UNIVERSITY OF SIOUX FALLS Intramural Sports Broomball Rules General rules adapted for intramural play: in other cases rules of the National Federation of State High School Associations will be used. 1.

HEALTH & SAFTEY A. Any participant whose physical condition or health status is such that playing an intramural contest might be detrimental to him/her, is ineligible to participate, unless written permission has been obtained from University Student Health before playing. Determining his/her health status and getting permission is the responsibility of the player and must be arranged by the player. The Student Development staff and the University of Sioux Falls are not responsible for any injuries, health problems or otherwise that might occur to any person playing intramural sports. It is recommended that all players have a recent medical examination before playing.

2.

ELIGIBILITY A. All USF students, faculty, staff and spouses are eligible with the following restrictions: 1. Only two (2) individuals who have ever participated on a collegiate level in a sport related to the intramural activity they are attempting to participate in are allowed on the same roster. 2. No player may be on a current USF athletics roster related to the sport in question. a. Examples of related sports (Intramural Sport/Collegiate Sport) a. Flag Football/Tackle Football b. Softball/Baseball or Softball c. Any type of Basketball/Basketball d. Volleyball/Volleyball e. Soccer/S0ccer b. Case Play a. John Doe was a redshirt freshman on the USF basketball team for one (1) semester. In the Spring, after leaving the team, he signed up for Intramural Men’s Basketball with two more former collegiate basketball players – Jim Smith from Northwest Community/Junior College and Nate Jones from the University of Nebraska-Kearney. i. Ruling: This team would be ILLEGAL. These three individuals all participated at a collegiate level in Basketball. One of these men would need to leave the team to make the team eligible. 3. All players first name, last name, and University ID numbers must appear on the official score-sheet by 2:00pm of game-day. a. If a player does not appear on the official game sheet, that player will NOT be allowed to participate. b. If there are issues with adding a player(s) to a roster, the team captain is encouraged to contact the Intramural office as soon as possible. 4. Any person having been classified as a PROFESSIONAL athlete in a particular sport will not be eligible to participate in that sport or a related sport. They may, however, participate in other non-related activities. 5. Once a player has played in a game for a specific team, he/she will not be permitted to play on any other teams within that division/league for the duration of that season and/or tournament. A player can only play for one (1) single sex team and one (1) co-rec team. 1

PENALTY: Any game(s) in which the illegal player has participated in will result in a team forfeit. Any player assessed two unsportsmanlike conduct penalties in a game shall be immediately disqualified from further participation in the immediate game and shall be automatically suspended from participation until he/she has met with the Assistant Director of Student Activities. The use of an ineligible player(s) is subject to a team forfeit. A player on a roster that does not participate in a game (including regular season and playoffs) is not eligible to receive a championship t-shirt. Suspensions a. Suspension lengths are indefinite and subject to the judgment of the Assistant Director of Student Activities.

EQUIPMENT A. Player Equipment 1. Players are not permitted to play bare-footed. Players must wear athletic (closed toe) shoes when participating in intramural activities. Other illegal equipment includes: (a) billed caps or hats (b) jewelry (c) pants or shorts with belt loops. Leg and knee braces may be worn if covered by at least 1/2 inch of padding. 2. Individual teams must have the SAME colored jerseys with non-duplicated numbers. Departmental jerseys are available for teams that do not have uniforms meeting the requirements. 3. An “undershirt” that covers all skin that could be contacted by the departmental jersey must be worn. 4. Intramural supervisors reserve the right to deem any clothing or worn material illegal. B. Jewelry 1. Jewelry, bracelets, rope, string, and any accessory of any kind is not permitted to be worn during intramural activity and must be removed before play starts. 2. If for any reason you cannot remove jewelry for medical, religious or any other purpose deemed necessary then you must securely tape down that piece of jewelry. a. Note: The Student Development will not provide tape for you to tape jewelry down, you must provide your own. C. Illegal equipment 1. Illegal equipment worn is subject to penalty in the respective sport being played.

DEFAULTS/FORFEITS A. Default 1. A team captain or representative is responsible for notifying the Intramural office if his/her team are unable to participate in their scheduled game by 2:00pm of game-day. a. A DEFAULT will result in a loss for the defaulting team and a sportsmanship rating of 3.0 for the game. (see page #5 for the Sportsmanship Rating Scale) 2. Late or no notification of a team’s inability to participate in a scheduled game will result in a team FORFEIT. B. Forfeit 1. One forfeit eliminates a team from all further play! It is possible for a team who has forfeited only one (1) time to continue play by coming to the Student Activities Office (inside the main Student Development office) within 24 hours and/or before the team’s next scheduled game to meet and discuss the reason for the team’s absence. 2. Forfeits result in a loss for the offending team and a sportsmanship rating of “O”.

3. After a forfeit, every member of the forfeiting team will be suspended from all intramural activity until the team forfeit has been discussed with the Assistant Director of Student Activities. a. Case Play a. Alice Pinkleton is the captain of Hit Squad, a Co-Rec Volleyball team. On Monday, Alice thought she had enough players ready to go for Hit’s Squad’s 5:00pm game. Unfortunately, only one other teammate showed up to play with Alice. After their five-minute grace period, the game was declared a forfeit. The next evening, Rodney Rogers, a member of Hit Squad, attempted to participate on his soccer team Kicking and Screaming. i. Ruling: Since every member of Hit Squad is suspended due to the team forfeit, Rodney or his teammates will not be allowed to participate in any intramural activity until they have met with the Assistant Director of Student Activities. Once the meeting has occurred and the Assistant Director of Student Activities has deemed the team’s reasoning for forfeiting as acceptable, all suspensions related to the forfeit will be lifted. Five (5) minute grace period 1. A team not ready to play within the five (5) minute grace period after the scheduled game time will be charged with a forfeit, subject to the discretion of the officials, supervisor, and/or Student Development staff. Games lost by forfeit will not be rescheduled for any reason. a. If a team leaves before the forfeit is duly noted by an official or supervisor, then both teams will be credited with a forfeit. b. The team that is present at the time of a forfeit must have the minimum number of players to field a team for that sport or both teams will be given a forfeit. c. In the event both teams and Student Development staff have agreed to play after the scheduled starting time has elapsed, no protest which is based on the starting time of the game will be considered.

SCHEDULING A. Regular Season Games 1. Intramural participants will have scheduling options on IMLeagues.com. Activities are typically set up with four (4) teams per division. Each division will be scheduled at a specific day and time for the regular season games. Unless moved for a holiday or school related interruption, all regular season games will be played on the same day and time as indicated by the division a team registers for. B. Playoff Games 1. All teams that maintain a sportsmanship rating of 2.5 during the regular season will be eligible to participate in their league’s playoff bracket. 2. Once a league reaches playoffs, game dates and times are subject to be different from the day/time a team played all regular season games. 3. Playoff Meeting a. A playoff meeting will take place shortly after the regular season ends. b. During this meeting, teams will choose their own spot in a playoff bracket. The order of choice is indicated by each team’s playoff seed which is determined by the following categories: winning %, sportsmanship rating, head-to-head record, and overall point differential.*

If a team fails to have a representative present at the playoff captains’ meeting, that team will be placed in the first open spot in their respective bracket after all other teams have selected spots. a. It is the responsibility of the team captain to know when all of his/her team’s games are scheduled. If a team representative fails to attend the playoff meeting, his/her team is still responsible for participating in their scheduled playoff games. b. If the team fails to follow the proper DEFAULT/FORFEIT procedure, said team is still subject to the $10.00 forfeit fee. c. *note – if a team fails to have a representative present at the PRESEASON captains’ meeting, that team will forfeit their playoff scheduling priority/seed. 4. The Student Activities office reserves the right to change the playoff scheduling structure with the permission of team representatives in order to enhance the playoff experience. 6.

PROTESTS A. All players must meet the eligibility rules. B. Only protests concerning player eligibility and misinterpretation of the rules will be considered by the Assistant Director of Student Activities. C. Official’s judgment may not be protested. D. If the protest does not involve eligibility, it must be made upon the field/court of play and duly noted by the intramural official/supervisor. The protesting team must make sure that the exact score, half, time remaining, possession of the ball, and other particulars of the play are noted by the officials and supervisor in charge BEFORE resuming play. Both teams and officials must be told that the game is being played under protest. If the protest cannot be resolved during the point of interruption, the contest will be replayed starting from the point of protest, if the protest is sustained, (except eligibility protests). E. All protests must be followed-up in writing and submitted to the Student Development by 2:00 pm the day following the contest in question. Saturday, Sunday, and days the Office is closed do not count and the protest should be submitted on the first day after the occurrence. (This does not apply during the post-season tournament.) F. After investigating a protest, a decision by the Assistant Director of Student Activities will be made. POSTPONEMENTS & INCLEMENT WEATHER A. Outdoor Sports: In case of inclement weather, a decision to play will be made by 2:00 pm. Email/Text updates will be sent out through IMLeagues.com (http://www.imleagues.com/Schools/USiouxFalls), teams may also contact the Intramural Office at 605-331-6734. All possible attempts will be made to reschedule postponed games. All teams are responsible for checking on their rescheduled games on IMLeagues.com, or by contacting the Intramural Office. B. Indoor Sports: In the event that the university administration cancels all classes, there will be NO Intramural activities until classes resume. SPORTSMANSHIP RATING SCALE o 4 – Excellent Sporting Behavior  No disrespect whatsoever o 3 – Acceptable Behavior  Teams more persistent to dissent or show occasional unsportsmanlike behavior. Teams receiving a verbal warning from officials will be eligible for no higher than a 3.0 rating.  Teams receiving one (1) unsportsmanlike/yellow card/technical foul can will be eligible for no higher than a 3.0 rating. 4

2 – Behavior Needs Improvement  Team is consistently disrespectful to officials throughout contest. Captain exhibits little control over self and team.  Any ejections, multiple warnings or penalties for unsportsmanlike behavior will receive no higher than 2.0 rating. 1 – Unacceptable Behavior  Multiple warnings and/or penalties for unsportsmanlike behavior; no regards for behavior despite warnings; consistent unsportsmanlike behavior.  Teams involved in physical altercation or threatening behavior will receive no higher than a 1.0 rating. 0 – Season Ending  Completely uncooperative and controllable; multiple ejections; violence; failure to comply with IM administrative staff.

CAPTAINS A. Role of the Captain 1. It is the responsibility of the team captain to communicate all playing dates and times to his/her teammates. B. A speaking captain must be designated for each team and listed as such on a score sheet. Each captain will be responsible for the behavior and discipline of his/her team and fans/sideline. C.

Team captains are eligible to file protests to the Student Activities office regarding player eligibility. Official’s judgment cannot be protested. All protests must be made by 2:00pm of the day following the contest in question. The captain will act as a spokesperson for his/her team in discussion with game officials or in matters concerning the team or individual players unless signified to the game officials that someone else will be the spokesperson. In such a case, the captain will relinquish the rights as spokesman in favor of the person appointed for this stated period. It will be the responsibility of each captain to keep the players in the designated team area. If a team receives multiple warnings for unsportsmanlike behavior, that team will forfeit the game. Unsportsmanlike behavior between players and between coaches and players is also grounds for forfeiture.

PLAYERS A. Five (5) players constitute a team. Each team, under penalty of forfeiture, must have a minimum of four (4) players on the playing field/court to begin a game. If four (4) players are not present at the designated time, the intramural supervisor may declare a forfeit. Due to injury or other circumstances a team may continue to play with a minimum of three (3) on the playing field/court if it is deemed they still have the opportunity to win the competition. The other team captain can agree to play the game. It then becomes a legal game and cannot be protested on the grounds that an illegal team was fielded. B. Teams are limited to maximum of ten (10) players on the roster. C. Substitutions: Subs must report to the scorer’s table. The scorer will allow subs to enter the game when the clock is stopped or during a dead ball. D. The team captain will notify the officials when the team pulls their goalie, or subsequently, puts the goalie back into the game.

BROOMBALL EQUIPMENT A. No skates, spikes, cleats, heavy boots, street shoes, or similar footwear is allowed. Players should change into their shoes prior to coming to Campus Park B. Gloves, shin pads, elbow pads, and mouthpieces are optional, but recommended. Goalie pads/leggings are not allowed. Hand protection is limited to the use of mittens or gloves. Softball gloves can be used by goalies; however, no ice hockey goalie gloves can be used. C. Balls and sticks (brooms) will be provided by LU IMS and must be used. 5

THE GAME A. Pre-game warm-up activity 1. The Student Development Office is aware of the potentially dangerous situation involving teams who are conducting pre-game warm-up and drills. In order to prevent any possible injuries, we cannot stress enough the importance of using sound and logical judgment in conducting these pre-game activities. 2. Insure that there is adequate available space so that members of you team do not interfere with: a. Action on the scheduled playing fields; b. Individuals from other teams who might be conducting pre-game warm-up drills; c. Other participants and spectators arriving for their up-coming games. B. Starting the game 1. Team Captains will play Rock, Paper, Scissors (RPS) to determine who will start with possession of the ball and side of the ice. The winner will determine possession and the loser will determine what side of the ice on which to play. C. Timing 1. There are two (2) twelve (12) minute periods of running time with one (1) minute between periods. 2. The clock will run continuously. 3. There will be no timeouts. 4. Teams shall switch ends at the end of the first period. D. Tied games 1. In the case of a tie game, a shootout will take place 2. Five (5) players from each team will attempt a penalty shot from the designated penalty shot line (five yards in front of the goal line). a. If still tied, the shootout procedure will continue in sudden death fashion (i.e. one player from each team attempts a shot, and if still tied, one more from each team until the tie is broken). E. Shootout Rules 1. Goalies CAN take shootout shots 2. Shootout shots will be taken from five (5) yards in front of the goal line with all other players behind and away from the shooter, minus the goalie. 3. There’s no faking of shootout or penalty shots 4. If, during a penalty shot, any player on the opposing team causes a distraction or interference, a second penalty shot attempt shall be awarded (provided the first attempt was unsuccessful) and a reshot will be given.

GENERAL RULES OF PLAY A. THERE IS ABSOLUTELY NO CHECKING! The penalty is an ejection and a five (5) minute major penalty. B. Play begins with a face-off at center ice with players in their defensive zone. A face-off at center ice also occurs after a goal is scored and at the beginning of each period. Any face-off requires all players not facing off to be at least six (6) feet from the face-off spot. C. The ball must be passed from player to player using the stick. There is NO KICKING. If kicked, indirect shot will be awarded to opponent at spot of infraction. D. To score, ball must be hit with the broomball stick into the goal. No goal for a ball diverted into the goal by an offensive player’s foot. The entire ball must cross goal line. E. Players may not catch the ball. They may knock it down with their hand, but if this occurs, they must be the first to play it with their broom before it touches another team member. No hand passes. 6

A broom may never be swung above waist height. This results in a minor violation-the ball being awarded to the opponent at the spot of the infraction for an indirect shot-or a two (2) minute minor penalty. A ball knocked out of play will be put back in play with a face-off at the nearest spot where the ball was last touched by a player. Players must play the ball, and not the body, at all times. After each penalty, a face-off will result at the face-off circle nearest the spot of the penalty. Faceoffs will be made at the center circle when the penalty occurred in the attacking area of the player/team being penalized. Goalies 1. They may use a broom. 2. They can use their hands and may catch and/or freeze the ball as long as some part of their body is in the crease. If completely out of the crease and ball is frozen, an indirect shot is awarded to the opponent at the spot of the infraction. 3. A goalie in possession of the ball has five (5) seconds to get rid of it. Opponents must back off enough to allow the goalie to pass the ball. 4. The goalie may not roll or throw the ball outside their half of the ice. If this occurs, possession of the ball will be given to the opponent at center ice for an indirect shot. 5. A goalie leaving the crease loses all goalie privileges. 6. Goalie may not use goalie thigh/shin pads, but may wear a softball glove and dress similar to other players. A helmet/mask is required and will be provided. 7. The goalie may be pulled or put back into goal at any time, as long as the officials have been notified. 8. No player (offensive or defensive), except the goalie, is allowed in the crease area. A goal is scored by an offensive player in the crease is disallowed, unless the player was pushed by a defensive player into the crease. A defensive player, other than the goalie stopping the ball in the crease, will be penalized by awarding a penalty shot to the opponent. The goal crease is a four (4) foot radius making a half-circle and extends from the center point of the goal line perpendicular from the front of the goal. 9. Goalies will serve all penalties they receive.

SUBSTITUTIONS A. Players may substitute during live ball situations providing the following conditions: 1. Players entering the game must wait until the player leaving the floor is completely off the ice before entering the playing area. 2. Players leaving the ice must exit at the same place that the substitute is entering the ice. 3. Goalies must notify the referee when substituting. 4. Players entering the ice after an expired penalty may not participate in a play until touching the centerline along the sideline

OFFSIDE A. There will be no offside in broomball except during face-off situations.

MINOR VIOLATIONS/INDIRECT SHOTS A. The following violations will be penalized by awarding the ball to the opponent at the spot of the infraction for an indirect shot: B. Playing the ball with a high stick when others are not close and in a non-threatening manner C. Hand passes or kicking the ball to another team member D. Players other than goalie catching/freezing the ball E. Goalie completely out of the crease freezes the ball F. Goalie holding the ball longer than five (5) seconds (ball awarded to opponent at nearest face-off spot) 7

Goalie rolling/throwing the ball past center ice without it being touched by another player on either team (ball awarded at center ice) Offside on face-off situation Player in the crease or breaking plane of crease with stick or body 1. When the offensive team breaks the rule, the official shall stop play immediately and award the indirect shot. 2. When the defensive team violates this rule, the official will blow the whistle and award the indirect shot only when the ball has come into the possession of the defensive team. 3. If defense stops a goal or ball in the crease, penalty shot awarded to attacking team. A goal may not be scored directly from an indirect shot. The ball must be touched first by a teammate or an opponent before going into the goal.

PENALTIES A. Penalty time shall be kept by “stopped time”. Stopped time begins as soon as a penalty or violation occurs. B. Minor violations-indirect shot (clock does not stop) C. Minor penalty-penalized player removed for two (2) minutes during which no substitute is permitted unless the penalized team gives up a goal 1. High sticking or brooms carried in a manner considered dangerous by the official 2. Too many players on ice 3. Deliberate delay of game (This shall include a player who deliberately or intentionally knocks or shoots the ball out of the reach of the official who is retrieving it or shoots the ball out of the playing area) 4. Goalie who participates in a play in any manner beyond the centerline without team captain informing the game supervisors of the goalie being pulled. 5. Cross-checking and pushing off with the hands 6. Slashing with the broom 7. Interference-imposed on a player who interferes with or impedes the progress of an opponent who is not in possession of the ball, who knocks a broom out of an opponent’s hand, or who prevents a player from regaining possession of a dropped stick 8. Holding, tripping, and elbowing 9. Unnecessary roughness-a minor or major penalty may be imposed on any player 10. Slapping of brooms or any other equipment on the playing floor or in an inappropriate manner 11. Playing with a broken broom (player must drop the broom to the ice immediately) 12. Intentionally sliding into opponents D. Major penalty-penalized player removed for five (5) minutes during which no substitute is permitted not even if the penalized team gives up a goal 1. Checking and cross-checking a goalie (plus ejection) 2. Charging 3. Throwing broom or gloves at a ball 4. Boarding-shall be imposed on any player who body checks, cross checks, elbows, charges, trips, or throws an opponent into the boards or ice E. Misconduct penalty-penalized player is removed for ten (10) minutes during which a substitute is permitted immediately 1. Verbal abuse to officials (can result in immediate game penalty) 2. Showing disrespect for an official (A game penalty may be levied if the player persists in disrespectful behavior) 3. Any player who, after being warned by an official, persists in any action designed to delay the game or incite an opponent into an altercation or penalty 8

4. If, after the assessment of a misconduct penalty, a player persists in any course of conduct for which he/she has previously been assessed a misconduct penalty, a game penalty will be assessed. Game penalty-penalized player is ejected for the remainder of the game and is fined and suspended from his/her next scheduled game 1. Fighting-a player shall also be ejected for joining in an altercation or fight 2. Deliberate roughing of an opponent (CHECKING) 3. Slashing, spearing, butting, or swinging stick at a player (hitting or missing) 4. Attempt to injure an opponent 5. Unsportsmanlike conduct or repeated acts of abuse to officials 6. Player(s) using obscene gestures or language 7. Players leaving bench or sidelines to participate in an altercation 8. Note: For a second major penalty to the same player in a game, the player shall be ejected from the game. He/she will be suspended from their next scheduled game. Other penalty 1. If multiple penalties occur, a team can only play two (2) people short of the number they have on ice at full strength. 2. In a simultaneous minor penalty situation where both teams are at even strength and one team scores a goal, nobody returns to the ice. Therefore, a team cannot score and make themselves short-handed. 3. If a team is playing two players short of full strength and a third penalty occurs, that offending team player’s penalty time will not start until he/she reports to the box, and the individuals already in the box must wait for that person to report to the box before leaving the penalty box.

PENALTIES RESULTING IN A PENALTY SHOT A. Defensive player other than the goalie stopping the ball in the crease or knocking the ball out of the crease with a chance of scoring B. Offensive player has obvious breakaway when defensive player throws anything at the player, including the body or the broom, and makes him/her lose control C. When defensive player catches up to the offensive player from behind and plays the body instead of the ball D. Throwing a stick or other gear in frustration or anger

ROLE OF OFFICIALS AND SUPERVISORS A. The officials shall not permit any player to wear equipment, which, in his /her judgment, is dangerous to other players. The supervisor will make the final decision on acceptable equipment. B. The supervisor shall have the power to make decisions on any points not specifically covered in the rules. The officials shall conduct the game in accordance to the rules. C. The officials shall penalize unsportsmanlike conduct by any player, coach, substitute, or spectator by removing them from the game and the area. D. Each team will designate one captain. He/she will be the only individual to discuss with the officials.
