TWILIGHT BASEBALL LEAGUE RULES – 2017 SEASON The Twilight Baseball League uses the Sporting New edition of the Major League Baseball rules with the following exceptions or additions: Is a wood bat summer baseball league for 18+ year old baseball players. The National High School Federation re-entry rule. Note that once a pitcher has been removed from the game he may NOT re-enter to pitch (even if he goes to a different position in the field) The American League DH (designated hitter) rule which allows the DH to hit only for the pitcher. The pitcher has NO hitting spot in line up and only becomes a hitter if the DH goes to a defensive position. The pitcher then assumes the hitting spot of the player taken out of the game. The COLLEGE slide and collision rule. A team may finish with 8 players (automatic out for empty slot in order). If another roster player arrives, he may go into the empty slot to hit. A team that has used all its substitutes may replace an injured player, who is incapacitated, or an ejected player with 1st a player who already has played, or 2nd (if no player is available) a non-roster player. Either to be approved by opposing coach. This player may not pitch in the game. 10 run Rule in effect for all post season 9 inning games (after 7 innings played). For regular season games, scheduled 7 inning game then NO run rule exists unless both coaches agree on it before the game. Forfeits: a team will be allowed a grace period of 15 minutes if 9 players are not present at game time. If a doubleheader is scheduled and one team does not have 9 players with 15 minutes time frame, a forfeit will be declared for that game and the umpires and teams will wait 45 minutes after the original start time of the 1 st game before a forfeit is also declared for game 2. A team who does not have 9 roster players available for a scheduled game will be considered a forfeit. If a team forfeits for the 2 nd time in the season – they will be automatically eliminated from the rest of the season scheduled game…. The opponents will receive wins for those forfeited games. Use of profane language, throwing equipment, slamming bats or helmets, persistent heckling from the opposing bench or other similar actions is cause for immediate ejection of the game. Penalty for player ejections: 1. 1st time ejection = suspended for 2 game 2. 2nd time ejection = suspended for 8 games 3. 3rd time ejection = remainder of season (can carry into next season, Commissioner judgement) When a pitcher is ejected from a game, in addition to the above policy, that pitcher may NOT pitch for 7 days. Upon ejecting a player, manager, the umpire will have the offender removed from the playing area which includes the field, bench area, bullpen, and any other area included in live ball area. The ejected player must be out of sight and sound. Penalty for fighting at any time (before, during, after game)

1. 1st time = suspended for 12 games 2. 2nd time = suspended from TBL for life Curfew for single games: see field location notes (ex: St Joes College – game starts at 7pm then it’s a 7 inning game. If tied after 7 innings, game can be played until there is a winner. At Deering Oaks Park in Portland, game time starts at 7:00pm and scheduled for 7 inning game, the lights will turn off at 930pm). PITCHERS: a pitcher is not allowed to pitch more than 4 innings in a single game for the month of June ONLY (doesn’t matter if it’s a schedule 7 or 9 inning game). If a scheduled double header for a team – a pitcher may not pitch more than 6 innings on day. Once we get into July, a pitcher cannot throw a full game (meaning if game is scheduled for 7 innings and starting pitcher throw 6 great innings, he is done for the day and start the 7th with a new pitcher. We want pitcher going back to college baseball program with a health arm that has been taken care of this summer. Batting Line Up: a team can use up to 2 extra hitters in the batting line up. They can go into the field defensively but NOT to the pitching mound. They are NOT the DH they are extra hitters. Listed on line-up card as EH. This will help get some extra players more at bats this summer. Courtesy Runner: a coach can use a courtesy runner for the catcher at any point the catcher gets on base. The courtesy runner needs to be a player that was NOT in the starting batting line up (or pitcher). The courtesy runner can be entered into the game for any player. If so, then a different courtesy runner (that has NOT been in the line-up or game yet) can be used as courtesy runner for the catcher. Rain: 1. Field reps will have the first determination for canceling games due to weather. In the event of a cancellation, the Commissioner will notify the team reps. 2. The home team will have the responsibility to call off games due to weather if the field reps do not close the field. The home team shall notify the Commissioner and make arrangements with him to call Duke Madsen (his cell# is 207-831-8914) to cancel the umpires. If coaches fail to call and umpire show up as the umpires get paid ½ game fee. 3. If one pitch is thrown to start a game the umpires get paid a FULL game fee. Coaches use your best judgment. If you can’t get 5 innings in, don’t play the game. 4. Lights at facility – if for some reason they don’t turn on at 800pm, first, call Nick Caiazzo, then sit and wait (like a rain delay) for them to get turned on. Same situation for a foggy night that lights supposed to turn on at 800pm and at 745pm its dark – wait, then resume play once umpire feel its safe and playable.
