CAMPBELL COMPANY OF CANADA TORONTO PLANT - TOXICS REDUCTION PLAN FOR PM2.5 December 18, 2013
INTRODUCTION This Toxics Reduction Plan was prepared to meet the requirements of the Ontario Toxic Reduction Act (2009) (TRA) and Ontario Regulation 455/09 for Campbell Company of Canada facility located at 60 Birmingham Street, in Toronto, Ontario. The subject toxic substance is particulate matter with diameter less than 2.5 micron (PM2.5), which belongs to NPRI Part 4 and TRA Phase II substance. It is created in the facility as a by-product of fuel combustion systems. The act and the regulation require regulated facilities to undertake toxic substance accounting to better understand the quantities of toxic substances that are used, created, transformed, destroyed, released, disposed of, and contained in product. For each substance, regulated facilities must develop a plan that examines how the amount of the substance used or created at the facility could be reduced or eliminated by implementing technically and economically feasible toxic substance reduction options. In addition to the subject substance, Campbell has also prepared a Toxics Reduction Plan for another applicable Phase II toxic substance (nitric acid).

Related emission factor for natural gas combustion in U.S. EPA AP-42 Chapter 1.4 is used. The annual natural gas usage data is provided by the facility.

Notes: (1) Emissions from the source group are calculated. (2) The factor has a U.S. EPA data rating of "B", assuming PM=P10=PM2.5 for natural gas combustion gases.
As of December 18, 2013, I, Peter Stevens, certify that I have read the toxic substance reduction plan for the toxic substance referred to above and am familiar with its contents. To my knowledge the plan is factually accurate and complies with the Toxics Reduction Act, 2009 and Ontario Regulation 455/09 (General) made under that Act.
