In international monetary transfers, for instance, the Postal Service currently only serves four of the top 10 destinations for remittances by foreign workers — Mexico, Guatemala, El Salvador and the Dominican Republic. It could add many others, including China, India and the Philippines. The OIG reckons these services could be provided under the agency’s existing legal authority, though the Postal Regulatory Commission would have to approve any product expansions. Even this limited expansion could result in added revenue of $1.1 billion a year after the first five years, the report says. A survey last year by the Pew Charitable Trusts found that 59% to 81% of those currently using alternative financial services, depending on the specific product, would be likely to go to their local

Democrats were most in favor, at 66%, with only 24% seeing it as a potential impairment to mail delivery or an unfair advantage against private competitors. Republicans were 51% in favor, with 39% having reservations. This new Plan B might be the best way to go. The other approaches suggested involve partnering with other financial service providers, creating a marketplace for financial products or licensing as a full-fledged bank — all of which would probably require new legislation. “It may be most feasible for the Postal Service to start small with what it can currently do,” the OIG report says, “and then expand strategically once it has proven success.” Darrell Delamaide has reported for Barron’s, Bloomberg News and others
