CODE OF ETHICS Adults who work with students in interscholastic activities should present a positive role model for them to emulate. Students who represent a school in interscholastic activities must be creditable school citizens. The Calgary ISAA recognizes that the school administration is responsible for all athletic programs and the conduct of all school representatives, whatever the level and location of the competition. In recognition of this authority and responsibility, the Calgary ISAA presents the following general guidelines. 1.

All competitions must be conducted with a high standard of courtesy, fair play and sportsmanship. All those involved share a responsibility. a)

COACHES: The coaches must demonstrate qualities of courtesy and good sportsmanship. These are evidenced by proper acceptance of officials’ judgment, positive encouragement of player performance and bench behavior.

b)

ATHLETES: The athletes must demonstrate qualities of courtesy and good sportsmanship by proper acceptance of officials’ judgment, and by showing proper respect for opposing athletes as well as for team mates.

c)

SPECTATORS: The spectators, both student and adult, must demonstrate courtesy and good sportsmanship by positive cheers of encouragement for their team, not against their opponents. This is evidenced by the absence of booing and vulgarities. Spectators must also show proper acceptance of officials’ judgment.

d)

ADMINISTRATORS AND TEACHERS: Administrators and teachers must demonstrate courtesy and good sportsmanship by their positive examples.

Every school team must be coached or supervised by a staff member of that school or an agent of the board.

3.

During competition, every school team must be accompanied by a teachercoach, teacher-supervisor or an agent of the board.

Athletic Recruitment and Undue Influence. To maintain the proper relationship between the academic purposes of schools and their athletic activities, all member schools of the CISAA and anyone directly connected to the school (including alumni associations, booster clubs and parent groups) must refrain from recruitment, inducement or other forms of undue influence that would encourage a student to enroll in or transfer to a school primarily for athletic purposes for CISAA governed activities.

A. The possible existence of undue influence or recruitment shall be decided on a case by case basis. B. The CISAA executive will investigate allegations. The CISAA executive will determine what measures are deemed appropriate. Those measures may include, but are not limited to: - student, coach, teacher, school staff member ineligible for CISAA competition - school suspension for CISAA activities for a length of time that the executive deems appropriate - school CISAA membership revoked - ASAA notification C. School administrators will advised of breaches of desirable practices on the part of students or coaches. Administrators, teacher-coaches, advisors or an agent of the board must assume responsibility for the implementation of this code. School administrators must be advised of breaches of desirable practices on the part of students or coaches. Commissioners should alert the CISAA Executive to discipline problems associated with the conduct in competitions. Good sportsmanship cannot be legislated, it must be a goal towards which the Calgary ISAA and its members strive. B.

MEMBERSHIP 1.

i. Membership in the CISAA shall be open to any junior or senior high school in the CISAA district (as per bylaws) which has paid its annual fee according to the following scale: Senior High Schools $500.00 Junior High Schools $500.00 ii. Sr. High member schools must register with the provincial body, the ASAA, to be eligible for CISAA competition. School registration and activity registration must be completed before the CISAA activity league play begins. Failure to do so will result in a forfeit of games and/or suspension from league play until the registration is complete. Jr. High member schools must register with the SCZ to be eligible for CISAA Competition.***

2.

Fees are payable by October 15th of the current school year. A late charge of $30.00 will be applied if fees have not been received by October 15th.

A payment of $100 will be required from a school if that school does not provide a Commissioner or a member of the Executive.

Any school in arrears with their membership/ league fees will not be able to participate in any CISAA sports.

5. C.

All member schools must make their gym available for competition until 7:00pm.

GENERAL 1.

Each school within the CISAA shall be allowed one vote on general business matters.

2.

ACTIVITIES a) All athletic activities sponsored by the CISAA By-laws and policy. b) Each CISAA competition shall be organized and administered by a commissioner in conjuction with the sport coordinator. c) Each activity shall be governed by a code of rules as stated in the policy for that activity unless otherwise ruled by the general membership. d) In order for a sport to have a league championship, there must be at least three school teams participating in a category.

‘SPORT COMMISSIONERS’ The conditions of appointment of Sports Commissioners shall be as follows:    

Appointments to the roster of sport commissioners shall be ratified by the general membership. They shall be appointed from among the school staff members of CISAA member schools. Commissioners shall serve for a period of two seasons of play. Commissioners shall be selected at the spring meeting for the following year.

DUTIES AND RESPONSIBILITIES OF SPORT COMMISSIONER The duties and responsibilities of Commissioners shall include the following: a)

Before the season starts, ensure the Online Calendar is up to date and accurate.

b) Before the season starts, coordinate and/or distribute information to coach’s regarding current season of play (i.e coaches meeting, online info, etc.) b) Review all policies regarding the sport and make recommendations for change to the general meeting. c) Be familiar with new developments in rules, equipment, coaching techniques, etc. d) Motivating the furthering of their sports through the use of newsletters, talks and other forms of publicity and promotion. e)

Ensuring that the records are recorded and yearly reports are

written and forwarded to the Sports Coordinator. f) In competitions where medals are required, commissioners must confirm that medals were ordered. g) Ensure that the league trophies have been located and are ready to be presented. h) Ensure that the Championship Banner is ordered and available. i) It is imperative that Commissioners ensure awards are presented at the championships. j) Commissioners must ensure that the information online is up to date and accurate. Commissioners are required to contact the Sports Coordinator when updates and changes are required. 4.

NEW ACTIVITIES New activities, to be sponsored by the CISAA, shall be adopted according to the following procedures: The activity may be proposed, after due notice of motion without detailed policy at a meeting of the general membership. If approved, the activity may be implemented in one of the following ways: a) By assigning it to a commissioner to conduct on a trial basis. This commissioner would prepare detailed policy for the initial competition. b) Policies are established and presented for membership to approve as a Calgary ISAA sponsored event.

ELIGIBILITY 1.

All questions regarding eligibility of players except as herein provided, must be referred to an eligibility committee that shall consist of the Executive Committee. For Senior High, all eligibility is based on ASAA policy and may change according to ASAA updates. Basic information below. a) The competitor must be a bona fide student of a CISAA member school. A student becomes a bona fide student of a school on the first day of classes beginning the term of semester in the school in which he is registered. In the case of transfer from one school to another, the student shall become a bona fide student in the new school upon the date of his first attendance of his transfer-in by the Principal and when the ASAA transfer form is completed in its entirety. b) The competitor must be registered in a minimum of 800 instructional minutes per week for which departmental credits are granted. Correspondence courses can be included as instructional minutes for students registered at “A” classified schools. c) The Senior High competitor must be under the age of nineteen years

on September 1st of the school year. The Junior High competitor must be under the age of seventeen years on September 1st of the school year he is enrolled in. d) It must be the opinion of the principal of the school that it is in the best interest of the competitor, and of the school board as a whole, for him or her to participate. e) Any student who is or has been registered and in attendance at a postsecondary institution shall not be eligible for high school competition.

Students shall be eligible for three years competition after registering in Grade 10, following the policies of the ASAA.

4.

In “A” classified schools, Grade 9 students may be registered for participation in basketball and volleyball at the ISAA competition.

5.

The Principal of each school shall be responsible for the eligibility of the school’s competitors for any competition.

6.

No competitor may represent his school in the same sport, in junior and senior high CISAA competitions in one school year. All games will be defaulted if this occurs.

7.

In 1J (only) school players can play in the 7/8 league play AND the grade 9 league play. Individual school players can only take part in one playoff/ YE championship.

8.

1J schools may apply, in writing, to the CISAA executive to request participation of grade 6 students for Jr. High CISAA competition. The request must include and acceptable risk agreement from the child’s parent as well as from the administration of the school. Each case will be examined individually as a special request for the present school year.

9.

Players from 1J schools may play up from the Grade 7 or 7/8 leagues to the Grade 9 league, when circumstances dictate, to a maximum of 5 competitions. After a sixth competition (or portion thereof) a player is deemed ineligible for Grade 7 or 7/8 competition.

10.

Players are eligible to participate in only one CISAA championship competition per sporting season.

TEAM COMPETITION AND PLAYER PARTICIPATION 1.

Competitors, coaches and teams guilty of misconduct either before, during or after a competition must be reported to the CISAA Executive and Commissioner in charge of that section of the sport. Misconduct includes the consumption of alcohol and non-medical use of drugs.

All participants must be bona fide students of the school they represent and in the team activities of basketball, and volleyball, all members of a team must be bona fide students of the same school or registered as joint schools with the ASAA.

Teams participating in the Junior High Tournaments are required to wear

standard uniform. The tournament director has final say as to the appropriate dress code. a) In CISAA, Zone and Provincial competition, a school may elect to enter a team in a given activity in the classification above or below its school classification while still retaining its right to enter teams in other activities in the proper classification of the school. b) In Senior Volleyball, Basketball and Soccer, Schools may choose to enter Tier 1 or Tier 2 competition. JV can only compete in Tier 2. Each school will be eligible for banners and medals for each Tier.

c) End of season challenge games or playoffs will be used determine provincial representation. Schools will then challenge for their registered Division (1A, 2A, 3A, 4A) 4.

Any school electing to enter a team in the activities of volleyball and basketball in a classification above its school classification must so decide by: October 15th for volleyball January 15th for basketball. Otherwise a school’s classification for competition in these activities shall be in accordance with Policy - Membership “A”.

A female teacher or adult chaperon shall supervise a girl’s team and a male teacher or adult chaperon shall supervise a boy’s team where overnight accommodation is required.

6.

For team sports, commissioners and sports coordinator will establish a fair format for CISAA league play and playoffs.

7.

In team sports, CISAA member schools may enter 1 team per activity division. Schools wishing to enter additional teams, must request, in writing, to the CISAA executive by the end of the first week of September or three weeks prior to the CISAA activity league start.

DISCIPLINE PROCEDURE The CISAA prides itself as a league which strives to provide competition for its students, in a safe, respectful and sportsmanlike environment. It is the responsibility of each CISAA member to ensure that coaches, athletes and spectators from their member school provide this environment. In the event that problems arise, the Review Board will be empowered to deal with the situation and institute punishment or penalties. Player Ejection If a player is ejected from an athletic competition by the official, he/she must miss the next game/match/competition and either case must be presented to the

Review Board. In addition a report must be filed by the coach of each team participating (maximum 3 for track and field – including coach of ejected player) to the executive within 48 hours. The congener of a tournament and the official(s), (in consultation with an executive member) and an unbiased CISAA representative has the authority to eject a player, team, coach(s) and/or spectator(s) from a tournament. Review Board - Members 1.

Must be appealed with the CISAA president, within 48 hours. There will be a $100 appeal fee that is refunded if the appeal is granted.

The review board will discuss and unanimously agree on upholding or amending decision. Consequences

At the discretion of the Review Board, consequences can range from a one game suspension to permanent suspension. School Team/Coach/Spectator Misconduct 1.

A report must be filed within 48 hours of the competition, to the president, of the affected level.

2.

Upon receipt of the report, the president will inform the member school reported on.

3.

The school must respond to the report within 48 hours.

The Review Board will discuss and unanimously agree on any recommendation for the member school.

The president will contact the CISAA representative of the member school and inform them of recommendations.

6.

If a report is filed on the same group twice in one year or three times in three years, the CISAA representative of the member school must appear before a Review Board. The purpose of this meeting is to ensure steps are being taken to remediate these concerns.

7.

If problems persist, the Review Board can call another meeting or bring the issue to the fall or spring meeting.

8.

With one vote for each school, an 80% group will remove a team/coach/spectator from competition.

9.

A school’s membership may be suspended if they demonstrate a history of inappropriate participation/conduct.

FINANCES 1.

The intent is that all CISAA competitions be organized in such a manner as to be self sufficient while keeping cost to participating teams/individuals minimal.

2.

An entry fee, subject to approval by the Sport Coordinator, may be charged by the host committee of playoff competitions.

3.

The finances of the CISAA will not be used to support competitors to regional or provincial competitions.

4.

i. The Commissioner may invoice any CISAA member school who fails to confirm their non participation in a competition by the deadline date (two weeks prior to competition). The penalty charged will be $100, payable to the CISAA. ii. A team that forfeits a game is responsible for the total cost of official(s) for that game. The opponent will not be held financially responsible for the officials.

All Volleyball Classifications Junior and Senior High, unless a classification has only one member school, where that school will compete for the CISAA Trophy in the next closest classification.

ii)

All Basketball Classifications Junior and Senior High, unless a classification has only one member school, where that school will compete for the CISAA Trophy in the next closest classification.

iii)

Floor Hockey Junior and Senior High.

iv)

All Track and Field Classifications Junior and Senior High.

v)

Golf Jr. and Sr. High Team Trophy

Cross Country Running Trophy for Jr. and Sr. High

Senior High- Will follow the rules as outlined by ASAA. Winning teams must report the scores to the Sports Coordinator within 2 business days, to the website. Grade 9 - Will follow the South Central Zone Rules with the following exception: i) the use of a libero IS permitted in the CISAA Girls in grade 7/8 may compete on the boys junior team in the league play, and during the final tournament provided there is no other girls team for them to participate on. Grade 7 and 7/8 - Will follow the South Central Zone Rules with the following exceptions: Volleyball: i) if one player serves five points (maximum) in a row, the team does not lose the serve but rather the team rotates to the next server. ii) underhand serves only in grade 7 league overhand and underand serves allowed in 7/8 leagues iii) height of net - 2.15m iv) unlimited substitutions v) no league statistics are kept vi) all teams are eligible for league championships vii) a MATCH is best of 5 games with the fifth game being played to 15 points (with a 17 point cap). viii) year end tournament format to be decided by the commissioner.

Only the last 2 minutes of each half will be stop time. Grade 9’s will play two 16 minute halves. (stop time) e) To allow for grade 9 league a full game, we will set a start time of no later than 5:15pm. Grade7-8 teams must be done in order for the Grade 9 teams to complete a late game in time for any gym rental concerns(7:00pm) f) follow SCZ rules and regulations 3. TRACK and FIELD Senior High The Track and Field Commissioner is responsible for presenting Calgary Zone medals to Calgary ISAA athletes at the CSHSAA/Calgary Zone Championship.

RULES OF COMPETITION 1.

VOLLEYBALL Senior High a) The rules of the CVA shall govern the CISAA volleyball competition with the exception of the provisions listed below. b) The CISAA recognizes the Alberta Volleyball Association as the official organization for training and certifying of officials and gives its full support through the use of certified neutral officials. c) In CISAA competition it is the responsibility of the commissioner to ensure that the minor officials, linesmen and scorekeeper, are properly trained and provided. d) Tie breaker system: To follow the ASAA tie breaking procedures. Junior High a) There shall be as many competitions as there are school classifications for both senior teams and junior teams.

BASKETBALL Senior High a) The playing rules governing basketball shall be the rules adopted by the ASAA. b) The Alberta Basketball Officials Association is recognized to provide officials for Calgary ISAA playoff competitions. c) All CISAA playoff competitions may be single elimination or round robin, as seeded by the commissioner. If a single elimination is used, a consolation side is compulsory. d) All byes in the playoff competition must occur in the first round.

TRACK AND FIELD Senior High a) The International Amateur Athletic Federation (IAAF) rulebook will govern all zone competitions subject to any modifications accepted by the ASAA. b) Each school will be allowed two entries in each event excepting relays where one entry is allowed. c) CISAA representatives at city Zone Championships are the first and second place finishers in all events. Competitors unable to attend the city Zone Championships or provincial competitions must leave a notice of intent with the Calgary ISAA competition host to avoid financial responsibility for costs incurred by the Calgary ISAA at further competitions (with exceptions for 3rd place in events designated by ASAA). d) Calgary ISAA competitions will be governed by ASAA regulations with the exception of those mentioned above. Junior High a) The International Amateur Athletic Federation (IAAF) rulebook will govern all ISAA competitions subject to any modifications accepted by the senior high parent organization, the ASAA. b) Each school will be allowed two entries in each event excepting relays where one entry is allowed. c) A competitor may enter a maximum of 4 events plus relay. An athlete may enter 3 track events which do not include the relay. d) These shall be race classifications for both boys and girls: Bantam:

Under 13 as of September 1 of the school year and in Grade 7. Midget: Under 14 as of September 1 of the school year and in Grade 7 or 8. Juvenile: Under 17 as of September 1 of the school year and in Grade 7, 8 or 9. A competitor may enter only one race classification. e) The following events will be schedule at the CISAA competition:

BADMINTON Senior High a) The rules governing Senior badminton shall be the laws of badminton as adopted by the International Badminton Federation and the Canadian Badminton Association with the exception that all games go to 15 points. b) A high school member team will consist of two competitors in the boys, girls, singles and doubles, and mixed doubles in the three age classifications set by the ASAA Junior, Intermediate and Senior. c) The competition will be a two section round robin consisting of one game to 15. Winners play off 2 of 3 games to 15 and second place competitors play for 3rd and 4th. 1A vs 2B - 2A vs 1B. d) Setting is allowed only in the semi-final and final games. e) Tie breaking procedure: If two or more teams are tied, the following criteria will be applied in order: i) All ties for first and second place shall be determined by the result of the match between the two tied teams. ii)

Total points won minus total points lost (amongst the tied teams).

iii)

if the tie still exists, total points won minus total points lost (within total round robin play).

iv)

Extra playoff game through the use of coin toss to decide which team receives a bye while the other two playoff in a single game.

f) A competitor may enter only one event.

Junior High a) The rules governing Junior badminton shall be the laws of badminton as adopted by the South Central Zones. All games will be played to 15 points. Winner is first player to 15 points. (not necessary to win by 2 points). b)

An area or division team will consist of two teams in the boys singles and doubles, girls singles and doubles and mixed doubles in the three age classifications:

Bantam: Under 13 as of September 1 of the school year and in Grade 7. Midget: Under 14 as of September 1 of the school year and in Grade 7 or 8. Juvenile: Under 17 as of September 1 of the school year and in Grade 7, 8 or 9. c) The competition will be a two section round robin consisting of one game. Playoffs involve 1A vs 2B and 1B vs 2A. The semi finals and the finals are best of 2 out of 3. d) Setting is not allowed. e) Ties are decided by the games between competitors and if three or more are tied, a sudden death single game will be played. f)

A competitor may enter only one event.

Rugby Calgary ISAA competition will follow ASAA rules.

PLAYING EQUIPMENT The official playing equipment for all Calgary ISAA competitions will be agreed upon by a 75% majority of the Calgary ISAA members.

AMENDMENTS 1.

All items under Policy may be amended by a majority vote of the general membership providing the amendments have been circulated to member schools as notices - of - motion at least two weeks prior to the general meetings.

2.

Notices of motion to amend Policy may be waived where such an amendment is clearly of a housekeeping nature and does not change the intent of the policy.
