Wise County Youth Basketball League Administration & Rules I.

League Administration a. The Board of Commissioners (“Board”) shall be composed of one (1) Town Commissioner (or designated voting representative) from each of the county towns listed below: i.

b. The Board shall meet as often as necessary to conduct the proper administration of the league, but no less than one (1) time per year. c. The Board’s authority shall include:

Annual selection of a League Coordinator/President.

ii.

Planning and organization of League schedules and tournaments.

iii.

Authorization for collection of fees from each participating town/team for costs authorized and incurred by the League.

iv.

Review and action concerning a dispute within the League.

v.

Any additional authorities necessary for the proper and successful function of the League.

Game Rules a. National Federation of State High School Association Basketball Rules. National Federation of State High School Association Basketball Rules shall govern all play except as noted in this document. (amended by the Board on October 16, 2011) b. Game Length. Games will consist of four (4) six-minute quarters. 1. There will be no running clock. 2. In the event of a tie at the end of the 4th quarter, one (1) three-minute overtime period will be played. 3. If a regular-season game is still tied after the overtime period, the game will end as a tie. 4. Tournament games will play additional overtime periods until a winner is determined. c. Foul Shots. The fifth (5th) grade division will shoot foul shots from a taped line twelve (12) feet from the goal.

Wise County Youth Basketball League Administration & Rules d. Back-court Guarding (Press). Teams may press as outlined below: 1. Less than a twenty (20) point lead, back-court guarding (press) is allowed. 2. No Back-court guarding (press) is allowed if the defensive team has a twenty (20) point lead or greater. [With a twenty (20) point lead or greater, no defense of any kind until the offence has crossed the mid court line.] 3. When a team is leading by more than twenty (20) points and continues to aggressively press the losing team in the front court (between the top-of-the-key and mid-court line), the officials, at their sole discretion, may require the defensive team to play defense only within the offensive 3-point line. (amended by the Board on September 29, 2013)

e. Game Misconduct. i.

Two technical fouls (resulting from Unsportsmanlike Conduct) by one team during a game-- by a coach, player or fan-- will result in a forfeiture of the game: 1. Unsportsmanlike Conduct includes, but is not limited to, back-talking, gesturing, taunting, flagrant fouls or any other behavior by a coach, player, or fan that is considered by the official(s) to be “unsportsmanlike”. 2. When two technical fouls (resulting from Unsportsmanlike Conduct) have been called against one team during a game, the officials SHALL immediately stop the game. The game SHALL NOT continue, even if both teams/coaches mutually agree to continue. 3. Players, coaches, and fans of the forfeited team may not remain on the court or bench area once a game has been ruled a forfeit. A short but reasonable amount of time will be allowed for a forfeited team to gather belongings and leave the court and bench area. (amended by the Board on September 29, 2013)

ii.

Two forfeitures in a season will result in that team’s banishment from the league, subject to any contrary action by the Board under authority of Section I. (c)(iv-v).

iii.

Any physical fighting by players, coaches, or fans will be subject to suspension at the discretion of the League Board.

f. Minimum Playing Time (for Recreational Leagues only) i.

For regular season games, every player must play a minimum of six (6) minutes per game. 2017-2018 Wise County Youth Basketball Rules Page 4 of 10

In post-season tournaments each player must play a minimum of three (3) minutes per game.

iii.

Individual cases may be waived/excepted at the discretion of a Town Commissioner (or designated representative).

iv.

Waivers/exceptions MUST be disclosed to the opposing team’s coach AND official scorer PRIOR to the start of the game.

v.

Playing time violations will result in a forfeit.

vi.

This section applies only to recreational leagues. Competitive and Select leagues have no minimum playing time requirement. (amended by the Board on September 29, 2014)

g. Timeouts. National Federation of State High School Association Basketball Rules shall govern the number and type of timeouts allowed per game. (amended by the Board on October 16, 2011)

h. Scheduling Errors

i.

A team is declared late and subject to forfeiture after ten (10) minutes passed the scheduled starting time of their game.

ii.

If a team does not show up due to a league scheduling error, the game will be rescheduled.

iii.

If a team does not want to reschedule, it will be a forfeit.

Host Town Game Responsibilities a. All host towns agree to abide by League’s written rules or be subject to suspension from the League. b. Posting of Game Rules. A copy of Section II. Game Rules shall be posted at the host town's score table for all games. c. Game Times. Starting times of the games will be determined by the host town. d. Game Officials. i.

The host town or league will provide the following officials: 1. Two (2) referees for each game will be assigned by the league: a. Referees MUST wear official shirts. b. Referees MUST be at least 18 years old. 2. One (1) official scorer and one (1) clock-keeper for each game will be provided by the host town: 2017-2018 Wise County Youth Basketball Rules Page 5 of 10

Wise County Youth Basketball League Administration & Rules a. Host town’s scorebook will be kept at the scorer’s table. b. Clock & scorer officials must be at least high school age. ii.

No person shall officiate a game in the same age and gender division in which he/she coaches. (rule added by the Board on October 16, 2011)

iii.

The host town is responsible for paying referees. If the league provides and/or assigns referees, pay rates per referee will be voted and approved prior to the beginning of the season. (amended by the Board on September 29, 2013)

e. Official Ball. Host town will furnish a women’s ball (28.5” diameter) for all girl’s divisions and the 5th grade boys division. Sixth (6th) – eighth (8th) grade boys will use a regulation (29.5” diameter) basketball. (amended by the Board on September 29, 2013) (amended by the Board on September 29, 2014)

f. Score Reporting. Host towns are required to report final scores to the League for all games hosted within twenty-four (24) hours after the conclusion of the last game of the day. IV.

Rules & Responsibilities for Participating Towns (Teams) a. Enrollment of Players (for recreational leagues only). i.

During any given year, the enrollment/registration of players may be any period of time beginning no earlier than September 15th and ending no later than November 15. (Beginning date amended by board September 20, 2017)

ii.

A town must have open sign-ups for all students in a particular division or grade level.

iii.

No try-outs or any other method of ‘selecting’ players is allowed.

iv.

A player cannot play on more than one team in the Wise County Youth Basketball League during the same season.

v.

A player may NOT participate with a team outside of the school district where he/she is currently enrolled or resides, unless waived by the Board.

vi.

In the event a team will have less than 5 players present, a team may borrow players from the same town within the same grade level or grade below to make a total of no more than 6 players. Team must notify opposing coach and referees prior to start of game. No players may be borrowed in end of season tournaments. (amended by Board 19 November 2017)

b. Draft (for recreational leagues only). i.

Disclosure / Notification. A town must notify the League prior to that Town’s draft if:

Wise County Youth Basketball League Administration & Rules a. any potential players from the town are playing on other teams (YMCA, other recreational leagues, select leagues, youth associations, etc.). b. any underclassmen (third or fourth graders) will be playing in the League’s 5th or 6th grade divisions. ii.

Fifth (5th) Grade Draft. 1. All incoming fifth (5th) grade players shall be drafted onto new teams, unless a fifth (5th) grader played in previous years on a fifth (5th) grade team and if now playing on a sixth (6th) grade team. 2. If a player repeats the 5th grade, he or she cannot play a repeat year at the fifth (5th) grade level. 3. Underclassmen will be allowed to play in the fifth (5th) grade league at each town’s discretion, subject to disclosure/notification requirements. 4. All underclassmen shall be drafted in the fifth (5th) grade draft, subject to Rule 2 (above).

iii.

Sixth (6th) Grade Draft. 1. Returning sixth (6th) grade teams that played in the League the previous year are NOT required to be re-drafted. 2. If a returning team must be separated, then the League draft rules will apply. 3. If a town increases the number of teams within an age division from the previous year, then ALL players in that division MUST be redrafted. 4. Under no circumstances will a 6th grader be allowed to play and/or be drafted on a 5th grade team.

iv.

Draft Methodology 1. Each town’s new teams will be determined by a draft (face-up). 2. No children are allowed at a Town’s draft. 3. The coach’s and assistant coach’s children are the 3rd and 4th round picks in the draft. 4. Draft order for teams shall be determined by random drawing. 5. Within each division, all coaches shall be able to see all players eligible to be drafted (i.e. place all player forms where all the coaches can clearly see their choices prior to beginning the draft). 6. The rest of the draft picks are chosen on an alternating basis regardless of the number of players on the team until its roster is full.

Practice may not begin before October 16th of the current year. (amended by board September 20, 2017)

ii.

Each team is limited to a maximum of three (3) hours practice per week, with any one practice not lasting more than two (2) hours.

d. Coaches. Each team is limited to two (2) official coaches. e. Team Count Deadline. By November 7, each town must provide to the League President the number of teams that will be participating in the League for each division. f. Team Roster Deadline. A roster, including names and number, for each team must be submitted to the League President no later than the Friday before the first game. g. Uniforms. i.

Towns/teams are responsible for providing their own uniforms.

ii.

Uniforms MUST have numbers printed on the front AND back.

h. Sponsorship. Team sponsorship, if any, will be at the sole discretion of each town/team. i. Insurance. Player and team insurance is the sole responsibility of each town. j. Costs. Each Town/Team agrees that costs authorized and incurred by the League/Board will be proportionately divided among participating towns/teams and PAID by the deadline set by the League/Board. Failure to pay may result in suspension from the League games and/or tournament(s). k. Paragraphs a. b. and c. of Section IV apply to recreational league teams only. Competitive and Select teams are excluded from restrictions regarding enrollment, draft, and practice. (amended by the Board on September 29, 2014)

V.

Post-Season Tournaments a. Tournament Hosting. i.

Tournament hosting shall be on a rotating basis among the county-based towns listed under Paragraph a. of the League Administration section of the rules.

ii.

Once a town makes a choice to host or not host a tournament, that town rotates to the bottom of the list.

In any given year, if an age-division does not have a county host, then an out-of-county host should be recommended and approved by the Board.

iv.

Tournament sites shall be determined PRIOR to the last week of regular season games.

b. Eligibility. i.

Eligibility requirements (number of teams, minimum win/loss record, etc.) for any League tournaments shall be determined by a majority vote of the Board PRIOR to the first game of the season.

ii.

If the Board fails to determine a tournament’s format prior to the first game of the season, the following default format shall apply: 1. If there are less than eight (8) teams per division, all teams in that division shall be eligible for the post-season tournament. 2. Tournaments shall be limited to no more than twelve (12) teams per division. 3. The default bracket for each division is illustrated in Figure 1.

c. Seeding. Tournament seeding shall be determined by the following, listed in order of priority: 1. Season Record of wins vs. losses. 2. Head-to-head competition. 3. Sum of total points given up during the season (“points against”). 4. Coin Flip. d. Awards. i.

The Board shall determine awards to be given for first through fourth place (1st – 4th place) for each age division’s post-season tournament results.

VI.

Out-of-County Participation. a. All out-of-county towns desiring to participate in the Wise County Youth Basketball league shall adhere to each of the following rules and guidelines: b. Wise County Youth Basketball reserves the right to allow/disallow participation at any time for any out-of-county town participating in the Wise County Youth Basketball league. c. Open Enrollment & Draft. A town must have open sign-ups for all students in a particular division or grade level. 1. No try-outs or any other method of ‘selecting’ players is allowed. 2. A town must notify Wise County Youth Basketball if any potential players are playing in other leagues (YMCA, other recreational leagues, select leagues, youth associations, etc.). 3. A representative from Wise County Youth Basketball MUST be present at the out-of-county town draft. d. Minimum Team Requirement. Out-of-county towns must field a minimum numbers of teams per division: i.

5A or larger schools must field 3 teams per division

ii.

4A schools must field 2 teams per division

iii.

1A-3A schools minimum teams per division to be decided on a caseby-case basis by the Board.

e. Out-of-County Hosting. The following guidelines shall apply for out-of-county teams: 1. All games will be played in Wise County during an out-of-county town’s first year of participation in the Wise County Youth Basketball league. 2. At the sole discretion of the Board, one (1) home game may be scheduled for out-of-county teams during the 2nd and subsequent years of participation. 3. All tournaments will be hosted by Wise County towns. e. The Board, at its sole discretion, has the right to add, modify, amend, and/or delete any or all of the out-of-county provisions at any time without prior notice, either written or implied.
