Tournament Location: Unless otherwise specified, all games will be played at Rowland Park at the corner of Broadway and Rowland Rd Monmouth Junction, NJ 08852 (Directions are on Mapquest) and Sondek Park located on New Road in Monmouth Junction (South Brunswick Township) . Champion and Runner-up trophies given in each age bracket. For the “B” flight divisions. Only “B” level teams should enter to ensure fairness in the competition. Our objective for this tournament is player participation for ALL players and balanced teams in each bracket. We have 3 ALL Turf fields at Rowland Park (1 - 46/60, 1 – 50/70, and 1 – 60/90) If you are assigned to play on one of the turf fields the following rules must be adhered to: No Chewing Gum No Metal Cleats No Colored Drinks – including Gatorade . Water Only No Seeds No Pets Violation of these rules could result in a forfeit of that game! Tournament Format and Rules: The following rules will apply to our tournament. Team Information: Each team MUST provide the following before the first game:
Complete roster of players must be present with each team. In case of a challenge Listing of manager, coaches, and score keepers with your team roster Copy of league insurance listing South Brunswick Township 540 Ridge Rd. Monmouth Jct, NJ 08852 as additional insured for the period of your weekend of games. Copy of players’ birth certificates (hold on to them and have them available at each game in case of dispute) Babe Ruth Cards are acceptable. Make sure you have enough for each game.
All Cal Ripken League rules apply for the 8-12 year age divisions and Babe Ruth Rules apply for 13-18 year age divisions, unless superseded in these rules. No more than 1 manager and 3 coaches are permitted in the dugout or on the field at any time. The Minimum number of players allowed to begin a game is 8. There is a 15-minute forfeit window. If a team cannot field a team with a minimum of eight players past the official start time, the game is a forfeit. There will be no time limit for playoff and championship games. These games must be played to completion. For all games in the 8U to 12U levels, a new inning cannot start after 1 hour and 45 minutes from the start of the game. If the inning is started, it must be completed. For all games (except the championship game) in the 13U to 14U levels, a new inning cannot start after 2 hours from the start of the game. If the inning is started, it must be completed. Home team is determined by coin flip. Umpire will toss coin during pre-game meeting. In the playoffs, the higher st st seed will always be home team. Dugout occupancy is 1 come, 1 serve. Pre-game practice will be allowed in the outfield prior to a game, time permitting. No infield practice or batting practice will take place on the field prior to a game. Mercy rules for 8u - 12u games is 10 runs after 4 innings. For 13u - 14u, it is 10 runs after 5 innings. 2 ¼” inch bats are allowed in the 8-12 year age divisions. No Big Barrel bats allowed. Metal cleats are allowed in 13 and 14 yr. divisions ONLY on dirt field. If you game location is Rowland Main this is a turf field and NO METAL CLEATS ALLOWED. In 8-14 age groups, teams must bat all players on their roster that are present at each game, unless injured. Free defensive substitutions There are NO pitching limitations. It is fully up to the manager to ensure that a pitcher is healthy and rested to pitch. A pitcher shall be removed from the mound with the 2nd trip to the mound during the inning. Once a pitcher is removed from a game, they cannot return to the game as a pitcher. If an umpire or tournament official evicts a coach, manager, player or parent, they must leave Rowland or Sondek Park immediately and are suspended from attending the very next game. Players throwing a bat or helmet in anger or disgust will be issued a warning to the team. Any player on the team that subsequently acts in this manner will be ejected from the game.

All protested games must be completed in their entirety as scheduled – no exceptions. No game protests will be considered. The umpire’s judgment is final. Teams MAY use a courtesy runner for the catcher and pitcher at any time. That catcher or pitcher MUST be the catcher or pitcher in the next defensive inning. In case of time limit or rain, 4 innings shall be considered an official game. In addition, if the home team is in the lead after 3 and a half innings, it shall be considered an official game. For the 13U and 14U division each game will consist of 7 innings. If weather becomes a factor, an official game will be 5 complete innings or 4 ½ if the Home team is ahead. . Each team will maintain a normal score book for the entire game. Scorekeepers will notify their counterparts of the score every half inning as well as any lineup changes. If a player has to leave the game early, the opposing team must be notified immediately (before the game if possible). That players spot in the lineup will be skipped and no automatic out will be accessed. Once the player’s spot is skipped, the player will not be allowed back in the game. We are assuming the managers are all working in “good faith”. If a player arrives to the game late, he can be inserted into the lineup at the bottom of the order (the opposing team must be notified as soon as he arrives at the field—not when he is about to hit). In determining the playoff participants and seeding, the tie breaker rules that will be followed in order are: Overall record Head to head results (if only two teams are tied) Fewest runs allowed Coin flip The top four teams in each age bracket will enter their respective playoffs (4 vs. 1 and 3 vs. 2) with the winners playing each other for the championship. The higher seed will always be the home team. More teams may be added to the playoff structure in larger divisions as determined by the tournament director. Roster sizes have no limitations, however, only a maximum of 13 trophies will be given out per winning team. The norm for a tournament team is usually 11 or 12 players. No additions or changes can be made to the player roster after they have been submitted to the tournament coordinator – unless under special circumstances and only at the approval of the tournament director. Modifications to any rosters will be passed on to the respective teams within that bracket. No player can participate on more than one team in the same age bracket (i.e. play on 2 10u teams in the same tournament.) Different age brackets are permitted as long as he/she is age eligible as per above and on the team’s roster prior to start of tourney competition. Stealing: There will be unlimited stealing of all bases in this tournament, except for the 8-year-olds. There is no leading in 8u – 10U. For 8u – 10u (46X60) fields, the ball must cross the plate before the runner can leave the base. If a runner is caught leading, he will be sent back to the previous base. If a successful (tag or force) play is made on the runner, he will be called out regardless of whether or not he left the base early. All games on 50X70 and 60X90 full leading and stealing is permitted. Balks: 50/70 and 60/90 Fields (11U – 14U) - all teams playing on these fields Balks will be called. 1 warning rule on 50/70 fields will be in effect. Infield fly rule: The infield fly rule will be in effect for the 9 - 14 year olds.

Slide or Avoid Rule: All base runners must slide or avoid contact with the fielder at any base where there is a play. Failure to avoid may result in the runner being called out. Any malicious contact will result in ejection of the player for that game. There will be no head first slides except to return to the base. Runners will be called out without warning. rd
Dropped 3 Strike and Foul Tips rd
For 8u – 10u the batter is out on a 3 strike, regardless of whether or not the catcher holds on to the ball. A ball that is fouled and held by the catcher, which is the 3rd strike, is considered an out. (Foul tip). For 11u & up batter rd can run on dropped 3 strike if first base is not occupied and anytime with 2 outs . Overthrows The home plate umpire will address the dead areas before the start of the game and how far a runner can advance on overthrows
Appeal Plays Appeals must be made to the umpire, once time is in, and before the first pitch to the next batter. Appeals must be announced and follow the official Cal Ripken rules.
Safety: For safety reasons, all batters and baserunners must leave their batting helmet on while within the playing area. Failure to do so may result in that player being called out, issued a team warning or ejected from the game. Only 1 batter is allowed in the on deck area at a time. The on deck batters must have a batting helmet on. Bats must be stored in a bat rack or on the outside of the dugout when not in use. No one other than the manager, coaches or scorekeeper, or players is allowed in the dugout during the game. A catcher (non-adult) warming up the pitcher must wear a facemask. It is strongly recommended that all players wear an athletic supporter and cup. However, under no circumstance should a manager allow a catcher to play without a cup. Umpires: There will be 2 Carded umpires for each game except for 7U and 8U pool games. We will provide one umpire for both divisions. Umpires must be treated with respect at all times. The manager or coach can discuss any questionable calls or decisions (Exceptions: balls and strikes) with the umpire without raising their voice or making it personal. However, any manager that fails to conduct themselves in a civil manner will result in an ejection.
Ejections: In all cases where a player, manager, or coach is ejected, the umpire has the option to restrict the ejected party to bench or to be removed from the playing area. The option to the bench will allow the ejected party to remain with their team, but not allow them on the field or any further contact with the umpires. An ejection of a manager or coach does require the manager or coach to miss their next game. SBAA reserves the right to remove the manager or coach from the tournament dependent on the nature or severity of the ejection.

8U Exceptions:
Players can only advance from third to home on a ball put in play or a walk. The runner on 3 cannot rd advance on an overthrow. If a runner on 3 leaves the base, he does so at his own risk; if he is tagged out, he is out. Even if he successfully reaches home on an overthrow or a steal, he will be called out if he is tagged before successfully getting back to third.
Players cannot fake a bunt and then swing – batter will be called out if this is attempted
The ball is live until either the umpire calls time or the pitcher has the ball while on the pitching rubber. This means that a runner may steal anytime the ball is in play, including walks, the return of the ball to the pitcher, dropped balls, overthrows, etc. The team should be alert for a stolen base at all times the ball is in play.
Each team’s at bat consists of the following: Either 3 outs, 5 runs scored, or once around the batting lineup – whichever occurs first will end the inning. The 5 run rule and once around the batting lineup is not in effect in the last inning th determined by the umpire. Ex. Game is in 4 inning is at 1:45 time, the umpire considers this is the last inning the 5 run rule AND once around the batting order is no longer valid. Gives the team trailing the chance to catch up.

7U Rules:
1. The first 2 and last 2 innings will be coach pitch. Each batter will get 5 pitches to hit the ball. The batter will be out after 3 swinging strikes or at the end of five pitches. If the batter has not put the ball in play after 5 pitches it is an out. If the batter fouls off the 5th pitch they will be given one more opportunity to put the ball in play. The 3rd and 4th innings will be player pitch (4 balls and 3 strikes.) 2. No new inning will start after 1 hour and 45 minutes. 3. Maximum of 5 runs per inning, with the exception of the last inning. However, the time limit and 10 run rule (usabl rule #10) will remain in effect. 4. No bunting 5. A batter hit by a pitch is not awarded first base in coach pitch. It will count as a pitch. If a batter is hit during player pitch they will be awarded first base. 6. No infield fly rule 7. No base stealing is permitted. Runners can only advance on a ball put in play or a walk. 8. Each team will get one warning for a runner leaving the base early. Second violation of this will be declared an out. 9. There will be no sliding into first base. All runners must slide feet first. Head first slides will be called as an out.

10. Play will only be stopped when the ball is returned to the pitcher (not the coach, the player) and in control on the mound. If the base runners are in-between bases they will be given the next base if the umpire determines the runner to be half way or even closer to the next base. 11. On an overthrow the runners advance only 1 base at their own risk. 12. Speed-up rule – when the offensive team has two outs, if the catcher for the next inning is a base runner, that player must be replaced by either the last batted out or a player not in the lineup. 13. You will have one umpire in the field. 14. No protest will be accepted for this division. 15. Pitching distance requirements: A. Player pitching distance must be a minimum of 40 feet and a maximum of 46 feet the regulation little league distance. B. Coach pitching distance must be a minimum of 33 feet and a maximum of 46 feet
Inclement Weather Every effort will be made to play every game as scheduled. We will allow up to ½ hour for rain delays before a game is called. If the tournament coordinator is unavailable, the home plate umpire will be responsible for calling the games. We will make every effort to cancel games as early as possible to prevent a needless trip, but attempting to get the game in will take precedence. A tournament coordinator will make an effort to call you if the game is called early enough. At the first sign of lightning or thunder the game will stop and all players will move off the field to their cars. If the conditions are still not favorable after thirty minutes the game may be called. Only tournament officials and/or the umpire may call a game. www.leaguelineup.com/sbaaclassic will be used to broadcast cancelled games. Coaches should first check the website.
