2017 Youth Basketball Rules - 3rd & 4th Grade League All games are governed by the Ohio High School National Federation rules with the following exceptions.

Timing & Equipment 1. All players must be in the uniform provided by their organization for all regularly scheduled games and are required to wear soft-soled, non-marking shoes. 2. Socks and soft-soled, non-marking tennis shoes must be worn for all games and practices. 3. For the safety of all involved, participants will not be permitted to wear any sort of jewelry, including: earrings, necklace, watches, hard hair barrettes or accessories. These items must be removed during game play. 4. There will be only 2 coaches per team allowed on the bench during games, the head and assistant coach. 5. Each team is allowed two 30 second time-outs per half (time-outs do not carry over if not used). Teams cannot substitute at a time-out. Time spent transitioning between each 5 minute period should be kept to a minimum. 6. Halftime is 5 minutes in length. Half-time may be shortened if games are running behind. 7. Games will consist of eight 5 minute periods with a running clock, with the exception for the final 2 minutes of the 4th and 8th periods (prior to half time and final period), technical fouls and timeouts. Clock will run during free-throw attempts except in the last two minutes of each half. The alternating possession procedure will be used to determine possession on jump balls and following each period. Rims will be set at 10 ft. and teams will use a 28.5” size basketball. Team Practices 1. All Groveport team practices must be scheduled by their Volunteer Coach through the Groveport Recreation Department. All others schedule practices with their organization. 2. The Groveport Recreation Department will determine the number of practices permitted per week and length of practices. Playing Time – Substitutions 1. All players are to have an equal amount of playing time. Exception: players may play less than others due to number of players on a team, injury or disciplinary reasons. 2. Substitutions will only be allowed at the end of each 5-minute period. Player line-up roster will be due to score table prior to tip off. 3. A team must have a minimum of 4 players present to begin an official game. Failure to meet this requirement will result in a forfeit of the game. www.groveportrec.com

Offensive Limits 1. No offensive player may score more than 10 points in a period. Result: the basket is disallowed and the defensive team is awarded the ball. 2. Offensive players are allowed 5 seconds in the lane. Defensive Limits 1. Man to Man defense is required. Zone and trapping defenses are prohibited. 2. The defensive team may double team the ball only in the lane area. 3. On an inbound throw, the defense will give a 3 ft. buffer from the player throwing the ball in bounds. 4. The defensive team cannot guard its opponent until they cross half court and reach the solid blue line (see below). 5. The defensive team cannot steal from the ball handler. Steals can only be made from the passing lane.

Team & Individual Fouls 1. Players are allowed 5 personal fouls. On the 5th foul, the player must sit for the remainder of the game. 2. Unsporting technical fouls count towards both an individual’s 5 personal fouls as well as team fouls. 3. Once a team has accumulated 7 team fouls, the opposing team will shoot a 1 and 1. After 10 team fouls, the offense will shoot 2 baskets (double bonus). 4. Fouls in the act of shooting - The offense will receive one point on the board and will have the opportunity to shoot one free throw. If the foul occurs in the last 2 minutes of play in either half the offense will shoot both free throws. Overtime

5. In the instance that there is a tie at the end of regulation play, there will be overtime play for 3 minutes. Teams will continue to play in overtime periods until a winner has been decided as time expires. 6. Teams will revert back to the line-up from the beginning of the game. The second overtime will utilize the line-up from the second period and so on. Sportsmanship 1. Good sportsmanship is mandatory for players, coaches and spectators. Acts of unsportsmanlike conduct will not be tolerated. Acts of unsportsmanlike conduct will be dealt with depending on the severity of the act ranging from suspension to expulsion. Violations such as the following will not be tolerated: a. Verbal or physical abuse towards officials, Groveport Recreation Staff, coaches, participants, parents, or spectators. b. Foul, profane, or obscene languages or gestures. c. Violation of Parent, Player or Coaches Code of Ethics Pledge. d. Verbal or physical threats or assault towards any person in attendance of the Groveport Recreation Department’s Youth Programs will automatically result in a call to the Groveport Police Department and a police report will be filed. 2. Unsporting technical fouls result in two points awarded to the opposing team and possession of the ball. Unsporting technical fouls count towards an individual’s 5 personal fouls. Furthermore, a player committing an unsporting technical foul must sit out the remainder of the half. 3. Teams are required to shake hands after every game. 4. Protests are not heard and/or recognized. The City of Groveport reserves the right to rule on any matter not specifically covered in the rules and may add or revise rules as needed.
