Background We are delighted to offer the freehold interest in Land at Bagleys Spring, Chadwell Heath, for sale on behalf of the London Borough of Barking and Dagenham. The Property is located in a popular residential location and has potential for residential redevelopment (subject to planning). Chadwell Heath is a well-connected location which will benefit from Crossrail from 2018 onwards. Location The site is located in Chadwell Heath in the London Borough of Barking and Dagenham. Central London is located approximately 21 kilometres (13 miles) to the southwest, Romford is located 3.2 kilometres (2 miles) to the east, Dagenham is located 4.1 kilometres (2.6 miles) to the south, and Brentwood is approximately 14.5 kilometres (9 miles) to the northeast. The A12 runs west to east approximately 0.8 kilometres (0.5 miles) to the south of the site and provides access to the M25 at Junction 28. The Property is situated on the north side of Bagleys Spring, located on the western side of Whalebone Road North (A1112), which runs north to south, leading to the A12 and to the centre of Chadwell Heath. To the south and the west of the site the land use is predominately residential, while to the north there is a cemetery. To the east of the site, on the eastern side of Whalebone Lane North, there is a quarry which is set back from the road. Chadwell Heath train station is located 2.7 kilometres (1.7 miles) to the south west of the site, which provides services into the City of London (London Liverpool Street) via a direct service in 25 minutes.

Description The Property extends to approximately 1.00 hectares (2.5 acres) and is irregular in shape. The cleared site is currently utilised as grazing land and will be sold with vacant possession. There is one point of access on south corner of the western boundary, reached via Thatches Grove, which connects to Whalebone Lane via Rose Lane. We understand that Thatches Grove is an adopted highway. The land to the west of the Property has been allocated for allotments. We understand this land has a blanket TPO across it. Planning The Property falls within the jurisdiction of the London Borough of Barking and Dagenham. Planning policy for the borough is contained within The Barking and Dagenham Local Plan 2010 – 2025 (formally the LDF) and consists of a series of Development Plan Documents (DPDs). This is a set of documents which informs planning decisions in the borough, including the Core Strategy and Development Management Document. The site is not allocated within the Local Plan. Therefore the site is considered ‘white land’ where the first preference is for housing. The site has a PTAL rating of 2 in a suburban location where the London Plan recommends that densities of 35 – 65 units per hectare would be appropriate. In addition a car parking ratio of 1:1 per new home should be provided. Given the character of the surrounding area it is considered that two or three storey housing would be most appropriate within this location. Of these units at least 40% would need to be family sized, i.e. three bedrooms or more. It must be noted that the cemetery directly adjacent to the north of the site is designated green belt and special consideration should be given to the boundary treatment with this site. Notably the heights and density of development to the north and east of the site should be lower to reflect this. According to the Environment Agency Flood Map the site is not within a flood zone. There are no Tree Protection Orders located on site. It should be noted that the Council will seek to protect the existing hedgerows located to the eastern boundary of the site. A Planning Guidance Note has been prepared by LB Barking and Dagenham’s planning team and is included with the information pack on request.

Title The site edged red on the attached Ordnance Survey plan is being offered for sale freehold. The Property is held under title number EGL394857 by the London Borough of Barking and Dagenham.
