As you know, these grants are used to improve the safety for workers, law enforcement ofhcers and emergency responders in work zones. They provide training and seminars that give these workers the skills to do their iobs in a safe manner. One safety device that has a proven track record of saving lives and reducing serious injuries is guardrail. However, if it is improperly installed or maintained, then this lifesaver can turn deadly' Proper guardrails save motorists from driving off cliffs and driving into oncoming traffic.

Unfortunately, installers and maintainers of these devices often have not been trained on how to ensure proper upkeep of these systems.

I believe we can improve the safety of guardrails by allowing funding under Work Zone Safety Grants to be used to train workers on the proper installation and maintenance of guardrail systems.

I have enclosed some language that I would like to request that we include in the next highway reauthorrzation bill, I hope you will be able to give it consideration.

SEC. 1409.WORK ZONE AND Guardrail Safety Training (a) In General.-The Secretary shall establish and implement a work zone and roadway training safety grant program to-(1) provide training to prevent or reduce highway work zone injuries and fatalities; and (2) develop and deliver comprehensive and uniform roadway safety training to roadway workers. (b) Eligible entities.-The Secretary shall make grants to a national nonprofit or not-forprofit organization representing a consortium that may consist of private sector organizations, state and local government representatives, laborer organizations, and institutions of higher learning. The consortium must have demonstrated experience in developing and offering work zone and roadway safety training programs across the United States. (c) Eligible Activities.-An entity receiving grants under this section may use funds from the grant for nationwide: (1)Training forconstruction workers on the prevention of injuries and fatalities in highway and road construction. (2) Development of guidelines for the prevention of highway work zone injuries and fatalities. (3) Training for State and local government transportation agencies and other groups implementing guidelines for the prevention of highway work zone injuries and fatalities. (4) Development, updating, and delivery of training courses on: (i) guardrail installation, maintenance and inspection
