HEALTH & SAFETY 1.

Any participant whose physical condition or health status is such that playing an intramural contest might be detrimental to him/her, is ineligible to participate, unless written permission has been obtained from University Student Health before playing. Determining his/her health status and getting permission is the responsibility of the player and must be arranged by the player. The Wellness Center staff and the University of South Dakota are not responsible for any injuries, health problems or otherwise that might occur to any person playing intramural sports. It is recommended that all players have a recent medical examination before playing.
ELIGIBILITY 1.
All USD students, faculty, staff and spouses of are eligible with the following restrictions: 1. Only two (2) individuals who have ever participated on a collegiate level in a sport related to the intramural activity they are attempting to participate in are allowed on the same roster. 2. No player may be on a current USD athletics roster related to the sport in question. a. Examples of related sports (Intramural Sport/Collegiate Sport) i. Flag Football/Tackle Football ii. Softball/Baseball or Softball iii. Any type of Basketball/Basketball iv. Volleyball/Volleyball v. Soccer/S0ccer b. Case Play i. John Doe was a redshirt freshman on the USD basketball team for one (1) semester. In the Spring, after leaving the team, he signed up for Intramural Men’s Basketball with two more former collegiate basketball players – Jim Smith from Northwest Community/Junior College and Nate Jones from the University of Nebraska-Kearney. 1. Ruling: This team would be ILLEGAL. These three individuals all participated at a collegiate level in Basketball. One of these men would need to leave the team to make the team eligible.
Basketball Rules 3. All players first name, last name, and University ID numbers must appear on the official score-sheet at the time of the game. a. If a player does not appear on the official game sheet, that player will NOT be allowed to participate. b. Every player on the team must check in with the intramural supervisor with their student ID or any form of government issued ID before they are eligible for play. c. If there are issues with adding a player(s) to a roster, the team captain is encouraged to contact the Intramural office as soon as possible. 4. Any person having been classified as a PROFESSIONAL athlete in a particular sport will not be eligible to participate in that sport or a related sport. They may, however, participate in other non-related activities. 5. Once a player has played in a game for a specific team, he/she will not be permitted to play on any other teams within that division/league for the duration of that season and/or tournament. A player can only play for one (1) single sex team and one (1) co-rec team. PENALTY: Any game(s) in which the illegal player has participated in will result in a team forfeit. 6. Any player assessed two unsportsmanlike conduct penalties in a game shall be immediately disqualified from further participation in the immediate game and shall be automatically suspended from participation until he/she has met with the Assistant Director of Activities or Graduate Assistant of Activities. 7. The use of an ineligible player(s) is subject to a team forfeit. 8. A player on a roster that does not participate in a game (including regular season and playoffs) is not eligible to receive a championship t-shirt. 9. Suspensions a. Suspension lengths are indefinite and subject to the judgment of the Assistant Director of Activities and/or the Graduate Assistant of Activities. 3.
DEFAULTS/FORFEITS 1.

Default 1. A team captain or representative is responsible for notifying the Intramural office if his/her team are unable to participate in their scheduled game by 2:00pm of game-day, or 2:00pm on Friday if in a Sunday League a. A DEFAULT will result in a loss for the defaulting team and a sportsmanship rating of 3.0 for the game. (see page #5 for the Sportsmanship Rating Scale) 2. Late or no notification of a team’s inability to participate in a scheduled game will result in a team FORFEIT. Forfeit

Basketball Rules 1. One forfeit eliminates a team from all further play! It is possible for a team who has forfeited only one (1) time to continue play by paying a $10.00 fee to the Wellness Center (inside the main office) within 24 hours and/or before the team’s next scheduled game. 2. Forfeits result in a loss for the offending team and a sportsmanship rating of “O”. 3. After a forfeit, every member of the forfeiting team will be suspended from all intramural activity until the team forfeit fee of $10.00 has been paid. a. Case Play i. Alice Pinkleton is the captain of Hit Squad, a Co-Rec Volleyball team. On Monday, Alice thought she had enough players ready to go for Hit’s Squad’s 5:00pm game. Unfortunately, only one other teammate showed up to play with Alice. After their five-minute grace period, the game was declared a forfeit. The next evening, Rodney Rogers, a member of Hit Squad, attempted to participate on his soccer team Kicking and Screaming. 1. Ruling: Since every member of Hit Squad is suspended due to the team forfeit, Rodney or his teammates will not be allowed to participate in any intramural activity until the $10.00 forfeit fee is paid. Once the fee is paid, all suspensions related to the forfeit will be lifted. 3.
Five (5) minute grace period 1. A team not ready to play within the five (5) minute grace period after the scheduled game time will be charged with a forfeit, subject to the discretion of the officials, supervisor, and/or Wellness Center Staff. At least one participant must be checked in by game time in order to receive the 5 minute grace period. Games lost by forfeit will not be rescheduled for any reason. a. If a team leaves before the forfeit is duly noted by an official or supervisor, then both teams will be credited with a forfeit. b. The team that is present at the time of a forfeit must have the minimum number of players to field a team for that sport or both teams will be given a forfeit. c. In the event both teams and Wellness Center have agreed to play after the scheduled starting time has elapsed, no protest which is based on the starting time of the game will be considered.

SCHEDULING 1.
Regular Season Games 1. Intramural participants will have scheduling options on IMLeagues.com. Activities are typically set up with four (4) teams per division. Each division will be scheduled at a specific day and time for the regular season games. Unless moved for a holiday or school related interruption, all regular season games will be played on the same day and time as indicated by the division a team registers for.

1. All teams that maintain a sportsmanship rating of 2.5 during the regular season will be eligible to participate in their league’s playoff bracket. 2. Recreational League champions are not eligible to receive championship t-shirts 3. Once a league reaches playoffs, game dates and times are subject to be different from the day/time a team played all regular season games. 4. Playoff Meeting a. A playoff meeting will take place shortly after the regular season ends. b. During this meeting, teams will choose their own spot in a playoff bracket. The order of choice is indicated by each team’s playoff seed which is determined by the following categories: winning %, sportsmanship rating, head-to-head record, and overall point differential.* c. If a team fails to have a representative present at the playoff captains’ meeting, that team will be placed in the first open spot in their respective bracket after all other teams have selected spots. i. It is the responsibility of the team captain to know when all of his/her team’s games are scheduled. If a team representative fails to attend the playoff meeting, his/her team is still responsible for participating in their scheduled playoff games. ii. If the team fails to follow the proper DEFAULT/FORFEIT procedure, said team is still subject to the $10.00 forfeit fee. *note – if a team fails to have a representative present at the PRESEASON captains’ meeting, that team will forfeit their playoff scheduling priority/seed. 5. The intramural office reserves the right to change the playoff scheduling structure with the permission of team representatives in order to enhance the playoff experience. 5.
PROTESTS 1.
All players must meet the eligibility rules.

Only protests concerning player eligibility and interpretation of the rules will be considered by the Assistant Director of Activities or the Graduate Assistant of Activities.

Official’s judgment may not be protested.
4.
If the protest does not involve eligibility, it must be made upon the field/court of play and duly noted by the intramural official/supervisor. The protesting team must make sure that the exact score, half, time remaining, possession of the ball, and other particulars of the play are noted by the officials and supervisor in charge BEFORE resuming play. Both teams and officials must be told that the game is being played under protest. If the protest cannot be resolved during the point of interruption, the contest will be replayed starting from the point of protest, if the 4
Basketball Rules protest is sustained, (except eligibility protests). Once play is resumed following the issue at hand, both teams have lost the right to protest.

After investigating a protest, a decision by the Assistant Director of Activities or Graduate Assistant of Activities will be made.
POSTPONEMENTS & INCLEMENT WEATHER 1.
Outdoor Sports: In case of inclement weather, a decision to play will be made by 2:00 pm. Email/Text updates will be sent out through IMLeagues.com (http://www.imleagues.com/Schools/USD), teams may also contact the Intramural Office at 605-677-8806. Indoor Sports: In the event that the university administration cancels all classes, there will be NO Intramural activities until classes resume.

4 – Excellent Sporting Behavior No disrespect whatsoever 3 – Acceptable Behavior Teams more persistent to dissent or show occasional unsportsmanlike behavior. Teams receiving a verbal warning from officials will be eligible for no higher than a 3.0 rating. Teams receiving one (1) unsportsmanlike/yellow card/technical foul can will be eligible for no higher than a 3.0 rating. 2 – Behavior Needs Improvement Team is consistently disrespectful to officials throughout contest. Captain exhibits little control over self and team. Any ejections, multiple warnings or penalties for unsportsmanlike behavior will receive no higher than 2.0 rating. 1 – Unacceptable Behavior Multiple warnings and/or penalties for unsportsmanlike behavior; no regards for behavior despite warnings; consistent unsportsmanlike behavior. Teams involved in physical altercation or threatening behavior will receive no higher than a 1.0 rating. 0 – Season Ending Completely uncooperative and controllable; multiple ejections; violence; failure to comply with IM administrative staff.

A speaking captain must be designated for each team and listed as such on a score sheet. Each captain will be responsible for the behavior and discipline of his/her team and fans/sideline.

Team captains are eligible to file protests to the Intramural Sports office regarding player eligibility. Official’s judgment cannot be protested. All protests regarding player eligibility must be made by 2:00pm of the day following the contest in question. Any protest regarding the misapplication of a rule must be made prior to the resumption of play.

The captain will act as a spokesperson for his/her team in discussion with game officials or in matters concerning the team or individual players unless signified to the game officials that someone else will be the spokesperson. In such a case, the captain will relinquish the rights as spokesman in favor of the person appointed for this stated period.
5.
It will be the responsibility of each captain to keep the players in the designated team area. If a team receives multiple warnings for unsportsmanlike behavior, that team will forfeit the game. Unsportsmanlike behavior between players and between coaches and players is also grounds for forfeiture.
PLAYERS 1.
Five (5) players constitute a team. Each team, under penalty of forfeiture, must have a minimum of four (4) players on the playing field/court to begin a game. If four (4) players are not present at the designated time, a forfeit may be declared by the intramural supervisor. Due to injury or other circumstances a team may continue to play with a minimum of three (3) on the playing field/court if it is deemed they still have the opportunity to win the competition. The other team captain can agree to play the game. It then becomes a legal game and cannot be protested on the grounds that an illegal team was fielded.

Teams are limited to maximum of ten (10) players on the roster.

Substitutions: Subs must report to the scorer’s table. The official will allow subs to enter the game when the clock is stopped or during a dead ball.
CoRec Gender Requirements 1.

Teams playing with five players may play with a maximum of three (3) of one sex and two (2) of the other.
EQUIPMENT 1. Player Equipment 1. Players must wear athletic shoes on the wooden court surface. Other illegal equipment includes: (a) billed caps or hats (b) jewelry (c) pants or shorts with belt loops. Leg and knee braces may be worn if unaltered from manufacturer specifications, and contain no exposed metal. 2. Individual teams must have the SAME colored jerseys with non-duplicated numbers. Departmental jerseys are available for teams that do not have uniforms meeting the requirements. 3. An “undershirt” that covers all skin that could be contacted by the departmental jersey must be worn. 4. Intramural supervisors reserve the right to deem any clothing or worn material illegal. 2.

2. The intramural ball is the official game ball, unless both team captains agree to use another ball. Only one ball will be used. 11.
THE GAME 1.
Pre-game warm-up activity The Wellness Center is aware of the potentially dangerous situation involving teams who are conducting pre-game warm-up and drills. In order to prevent any possible injuries, we stress the importance of using sound and logical judgment in conducting these pre-game activities. 1. Insure that there is adequate available space so that members of you team do not interfere with: a. Action on the scheduled playing fields; b. Individuals from other teams who might be conducting pre-game warm-up drills; c. Other participants and spectators arriving for their up-coming games.
2.
Starting the game 1. Teams will use the goal/hoop on the opposite half of the court from their bench in the first half, and the goal/hoop on the same side of the court as their bench in the second half. 2. The game will begin with a jump ball at center court

Timing 1. A game will consist of four (4) seven (7) minute quarters. 2. There will be a one (1) minute intermission between the 1st and 2nd quarters and the 3rd and 4th quarters. 3. The clock will stop on all whistles. 4. Halftime will be three (3) minutes in length. a. Only teams scheduled to play on the court are allowed to utilize said court. 5. Time-outs a. Each team is allowed three (3) 30-second time-outs per game and one (1) time-out in each overtime period. Time-outs do not accumulate (time-outs not taken do not carry over into the overtime period) b. A team may be granted a time-out after all of its time-outs are used up in any period, at the cost of a technical foul. 6. Mercy Rule: a. If a team is up by twenty (20) points at or beyond the start of the 2nd half, the clock will run continuously unless a timeout is called. If the point differential drops to ten (10) points or less, the clock will resume normal operating procedure. b. If at any point in the 4th quarter a team is up by 30 points, the game will be over.

Overtime Procedure ****NOT APPLICABLE DURING REGULAR SEASON PLAY**** 1. If the score is tied at the end of the official playing period, the ball will be put into play by a jump ball at center court. Each overtime period shall be two (2) minutes in length. Only one (1) time-out is allowed each team in each overtime period. a. Time-outs not used during regulation play cannot be used in overtime periods. 2. Teams will play toward the same basket as in the end of regulation play.

CONDUCT OF PLAYERS 1.
Non-Act of Shooting Fouls 1. Ball awarded out-of-bounds to other team at the corresponding point of interruption as a designated spot throw-in. EXCEPTION: BONUS– If a team reaches the foul bonus (1-1 on the 7th, 8th, and 9th opponent fouls/ 2 on the opponents’ 10th + fouls) free throws will be awarded for each non-shooting foul other than offensive player/team control fouls.

Act of Shooting Fouls 1. Missed field goals: Two (2) free-throws (3 for females in CoRec) a. Three (3) free-throws if fouled during a 3-point attempt. ( 4 for females in CoRec) b. Made field goals: shot counts and the fouled player will receive an additional free throw Personal Foul – foul which involves illegal contact with an opponent while the ball is live, which hinders an opponent from performing normal defensive and offensive movements. A personal foul also includes contact by or on an airborne shooter when the ball is dead.

Common Foul – a personal foul which is neither flagrant nor intentional nor committed against a player trying or tapping for a field goal nor part of a double, simultaneous or multiple foul.
5.
Intentional Fouls – a personal or technical foul that may or may not be premeditated and is not based solely on the severity of the act. Intentional fouls include, but are not limited to: a. Contact that neutralizes an opponent’s obvious advantageous position. b. Contact away from the ball with an opponent who is clearly not involved with a play. c. Contact that is not a legitimate attempt to play the ball/player specifically designed to stop the clock or keep it from starting. d. Excessive contact with an opponent while playing the ball e. Contact with a thrower during an inbounding play. RESULT: Two (2) points to the offended team plus the ball at point of interruption.

Flagrant Fouls – a personal or technical foul of a violent or savage nature, or a technical noncontact foul which displays unacceptable conduct. It may or may not be intentional. If personal, it involves, but is not limited to violent contact such as: striking, kicking and kneeing. If technical, it involves dead-ball contact or noncontact at any time which is extreme or persistent, vulgar or abusive conduct. Fighting is a flagrant act. a. A flagrant foul will result in immediate disqualification of the offending player(s). RESULT: Two (2) points automatically awarded to the offended team plus the offended team keeps the ball.

Technical Fouls a. Include: i. A foul by a non-player. ii. A noncontact foul by a player. iii. An intentional or flagrant contact foul while the ball is dead, except a foul by an airborne shooter. 9
Basketball Rules iv. A direct technical, charged to the head coach because of his/her actions. v. An indirect technical, charged to the head coach as a result of a bench technical foul being assessed to team bench personnel. vi. Breaking the throw-in plane (the opponent of the thrower shall not have any part of his/her person through the inbounds side of the throw-in boundary-line plane until the ball has been released on a throw-in pass.) a. 1st offense – warning b. 2nd offense – player technical b.
On all technical fouls, two (2) points will be automatically awarded to the nonoffending team as well as possession of the ball at half-court. EXCEPTION: If there are double technical fouls (one on a player from each team at the same time, the ball will be taken at the point of interruption.
c.
Unsportsmanlike technical fouls count toward a player’s limit of five (5) fouls regardless if that player is currently participating on the court or is on the sideline.
d.
An official may call a technical foul for any reason when, in his/her judgment, the situation or play merits calling a technical foul. i. Examples: unnecessary roughness, abusive language from players, coaches, managers or crowd, coaches/bench players running on court during play, intentional tripping, fighting, intentional delay of game other than by regular play, etc.) NOTE: Any player assessed two (2) technical fouls in a game shall be immediately disqualified and suspended from participation in that teams next scheduled game. Any team assessed three (3) technical fouls in a game shall forfeit the competition.

Player Control Fouls – common foul committed by a player while he/she is in control of the ball or by an airborne shooter.

Team Control Fouls – common foul committed by a member of the team that has team control (including a member of the throw-in team from the start of the throw-in until player control is obtained inbounds)

Foul Limit 1. A player is disqualified from the game after any combination of five (5) personal and/or unsportsmanlike technical fouls 2. An official has the authority to eject from the gym or game a player, players, coach, manager or fans any time in his judgment he/she deems such action is necessary, in order to maintain a wholesome playing situation for other participants in the game. He/she may also terminate the game.
