2017 INDOOR FUTSAL (5-ON-5) (CO-REC 6-ON-6) I.

Eligibility A. B. C. D.

All participants are subject to Campus Recreation Eligibility Rules that are outlined in the Intramural Sports Participant Handbook. All players must present a valid UCI Student ID OR Driver’s license in order to check in for a game. Players may not participate on two or more teams in any division and in the same sport during the Intramural season. Players may however play in one CoRec league and in one Men’s/Women’s league concurrently. CoRec = Housing, Men’s = IFC, Women’s = Panhellenic for eligibility purposes. A player must have played in a regular season game to be eligible for playoffs. There will be no on-site additions to a team’s roster once playoffs have begun. Please contact the Director of Intramural Sports with any roster questions.

UCI CLUB SPORTS PLAYERS: Only two players on the team roster may be Club Soccer players. Please see the Intramural Sports Participant Handbook for eligibility requirements.

II.

The Game

A. The game shall be played by two teams, each consisting of no more than five players (Men’s) and six players (CoRec). This number includes the goalkeeper.

B. The team with the most number of goals scored shall be declared the winner. C. Prior to the start of the game, the officials will meet with the captains and go over any rules that are not covered in the soccer rules.

D. At the end of the captain’s meeting the officials will conduct a coin toss. The winner of the coin toss will have the option to start with the ball or pick the side they wish to defend.

E. To start the game, a player must kick the ball BACKWARDS to a teammate. 1. The opposing team must be 10-feet away from the ball prior to the start or restart of the game. F. If the game is temporarily suspended for any reason, the game will be re-started by the referee dropping the ball where play was suspended, if neither team had possession at the time of interruption.

G. The Intramural Officials and Intramural Supervisors at the time of play shall have the authority to make decisions on any matters or questions not specifically covered in the Intramural Rules.

H. Team Sportsmanship is rated from a scale of 4 (excellent) to 1 (poor). Each team steps onto the court with a

rating of 2.5, and receives a whole number rating score upon completion of the game. Sportsmanship is determined by behavior on the court, demeanor towards opposing players and Intramural Sports Staff, physicality of play, etc. I. The penalty area is defined by an ARC that is 6 yards from the goal line. The penalty spot is at the top of this arc directly in front of goal. J. The second penalty spot is located 10 yards from the goal line directly in front of goal. III.

The minimum number of players to start the game is four (five for CoRec). Each team must field a goalkeeper. Games will start on time. A team with less than the minimum number of players to start the game will be given a forfeit loss. Teams are given a 5-minute grace period to field the minimum number of players required to start a game. The game will begin once the minimum amount of players has arrived for each team. If a team does not have the minimum amount to start the game at game time, that team will automatically move down to a “2” for sportsmanship rating, and cannot achieve higher than a “3” rating for that game. A substitute may come in at any time during the game for any field player except the goalkeeper. 1. All substitutions must enter and exit through the player gate. The player exiting the court must be ENTIRELY off the court before a new player may enter. It is illegal for any player to climb over the wall during a substitution. (PENALTY – Direct Free Kick at the spot of infraction) Goalkeepers are only allowed to be substituted after a goal has been scored, prior to a penalty kick, during halftime, official’s timeout, an injury timeout, during a team timeout, or during a dead ball situation. The team captain must get the attention of the referee in order for the legal goalie substitution to be acknowledged.

All Indoor Futsal games will be played inside the ARC in the Back Court Gym. Teams will be required to wear matching t-shirt colors as decided at the manager’s meeting. Players failing to wear assigned team color will not be eligible for that night of participation. The goalkeeper must wear a different colored shirt from his/her teammates. Soft-soled, non-marking shoes must be worn by all players. No black soled shoes, or shoes that will leave a mark. Players must wear athletic shoes at all times. JEWELRY IS NOT PERMITTED. Any person found wearing jewelry will be asked to leave the court and remove all jewelry. Failure to comply with this rule could lead to a Yellow Card issued to the offending player. A UCI Intramural low-bounce futsal ball will be provided for each game.

Timeouts, Game Length, and Overtime Procedure A. B. C. D.

In CoRec, a team of six players will be comprised of 3 males and 3 females. You may start the game with five players, but at least two females must be present to start the game. At all times, either gender cannot outnumber the opposing gender by more than one person. (ie. Three females, two males or three males, two females) A goal scored by a female during the game (including penalty kicks) is worth one point. During penalty kicks, each team must alternate kicks between male and female throughout the entirety of the penalty kicks. Once a team has gone through all potential kickers, the cycle will begin once again with the original first kicker, and the order will remain the same as the first time through.

Fans are not allowed inside the team bench. Fans or spectators may not enter the field during the game. They will be asked to leave the premises if they fail to comply with the rules and polices stated by Campus Recreation. Coaches are not recognized by Intramural Sports.

The game will consist of two 20-minute halves (3-minute intermission). Teams are each allowed one timeout per game. Dead ball timeouts will be granted to either team. Live ball timeouts will only be granted to a team currently in possession of the ball in their own defensive half of the court. 1. A timeout MUST be called by a player currently on the court. No bench personnel will be granted a timeout. During the regular season, all games will go to the penalty kick shootout. See Rule D4 below and continue to the end for penalty kick shootout rules. During playoffs, if the time has expired and the score is tied, the following overtime procedure will be used: 1. The referee will conduct a coin toss with the captains. The winner of the coin toss will have a choice to start overtime with the ball or choose the side to defend. 2. A five-minute “Golden Goal” overtime will be played for the first overtime session, where the first team to score a goal wins. 3. If the game is still tied after the first overtime session, penalty kicks will be used in the second overtime to determine the winner. 4. The referee will select the side for penalty kicks and conduct another coin toss. The winner of the coin toss will have a choice to kick first or second. 5. Teams will select five different players to take penalty kicks. Both teams will alternate kickers during the second overtime process. 6. The team with the most penalty kicks converted successfully is declared the winner. 7. If there are still an even number of successful penalty kicks once all five kickers have completed their respective turns, each team will continue to kick one at a time until one team has successfully converted a kick and the other team has not. 8. Once a team has gone through all potential kickers, the cycle will begin once again with the original first kicker, and the order will remain the same as the first time through. 9. The player may only kick the ball once from the designated spot, and no rebound from the goalie will be considered live. 10. Players who were disqualified or ejected from a game are not eligible to take penalty kicks.

Scoring and Mercy Rule

A. A goal is scored when the ball has passed over the entirety of the goal line, between the goalpost, and under the crossbar, provided that it has not been thrown or carried by a player of the attacking side.

B. All goals scored are one point. C. Male and female successful goals are both worth one point. D. A male or female player who scored a goal during a penalty kick is worth one point.

E. Mercy Rule: If a team is ahead by five or more goals at any point during the last three minutes of the second half, the game will end.

VIII.

Ball Into the Ceiling/Rafters – Time Penalty

A. In the event that the ball hits the rafters, ceiling, basketball hoop, or lights above the gym floor, that player will be given a two-minute time penalty. The opposing team will be given a direct free kick at the point underneath nearest to where the ball hit. 1. The player sent off cannot be replaced on the court—the team will play down a player for two minutes. 2. If the opposing team scores during the time penalty, the penalized player or a substitute may return to the court. 3. If the goal keeper is in violation, any one of his/her teammates on the court may sit out.

Fouls All fouls in Indoor Futsal will be punished by a Direct Free Kick. A.

On a foul resulting in a Direct Free Kick, a goal can be scored without anyone else having to touch the ball. The player taking the free kick has four seconds to kick the ball once it has been whistled as ready for play. A Direct Free Kick is awarded against a player who intentionally commits any of the following offenses (please note that fouls 11, 15-22 do not add to a team’s accumulated foul count): 4. Kicks or attempts to kick an opponent. 5. Trips an opponent. 6. Jumps at an opponent. 7. Charges an opponent from behind or in a violent and dangerous manner. 8. Strikes or attempts to strike an opponent. 9. Holds an opponent with his/her hands or any part of his/her arm. 10. Pushes an opponent with his/her hands or any part of his/her arm. 11. An intentional hand ball (this does not apply to the goalie in his/her own penalty area). a. An intentional hand ball that prevents a ball from going into the offending team’s goal will be penalized with a penalty kick. The player committing the hand ball offense will be administered a Red Card and be immediately ejected from the game. 12. Checking, boarding or slide tackling. 13. A player tries to kick the ball out of the goalkeeper’s hands. 14. Intentionally obstructing an opponent when not within playing distance of the ball. 15. Committing a substitution violation. 16. The goalkeeper holds the ball more than 6 seconds. 17. Having too many players on the court at one time. 18. When the ball is hit out or in the team bench. 19. When the goalkeeper throws the ball past half court without a player touching the ball. 20. Any player utilizes Time Wasting Tactics to run out the clock. 21. The goalkeeper intentionally picks the ball up more than once during a single possession. a. If the goalkeeper puts the ball down, then it must touch an opponent before the goalkeeper can pick it up again. 22. A teammate intentionally kicks the ball back to the goalkeeper and the goalkeeper picks the ball up with his/her hands. a. Please note: Goalkeeper violations will NOT count towards accumulated foul count. 23. Being guilty of unsportsmanlike conduct. Note: This can also result in an ejection.

All fouls in Section IX (except for fouls 11, 15-22) will count towards a team’s accumulated foul count. This count is tallied per half, and all accumulated fouls from the second half carry into the Golden Goal overtime period during playoffs. A team is allowed five (5) fouls per half that are penalized simply by a Direct Free Kick from the spot of the foul. Starting with a team’s 6th accumulated foul in a half, the following rules apply: A. The defending team loses the privilege of creating a wall to defend the Direct Free Kick. B. All players on the court must remain behind an imaginary line level with the ball and parallel to the goal line, and outside the penalty area. Players must be at least 5 yards away from the ball and may not obstruct the player taking the free kick. No player may cross this imaginary line until the ball has been kicked. 1. All rules in regards to crossing this line early are the same as during a penalty kick. C. If a player commits the 7th (or more) foul of his/her team in the opposing team’s half or in his/her own half in front of an imaginary line parallel to the halfway line and passing through the second penalty mark at 10 yards from the goal line, the free kick is taken from this second penalty mark.

The ball is out of play when: A. It is kicked inside the team bench or on the above balcony. B. It gets stuck in any surrounding areas above the gym floor. C. The game has been stopped by the referee or for any other reason. The ball is in play at all other times, including: A. If the ball rebounds from a goalpost, crossbar, or the wall onto the court. B. If the ball rebounds from the referee while s/he is in the field of play. C. In the event of a rules infringement until a decision is given (advantage rule). Putting the ball back into play: 1. Ball must be at a complete stop and no more than one foot away from the wall. 2. The goalie has six seconds to release the ball. Otherwise, a direct free kick will be awarded to the opposing team from the spot outside the penalty area nearest to the infringement. 3. There are no throw-ins, corner kicks or goal kicks. 4. There are no penalties for being in an offside position.

A Yellow Card is a warning. A player in violation of misconduct or commits any of the following offenses shall receive a yellow card. 1. Commits a substitution violation. 2. Persistently infringing the rules of the game. 3. Commits a slide tackle on any attacker in possession of the ball. 4. Engages in behavior or remarks deemed unsportsmanlike by the IM Staff. 5. Distracting an opponent during a free kick. A Red Card is an ejection; two Yellow Cards equal a red card. A player shall be ejected for the following offenses: 1. Being guilty of violent/malicious or serious foul play. 2. Using foul or abusive language towards other players or IM Staff. 3. Being guilty of misconduct after having received a caution. 4. A player anywhere on the field (other than the goalkeeper within his/her own penalty area) intentionally handling a ball to prevent it from entering the goal. 5. Commits a slide tackle from behind. 6. Engages in conduct which warrants ejection in the judgment of the referee. Note: a player who commits a foul may receive an immediate red card or may be ejected without receiving a yellow card. 7. The team with the ejected participant shall play shorthanded for a period of two minutes, or until the opposing team scores a goal. The ejected participant will not be allowed back into the game under any circumstance, but can be replaced by another bench player once the power play has ended.

If a player commits the 7th (or more) foul of his/her team in his/her own half of the playing court between the 10m line and the goal line, the team awarded the free kick may choose whether to take it from the second penalty spot or from the place where the infringement occurred. In all cases, the player taking the kick must be properly identified. Any non-contact foul or violation will NOT be added towards a team’s accumulated foul count.

Players may only use his/her hands on the wall to slow down momentum. A player may not use his/her hand on the wall to gain advantage (aside from standing up). (PENALTY – Obstruction, Direct Free Kick) A player may not use two hands on the wall to shield an opposing defender from the ball. (PENALTY – Obstruction, Direct Free Kick) It is illegal for a defender to charge into an offensive player with such force that it forces the offensive player to put both hands on the wall. (PENALTY – Illegal Charge, Direct Free Kick) 1. A dangerous charge against an opponent on the wall will receive an automatic caution (Yellow Card). 2. A charge along the wall deemed violent or with intent to harm is punishable by an automatic Red Card.

Hand Ball A. B.

It is illegal for a player to use the hands to prevent a ball from entering a goal or deflecting it. Result is a direct kick. If the hands were inside the goalie box it’s a penalty kick. It is legal to use the hands for protection during the game: It is not a foul under the following conditions: Men and women may use their hands in a protective manner to protect the face and below the waist with hands "glued" to an area of the body about to be contacted by the ball

The hands may not be used to control the ball under any circumstances, only to protect.

Penalty Kick

A. When one of the fouls that normally is punished by a direct free kick is committed in the penalty area, a penalty kick is awarded.

B. A penalty kick is taken from the penalty mark, which is at the top of the penalty area. C. All players, with the exception of the player taking the kick and the opposing goalie, shall be behind the midline until the ball has been kicked.

D. The opposing goalie may move laterally along the goal line before the ball is kicked as long as both feet are on the goal line. The goalie can only move forward once the ball is kicked by the shooter.

E. The player taking the kick must kick the ball forward and may only kick the ball once. If the ball rebounds from

the goalie's body, the player may kick the ball again. The shooter may not touch the ball after it rebounds from the goalpost, crossbar, or wall. The ball must first touch another player or the goalie before the original kicker may touch the ball. F. If the offense commits a penalty during the process of the penalty kick: 1. A Direct Free Kick will be awarded at the spot of the infringement, regardless of if the result of the kick was a goal or not a goal. G. If the defense commits a penalty during the process of the penalty kick: 1. The goal will count, and no penalty will be given if the ball crosses the goal line. 2. A re-kick will be taken if the ball does not cross the goal line. XVI.

Goalkeeper’s Rules

A. The goalie has six seconds to release the ball back into play once handled. (PENALTY – Time Wasting Tactic, Direct Free Kick)

B. The goalie, once in possession of the ball, MAY NOT ever advance the ball past the midline on a throw until it is touched by another player. (PENALTY – Illegal Throw/Kick, Direct Free Kick)

C. The goalie, once in possession of the ball, MAY advance the ball past midline either on a kick or as a field player. D. The goalie may not be charged into or obstructed. (PENALTY – Charging, Direct Free Kick; Obstruction, Direct Free Kick)

E. If a collision occurs between the goalkeeper and a player that is violent in nature, that player may be ejected from the game by the referee.

F. The goalkeeper is considered to have possession of the ball once s/he has placed one finger on the ball. G. The goalkeeper may not handle the ball outside the penalty area. (PENALTY – Illegal Handling, Direct Free Kick) 1. A goalkeeper may bring the ball back into the goalie box and pick it up if played with foot first. H. Players on the same team may kick the ball back to their own goalkeeper, but the goalkeeper may not pick the ball up with his/her hands. (PENALTY – Illegal Handling, Direct Free Kick) XVII.

Ejections

A. A player will be ejected from a game for unsportsmanlike misconduct, serious foul play, using abusive language,

or if he or she persists in misconduct, with or without receiving a caution. 1. A player will be ejected for: a. Striking or punching an opponent or staff member which causes serious injury. b. Kicking an opponent which causes serious injury. c. Pushing an opponent to the wall from behind. d. Tripping an opponent which causes serious injury. e. Abusive language towards opponents, officials, or spectators. The player receiving the ejection must leave the premises, and, along with his/her team captain, must meet with the Director of Intramural Sports prior to participating in the next game. Any unsportsmanlike ejection will be penalized by AT LEAST a one-game suspension, and potentially more depending on the nature of the offense. a. Any player removed for two Yellow Card offenses is not considered to fall under the category of an unsportsmanlike ejection unless specifically noted by the IM Officials and Supervisor on-site. A player ejected twice during the course of the season will be suspended for the remainder of the season. If a team has a total of three or more players ejected during the season, the team will be removed from the league. In the case of unruly spectators, Yellow and Red Cards may be administered to the team captain.

XVIII. Playoff Requirements and Seeding A. In order to determine playoff qualification, the intramural sports staff will use the following guidelines:

1. Win/loss record will determine final regular season standings. Teams that finish in 1st and 2nd place in their division will participate in the “A” playoffs, and teams that finish in 3rd and 4th place in their division will participate in the “B” playoffs. Sportsmanship criteria must still be met. Please refer to the Intramural Sports Participant Handbook for full tiebreaker procedures. a. Any game that is defaulted by a team will count worse than a loss for that defaulting team’s record for seeding purposes. b. Any game that is forfeited by a team will count worse than a default for that forfeiting team’s record for seeding purposes. 2. An average sportsmanship rating of 2.5 or better by the end of the season. This average must be maintained throughout playoffs. If a team has worse than a 2.5 average, they cannot make playoffs. B. A player must have played in a regular season game to be eligible for playoffs. There will be no on-site additions to a team’s roster once playoffs have begun.
