William Poole Bancroft established Woodlawn Trustees, Inc. (Woodlawn) in 1901, to perpetuate his interests in providing quality rental housing to persons of modest means, preserving open space, and planning and developing lands to careful standards. In January 2011, Woodlawn Trustees, Inc. engaged The Conservation Fund (TCF) to initiate Phase II of the Woodlawn Vision Plan project, the objective of which was to generate a Land Use & Redevelopment Strategy for Woodlawn’s collective real estate holdings. To complete this assignment, TCF assembled a team with expertise relevant to each of the assets. As a member of this team, Jonathan Rose Companies delivered initial design concepts; options and relative costs for preservation and redevelopment; and a financing and implementation approach for affordable housing in downtown Wilmington (“the Flats”). Jonathan Rose Companies worked with Woodlawn’s executive staff and Board to create a redevelopment framework for the Flats to perpetuate Woodlawn’s mission of providing quality affordable housing by utilizing public funding sources. The framework was guided by principles to preserve this vision for future generations: ensuring units would remain affordable to the existing tenant base; maintaining a standard of quality, contextual architecture that is sensitive to the urban fabric; sustainability; and flexibility, allowing for entrepreneurial action by the board.
