TORRANCE LITTLE LEAGUE 2017 ALL-STARS MANAGER AND COACH SELECTION PROCESS INTRODUCTION The Torrance Little League All-Star Manager and Coach Selection process is designed to be objective, fair and ensure the best possible managers and coaches are selected to lead the Torrance Little League All-Star teams. At a minimum, Torrance Little League shall field five All-Star teams for LITTLE LEAGUE BASEBALL’S postseason Tournaments. These teams are: · · · · ·

50/70 All-Stars 12 Year Old All-Stars 11 Year Old All-Stars 9-10 Year Old All-Stars Maroon 9-10 Year Old All-Stars Gray

Subsequent to manager selection, one or two coaches will be selected to team with each manager. ELIGIBILITY REQUIREMENTS All managers and coaches in each division have the right to apply in writing for a managerial position of any All-Star Team. SELECTION PROCESS 1. Candidates for manager nominate themselves by submitting a Torrance Little League All-Star Manager Application form. Only those that have submitted a written application will be considered for a Torrance Little League All-Star Managerial position. Deadline for applications is May 7, 2017. All applications are to be given or emailed to the League Player Agent, Ray Balderama at: [email protected]. Please make sure you have received a confirmation email acknowledging your All-Star Manager Application has been received.

2. The Board of Directors reviews all candidate applications and identifies a list of qualified managers for the All-Star teams. Below is the process for selection from the recently updated Torrance Little League By-Laws Dated January 5th, 2017 Article XXI - Selection Process for All-Star Team Managers Section 1: All managers and coaches in each division have the right to apply in writing for a managerial position of any All-Star team.

Section 2: Those wishing to be considered for post season managerial positions must submit in writing, their intention to manage, to the President no later than 2 weeks prior to the team selection process. The letter must include the following information: · Team which the individual is applying to manage · A brief description of the individual’s qualifications for managing a post season team and a statement regarding an understanding of the time commitment necessary to take such a position Section 3: Managers shall be selected in the following manner for all post season teams. The Managers in the Major division shall have first choice in managing either the 12 year old all-star team or 11 year old all-star team based on their descending order of finish in the regular season. Should one of these teams not be chosen by a Major team Manager or Coach, consideration shall then be given to all Minor Managers who have submitted requests. When considering Minor managers, priority shall be given to various items including the order of finish during the regular season. The managers in the Minor division shall have first choice in managing a 9-10 year old all-star team based on their descending order of finish in the regular season. Should one of these teams not be chosen by a Minor team Manager, consideration shall then be given to all Major Managers and Coaches who have submitted requests. When considering Major Managers, priority shall be given to various items including the order of finish during regular season. The President/Board shall have the final approval of all post season managers 3. Once each All-Star manager position is filled, Managers are requested to submit their proposed coaching candidates to the All-Star Manager/Coach Selection Committee. It is recommended that managers choose a minimum of one (1) coach from another team. In cases where the post season team splits divisions, it is recommended that one coach be from the other division. The All-Star Manager/Coach Selection Committee shall have the authority to appoint alternate coaches if they feel it is warranted and in the best interest of the League. Proposed Coaching Candidate Lists are to be emailed directly to the Board President. Coaching Candidate Lists are due June 6, 2017. 4. Torrance Little League will announce the name of each All-Star Teams’ Manager and Coaches at Closing Day Ceremonies, June 11, 2017

ALL-STAR MANAGER/COACH SELECTION COMMITTEE The Torrance Little League All-Star Manager/Coach Selection Committee is comprised of the following: 1. All current year Torrance Little League Board Members. 2. Current year Torrance Little League Major and Minor Division Commissioners. The following people shall be excluded from the Torrance Little League All-Star Manager/Coach Selection Committee: 1. All managers or coaches being considered for an All-Star manager or coach position. 2. Spouse of a manager or coach being considered for an All-Star manager or coach position. EXPECTATIONS Time Commitment: Torrance Little League All-Star post-season begins in mid-June and may end as late as mid-August in Williamsport, PA at the LITTLE LEAGUE WORLD SERIES. Throughout this time period, managers and coaches typically hold an average of 6 practices of 2½ hours each per week. Games may take place on weekday evenings or on weekends (including Sunday). Between games and practices, a manager can expect to be involved with All-Star, postseason baseball 7 days per week. Philosophy: As a Torrance Little League All-Stars Manager, you are entrusted with our league’s best youth baseball players and, many times, our city’s best. As the Manager, you will be placed in the most important and visible leadership position within our league. Players look to you for direction and encouragement. Parents entrust you with their most precious possession. During the post-season, rules are designed for a more competitive game. As the manager, you will be faced with difficult choices. Some may pit the natural desire to win against maintaining an atmosphere that is mutually beneficial to all children. Other times, you may be challenged to demonstrate respect for the judgment and authority of the umpire. It is important you do so in order to instill in your players a respect for authority of adult leaders in the league. Regardless of the challenges you face, you, as the leader, have to always have the long term interest of all children involved in mind. Conduct: As during the regular season, each Manager and Coach is required to abide by the Torrance Little League Code of Conduct. As a part of the application process, each applicant is required to re-affirm his commitment to the Code of Conduct in writing. IMPORTANT DATES May 7, 2017 All Star Manager applications due May 25, 2017 8pm to 10pm American Legion: All-Star Draft for the 12 Year Old Team & the 11 Year Old Team (Major Managers)* May 22, 2017 8pm to 10p American Legion: All-Star Draft for the 9-10 Year Old Team (Minor Managers)** May 23, 2016 8:00pm to 10pm American Legion : All-Star Draft for the Training Division (NonTournament Play) May 30, 2017: Manager Candidates are contacted in order of ranking and given a choice of team. May 31 , 2017: Coaching Candidate Lists due to President All-Star Coaches Selected June 3, 2016: Closing Day – All-Star Managers, Coaches and Players announced * Minor Managers are allowed to attend the 11 Year Old All-Star Draft to lobby for any 11year old players they feel should be on the 11 Year Old All-Star Team. ** Major and Training Managers are allowed to attend the 9-10 Year Old All-Star Draft to lobby for any 9-10 year old Players they feel should be on the 9-10 Year Old All Star Team. Only the Manager of each team may attend the All-Star draft. If the Manager is not available for any reason they must notify the Player Agent prior to draft night of the coach that will be attending in their absences.
