A gain of import oftablewareonly in 2006 has made 69 % or 1840 tons. In structure of import production only the Chinese manufacture makes about 50 %, thus rate of a gain of deliveries of given production in 2006 in comparison with 2005 has made 65 % or 815 tons. Presence of Chinese companies on Russian market still slightly, their production to Russia is imported basically by wholesalers, including under marks of manufacturers of other countries. Thus, on estimated data the real quantity of import and a share of China is declared in it above no more than 50 % of the goods, that is. 3.1. The comparative analysis of the imported goods. Importtablewarein an overwhelming part have the characteristics similar on the basic sizes, quality of processing and to appearance directly competing Russian the goods (see table З.1.). Distinctive feature of the import goods is the big variety design of products and consumer packing.. Material are corrosion-proof steels Cost of corrosion-proof sheet steel А181 304 (the maintenance of nickel of 910 %) above cost of corrosion-proof sheet steel А181 430 (non-nikel stainless steel) in 2 times above, (см.подробно below), that increases the prices of products on custom code trade activities 8215991000. The prices of products on the given custom code depend on mark of a material and its thickness (thickness of handles of products): at greater thickness of handles of the price of products raise. In the world, except for the Russian Federation there are no the standards defining quality of tablewares, however products of this group, intended for laying, have practically identical key parameters at all manufacturers: length of products, capacity scoops of spoons, quality of polishing, etc., since optimum value of these parameters was defined during long rime functional purpose of products. The design of products due to change of the form of products, relief figures and variants of their dressing (mirror polishing, matte polishing, decorative kinds of grinding) varies only.

Experts of the applicant visited the enterprises making tablewares, in Czech Rep., Slovenia, Portugal, Germany, Italy, Spain and China. The following situation with selling production by these enterprises is noted: The European enterprises for last years continuously reduce volumes of manufacture, or transfer it on territory of the Peoples Republic of China. Company HUALONG, TIANJIN ( Peoples Republic of China) makes and exports 90 million pieces of tablewares, approximately as much make companies TTX (TIANJIN) and JETTJTN (GUANJOOU). Fast development of manufacture oftablewarein the Peoples Republic of China at use of a cheap labour and stainless steel of own manufacture has led to closing of many largest enterprises in the Europe, equipped modern technological the equipment and having a significant operational experience: «CUZON", "BARENTAL» (France), «IDURGO"," CADIN» (Spain), «INOXPRAN", "GOTTINGHEN” (Italy), «BERNARDO MACHADO» (Portugal), etc. Other European firms place orders in Peoples Republic of China wheretablewareare made with trade marks of these firms for export. So, for example, company "MILLENIUM" ph. (82-755) 2715-8027, the general director Mr. James Han, having bought a brand of the well-known French firm, makes and realizes in the Europe, the USA and other countriestablewarewith a brand of this and other well-known firms. The annual volume only this company makes 100 million pieces a year at a similar parameter of all Russian branch in 2006 44700 thousand psc. Thus company "MILLENIUM" starts up 6-th factory in action. Except for the numerous enterprises of the Peoples Republic of Chinatablewareare issued by all developed and many developing countries of the world, thus commodity markets of the European countries under an available information have surplus of offers. The applicant has the information on continuous modernization of the Chinese enterprises which is provided with import of the best European firms which are letting out automated lines for manufacture oftablewareand utensils, for example «ZB KODTHOTTI» (Italy), «ZIPMANN» (Germany), etc. Such equipment of the Chinese enterprises which are letting outtablewarefrom domestic, cheap stainless steel for them, quickly increases an export potential. Similar processes occur in India, Indonesia and other countries. 9.2. Proofs of presence of threat of causing of serious damage of branch of the Russian economy. Consequence of the above-stated information are: 1. Fast growth of economy of the Peoples Republic of China, including manufactures oftablewarefrom raw material of a domestic production will

inevitably lead to full replacement of the Russian goods from the market of the Russian Federation. 2. Growth of import oftablewareconstrains rates of development of capacities of the enterprises, modernization of the out-of-date equipment, expansion of assortment of let out production and increase of its quality. 3. Import prices of the Chinese goods considerably below directly competing goods that leads to continuous decrease in a possible sales volume of the domestic goods.

10. Introduction of the special duty will not reduce retail prices па the import goods, as their procurement prices considerably below.

12. A plan of measures on adaptation of branch for the term of action offered measure. The main condition of competitiveness of the Russian goods is modernization morally and physically out-of-date process equipment for what significant financial expenses are necessary. For the term of action of a prospective protective measure (4 years) forces of the enterprises of branch, will be directed on updating of staff of the equipment or increase in a level of the loading which are available. Open Society «PZHM. Kirov » (Pavlovo) is planned import of automatic transfer lines and machine tools manufacture and processings of tablewares. Preliminary volume of means for realization 160 772,4 thuosand rubles. Open Society " Work " Vacha is planned import of automatic transfer lines and machine tools manufacture and processings of tablewares. Preliminary volume of means for realization 53 926 thiusand Rbl.. Open Society " AMZ" Аша in connection with that capacities on manufacture oftablewareat the enterprise are loaded on 66 % for the term of action of a prospective measure is planned to load gradually available capacities up to 90 %. Plans of measures on each enterprise separately with breakdown on terms of performance and a concrete definition of expenses are applied.

Conclusion: On the basis of data of Custom Committee of Russian Federation and Federal Service of Statistics the situation in the market oftablewarehas developed as follows: 2004 presence of import-61 of %, the Russian goods - 39 %; 2005 presence of import-57 of %, the Russian goods - 43 %; 2006 presence of import - 68 %, the Russian goods-32 of %. Thus for the period with 2004 on 2006 г.г the share of the import goods in the Russian market has grown on 7 % of item. It is necessary to note, that on estimated data the real quantity of import considerably above is declared no more than 50 % of the goods, that is. The applicant has no data on restrictive measures used in other countries on import of tableware. Obstacles to export of the given goods to Russia are not available. The defining factor of competitiveness of production is cost of raw material stainless steel. It is necessary to note, that factories of branch are compelled to import тонколистовую corrosion-proof холоднокатаную steel since the material of a domestic production is not suitable for manufacturing qualitative production owing to significant superficial defects. At import of raw material China, Brazil or the European Union its cost in comparison with cost for foreign competitors raises on 10 - 15 %. In the unprofitable attitude there is a domestic industry and at modernization of the process equipment due to import duties and gathering that is not present in the countries of the European Union and in the Peoples Republic of China. By the enterprises of branch there is begun replacement physically and the obsolete process equipment , but the high level of expenses defines term of its recoupment in 5 - 10 years. The most part of the equipment is imported, since by the domestic industry is not issued. Are imported as well expensive polishing tools and materials (special polishing circles, polishing pastes, etc.), not issued by the domestic industry. Thus cost of raw material and tools in the cost price of let out production makes 50 - 60 %.
