Accepted the Alternatives Analysis and Environmental Assessment, Volumes I & II and Preliminary Plans for the Columbia Pike Transit Initiative dated May 2012; Adopted the streetcar alternative and alignment, as described in the Locally Preferred Alternative Report, as the Locally Preferred Alternative; and Authorized the County Manager, in cooperation with Fairfax County, to submit an application as the project sponsor for project development approval within the New Starts/Small Starts program of the Federal Transit Administration. 4

Staff Suggested Site Plan Revisions • Redesign building and layout to be considerate of existing and proposed institutional uses on adjacent parcels to the west and south • Pursue vacation of Old Eads Street – Provide 20’ wide alley on west side of property – Alley may be incorporated into streetscape design to provide a buffer between uses
• Relocate residential lobbies to Army Navy Drive – Eliminate individual residential entries from west and south facades – Secondary lobby entries may be appropriate on west and south facades
• Short term loading and drop-off layby may be provided along 11th Street South
