2017 ENERGY ASSISTANCE POLICY St. Vincent de Paul & The Salvation Army’s Process and Procedure  

 

If client makes initial contact with St. Vincent de Paul (SVdP) or The Salvation Army (TSA), refer the customer to Brown Co. Human Services’ (111 N. Jefferson St or 448-6460) or Oneida Tribe’s Energy Assistance Program. If client is ineligible for assistance from Brown Co. Human Services (BCHS) or if client receives assistance from BCHS and is still in need of funds to avoid disconnection or to reconnect service, client may be referred to SVdP’s Personal Service Center or TSA’s Emergency Assistance Basic Needs. An electronic referral form verifying denial or assistance received from BCHS, along with a current WPS portal shot, is required. Clients residing within reservation boundaries must seek assistance through Oneida’s Energy Assistance Program. If no/insufficient assistance is provided, a referral form indicating denial/assistance received, along with a current WPS portal shot, is required. AS LONG AS BROWN COUNTY HUMAN SERVICES HAS FUNDS, NO ONE WILL BE ASSISTED WITHOUT AN ELECTRONIC REFERRAL FROM BCHS OR WRITTEN REFERRAL FROM THE ONEIDA TRIBE. The Salvation Army or St. Vincent de Paul will meet with the client and assist, as policy indicates and as funds are available, with up to a maximum of $300/household per season. “Electric only” households may only apply for assistance from SVdP. St Vincent de Paul will assist with electric heating costs with lease for documentation up to $300 or without lease documentation up to $100.

Reasons St. Vincent de Paul and The Salvation Army may refuse to assist with a payment:         

Client is unable to provide all of the required documents. Amount required to reconnect service or avoid disconnection exceeds amount of assistance available. Client’s name is not listed on WPS bill or the person seeking assistance is not an authorized representative on the account. Household does not have sufficient income to maintain a payment plan. Poor payment history. Agency Staff has otherwise determined that the client is not eligible for financial assistance (upon review by supervisor). Client was referred to Catholic Charities’ “Credit When Credit is Due” course and 3 months of budget counseling during the 2016 season and failed to complete it or an equivalent program. Client already received assistance from SVdP or TSA during the current season. Client receives a housing/rent subsidy, which includes a monthly utility stipend.
