Weymouth Youth Baseball AA Major In-House Rules 1. Pitching: A: Any player on a team roster may pitch, however a team may only pitch 12 innings of 12 year old pitchers in a calendar week. There is a maximum of six (6) innings per pitcher per calendar week. Calendar week goes from Sunday to Saturday. B: All pitchers must pitch from the rubber. No exceptions. While the pitcher is on the rubber all players, spectators, and coaches will refrain from cheering etc. to allow the pitcher to concentrate during their delivery. C: A player may pitch a maximum of 3 innings per game. A player may pitch a maximum of 3 innings per day. A player may pitch in a maximum of six (6) innings in a calendar week (Sunday through Saturday). Delivery of a single pitch constitutes having pitched in an inning. D: Once a pitcher is removed from the mound, he may not return as a pitcher during the game, but can return in any other position. E: Once a pitcher hits two players in an inning or a third player during a game, the pitcher shall be removed from the mound. F: This is still an instructional league. After a warning and an explanation, the OBVIOUS balk shall be called by the umpire, not a manager, coach, or player. Balks should be discussed with opposing managers and umpires before the game. G: Pitcher must throw pitches for intentional walks. Catcher must remain in catcher’s box until pitcher releases ball. 2. Managers: Before the start of the game each Manager or delegate will supply the umpire with one new game ball and exchange lineups with the opposing team.
A: One adult manager/coach is allowed to coach first and third base, but must stay in either the coaches’ box or within 15 feet of the base. B: Managers are responsible for the discipline of their players only. C: Managers may make one trip to the mound each inning of the game. On the second trip the pitcher must be removed from the mound but may remain in the game. D: Home team/ manager will sit in the dugout on the first base side of the field. E: The approved team line-up will be “Continuous batting line-up with free substitution”. All present, eligible, and uniformed players will bat in a set order in the batting line-up and cannot change during the game. When the Manager is making out the batting order they can place a nondefensive starter in any order of the line-up. Any player(s) arriving after the game has begun shall be added to the bottom of the batting line-up. All starters and non-starters can enter and re-enter the game in any position but must remain in their same spot in the batting line-up. Pitchers cannot re-enter as a pitcher but can in any other position. F: The score of the game should be verified after each inning between the umpire and opposing Manager. [email protected] 3. Players: A: Players should dress in full and clean uniforms at all games. Shirts must be tucked in at all times. B: Foul language will not be tolerated and ejection may result by an umpire or the League Coordinator. C: Players may not lead from a base or steal until the ball reaches the plate. D: If a player is caught leading or stealing and there is not a batted ball the play will continue. If the runner is thrown out then the out stands. If not, the umpire will return the runner(s) back to the previous base. (if one runner is guilty they all are). If there is a batted ball the play is a delayed dead ball. Any outs that result in the play stand and the remaining base runners are returned to the previous base. On a clean hit the runners are returned to the base that is no further than the value of the hit. (The umpire will determine the value of the hit). Example: Base runner on first leaves early and the batter hits a clean hit to right field. The base runner ends up at third base. The
umpire will return the base runner to second base. When a base runner leaves the base early and the batter bunts or hits the ball in the infield no run will be allowed to score. If the batter reaches safely to first all base runners will be allowed to advance only one base from the base they previously held. If bases are loaded, in this same situation, the base runner that previously held third base will be removed from the bases without scoring a run. E: The throwing of bats or helmets is not allowed. Players who dent a bat by hitting it against a post or hitting rocks etc. Or throwing a helmet and cracking it will be required to pay for a replacement of the damaged item. F: In case of an injury or illness, a substitute can be inserted. The ill or injured player can re-enter the next inning as long as he does not pitch. G: All players should be played a minimum of 3 innings per game and often get the chance to experience to play a complete 6 inning game. (This does not apply to players being benched for disciplinary reasons) H: With a base runner on third base and after a pitched ball is in complete control of the catcher while standing the umpire will use discretion if the play is at an impasse and call the play dead for the purpose of speeding the game up and for sportsmanship. The umpire will instruct the base runner to return to third base.
4. General Rules: All players should remain in the dugout with the exception of the next batter in the on-deck area. No spectators, coaches, or players are allowed behind the backstop, as it creates a distraction for the pitcher, batter, catcher, and umpire. Managers and umpires are expected to enforce this. A: The Home team shall occupy the dugout on the first base side of the field and be responsible for raking the field and for placing and removing the bases from the field. B: The Home team shall have the field the 15 minutes prior to the start of the game. Visitors may have the field up until that time. C: Home team may also have use of the field until the visiting team is represented by a manager or coach. D: The game length is six innings with at least four innings required for an “official” game to be declared. No inning will start after 7:30 p.m.
E: In the event of rain, it is the responsibility of the managers to call the umpire-in-chief. If canceled, players must then be notified. F: Once a game is canceled, it is the responsibility of the home manager to reschedule the game with the visiting manager and contact the League Coordinator. The Coordinator will make the proper arrangement with the umpires and confirm the rescheduled game with the coaches. G: Every coach will be allowed to refuse one rescheduled makeup date per season. The second refusal will count as a forfeit. Every effort will be made to accommodate coaches but make-up dates can be limited. H: Infield Fly Rule: When a fair fly ball is hit and can be caught with ordinary effort, and there are runners on first and second or bases are loaded with less than two outs then the umpire shall call the Infield Fly Rule. The batter is then called out. (This is a judgment call by the umpire at the time of the ball being hit. The ball may carry to the outfield grass and it’s possible the outfielder catches the ball. The batter is still out where it was a judgment call at the beginning of the play. If the ball goes foul and it is not caught it is just a foul ball and the batter is not out and returns to the batter’s box.) I: Five Run Rule: Every Inning except the sixth inning there will be a five (5) run scored maximum per team. (Example: If a player hits a 3 run home run for runs 5, 6, and 7 in that inning the team would still be credited with 5 runs for that inning.) The Sixth inning will have no cap on runs scored and will end with a third out or a winning run. J: Third Strike Not Caught: The batter may not advance to first base on a dropped third strike. K: Games shall start promptly at game time if both teams have at least 8 players. If a team has less than 8 players it must forfeit the game after a 10 minute grace period. The ninth batting slot will be an out every time it comes up until a ninth player shows up. L: Team player draft order will be determined by the standings at the end of the regular season. Note: WYB Board of Directors reserves the right to place or move players or coaches for league purposes or other reasons deemed necessary. New players who did not participate in the June draft evaluation will be placed on a team by the Board of Directors. 5. Equipment: A: All batters, on-deck batters, base runners, and player base coaches must wear a batting helmet. B: Any player warming up a pitcher must wear a catcher's helmet and mask.
C: All catchers’ masks must have a throat protector, and all catchers must wear their own protective cup. D: Steel cleats are prohibited. E: Bats may be a maximum of 33” in length and have a maximum barrel size of 2 l/4 inches. Wood, aluminum, and composite bats are allowed. Only 2¼" barrel non-wood bats marked BPF 1.15 (Bat Performance Factor) will be allowed. PENALTY
If the illegal bat is discovered prior to a batter completing his "at bat" the bat is simply removed from play and the "at bat" continues. A player who uses an illegal bat or non-conforming barrel dimension and hits a fair ball will be ruled out. No advancement on the bases will be allowed, and any outs during the play shall stand. This is an appeal play. The "at bat" will be considered legal once a pitch is thrown to the next batter. Any bat discovered prior to the game that does not conform to the above rule shall be directed to be removed immediately and not be allowed for use during the game.
6. Umpires. A: Managers, coaches, players and fans are to refrain from harassing umpires. Any continued harassment from a fan or manager/coach can result in banishment from the ball parks. B: All complaints, either by an umpire or about an umpire should be brought to the attention of the League Coordinator immediately following the game. C: Slide Rule: Runner is out if he fails to slide when, in the umpires opinion, the catcher is in position and there is an imminent play at the plate. Any runner is out when the runner does not slide or attempt to get around a fielder who has the ball and is waiting to make the tag (at any base) or is in position to field or catch an imminent ball. Head first slides are not allowed but a player may dive head first when retreating back to a base. A fielder without the ball should make way for the advancing base runner; a runner seeing a fielder with the ball must slide or avoid. Don’t allow collisions on the base paths from overlyaggressive play.
D: Regular season games that are tied after six (6) innings will end as a tie and each team will be awarded one (1) point. NO PLAYOFF GAME WILL END IN A TIE. E: Gentlemen Rule: All Managers and coaches shall act like Gentlemen The Manager (Head Coach) is the only coach that is allowed to address the umpire directly.
