Kern Council of Governments KernCouncilofGovernments KernCOGisanassociationofcityandcountygovernments primarilycreatedtoaddressregionaltransportationissues.Its memberagenciesincludetheCountyofKernandits11 incorporatedcitiesincludingBakersfield. AsthefederallyͲdesignatedMetropolitan PlanningOrganization“MPO”andthe stateͲdesignatedRegionalTransportation t t d i t dR i lT t ti PlanningAgencyforKernCounty. KernCOGisresponsiblefordeveloping p g y p andupdatingavarietyoftransportation plansandforallocatingthefederaland statefundstoimplementthem.
