first Saturday in March. C Tournament All-Stars will be held at the end of the season, after playoffs. The Head Coach of each respective all-star tournament team shall have complete discretion in choosing which players and alternates he/she wishes to take to tournaments. He/She will also have complete discretion in the number of players to take, as well. (Passed October 2, 2006) D Coaches may be required to provide sponsorship, and/or girls may be asked to contribute towards expenses (such as T-shirts or hats) if funds are not available through the Association. E Internal All-Stars will be held at the end of the regular season, after playoffs. The 1​st​ place season team coach and the 2​nd​ place season team coach will be the two (2) head coaches for each individual league all star team. All other season coaches will be assistants or base coaches. The four (4) top girls per team shall be picked to play in the internal all-star game, constituting a 12 girl team each. In the case of only 5 total regular season teams, all coaches can put forth two (2) extra girls per team and the Head Internal All-Star coaches can pick the remainder of girls needed to field a 12 girl team. Once all girls are picked the two head coaches will draw names out of a hat to determine their individual team players. (Passed October 2, 2006) ARTICLE XIV​. ​UMPIRES A. Umpires will be required to sign in at the snack shack prior to each game, and sign the opposing team’s score book after each game. B. If the scheduled umpire does not show for a game, it will be the responsibility of each coach to find 1 volunteer/parent from their team to be used as umpires. (A coin toss can be used to determine who will umpire from behind the plate if necessary.) The game should be started within 5 minutes of the starting time (5:35 or 7:05). The game must still be played according to the time limit rule, and does not have to be 5 complete innings, but the inning must be finished. If the USA umpire arrives late, he would immediately replace the substitute umpires. (Voted at the 4-02 meeting)

C. Coaches must inform the Head Commissioner when an umpire does not come to a scheduled game. ARTICLE XV.​ ​DUGOUTS A. Coaches must have their dugouts clean before leaving. B. The only people permitted in the dugout are the coaches, players, and scorekeeper. Siblings of players must not be in the dugout. They are not covered under our insurance. ARTICLE XVI.​ ​GAME TIME A. All games will be 7 innings unless time limit is enforced. Starting time is 5:30 for the first game, 7:00 for the second game. When there are two games scheduled on the same field the same night, there will be a time limit of 1-1/2 hours allotted per game. The final inning must be started 10 minutes before game ending time (6:50 or 8:20), which should be announced by the umpire. B. Once the umpire calls last inning, end game rules apply (must be 3 outs to end the inning) and no further game play is permitted, even if the umpire misjudges time. ARTICLE XVII.​ ​PLAYING TIME A. In the 9-12 and the 13-18 leagues, every girl shall be entitled to play 3 innings on the field (innings do not have to be consecutive, you may alternate every other inning). A team line-up of all girls must be presented to the other team before the game. If you neglect to play a girl 3 innings, you must forfeit the game. ARTICLE XVIII​. ​FORFEITING A GAME A. If a team does not have 9 players within 10 minutes after game time, they must forfeit the game. If you would still like to play you may, but it will be counted as a forfeit (loss). You cannot borrow girls from the same age group to avoid a forfeit (except in the 5-8 league). A team must start the first two innings with 9 players, but the remainder may be played with 8. ARTICLE XIX.​ ​BORROWING PLAYERS A. Coaches in the 13-18 league may borrow girls from the 9-12 league and coaches in the 9-12 league may borrow girls from the 5-8 league. 5-8 league coaches may borrow in their same age group. This may be done only to avoid a forfeit and this girl cannot be used as an EH (eleventh player). Borrowed players must be registered for slow pitch to be called up for slow pitch games, or be registered for fast pitch to be called up for fast pitch games. (Coaches from the 15

younger leagues should make a list of girls that are interested in “playing up”.) The borrowed player must bat ​last​ and play in the ​outfield​. She also cannot replace a girl that is present. You may borrow to make your 10th player. If you borrow a girl to start your game and one of the regular players comes late, the borrowed player may be played at the discretion of the coach. Girls must be added to the bottom of the batting order if they arrive late. You cannot have a player on the bench brought up from the younger league in case a player of yours is injured. ARTICLE XX.​ ​INJURED PLAYERS A. If it is necessary to call an ambulance, immediately call 911 for assistance. B. . If a girl gets injured or becomes sick and cannot play, an out will not be taken when it's her turn to bat; however, she ​cannot​ come back into the game even if she is able! If a coach feels that the player may be able to reenter the game, he can choose to take the out and have her reenter when able. ARTICLE XXI.​ ​7 RUN RULE A. A team can only score a maximum of 7 runs per inning. Play will be halted as soon as the 7th run crosses the plate, and that half of the inning will be over. You​ must ​get ​three outs​ in the final inning, which should be announced by the umpire. USA mercy rule will be followed for the 9-12 and 13-18 leagues. ARTICLE XXII.​ ​WALKS A. Intentional walks are permitted in the 13-18 league only. There will be a maximum of 3 walks per inning. After 3 walks, the pitcher will continue to pitch to the batter until she either hits the ball or strikes out. B. The 9-12 league will have unlimited walks. (Voted on 8/3/09) ARTICLE XXIII.​ ​WINNING GAMES A. The coach of the winning team (9-12 and 13-18 leagues) must put the write up in the Ellwood City Ledger. It must be there by 7:30 AM (they have a drop box). The coach should also contact the commissioner of that league so that he can keep a record. A. Due to rain or wet conditions, the Home Team Coach, the Commissioner, or the Umpire may cancel a game. B. ​Home Team Coach​ - Is generally responsible to get the field ready prior to the start of the game. When conditions are known to be wet, the Home Team Coach should make every effort to get the field ready as early as possible. If the game needs to be canceled, the Home Team Coach must notify the Commissioner of the need to cancel, and must also notify the Visiting Team Coach as soon as possible (regardless of who cancels the game). C. ​Commissioner​ - Upon inspection of the field, or if bad weather is occurring, the Commissioner may cancel a game. He must notify the Home Team Coach, Umpires, and snack shack Operator of any pre-game cancellations. He must also notify the Home Team Coach of the 2nd game when the first game is canceled. The Commissioner must notify the Head Commissioner of the need to reschedule game(s). D. ​Umpire​ - The Umpire may cancel or stop play due to bad weather conditions. E. ​Field Manager​ - Should do whatever is necessary to get the field into playing condition. However, if conditions and field are too wet, he may advise the Commissioner or Home Team Coach that the field is not playable and should not be used. F. ​Home Team Coach of 2nd game​ - Must notify the Visiting Team Coach of the 2nd game of the cancellation. He may check the conditions of the field if weather conditions have greatly improved since cancellation of 1st game. Must notify the Commissioner as soon as possible, if he feels that it is possible to play the 2nd game. G. If a game is started and then Rained Out or called because of Darkness, they will be rescheduled as follows: After 5 complete innings a game is complete. Anything less than 5 complete innings you will need to pick up where the game is left off. (Passed 8/11/11) 3-4-2013 Update: Games will be 1 ½ hours or until darkness. A game is considered complete at that time no matter how many innings have been played. If darkness or time is called prior to home team getting to bat, score will revert back to last complete inning. Rule Passed 3-4-2014 H. Players must leave the field when lightning is present or poses any possible hazard. Players are to remain in the dugout. I. Vehicles are ​not​ permitted on the field without prior permission from the Commissioner or Field Manager.

ARTICLE XXV.​ ​RAIN OUT RE-SCHEDULING A. All rain out games during the week will be made up on regular season days, if available, and if not available, will be held on Saturday in the order they were cancelled, beginning at 9:00 AM. Games already scheduled will not change. The rain out games will be scheduled around them. Games will be rescheduled by the Head Commissioner. B. ​Head Commissioner​ - All rescheduling of games will be done by the Head Commissioner. An attempt will be made to reschedule games on the same field as originally scheduled. Double headers may be scheduled if necessary. The Head Commissioner shall schedule Umpires for make ups and notify League Commissioners of the make up schedule. C. ​Commissioners​ - The Commissioners shall notify the Coaches and snack shack Operator of the make up schedule. C. ​Coaches​ - The Coaches will then notify players of the make up schedule. If a coach cannot field a team for the rescheduled game because of a previously scheduled event, they may ask to be rescheduled again, and must notify other coach if 2nd rescheduling is granted by Commissioner. Failure to field a team the second time will result in a forfeit. ARTICLE XXVI.​ ​SPECIAL 5-8 LEAGUE RULES​ (Passed July 2006 & October 2006) A. This league is strictly instructional and will not keep score. B. There will be a 10 game season with a continuous batting order. There will also be regular practices. Additional games may be added, if time permits. B. Teams will use a continuous batting order. There will also be regular practices. Additional games may be added, if time permits. C. The ​coach​ will be the pitcher. He/She may opt to have a player try to pitch, to gain the experience, but should only place that player in the pitching position if it is safe for her. This player should only be given a few chances (2-4) to pitch correctly to each batter. The coach should make sure defensive players are set before pitching. If the coach is hit with a batted ball, the batter will bat over resuming the count from there. The coach should pitch in a manner so that the batter can hit the ball. The coach and any other pitcher should pitch from a distance of 35 ft. A coach must pitch with one foot within the 8ft radius circle around the 35 ft pitcher’s mound. (Amended 1-5-15) D. Bases are to be set at a distance of 60 ft. E. Coaches shall teach the girls all aspects of the game, including, but not limited to, true base running skills, fielding skills, sliding techniques, batting skills and other USA rules. (Amended 1-5-15) 18

F. If a batted ball hits the runner, regardless of whether it passes a fielder or not, the runner will be out. G. Coaches will be permitted to move around in the field to instruct the defensive players, but must be positioned behind the infielders and away from the baseline when the pitch is thrown. H. One defensive player will be positioned beside the pitcher (coach), all other infielders and outfielders will be positioned at normal softball positions. A coach does not have to play a Rover position. (Amended 1-5-15) I. Coaches must (safely) move defensive players around, trying to give each girl 2 innings in the infield per game. An effort should be made not to “park” players in certain positions. J. Tees will not be used during games, but are encouraged to be used in practices. K. Most importantly, coaches must display good sportsmanship at all times!!! L. 3 outs constitutes the end of an inning (Passed 5-7-07) M. A rover position may be played defensively, however the player must be in the grass, behind the infield, but in front of the outfield. (Passed 5-7-07) N. Each batter will get 7 total pitches with 3 swings constituting an out. (Passed 5-7-07) O. 5 runs constitutes the end of an inning. (Passed 1-5-15) P. A player positioned in the pitching circle is required to wear a facemask. It is recommended all defensive players wear a facemask. (Passed 1-5-15)

ARTICLE XXVII.​ ​ADDITIONAL RULES A. In the 5-8 and 9-12 leagues, there will be no infield fly rule. B. In the 9-12 league, the foul ball rule is: after 2 strikes, the 2nd foul ball is an out. (Passed 8-6-07). The 13-18 league second foul rule will follow USA rules. (Passed 7-6-09) C. ​Time outs must be called by the umpire​. Coaches may request time outs, but the umpire must grant it. D. When a bat is thrown, a warning is given to both teams. Next player that throws the bat is out. It is treated as a dead ball. E. Any equipment or tools used from the shed must be returned ​to the shed! 19

F. Players are only permitted to use one piece aluminum or aluminum alloy single walled bats in RGAA slow pitch practices, slow pitch league games (home or away) & any slow pitch tournaments held at RGAA fields. Players are not permitted to use double walled, triple walled or composite hybrid bats in RGAA slow pitch practices, slow pitch league games (home or away) & any slow pitch tournaments held at RGAA fields. The umpire should inspect all bats prior to game start, eliminating any questionable bat. If after the inspection, a player tries to introduce a non-inspected bat into game play, the player shall be ejected from the game. (Passed 3-2-09, Revised 5-17-17) G. Players are not permitted to use any type of two part “Sleeved” or “Hybrid” bat in RGAA slow pitch practices, slow pitch league games (home or away) & any slow pitch tournaments held at RGAA fields. (Passed 5-17-17) H. Only one piece aluminum or aluminum alloy single walled bats stamped with the year 2000 or newer are acceptable for use in our slow pitch league. (Passed 9-10-07, Revised 5-17-17) I. No one piece aluminum or aluminum alloy single walled bat in the RGAA slow pitch league shall exceed the 1.20 BPF (Ball Performance Factor) Passed 5-17-17 J. When a helmet is thrown, a warning is given to both teams. Next player to throw a helmet is ejected from the game. (Passed 11-6-06) K. 5-8 and​ ​9-12 League will have the ability to have a 5​th​ outfielder as needed. ARTICLE XXX.​ ​COMPLAINTS AND ISSUES PROCEDURES A. All complaints or issues will be made in writing. It must contain the submitting persons name, address, phone number and a description of the complaint or issue. B. The item must be submitted to a league official, or brought in person to a scheduled monthly meeting. If immediate action is required, the league official should notify the President upon receipt. Otherwise, it must be submitted by the official at the next meeting. C. The secretary will maintain a separate file, keep and mark those items “addressed” and the course of action taken to resolve the matter. If a vote was taken it should be recorded. 21

D. The person filing the complaint or issue must be present at the meeting or send a representative to have the item addressed. The league commissioner may serve as the representative. E. The item will be addressed, and if necessary, voted upon. Any item that cannot be addressed or voted upon due to circumstances will be marked and filed as “pending”. Those items will be stated at the beginning of each monthly meeting, and re-addressed, if possible. The person filing need not be present on pending items. Notification of decision can be oral or written. The President may remove or resolve a pending issue and mark it “unable to resolve”, if necessary. F. League commissioners should handle complaints and issues within their powers, if possible. Only if an agreement cannot be reached should instruction for filing a written complaint be given. ARTICLE XXXI​. ​PLAYER WARNING A. If a girl is constantly arriving late, the coach may discipline her (after consulting the commissioner, and giving the player a “Warning Notification Slip”) by not playing her for one game and informing the other coach and the umpire that she will not play. ARTICLE XXXII.​ ​AMENDMENTS These by-laws may be amended by a two-thirds vote of the members in attendance at a publicly announced meeting. Notice that the membership will be discussing and voting on by-laws will be included in the public announcement of the meeting at which they will be considered. Amendment I. RGAA DRAFTING RULES Revised January, 2011 Purpose​- The main purpose of the draft is to select players for each team in a manner that will attempt to maintain an equal amount of each age on each team, while creating a balance of equality. A coach should refrain from "stacking". RULES Overseeing the Draft​-Three board members, one of which being the commissioner of that league, should be present at the draft to approve each team's draft selections. Age quota per team​ (​5-8 and 9-12 Leagues​) -Prior to the draft, a quota will be determined for the amount of each age that a team may select in the draft. The total number of players of each age in that league will be divided by the number of teams. If your team has over your quota for an age or you have met your quota during the draft, you may not select a player of that age unless no other players are available. You should draft in a manner that will keep each team's ages equal. The quota per age will be listed on the draft form for each team. (​13-18 League​) The 13-18 league will have no age quotas on their draft selections. Assistant Coaches​-If a coach and assistant coach have coached together the previous year(s), the assistant coach's daughter may be placed on that team. The assistant coach's daughter would be that team's first round pick. Only one assistant coach can be considered. Automatic Additions​-The coach's daughter, sponsor's daughter and sisters of existing players do not enter the draft. They are simply added to the roster before the draft. (They ​may​ however elect to be drafted instead of being placed on that team with parent's permission.) No more than two sisters can be automatically added to any certain team, unless otherwise agreed and voted on by the governing board. (Passed January 9, 2006) Re-entering the draft​-Players will be permitted one (1) redraft per league with board approval only. They must have a valid reason to discourage redrafts off a poor team. (ex: a severe problem with another teammate off the field or a severe problem between a parent and a coach, etc.) (Passed October 2, 2006) Redraft of Sisters​ - In the case of sisters who were previously on different teams, then elect to be on the same team, the following procedure will be followed (Passed at the November 5, 2001 meeting): A. The younger sister will be placed on the older sister’s team (as you do when they move up), provided that she is eligible for a redraft. If the older sister’s team is full, then follow (b). If the sisters do not want to follow (a), but the older sister’s team is ​not​ full, they must follow (c). B. The older sister would be placed on the younger sister’s team, provided that she is eligible for a redraft. If this team is also full, or (b) is not what the girls want, then they must follow (c). 23

C. Both sisters would go into the draft to be drafted by the same team, provided they are eligible for a redraft. Disbanding a team​- When a team or teams need to be disbanded because there are not enough girls, the team or teams with the least amount of players will be disbanded. (Win/loss records from the previous season will be used in the case of a tie for least number of girls on a team.) These girls will be placed back into the draft. Full Team​- If a team is considered "full" (total players in league divided by number of teams), they shall not draft. A full team should consist of no more than 13 girls. (Passed December 4, 2006) If a team becomes "full" during the draft, they will not participate in the remaining rounds of the draft. * New Team​-When a new team is needed, that team's coach will pick first. He will get two picks in the first round and two picks in the second round. Players not present at the draft​- All players attending and present are selected first. Afterwards, lists of “not present” players are divided into ages. Their names will be drawn according to the need each team has to balance their ages and to equalize the amount of players on each team. (A player not present may be used however for the optional courtesy pick, which is explained on the following page.) Late sign ups​- Late sign ups will not be included in the draft once the draft schedule is typed up (5 days prior to the draft). All girls participating in the draft and courtesy pick must be registered and paid, and be included in the draft quotas and draft list. If a player that signs up late had been on a team the previous year, the board will ​try​ to place them on that team, provided that they are signed up 5 days prior to the draft. (To avoid late sign ups, a coach can call returning players to inform them about registration.) All late entrants signed up after the draft, will be drawn by eligible coaches in the proper draft order at a meeting held 5 days prior to the start of scheduled practices. Final acceptance for late sign ups will be 2 weeks prior to Opening Day. (Passed July 17, 2006) Once the rosters are filled, all others will be put on a waiting list. If someone should quit, the first girl on the waiting list would take her place. Once a girl quits and is replaced on a roster, she will not be allowed to play for the remainder of the season. * Rosters should be reviewed prior to draft. If a team that is considered full also has an automatic addition (such as a sister or coach's daughter) to their team, the President could see if any existing player is interested in re-entering the draft. Note: This should not happen after a few years of following these drafting rules. ​PRIOR TO START OF DRAFT Drafting order​ (​5-8 and 9-12 Leagues​) - To determine the order of draft, add the total ages of all returning players on that team. Divide this by the number of players on that team. This gives an average age per team. The team with the lowest average age drafts first. The team with the next lowest age average would draft second and so on. (In the case of equal age rating, use the prior year finishing order to break the tie. The team that finished lower would draft first.) 24

(​13-18 League​) - Drafting order will be determined by finishing order from the prior year only, not by any quotas. Courtesy Pick​ (​5-8 ​) - (Optional) before try outs begin, the coaches in 5-8 league may elect to allow a "courtesy pick" for each team. A courtesy pick ​should not be based on talent​. Examples- ride situations, good friend or relative of either the coach's or sponsor's daughter, or of an existing player. Fifty percent or a majority of coaches must elect for this option. If elected, the courtesy pick would be used as the first round draft pick. If you have already reached your quota for the age of your selected courtesy pick, you must have agreement of the three board members prior to selecting that player. (​9-12 and 13-18 League​) - No courtesy picks will be permitted in the 9-12 and13-18 league. DRAFTING PROCEDURES Optional Courtesy pick ​(​5-8 League​) - If the courtesy pick is elected by the coaches in that league, it is to take place before the try outs begin. Try outs​- All girls present for the age group being drafted will try out. Coaches make their evaluations at that time. First Round​-Each coach gets one first round pick. Exceptions-Full team- no pick New team- two first round picks Second Round​- Each team gets one second round pick. Exceptions- Full team after first round - no pick New team- two second round picks Third and Subsequent Rounds​-(Catch-up rounds)-The team with the fewest players picks until he reaches the team with the next fewest number of players. This will continue until all girls present are selected. Final Round​-The players who were "not present" at the draft are then drawn from a hat by ages. Board members have final approval of draft selections. Once selections are approved, Coaches should then call their new players to inform them that they have been selected by that team.

Fast Pitch Guidelines Adopted March, 2002 The Riverside Girls Fast Pitch League will operate under the jurisdiction of the RGAA board. Fast Pitch Income​ - Registration fees, sponsor fees and concessions proceeds will flow to the appropriate RGAA accounts. Field Usage​ - Field usage will be determined by the fast pitch commissioner, head commissioner and the RGAA board. Fast pitch practices and games should be scheduled at times as not to conflict with slow pitch games. Expenses​ – Equipment, umpire fees and awards will be allotted from RGAA funds. ASA and/or NSA registration and insurance will be provided by RGAA. The cost of shirts (up to $8.00) and visors will be provided by RGAA. Large purchases such as pitching machines may require additional fund-raising. An annual audit should be conducted to determine appropriate registration and sponsor fees as to balance the Fast Pitch budget. Expenses​ – Equipment, umpire fees and awards will be allotted from RGAA funds. USA and/or NSA registration and insurance will be provided by RGAA. The cost of shirts will be provided by RGAA. Rules​ - Fast pitch teams participate in a separate travel league. Teams, players and coaches are subject to the rules of the league in which they participate. (as of 3/02 – Beaver Co. Fast Pitch League). Age grouping, eligibility and team roster will be determined by the fast pitch league. Eligibility​ - Girls are permitted to play both slow and fast pitch during the same season. All players from Riverside School District are eligible to play. Players may participate from nearby areas that do not have teams in their age group. However, the majority of players on the team must be from Riverside School District. Players from other areas are considered exceptions and should not result in an overloaded roster. It may be beneficial to merge with a nearby community to create a team that otherwise could not exist because of a shortage of players. Coaches​ – Qualified coaches should be approved by the fast pitch commissioner and the RGAA board. It is preferred they be a resident of Riverside School District, but properly qualified non-resident coaches may be acceptable. This is especially considered when there are no Riverside applicants for the position. Tournaments​ – Coaches must submit to the fast pitch commissioner to see if funds are available. Any funding must be approved by the RGAA board. Tournaments​ – ​One tournament per coach will be entered and paid for by the Association as long as the funds are available and voted on by the governing board. Fall League - ​ Fast Pitch may also be played during the fall season under the same general guidelines. 26

RGAA Rules To Apply​ – Fast pitch still must operate under RGAA rules of conduct and sportsmanship. Players and coaches may be subject to warnings and suspensions for violations of league policy. Head coaches are responsible for notifying the snack shack manager of their game schedules. Dugouts should be picked up and trashcans emptied. Any alteration of the field of play should be restored in consideration of slow pitch play.
