Bishops Report 2017 Our theme for this 192nd Assembly of SC Lutherans is “You are salt and light bringing out the God flavors and God colors in the World.” When Jesus taught about God’s mission for his disciples in the world he used three common images: salt, light and leaven. Each of these images helps us to reflect on the partnership and work that we have been engaged with this past year. Consider salt. Here are four ways that God has allowed us to season our world with the love and grace of Jesus Christ. First, children’s lives are being enhanced by our many congregational partnerships with community schools. Whether it is backpack ministries, afterschool homework clubs, or simply reading to children one hour a week, we are bringing out many different God flavors in children who are at risk. We are also doing this in partnership with the fellowship of SC Bishops (formerly known as LARCUM). One significant example of being salt came in our partnership with Rich Learning, and religious and community leaders in Allendale who participated in a two week drama, dance and arts based camp last August. In just two weeks these children were transformed and excited about sharing their learnings in an evening program for the whole community to attend. Special thanks goes to Trinity and St. Nicholas for their partnership. A second salt seasoning happened through our partnership with Lutheran Services Carolina, our SC Synod Disaster team and the ELCA Disaster Response in the ongoing relief efforts with victims of the 2015 and 2016 floods. Together we are now supporting two full time case managers who are helping families without insurance get the help needed for housing. A third way we are bringing out God’s flavors into our world is by helping to build our first ever Latino Lutheran Church for the people of Cristo Rey. When you realize that last year there were 42 baptisms celebrated in this mission congregation and that often 45-75 children come forward each week for a children’s message, we thank God for how the gospel is reaching a new generation of believers in Christ. Their witness to the gospel in the midst of these uncertain times in our country is an inspiration and a taste of God’s goodness and grace. We are also blessed by the growing congregations of Sagrada Familia and Nuestro Salvador. It also will be a profound joy when we celebrate the ordinations of our first Latino pastors in May, Pastor Jorge Leone and Pastor Alejandro Mejia. What wonderful gifts these two leaders are to the SC Synod and their mission congregations. The second image Jesus frequently used is that of light. Author Richard Rohr writes that “light itself is seldom seen, but rather through light everything else becomes visible. Christ is the light through which we see the true reality of everything else around us.” There are several places where the light of Christ has shown forth in new ways this past year. First we can consider the 500th Observance of the Reformation. Whether it was the lecture by Dr. Scott Hendrix at LTSS and that is available on our website, or the Lutheran Roman Catholic Dialogue celebrating the 32 agreements of Declaration on the Way towards the eventual sharing of the Eucharist together, or the Praying with Luther event, or all the congregations who studied together the Small Catechism, these events have been like a prism that shines the different colors of God’s grace into our lives. Our last event will be a joint service with the NC Synod in Charlotte on September 23rd with Bishop Eaton preaching and presiding. Another light shining moment came when five smaller congregations in the Prosperity area came together at the seminary with Dr. Mark Tidsworth to learn about the three big shifts that are happening in churches in this 21st century. Our newly named Vital Congregations Networks anticipates more opportunities for training congregational leaders around these shifts later this year. The third image Jesus used to talk about God’s mission was that of leaven or yeast. Here we understand that a little yeast produces a chemical reaction in dough that effects a whole loaf of delicious tasting bread. In a similar way God has been using the SC Synod like a leavening agent to create relationships of respect and understanding across racial barriers in our state. Under Pastor Leroy Cannon’s leadership we have hosted 13 Selma movie events involving over 70 congregations with one of them including an interfaith event with Jews and Muslims. In addition there have been three “Building Bridges Among Religious Leaders and Law Enforcement Leaders events.” There have also been two Bible studies, and two youth oriented “Remember the Titan” movie Events. Our Inclusiveness Network under the leadership of Pastor Jackie Utley has also led three congregational events focusing on racial reconciliation. Clearly God is at work in these transformative conversations across our synod opening hearts and minds to the dignity and worth of all people and overcoming barriers of race and prejudice that have been so destructive in our state.

One other leavening effect that God has brought into our Synod has been the leadership of Pastor Rick Carter as our new Director of Evangelical Mission. He is the newest addition to our staff and has brought great energy, vision, and new insights into the work we do together. I hope you will welcome him and show him your appreciation as he moves around the state encouraging congregational vitality and growth. When I think of all of our Synod team, I can’t help but recognize how each of them contribute to the salt, light and leaven that we share together in Christ. Whether it is Eric’s passion for youth and young adult ministry, or Ginny’s organizational leadership with candidacy, global mission and assembly planning or Ozzie’s training of congregational stewardship leaders, God is using these gifted leaders to bless and empower congregational ministries across the synod. When it comes to our Executive Administrator, Jenny Spearen and Administration Assistant, Julie Koon, I am amazed at their capacity to tackle enormous challenges and deadlines with a cheerfulness and good humor that infects all of us and keeps us well balanced. When it comes to communications, Neal Fisher is not only a gift to us but has also been approached by other synods to help with their communication strategies as well. A year ago Charlene Fink was introduced as our new Administrative Assistant for Finance and has not only learned our complex financial system but has also been a blessing to Raymond Hendrix and congregational treasures. It is my prayer that as you read over these reports that you will keep these three images of salt, light and leaven in mind as we recognize how God is continuing to share with our world the God flavors and God colors of the world. Report of the Vice President We have had another exciting year as a Synod Council where we have been guided by the Holy Spirit and this scripture verse Matthew 5:16 used at our Synod Council Retreat, “Let your light shine before others, so that they may see your good works and give glory to your Father in heaven.” God has gifted each of us in God’s own way, and as Synod Council Leaders we are using these gifts to their fullest extent with the business that the Spirit is leading us to discern and govern. We open each meeting with God’s word and prayer, for we all need the Spirit to encourage and guide us. We continue to invest 15-20 minutes of each meeting to discussing experiences of how we individually and corporately have addressed racism. We invite our Lutheran Institutions and Agencies on a rotating basis to each of our meetings and enjoy learning and growing as partners in ministry. We faithfully carryout our governing responsibilities, while also embracing our membership into the three expressions of our church: Congregation, Synod, and Churchwide. We are extremely blessed with the many disciples who serve on our varied Synod Task Forces, Networks, and Tables (Community Engagement, Deepening Discipleship, and Communication and Technology). It is through these leaders where the Spirit is blazing and people’s lives are being touched by Jesus’ grace. When we invest our time wisely in doing what the Spirit calls us to do, then we collectively can shine and be on fire for Jesus to Join our Neighbors, Serve Boldly, and Love All through Christ. Report of the Secretary 2017 It is an honor to do this work as secretary of the South Carolina (SC) Synod, Evangelical Lutheran Church in America (ELCA). In this role I have seen how God is at work in the faithful leadership of laypersons, rostered ministers and congregations. The duties of this office include the recording of the minutes of the Synod Council meetings and the Synod Assemblies. This office is assisted by a dedicated support staff that carries out many details: Neal Fischer, Charlene Fink, Julie A. Koon and Jenny A. Spearen. The Rev. Virginia S. Aebischer, assistant to the bishop, and Julie A. Koon, have ably prepared the Bulletin of Reports and the Directory and Minutes of the South Carolina Synod 2016. Virginia Herlong and Carolyn Torrence assisted in the recording of the Minutes of the South Carolina Synod Assembly 2016. I extend my sincere appreciation and thanks to these persons for all their assistance. Other duties of this office include correspondence on Synod Council actions, providing for the archives and communication with the Churchwide organization. I am also serving as Chair, Constitution Committee. In order to better preserve the history and heritage of the SC Synod, congregations are encouraged to use the James R. Crumley Jr., Archives, Region 9, ELCA, housed at the Lutheran Theological Southern Seminary, Columbia. I would like to encourage congregations to collect records and publish historical information. As secretary, assisted by synod staff and volunteers, I am responsible for the continuing assessment, retention and transfer of archival materials. The archives is a good site for older and original parish registers; micro-film copies of current parish registers or older parish registers; copies of congregational histories and anniversary booklets (especially 25 year increments); and photographs of church buildings. Micro-film copies of the parish register are provided free of charge at South Caroliniana Library if a congregation will deposit a copy with the library. Each year, the statistics of the congregations of this synod are collected and compiled by the Office of the Secretary, ELCA. This data provides a detailed picture of statistical trends for each congregation and for this synod. There were 119 congregations out of 153 congregations that filed reports at the end of December 31, 2015. The baptized membership reported was 45,985 at the end of 2015 (the latest year that statistics were available at the time this report was written). The average size of a congregation in this synod is 304 baptized members. Regular giving by members in congregations increased by $660,376 from $33,026,046 to $33,686,422. Average giving per confirmed member increased in 2015 by $14.74 to $1,072.27. The average Sunday worship attendance per congregation was 105 persons (34% of baptized members). REPORT OF THE TREASURER Year Ended January 31, 2017 Referred to as 2016-17 I consider it a privilege and honor to serve as treasurer of the SC Synod. I thank you for re-electing me to a fourth term. I give thanks to the Synod accountant, Charlene Fink, who has served in this capacity since May 2016. Mission Support Below is a summary of mission support from the congregations for the year 2016-17 as compared to 201516: 2016-17 2015-16 Mission Support Budgeted $2,485,000 $2,452,500 Mission Support Received $2,385,024 $2,421,981 Since 2008 mission support has been declining. For the past three to four years, I have been optimistic that the decline would reach the bottom and start an upward trend. Unfortunately, 2016-17 received the lowest mission support since 2008. In addition to mission support, the Synod received $459,000 in 2016-17 for other funds (ministries) such as World Hunger, Disaster Relief, Missionary Support, Malaria Campaign, etc. Mission support from the 153 congregations is presented in the schedule on the following pages. Expenditures Below is a summary of expenditures for the year 2016-17 as compared to 2015-16:

The ELCA support for 2016-17 was 41.8% of unrestricted mission support. For a comparison of expenditures with the budget, see the following financial statements. Budget The budget approved by the Synod Assembly for 2017-18 is $2,566,600 with support for the ELCA at 42% and a 2% pay increase for the staff. The budget approved by the Synod Council to be recommended to the 2017 Synod Assembly for 2018-19 is $2,478,600 with support for the ELCA at 42.5%. To fund these budgets, the Synod is asking each congregation to give a minimum of 10% of their offering each year. As congregations depend on some members to give more than others, the Synod also depends on some congregations to give more than other congregations. According to Luke 12:48 “From everyone who has been giving much, much will be demanded.” Investment Income The annual performance of our investments was better than expected. Investment income earned this year amounted to $197,705 as compared to $13,416 for January 31, 2016. This was due to a strong market for mutual funds. Investment income was allocated to the (1) operating fund - $46,364; (2) council designated funds - $79,680; and (3) temporarily restricted funds - $71,661. Other Items The property on Lake Murray continues to be on the market. The St. Matthew’s property was sold for $50,000 and the net proceeds were given to GGM to be used for mission congregations. “GOD’S WORK. OUR HANDS.” We are all members of the EVANGELICAL LUTHERAN CHURCH IN AMERICA and as members we worship in our individual congregations, support local ministries, support joint ministries through the SC Synod and the ELCA.
