Summary of the Work The intent of the Statewide Systems Operations Program (SSOP) is the “mainstreaming” of operations, such that the concept of “operating” its roadway system permeates the essential fabric of the Virginia Department of Transportation’s (VDOT) strategic and tactical activities on a daily basis. Mainstreaming operations requires process standardization, measuring performance, organizational accountability, and the commitment to achieving “continuous improvements.” This requires aggressive and consistent operation and management in real time, utilizing best-practice combinations of management and operations strategies. These strategies include incident, emergency, and weather management; freeway and arterial operations; work zone traffic control; traveler information; active traffic management; as well as emerging approaches such as vehicle infrastructure integration. Moving beyond plans to a fully-mainstreamed formal transportation systems operations program is the essential next step. The report provides a “change management” framework for moving the Department towards mainstreaming systems operations at the program level. It focuses on establishing a comprehensive basis for continuous improvement of operations activities as measured by their performance impact. It recognizes that efficient and continuously improving application of systems operations strategies should be based on three key dimensions: (1) targeted program scope, (2) appropriate business processes, and (3) a supportive organizational structure and institutional relationships. The framework is summarized below.
Processes -- The “How” Dimension: The processes (routinized, repeatable, and documented) that facilitate the implementation of the program applications, as well as quantitative measures of effectiveness: ■■ Business processes ■■ Technology and systems ■■ Performance measurement Organizational and Institutional Arrangements -- The “Who” Dimension: Institutional features that support the necessary processes: ■■ Systems operations culture ■■ Organization and staffing ■■ Resource allocation ■■ Partnerships
Applied to Practice The report can be considered a successful application of the L06 Capability Maturity Framework. It can be further used and customized by other agencies and State DOTs.
