Middleboro Little League Baseball Tournament 2017 TOURNAMENT RULES Official Baseball Rules, completely revised as released through the office of the Commissioner of Baseball and Playing Rules of the Little League as published by Williamsport, Pennsylvania have been accepted as official with the exceptions of those listed below. I.

Pitching: A. 11 &12 year olds may pitch no more than Twelve (12) innings during the weekend of play, and a maximum of Six (6) innings per game. 10 year olds may pitch no more than Ten (10) innings during the weekend of play, and a maximum of Six (6) innings per game. B. A player becomes ineligible to pitch the remainder of a game and must be removed from the mound after the team’s second trip to the mound in a single inning or the team’s third trip in a game. If a pitcher is removed otherwise, they cannot pitch again in that game. If a pitcher hits 3 batters in a game, they must be removed from the pitching position. C. A single pitch will constitute an inning pitched.

II.

Tournament Play: A.

Any representing league player who does not exceed the maximum age for each divisional play using April 30 as the cutoff date will be eligible to compete in the tournament.

B.

A team roster for the purposes of awards will be set at Fifteen (15), with a maximum of four (4) adults allowed. A bat person is allowed but must not exceed the divisional age. The player roster will remain fixed throughout the tournament based on the official roster submitted to the tournament director prior to the start of the tournament.

C.

Players may only participate in one division and on one roster regardless of age.

D.

A team roster and birth certificates of each player should be filed with the tournament director at least 1 hour prior to first game. Changes to the roster will be allowed of the personnel and size but must be filed with the tournament director prior to the team’s first tournament game. 1

E.

The president or other league officials must certify (by signature) the insurance waiver and be responsible for the eligibility of each player submitted on the official team roster.

F.

Teams should be present thirty (30) minutes prior to the start of a scheduled game. A fifteen (15) minute delay will be allowed to field a team. However, if a team still cannot field a complete eligible team after the allotted time period, the umpire will call the game and the team unable to field a team will forfeit. In the case of a continued or suspended games a team is unable to field a team of eligible players, the manager will be allowed to use the last player (s) taken out of that game to replace the missing player (s). In the event of a forfeit, the assigned score will be 1-0.

G.

Teams will be placed in the brackets by the tournament committee using a draw system. A coin flip prior to the start of each game will determine the home team of each game. In Three Game Guarantee play, for the Championship Game, the team which advances through the winners’ bracket will be Home Team. If a second game needs to be played to determine the champion, a coin flip will be used to determine Home Team.

H.

Home teams will occupy the first base dugout.

I.

Umpires will explain ground rules prior to each game.

J.

ALL Teams must be registered through local Little League, or Ripken. NO AAU or CLUB TEAMS ALLOWED!!

K.

Every team must have their entire roster in the batting order for the entire game. For a player arriving late, they must be placed at the bottom of the batting order. Defensive substitutions are free throughout the game, and each player must play a minimum of six (6) defensive outs in a six inning game.

L.

NO ON DECK BATTERS ALLOWED. This will be strictly enforced.

M.

No slash bunts are allowed. The batter will be called out. Please explain slash bunts to your team.

N.

Slide or avoid contact at all bases.

O.

Batting helmets must be worn by players while batting, on base as a runner, as a base coach, by the bat person while out of the dugout, and by any player being used as a spotter for a pitcher.

P.

Players warming up pitchers must wear a mask at all times. Warming up a pitcher on the sidelines require a spotter for protection.

Q.

Metal spikes are not allowed by anyone on the field.

R.

A ten (10) run slaughter rule will be used once the losing team has batted four (4) times. However, the losing team must have at least equal at bats.

S.

If a game is suspended after one inning of play, but before it becomes an official game (3 1/2 or 4 innings), play will resume from the point of suspension.

T.

Make-up games will be rescheduled at the discretion of the tournament committee.

U.

The offensive team shall station two base coaches on the field. Base coaches shall be eligible players in uniform; or two adult coaches. No smoking is allowed on the playing field. Proper dress is required.

V.

Any protest shall be settled immediately by the tournament committee before resuming play.

W.

There is limited batting practice allowed in the baseball complex at our batting cages

X.

No inning may begin two hours after the first pitch. This rule does not apply to games that are tied, or in extra innings. This rule also does not apply in championship games.

Y.

We will try to have an official scorer for each game. In the event that a scorekeeper is not present, the two managers should compare score books after each half inning. The home score book will be the book of record. In the event of a discrepancy, the umpire shall be consulted and the umpire’s decision will govern.

Z.

Any player ejected from the game for slashing, swearing, throwing a bat or helmet, arguing with umpires, taunting other players or team, etc. will be removed from that game plus the following game. If a player is ejected again he/she will no longer be able to participate in the tournament. A player ejected for intentionally trying to injure another player, in the umpire’s decision will not be allowed to play in any other games.

III.

Format: Tournaments are all 3 Game Guarantee!!

Awards: A.

Champion and second place trophies will be awarded to each member of the qualifying teams.

B.

Stars of the game will be selected for each game. The number one star of the game will receive the game ball and a ball holder.

C.

A tournament “MVP” (most valuable player) will be selected and receive an award.
