10 And Under Committee Meeting Minutes – Tuesday, June 21 Conference Call NOTE: All minutes are final after approval by the committee and all committee decisions are subject to final approval by the Board. Committee Members Present: Nigel Pugh (chair), Todd Dissly, Andrea Barnes, and Patrick Rutz Committee Members Absent: William Higgins, Belinda Tsao, and Steve Chiu Staff Members Present: Summer Verhoeven, Amy Jensen Nigel Pugh, chair of the 10 and Under Committee called the meeting to order at 6:00 p.m. 1. Approval of Committee Minutes The following motion was duly made and seconded: RESOLVED, that the minutes of the June 9, 2011 meeting of the Committee be approved. The motion was approved by a vote of 4 in favor, 0 opposed, and no abstentions. 2. Amendments to the Junior Tournament Rules – Rule 9 The following motion was duly made and seconded: RESOLVED, that all tournaments offering a 10 year old event are required to use the Green Level ball and a full size court. It is recommended that all players participating in this age division use a racquet that is 26 inches or below. The motion was approved by a vote of 4 in favor, 0 opposed, and no abstentions. RATIONALE, the committee wanted to phase in one level of tournaments at a time, starting with the green, to allow time for tournament director’s ample time to become educated about how to operate Orange and Red Level tournaments. Since the Green Level is played on a full-size court, the only adjustment tournament directors will be required to make is using the Green Level ball. 3. Early Development Center (EDC) Orange Level Tournament Pilot Program The following motion was duly made and seconded: RESOLVED, that the Early Development Centers will host USTA NorCal Orange level tournaments that are open for all players to apply for from June 21, 2011 through August 31, 2011. The motion was approved by a vote of 4 in favor, 0 opposed, and no abstentions. RATIONALE, since the Los Gatos, San Francisco, and Sacramento EDC’s are required by USTA Player Development and USTA NorCal to host Orange Level tournaments, the committee wants to use the centers as educational and training hubs for tournament directors who are interested in hosting Orange and Red Level tournaments. Since the centers will be hosting Orange Level tournaments over the course of the year, this will give the member organizations interested in hosting Orange Level tournaments the opportunity to get training. 4. Sanction Period for Orange Level Tournaments The following motion was duly made and seconded: RESOLVED, that the sanction period for all member organizations to host Orange Level Tournaments will be June 1, 2012 through August 31, 2012. The motion was approved by a vote of 4 in favor, 0 opposed, and no abstentions. RATIONALE, the
committee wanted to ensure there was enough time for tournament directors to get adequate training to host Orange Level tournaments, but also to allow the communities enough time to provide enough programming (Junior Team Tennis and Play Days) to build a base of players who are ready to play sanction tournaments. 5.
