1. Automatic Qualification for Previous National Champions (Board of Trustees) A/B: 7L2.(a) For each division, Conferences qualify for start spots in a National Championship Race as follows: (i) first the host Team (if any) qualifies the number of Riders a Team may enter in that Race, so long as this Team and its Riders otherwise meet the eligibility requirements contained in the Rules; then (ii) each Conference qualifies the number of Riders a Team may enter in that Race; then (iii) each Conference qualifies a single Rider; then (iv) each Conference qualifies a total number of Riders equal to (A) the percentage of the total number of category A Riders in that division in that discipline that are recorded in USA Cycling‟s membership files on November 30 of the previous year as being members of Teams that are members of that Conference, multiplied by (B) the field limit of such Race reduced by the number of Riders qualified pursuant to subsections (i)-(iii) of this Section. (v) Conferences shall be notified of their rider allocations for a National Championship no less than two months before the Championship. (b) Only points from Category A Conference Events from a Discipline count toward a Team‟s and a Rider‟s qualification for that Discipline‟s National Championship. (c) Subject to the other requirements of the Rules, each Conference Director may decide how to allocate start spots in a National Championship Race among Teams and individual Riders from their Conference. C: Create new section: (d) The national champion from the previous year for the criterium and road race automatically qualifies for a start spot in both the criterium and the road race at the National Championship if they complete a total of three (3) in conference mass start events. D: With the responsibility of winning a national championship, participation in USAC races outside of the collegiate realm greatly escalate and the ability to qualify as an individual in competitive conferences becomes difficult if not impossible to do. From a personal standpoint, I will have competed in 4 separate race weekends, and barring me winning 5 out of the next 5 individual races that I do, qualifying for nationals may not happen. The requisite 3 mass start events is to unsure they don‟t simply get a „free lunch‟ (Jeffrey H), and have to race in at least 2 separate weekends.
2. Number of TTT entries in conference races (USA Cycling) A/B: 7K3.e A maximum of 4 Riders per Team per category may score points towards the Team total in each Race. Other Riders from that Team displace other competitors; they retain any individual points they may earn but their points are not included in the determination of their Team‟s total. C: Add new section: (f) A Team may enter as many Team Time Trial teams as they wish, but only the top placing team scores points; the remaining Team Time Trial teams displace other competitors but do not score points themselves. D: This is common practice, but not spelled out anywhere in the rulebook and is a common question each Spring season.
3. Collegiate/Non-Collegiate Category Equivalency Table Labels (ECCC) A/B: 7H1. Riders may choose the category in which they wish to compete, subject to the other requirements of the Rules. D: The main reason to make this or a better change is that these table labels have in practice lead riders & coaches to believe equivalencies hold that do not. E.g., a road upgrade request based on a track category, arguing that 7H1a makes the USAC track category apply to their collegiate road standing. Additionally, the previous wording blurs the notion that you don't need a non-collegiate license to race.
4. Recommended Race Distances for Collegiate MTB Nationals (USA Cycling) A/B: 7L8.b The following are the suggested times for the Races for the Collegiate Cycling Mountain Bike National Championship. Cross Country

D: This would change the estimated finish times for the National Championships so they‟re more consistent with the UCI Elite and/or U23 times. Right now, both the men‟s and women‟s XC times are longer than the UCI Elite (and Category 1 XC National Championships). The UCI Elite times have gotten relatively short (both men and women are the same with 1:30 minimum and 1:45 maximum). USA Cycling has adjusted the Category 1 male and female XC times (1:45-2:00 finish time for both genders) for the 2011 MTB Nationals to be shorter than in the past, however, they‟re still shorter than the Collegiate MTB Nationals times (1:45-2:15 for women and 2:00-2:30 for men). Just a side note – the UCI U23 finish time window is 1:15 minimum and 1:30 maximum for both men and women starting in 2011. That is pretty short, so maybe sticking with the 1:30-1:45 or 1:45-2:00 would work well with the collegiate riders.
5. Recommended Race Distances for Collegiate CX Nationals (USA Cycling)
A/B: 7L9.c The Collegiate Cycling Race is not less than 45 minutes for men and not less than 45 minutes for women. C: 7L9.c The Collegiate Cycling Race is 45 minutes for men and 40 minutes for women. D: The CX women‟s finish time (45 minutes) is currently longer than the UCI Elite CX time (40:00); this would bring Collegiate racing in line with international standards.
6. Minimum Race Requirements for Collegiate Road Nationals (USA Cycling) A/B: 7L6.e To compete in a Mass Start Road Race at a National Championship, a Rider must have either: (i) Competed in their conference championships as a category A Rider in the road race and criterium race and must have competed in at least one other Mass Start Road Race in the current conference season as a category A Rider; or (ii) Competed as a category A Rider in their final three conference Mass Start Road Races during the current season. A Rider may petition the Board of Trustees if extraordinary circumstances prohibit meeting these qualification requirements. C: 7L6.e To compete in a Mass Start Road Race at a National Championship, a Rider must have a category A Collegiate Road license and have competed as a category A Rider in at least three Mass Start Road Races during the current season. A Rider may petition the Board of Trustees if extraordinary circumstances prohibit meeting these qualification requirements. D: The current language says effectively the same thing as this proposed change, but confuses most people in the process and allows for incorrect interpretations along the way.

D: There are currently some strange points drop-offs in the RR B and D categories and in the CRIT B and C categories. These changes smooth out the points curves to be more consistent with other categories.
8. Team Pursuit National Championship Distances (Board of Trustees) A/B: 7L7.j The Women‟s and Men‟s Team Pursuit is 3 Kilometers. Teams for the Women‟s and Men‟s Team Pursuit Team shall consist of a minimum of three Riders and a maximum of four Riders. Teams will be timed on the leading wheel of the third Rider. Riders must be of the same gender and from the same Team; no composite teams are allowed. C: 7L7.j Teams for the Women‟s and Men‟s Team Pursuit Team shall consist of a minimum of three Riders and a maximum of four Riders. Teams will be timed on the leading wheel of the third Rider. Riders must be of the same gender and from the same Team; no composite teams are allowed. The Women‟s Team Pursuit is 3 Kilometers, and the Men‟s Team Pursuit is 4 Kilometers. D: Rule was changed back in 2007-2008 for Individual Pursuits to be based off the standards of USA Cycling Elite Track National Championships (Collegiate Individual Pursuits were changed from 3k to 4k for Men and 2k to 3k for women). I believe that the same rule should be changed for the Team Pursuit as well.
9. Scoring Based on Number of Participants (MWCCC) A/B: 7K3. The scoring for Collegiate Cycling Conference Races is as follows. Riders score the following points in road races, circuit races, individual time trials, all mountain bike races and cyclocross races: (Followed by tables) C: If there are not enough riders to fill the scoring positions (i.e. 20 riders in the A field), the lowest placed rider would score the lowest points available and remaining riders would be assigned points in reverse order. For nd example if there are 10 riders in an A field, the winner would get 11th place points from the table, 2 would get th th th 12 place points, and so on until 10 place would get 20 place points. D: This scoring system will reward riders fairly for their efforts and encourage larger fields to participate. In effect a field consisting of only 5 people should not be scored the same way as a field composed of 60 people.

D: This scale is similar to the upgrade scales created by USA Cycling in which points are awarded based on the number of riders in the field. The fewer number of starters means that there will be fewer points available for riders to score. Same goes for upgrade points. We have seen twice this year where a team started lower Category riders up to 3 in the TTT along with an A rider to score large number of National Qualifying points. With this scale that team would have earned 0 points towards Nationals Qualifying because the number of starting teams would have changed the number of points available. This would eliminate the idea of only showing up to a race with the intent of “sand bagging” large amounts of points that they would have struggled to obtain in larger fields.
