Background + Context To establish a strong basis for our process and inform participants, we completed extensive research and analysis of the study area’s background and context. The study’s Briefing Book summarizes historical information, existing conditions, and related plans, policies and laws.

Working Group Charge On October 22, 2013, the County Board established a Working Group charged to collaborate with County staff for the duration of the study. The group was composed to represent a cross section of the community with representatives from commissions, committees, businesses and resident civic associations. They provide valuable contributions to our civic engagement efforts by: • Seeking out varied perspectives in the community • Identifying areas of consensus and disagreement among constituency groups • Providing strategic guidance on ways to obtain broad public input
Study Area Five Study Lenses The planning scope of work was organized into five study lenses. These topic areas carry through the entire study. During this phase of work, they were used to organize our far-reaching analysis of exemplary public spaces and civic centers.
