Once a Booster Always A Booster According to NCAA rules, once an individual has been identified as an institutional “representative of athletics interests” or booster, the individual retains that title for life. Wichita State University is ultimately responsible for the behavior of all its athletics representatives in relation to NCAA rules and regulations. A violation of NCAA regulations by an athletics representative could result in severe sanctions against the University (e.g. loss of scholarships, television revenue and post-season bans). REMEMBER, as a representative of athletics interests, you are responsible for making the WSU Athletic Director’s Office aware of any infractions of Missouri Valley Conference or NCAA rules you know have occurred. Even if a violation was not intentional, the eligibility of a prospect or enrolled student-athlete could be jeopardized.

You are a “Representative of Athletics Interests” if: •You have participated in, or are a member of, any organization promoting Wichita State athletics programs. •You have ever made contributions, financial or service, to Wichita State University athletics programs. •You have ever helped arrange or have provided employment or any other benefits to prospective or enrolled student-athletes. •You have ever been a season-ticket holder or employed by Wichita State University. •You have ever promoted the athletics programs at Wichita State University in any way. •You are the parent(s) of an enrolled student-athlete.

WHO IS A PROSPECTIVE STUDENT–ATHLETE? A prospective student-athlete (“prospect”) is any domestic or international student currently enrolled in a ninth-grade class or above. The NCAA, however, does not recognize a specific minimum age limit. If a student in a class lower than ninth grade receives any financial assistance or other benefits from an institution or athletics representative, that student is then recognized as a prospect, if the assistance or benefit provided by the institution or athletics representative is not offered to the general student body. In addition, student-athletes enrolled in preparatory schools or two-year colleges are also considered prospective student-athletes. Note: A student-athlete is considered a prospect (whether or not they have signed a National Letter of Intent) until the first day of initial collegiate enrollment or the first day they report for practice, whichever is earliest. Therefore, all NCAA regulations concerning contact with a prospective student-athlete are applicable until that time.
WHO IS A CURRENT STUDENT–ATHLETE? A student-athlete is any student enrolled at Wichita State University who is a member of a varsity athletics team or has completed his or her athletic eligibilty but is still enrolled at the University. NCAA regulations apply to ALL student-athletes. 4

•You MAY NOT become involved in making arrangements to provide money or financial aid of any kind to a prospect or the prospect’s family and friends. •You MAY NOT make contact with a prospective student-athlete and his/her parents when the prospect is on campus for an official or unofficial recruiting visit. •You MAY NOT contact a prospect to congratulate him/her on signing a National Letter of Intent to attend the University. •You MAY NOT transport, pay or arrange for payment of transportation costs for a prospect, and his/her relatives or friends to visit campus (or elsewhere). •You MAY NOT provide free or reduced cost tickets to any Wichita State event, or pay or arrange for payment of summer camp registration fees for a prospect or his/her relatives or friends. •You MAY NOT provide ANYTHING to a prospect, the prospect’s family or friends without prior approval from the Athletic Director’s Office.

NO “EXTRA BENEFITS” RULE An extra benefit is a special arrangement which would include the provision of any transportation, meals, discounts, clothes, gifts of any kind, entertainment, any financial aid other than that issued through Wichita State, preferential loan terms, or other benefits offered to a student-athlete but which are unavailable to the general student population. The NCAA strictly prohibits representatives of athletic interests from providing “extra benefits” to prospects or enrolled student-athletes. RECRUITING RULES & GUIDELINES FOR WICHITA STATE UNIVERSITY
According to the NCAA, recruiting is defined as any solicitation of a prospect or prospect’s relatives by an institutional staff member or by a representative of athletic interests for the purpose of securing the prospect’s enrollment and ultimate participation in the institution’s intercollegiate athletics program. Only WSU coaches who have successfully completed the NCAA Recruiting Rules Examination on an annual basis may be involved in the recruitment process. Representatives of WSU’s athletics interests MAY NOT make ANY recruiting contacts. This includes letters, e-mails, telephone calls, communication through “facebook” or “myspace” websites, text/instant messages, or face-to-face contact (on- or off-campus) with a prospect or the prospect’s parents or legal guardians. THINGS TO REMEMBER: •You MAY forward information about prospects to the appropriate member of the WSU coaching staff. •You MAY have contact with a prospect regarding permissible pre-enrollment activities, such as summer employment, provided the prospect has already signed a National Letter of Intent and the Athletic Student Services Office is aware you are making these contacts regarding employment arrangements. •You MAY have a telephone conversation with a prospect only if the prospect initiates the call. Such a call may not be prearranged by an institutional staff member and you are not permitted to have a recruiting conversation, but may exhibit normal civility. You must refer any questions about WSU’s athletics program to an athletics department staff member/coach. •You MAY view a prospect’s athletic contest at your own initiative provided you do not contact the prospect or his/her parents. In addition, you may not contact a prospect’s coach, principal, or counselor in an attempt to evaluate the prospect. •You MAY continue pre-established relationships with prospects, family friends, and neighbors of prospects. These normal contacts are permitted as long as they are not made for recruiting purposes or initiated by Wichita State coaches.

NCAA RULES REGARDING CONTACTS AND BENEFITS FOR CURRENTLY ENROLLED STUDENT–ATHLETES
•You MAY NOT provide a currently enrolled student-athlete any benefit, gift, or special arrangement. This prohibition includes free or reduced cost lodging and tickets.
•You MAY NOT provide room, board, or transportation costs for family and friends of an enrolled student-athlete to visit campus or attend home or away athletic contests. •You MAY NOT use the name, picture, or appearance of an enrolled student-athlete to directly or indirectly advertise, recommend, promote sales, or use of a commercial product or service of any kind. Any use of a student-athlete’s name, picture, or appearance must receive authorization from the Athletic Director’s Office. •You MAY NOT provide any payment of expense or loan of an automobile for a student-athlete to return home or to any other location for any reason. •You MAY NOT allow a student-athlete, his/her relatives or friends to use your telephone to make free calls. •You MAY NOT provide an honorarium to a student-athlete for a speaking engagement. All speaking engagements must be approved in advance by the Athletic Student Services Office.

•You MAY NOT pay for or arrange for payment of room, board, and/or any type of transportation for a student-athlete.

•You MAY, if you desire, donate to the university in order to recognize a student-athlete’s participation in a special event. If interested, please contact Darron Boatright, Senior Associate Athletic Director/ External Relations, at (316) 978-3264.
WINNING
You may entertain student-athletes, but not their family and friends. NCAA rules do permit institutional staff members and athletics representatives to provide student-athletes (not including their family and friends) or full team with an occasional meal (defined as four times a semester), provided the meal is at the staff member’s or athletics representative’s home and not at a restaurant. This does not limit a student-athlete from eating at the home of a different athletics representative during the same semester. If you wish to host an occasional meal, please contact the head coach of the appropriate sport or the Athletic Director’s office at (316) 978-3250 prior to the meal in order to complete the required form.

NCAA RULES REGARDING STUDENT–ATHLETE EMPLOYMENT It is permissible for an athletics representative or alumni to contact a prospect regarding summer employment, prior to enrollment, provided the prospect has signed a National Letter of Intent. However, for arranging an employment opportunity for a student-athlete, please call the Athletic Student Services Office at 978-3272. As you may know, the NCAA has very strict rules which govern the employment of student-athletes and your full cooperation with the guidelines below is essential to effectively monitor the student-athletes at Wichita State. Note: Any such employment arrangement for a prospect may not begin until the prospect has graduated from high school. Current student-athletes receiving an athletics scholarship are eligible for employment during the regular academic year, official university vacation periods (Fall Break, Thanksgiving, Christmas and Spring Break), and summer. The Athletic Student Services Office must keep written records verifying all student-athlete employment. The following rules are applicable to student-athlete employment: •The student-athlete must have the employer sign the “WSU Student-Athlete Employer Verification Form” before the student starts to work. •The student-athlete is to be compensated only for work actually performed. •The student-athlete is to be compensated at a rate commensurate with the going rate in that locality for similar services. •The student-athlete will not receive any benefits or perks, including transportation to and from employment, not provided to all employees in his/her job title and description. •Compensation does not include any remuneration for value or utility that the student-athlete may have for the employer because of the publicity, reputation, fame or personal following that he or she has obtained because of athletics ability.

Note: NCAA regulations concerning enrolled student-athletes remain in effect throughout the entire calendar year. If a student-athlete has completed his/her final season of eligibility, all NCAA regulations must be adhered to until he/she graduates or leaves school.
Under NCAA rules, Wichita State may not provide or donate any athletic memorabilia (e.g. balls, jerseys, hats, tickets, photos, etc.) directly or indirectly, that could benefit a high school athletics program or prospects. Therefore, all individuals or organizations (including charitable, educational, and non-profit) requesting donations or personal items to be autographed must complete the appropriate forms prior to their receipt. All charitable, educational and nonprofit promotional activities involving student-athletes must have prior approval from the Athletic Student Services Office. CONSEQUENCES TO ATHLETICS REPRESENTATIVES REGARDING NCAA VIOLATIONS Institutions are required by the NCAA to notify athletics representatives of consequences regarding rules violations. Athletics representatives found in violation of NCAA rules are subject to losing benefits and privileges, including season tickets. The NCAA Committee on Infractions has processed cases in which penalties have included both disassociation of athletics representatives from the institution and the loss of season ticket privileges. NCAA RULES REGARDING GAMBLING The NCAA prohibits student-athletes or Athletics Department staff members from knowingly providing information to individuals involved in organized gambling activities concerning intercollegiate athletics competition. In addition, student-athletes or Athletics Department staff members may not solicit a bet on any intercollegiate team or accept a bet on any gambling activity involving intercollegiate athletics and professional athletics through a bookmaker, parlay card or any other method. This prohibition includes sports “pools”, Internet gambling websites, and fee-based entry fantasy leagues.
