...strengthening Peace and Security through Disarmament The United Nations Regional Centre for Peace and Disarmament in Africa (UNREC) was established by the United Nations General Assembly in 1986 in Lomé, Togo through resolution 40/151 G. UNREC, as a regional centre of the United Nations Office of Disarmament Affairs (UNODA), is mandated to provide, upon request, substantive support for initiatives and other efforts of Member States of Africa towards the realization of measures of peace, arms limitations and disarmament. UNREC assists African Member States in their efforts to effectively implement their obligations found in various disarmament, arms regulation and confidence-building instruments and to reform their defence and security forces. It supports States, the African Union and subregional organisations by strengthening their capacity and providing them with the technical, legal and substantive assistance necessary to achieve sustainable peace and security.

Promotes the ratification of and preparation for the implementation of the Arms Trade Treaty by engaging national stakeholders in awarenessraising activities. Recently, the Centre co-organized a meeting on South-South cooperation with Parliamentarians from Africa, Latin America and the Caribbean in support of the ATT.

Supports States in critical components of practical arms control measures through subregional workshops and training. Personnel from 15 countries of West Africa were trained on the implementation of the International Tracing Instrument (ITI), and from 12 countries of East, West and Southern Africa - on the IATG.

The Centre is currently working with the Economic Community of Central African States (ECCAS) to develop a guide on SALW legislation and the Kinshasa Convention implementation.

In Mali, supported the re-operationalization of the National Commission on SALW and assisted in developing its five-year National Action Plan on small arms.
Organized regional workshops in West, Central and Southern Africa to assist States in preparing their initial reports pursuant to Security Council resolutions 1540 (2004) on the non-proliferation of WMD by non-State actors. The Centre also supported the SCR 1540 Committee in its country visit to Malawi and country specific events in Gabon and Togo.

In Cote d’Ivoire, developed a manual of PSSM standard operating procedures in line with International Small Arms Control Standards (ISACS) and the International Ammunition Technical Guidelines (IATG).

Raises awareness of national stakeholders on the Biological Weapons Convention (BWC) and assists in reinforcing the implementation of the BWC in West Africa.
CAPACITY BUILDING AND TECHNICAL ASSISTANCE • Technical assistance and training on combating the illicit trafficking of SALW • Technical support to national, sub-regional and regional entities in developing policies, action plans, laws and strategies • Support to Member States’ practical disarmament initiatives • Assistance in the area of disarmament, demobilisation and reintegration (DDR) and security sector reform activities (training and capacity building projects, policy advice, assistance in legal and institutional review and standard setting) • Technical support in the destruction of SALW and ammunition • Database and software development for SALW control and the trade of conventional weapons • Support in the ratification and implementation of international and regional disarmament and arms control instruments, including the Arms Trade Treaty • Support to the implementation of UN Security Council Resolution 1540 (2004)
