TRIPARTITE COMMISSION (IOC-ANOC-UCI) INVITATION PLACES NOCs may request Invitations from the Tripartite Commission. However, none will be directly allocated in the quota for cycling. If the Commission receives any requests for Invitations which meet the criteria which have been set, these may be filled with places not used by the NOCs, by agreement with the UCI and the IOC and in accordance with the principles defined in the section on “Reallocation of unused quota places”. Deadline for the Beijing 2008 Organising Committee to receive entry forms submitted by NOCs

DATES / PROCESS FOR CONFIRMATION OF PLACES Up until 14 April 2008, the UCI will confirm to each NOC involved the number of qualifications obtained. Each NOC will have until 20 June 2008 to confirm to the UCI whether it will be using these qualifications. After this date, any vacant places (subsequent to any place(s) being given up by the NOCs) will be allocated by the UCI as Tripartite Commission Invitations then as reserve places. The deadline for the final reallocation of places is set at 7 July 2008. REALLOCATION OF UNUSED QUOTA PLACES 1. Tripartite Commission Invitations The first unused places in the quota returned by the NOCs will be allocated, in agreement with the UCI, as Tripartite Commission Invitations. 2. Reserve places Any additional vacant places will be allocated as reserve places as mentioned below: -

for each of the 10 Olympic events, 1 reserve place will be allocated to NOC riders who have not qualified according to the order of ranking in the UCI Final Individual Track Ranking 2007-2008.

3. Others Any places remaining vacant in certain events will be allocated by the UCI, in agreement with the IOC, to NOCs which have not qualified, according to the UCI Final Individual Track Ranking 2007-2008, in the order of their position in the general ranking for the event in question.

SPECIAL PROVISIONS (1) An NOC may not have more riders qualified than it has riders ranked in the individual ranking of the tour concerned. (2) An NOC already qualified (according to criterion no. 1) or having obtained one place for the Time Trial event (according to participation criterion A) through the ProTour cannot be taken into account in the other tours. Therefore, the remaining ranked nations will be taken into consideration in accordance with the respective rank of the UCI Africa Tour, UCI America Tour, UCI Asia Tour, UCI Europe Tour and the UCI Oceania Tour. (3) An NOC not reaching its athlete quota through the ProTour rankings (special provision no. 1) may obtain places up to the number of places it was unable to obtain in its respective tour – the UCI Africa Tour, UCI America Tour, UCI Asia Tour, UCI Europe Tour and the UCI Oceania Tour (special provision no. 2) – but must not, however, exceed the athlete quota obtained in the ProTour ranks. (4) (4) An NOC not reaching its athlete quota though the ProTour circuit, despite applying special provision no. 3, will have its remaining quota allocated through the men’s “B” World Championships in criterion no. 2. (5) Any NOC which has not qualified according to criterion no. 1 will receive a place according to the following conditions: MEN o

UCI ProTour: Each NOC with an athlete ranked in the 2007 final individual ranking of the UCI ProTour will receive 1 place. Therefore, the NOCs qualified according to criterion no. 1 from 11th to 15th place will have their quota reduced by one rider, in the reverse order of the 2007 UCI ProTour final ranking by nation, in order to respect the total maximum number of 140 riders.

UCI Africa Tour: Each African NOC with an athlete ranked in the top five of the 2007 final individual ranking of the Africa Tour will receive 1 place. Therefore, the NOCs qualified according to criterion no. 1 in 1st and 2nd place will have their quota reduced by one rider, in the reverse order of the 2007 final ranking by nation for the Africa Tour, in order to respect the maximum total number of 140 riders.

UCI America Tour: Each American NOC with an athlete ranked in the top 20 of the 2007 final individual ranking of the America Tour will receive 1 place. Therefore, the NOCs qualified according to criterion no. 1 from 4th to 6th place will have their quota reduced by one rider, in the reverse order of the 2007 final ranking by nation for the America Tour, in order to respect the maximum total number of 140 riders.

UCI Asia Tour: Each Asian NOC with an athlete ranked in the top five of the 2007 final individual ranking of the Asia Tour will receive 1 place. Therefore, the NOCs qualified according to criterion no. 1 from 2nd to 4th place will have their quota reduced by one rider, in the reverse order of the 2007 final ranking by nation for the Asia Tour, in order to respect the maximum total number of 140 riders.

UCI Europe Tour: Each European NOC with an athlete ranked in the top 200 of the 2007 final individual ranking of the Europe Tour will receive 1 place. Therefore, the NOCs qualified according to criterion no. 1 from 7th to 16th place will have their quota reduced by one rider, in the reverse order of the 2007 final ranking by nation for the Europe Tour, in order to respect the maximum total number of 140 riders.

UCI Oceania Tour: Each Oceanian NOC with an athlete ranked in the top five of the 2007 final individual ranking of the Oceania Tour will receive 1 place. Therefore, the NOC qualified according to criterion no. 1 in 1st place will have its quota reduced by one rider, in order to respect the maximum total number of 140 riders.

Each NOC with an athlete among the top 100 in the UCI world individual ranking as at 31/05/08 will receive 1 place. Therefore, the NOCs qualified according to criterion no. 1 from 17th to 24th place will have their quota reduced by one rider, in the reverse order of the 2007 UCI world ranking by nation as at 31/05/08, in order to respect the total maximum number of 64 riders.

(6) NOCs which qualify under any criterion other than the UCI ranking can have a maximum of only 2 riders. (7) If the riders occupying qualifying places include athletes representing an NOC which has already qualified under criterion no. 1, it is the NOC whose rider is ranked in the following place in the competition concerned who will enjoy the right to participate. (8) If an NOC has more than 2 riders out of the top 5 men (top 3 women) plus the quota allocated through special provision no. (4), it is the NOC whose rider is ranked in the next place which will qualify. (9) Places for the time trial event are included in the total quota for cycling disciplines. Only riders involved in the road, track or mountain biking or BMX can take part in the individual time trial race. (10)If there is more than 1 rider from the same NOC in the top 15 (in the top 10 for women), the rider(s) from the following NOC(s) will be considered in order to arrive at the total number of 40 athletes (25 for women). TRIPARTITE COMMISSION (IOC-ANOC-UCI) INVITATION PLACES NOCs may request Invitations from the Tripartite Commission. However, none will be directly allocated in the quota for cycling. If the Commission receives any requests for Invitations which meet the criteria which have been set, these may be filled with places not used by the NOCs, by agreement with the UCI and the IOC and in accordance with the principles defined in the section on “Reallocation of unused quota places”. DATES / PROCESS FOR CONFIRMATION OF PLACES By 30 October 2007 (for men) and 6 June 2008 (for women), the UCI will confirm the number of qualifications obtained to each NF/NOC involved. Each NF/NOC will have until 15 November 2007 (for men) and 20 June 2008 (for women), to confirm to the UCI whether it will be using these qualifications. After this date, any vacant places (subsequent to any place(s) being given up by the NF/NOCs) will be allocated by the UCI between April and July 2008 (for men), 7 July 2008 (for women) as Tripartite Commission Invitations then as reserve places. REALLOCATION OF UNUSED QUOTA PLACES 1. Tripartite Commission Invitations The first unused places in the quota returned by the NOCs will be allocated, in agreement with the UCI, as Tripartite Commission Invitations. 2. Reserve places Any additional vacant places will be allocated as reserve places, as mentioned below: Men -

For the mass start event, 4 reserve places will be awarded to NOCs which have not qualified, according to the UCI ranking by nation as at 15 October 2007 of the UCI Africa Tour, UCI America Tour, UCI Asia Tour, UCI Europe Tour and the UCI Oceania Tour in the order of this ranking with a maximum of 2 riders per NOC. These places will be allocated as a priority to the continent which has not taken up a place.

If a rider who is in the top 15 in the 2007 World Championships elite time trial event is representing a NOC which has not qualified for the road events, this NOC will receive a reserve place. This reserve place will be filled before the reserves allocated according to the UCI ranking by nation.

Women -

For the mass start event, 5 reserve places will be awarded to NOCs which have not qualified, according to the UCI ranking by nation as at 31 May 2008 in the order of this ranking with a maximum of 2 riders per NOC.

If a rider in the top 10 in the 2007 World Championships elite time trial event is representing a NOC which has not qualified for the road events, this NOC will receive a reserve place. This reserve place will be filled before the reserves allocated according to the UCI ranking by nation.

(2) The rankings by nation at the world championships are determined by the position of the male riders of each nation in the elite men’s final of the 2008 UCI BMX World Championships (31/05/2008). (3) The rankings by nation are determined by the position of the three best female riders from each nation in the UCI world BMX ranking for the period from 01/01/06 to 31/05/08. The UCI world BMX ranking is determined by four categories of events. Category 1: World Championships; Category 2: UCI BMX Supercross World Cup; Category 3: continental events (10 events per continent); and Category 4: national championships. (4) The rankings by nation at the world championships are determined by the position of the female riders of each nation in the elite women’s final of the 2008 UCI BMX World Championships (31/05/2008). (5) Invitation places will be decided upon by the Tripartite Commission (IOC-ANOC-UCI). TRIPARTITE COMMISSION (IOC-ANOC-UCI) INVITATION PLACES Two Tripartite Commission Invitation places will be made available for eligible nations in the Men’s competition and one Tripartite Commission Invitation place will be made available for eligible nations in the Women’s competition.
