Wycombe Councillor Update Economic Profile of Terriers & Amersham Hill Ward

1.0

Introduction Terriers and Amersham Hill is home to 9,181 people and provides 3,900 jobs in 115 businesses. Of these businesses, 38 (33.0 per cent) are Buckinghamshire Business First members. There were 4,521 employed people aged 16-74 living in Terriers and Amersham Hill ward at the 2011 Census, 166 more than the 4,355 recorded in 2001. Over that period the working age population rose 322 to 6,301 while the total population rose 435 to 9,181. The number of households rose by 167 (4.8 per cent) to 3,679. This is a significant percentage increase and places the ward 13th out of all wards in Wycombe. Based on the increase in number of households, the ward ranks 44th out of all wards in Buckinghamshire. The largest companies in Terriers and Amersham Hill include:       

MWH UK Ltd; Risk Management Solutions Ltd; Bucks Placements; Energizer Group Ltd; APM Group; North Town Post Office; and Skillbound Public Ltd Co.

There are 135 Terriers and Amersham Hill, representing 2.3 per cent of working age residents, including 80 claimants aged 25-49 and 80 who have been claiming for less than six months. Superfast broadband is expected to be available to 99 per cent of premises in the Terriers and Amersham Hill ward by March 2016 with commercial providers responsible for 98 per cent. The Connected Counties project, run by BBF, deliver the remaining 1 per cent through its interventions in High Wycombe. BBF is seeking to deliver an extended superfast footprint via additional funding, adaptation of downstream technology and contract claw-back mechanism. At the time of the 2001 Censusi, of the 4,604 employed residents, 985 people lived and worked in the ward, with the most common destinations by local authority district being:       

Industrial structure There are 115 businesses located in Terriers and Amersham Hill employing 3,900 people. Of these businesses, 81 are micro businesses, employing fewer than 10 people. Terriers and Amersham Hill is over-represented in business administration and support services which accounts for 28.9 per cent of employment in the ward. Based on this proportion the ward is ranked 142nd out of all wards, The ward is also well-represented in Education which makes up 20.6 per cent of employment ranking the ward 1,664 th out of all wards for employment in the sector. Wholesale accounts for 8.7 per cent of employment ranking the ward 1,048 out of all wards in England. The information & communication and professional, scientific and technical sectors are both over-represented accounting for 4.2 per cent and 8.6 per cent of employment respectively. Manufacturing covers just 1.7 per cent of employment ranking the ward 6,068th out of all wards. Retail covers just 1.0 per cent of employment and as a result the ward is ranked 8,286 th out of all wards. Accommodation & food services and property account for only 3.0 per cent and 0.5 per cent of employment respectively.

2.1

The Industrial Strategy and the Plan for Growth

Plan for Growth and the Industrial Strategy set out policies to realise this objective and to rebalance the economy, which include focusing on sectors expected to deliver strong growth. Wycombe -represented in these sectors, particularly aerospace, the information economy and professional and business services. While Terriers and Amersham Hill provides jobs in these sectors, the industrial strategy sector where the ward delivers the highest share of national employment is education which accounts for 20.4 per cent of employment, ranking Terriers and Amersham Hill at 1,678th among English wards. The proportions of jobs in Terriers and Amersham Hill in Industrial Strategy sectors are presented in Table 1.

At 12.4 per cent, the proportion of Terriers and Amersham Hill professional and rd business services is the 1,833 highest of all wards in England, the proportion is above that of the country level and the same as that of the district level. 3.0

Labour market At 65.4 per cent of 16-74 year olds, Terriers and Amersham Hill among the highest in the country. Terriers and Amersham Hill has a proportion of 39.7 per cent of its residents qualified to degree level or higher. Furthermore, 51.6 per cent work in managerial, professional or technical occupations. In Wycombe the wards most similar to Terriers and Amersham Hill are Ryemead, Abbey and Tylers Green & Loudwater with four of the other 27 wards among the top thousand closest matches. The least similar ward in the district is Oakridge & Castlefield, the only ward in Wycombe to rank lower than the 6,000th closest match.

Furthermore, as stated previously, the ward has a high level of those educated to degree level or higher and those working in managerial, professional and technical roles ranking in the top quartile for both. Occupational Structure Terriers and Amersham Hill and better remunerated occupations, with 51.6 per cent of working residents employed in managerial, professional and technical occupations, ranking in the top quartile nationally for professional and technical occupations. In contrast Terriers and Amersham Hill ranks in the bottom quartile for other occupations, with only 8.2 per cent of working residents employed in skilled trades occupations. Deprivation Buckinghamshire has the lowest level of economic deprivation of any Local Enterprise Partnership, with Wycombe having the 13th lowest economic deprivation of all 326 local authority districts in England, behind South Bucks (10th) but ahead of Aylesbury (37th) and Wycombe (69th). Chart 4 demonstrates the concentration of Wycombe least deprived in England with 12 of the 25 wards featuring among the least deprived 10 per cent of all wards in England and only three ranking among the most deprived half of English wards, a stark contrast to the London Borough of Newham where no ward ranks above halfway, highlighting the challenge Wycombe faces to attract resources to tackle deprivation.

Terriers and Amersham Hill has the 3,407th lowest economic deprivation of the 7,707 wards in England and the 19th least economically deprived of the 28 Wycombe wards. Terriers and Amersham Hill is the 90th least economically deprived among the 108 ward in Buckinghamshire. The position of Wycombe ds in England is shown in Chart 4 below, with Terriers and Amersham Hill one of the three fifth least deprived decile. Nationally, the closest matches are Uxbridge North (Hillingdon), Coulsdon West (Croydon) and West Ruislip (Hillingdon) while Abbey and The Wooburns are the most similar in Wycombe ranking as the second and 12th most similar of all English wards. Of the 25 Wycombe wards 10 are among the 1,000 best matches, however Bledlow and Bradenham is only the 6,135th closest match.

Demography At 36.2 years, Terriers and Amersham Hill below the 39.4 recorded across Wycombe as well as the county average of 41.0. This makes Terriers and Amersham Hill one of the younger wards in England as suggested by the over-representation of 16-44 year olds in Chart 6. In terms of age structure, two of the wards in Wycombe most similar to Terriers and Amersham Hill are Micklefield and Sands each with average ages of 34.6. This ranks Terriers and Amersham Hill at 839th of all wards in England based on proportion of residents at working age. Terriers and Amersham Hill has a fairly high proportion of those aged 0-15 at 19.3 per cent. This ranks Terriers and Amersham Hill at 2,635th of all wards in England putting it among the top 40 per cent of all wards in England for this age bracket.

Educational attainment Wycombe is one of the best qualified places in the country, with only 17.0 per cent of residents aged 16 and over holding no qualifications, well below the 22.5 per cent recorded across the country as a whole, while 34.2 per cent hold degree level qualifications, well above the national level of 27.4 per cent. Terriers and Amersham Hill 12.5 per cent having no qualifications and 39.7 per cent educated to degree level or higher. There is a total of 3.0 per cent of Terriers and Amersham Hill residents who are schoolchildren or full-time students aged 16 to 17. In the district the most similar wards are Abbey, Lacey Green, Speen and The Hapmdens and Greater Marlow with seven of the other 25 wards ranking inside the top 1000 matches but with Micklefield ranking outside the top 5,000 along with Booker and Cresssex.

Terriers and Amersham Hill Buckinghamshire has the strongest schools performance any LEPiii, with over a quarter of and 88.0 per cent of young people in the county achieving at least NVQ level 2 by 19. Terriers and Amersham Hill tribution to that performance as demonstrated by their most recent OFSTED reports, which are summarised below.

Hamilton Academy (Key Stage 2) In 2012, 83 per cent of pupils attained Level 4 or higher in the Key Stage 2 English test and assessment. The result placed the school in the lowest 40 per cent of all schools. In reading, 88 per cent of pupils attained Level 4 or above in the Key Stage 2 test and assessment and in writing, 77 per cent of pupils attained Level 4 or above. For reading, this was a decrease of one percentage point placing the school in the middle 20 per cent of all schools and in writing, the result placed the school in the lowest 40 per cent. In maths, 80 per cent of pupils attained Level 4 or above in the Key Stage 2 test and assessment. This marked a decrease of two percentage points placing the school in the lowest 40 per cent of all schools. In 2012, 90 per cent of pupils attained expected progress in English placing the school in the lowest 40 per cent of all schools. In Maths, 87 per cent of pupils attained expected progress, an increase of four percentage points placing the school in the lowest 40 per cent of all schools. The overall attendance in 2012 was 95.9 per cent, an increase of 1.9 percentage points since 2011. The attendance rate places the school in the middle 20 per cent of all schools.

Highworth Combined School and Nursery (Key Stage 2) In 2012, 90 per cent of pupils attained Level 4 or above in the Key Stage 2 English test and assessment. The result placed the school in the middle 20 per cent of all schools. In reading, 89 per cent of pupils attained Level 4 or above, this is a d3ecrease of five percentage points since 2011 placing the school in the middle 20 per cent of all schools. In writing, 87 per cent of pupils attained Level 4 or above in the Key Stage 2 test and assessment, the result placed the school in the top 40 per cent of all schools. Finally, in maths, 87 per cent of pupils attained Level 4 or above which is unchanged on the previous year, the result placed the school in the middle 20 per cent of all schools. In this year, 93 per cent of pupils attained expected progress in English and 82 per cent of pupils attained expected progress in maths. In English the result placed the school in the middle 20 per cent of all schools and in maths, the result marked a fall of six percentage points on the previous year placing the school in the lowest 40 per cent of all schools. In 2012, the attendance rate at the school was 94.7 per cent. This is an increase of 0.4 percentage points but places the school in the bottom 20 per cent of all schools.

The Royal Grammar School (Key Stage 4) In 2012, 99 per cent of pupils attained five GCSEs grade A*-C including English and Maths, the result has not changed since 2011 and places the school in the highest 20 per cent of all schools. In English, 99 per cent of pupils attained five GCSEs grade A*-C placing the school in the highest 20 per cent of all schools. In maths, 100 per cent of pupils attained 5 A*-C grades, an increase of five percentage points placing the school in the highest 20 per cent of all schools. Finally, in science, 99 per cent of pupils attained grade A*-C, a proportion which has not changed since 2011. Based on this proportion, the school in ranked in the highest 20 per cent of all schools. In English, 95 per cent of pupils attained expected progress and in maths 99 per cent of pupils attained expected progress. For English this was an increase of two percentage points and in both cases the result placed the school in the highest 20 per cent of all schools. In 2012, the attendance rate for the school was 97.2 per cent, this has increased by 1.4 percentage points on the previous year placing the school in the top 20 per cent of all schools.
