INTRODUCTION 

This document is part of the Priority Development Area (PDA) planning effort for the Industrial Park in the  City of Benicia. Under the sponsorship of the Solano Transportation Authority (STA), the City of Benicia has  initiated the Industrial Park Transportation and Employment Center (TEC) Plan, with the goals of fostering  employment growth and creating a strong “gateway” to the city.  As the first step in the preparation of the draft TEC Plan, the Existing Transportation Conditions and Needs  Assessment presents the existing circulation system in the Industrial Park, describes the traffic conditions  at  the  critical  locations  and  facilities,  lists  existing  needs  and  deficiencies,  and  identifies  areas  of  improvement for the draft TEC Plan.  The next steps that will follow the Existing Transportation Conditions and Needs Assessment in order to  develop the draft TEC Plan include:  

the identification of transportation demand management strategies, should a reduction of trips to and  from the Industrial Park be warranted;  



the development of a station plan for a future intermodal station;  



the identification of future transportation needs based on projected development; and 



the identification of potential roadway and circulation improvements to address those needs. 

1.1

Project Background 

In  2012,  the  Metropolitan  Transportation  Commission  (MTC)  released  guidelines  for  the  One  Bay  Area  Grant (OBAG) program for the allocation of the region’s federal Surface Transportation Program (STP) and  Congestion  Mitigation  and  Air  Quality  (CMAQ)  funds.  For  the  STA,  OBAG  funding  was  estimated  to  be  $18.8  M  over  4  years.  In  March  2013  the  STA  Board  approved  a  portion  of  those  funds  to  support  PDA  planning  efforts  in  the  cities  of  Benicia,  Dixon  and  Rio  Vista.  The  purpose  of  these  planning  funds  is  to  intensify land uses around public transit hubs and bus and rail corridors, and encourage alternative modes  of access to and within these Priority Development Areas. 

1.2

Study Area 

Benicia’s  Industrial  Park  is  situated  on  the  east  side  of  Benicia  and  is  roughly  bounded  by  Lake  Herman  Road  and  Interstate  I‐680  to  the  north,  the  Amtrak  rail  tracks  to  the  east,  Interstate  I‐680  and  Sulphur  Springs  Creek  to  the  south  and  West  Channel  Road  to  the  west.  Figure  1  shows  the  map  of  the  Benicia  Industrial Park study area with the actual boundaries.  The  Industrial  Park  is  a  significant  employment  center  for  Solano  County.  In  2012,  the  city  of  Benicia’s  Business  Development  Action  Plan  showed  it  was  home  to  over  450  businesses  employing  more  than  6,500 workers. It serves as the economic engine for Benicia, contributing approximately two‐thirds of the  city’s  sales  tax  revenue.  The  925‐acre  Industrial  Park  is  ideally  situated  due  to  its  location  along  I‐680,  adjacency to the Capitol Corridor Amtrak line, and its accessibility to Interstate I‐780. The Amtrak line also  runs directly through the study area.   The existing employment opportunities and rail infrastructure create the foundation to support additional  transit facilities. Creating a commuter intermodal station to allow a stop in Benicia for Amtrak service to  connect with local and regional bus services provided by SolTrans and FAST (Fairfield and Suisun Transit)

could  help  to  create  a  regional  destination  for  new  industries  and  green  collar  jobs,  accompanied  by  a,  retail  businesses  and  improved  pedestrian  access  to  serve  the  employment  center.  Benicia’s  Industrial  Park will also complement the downtown PDA by focusing on employment opportunities and serving as an  alternative entryway to Benicia’s waterfront and downtown tourism attractions.   Figure 1: Map of Benicia’s Industrial Park and Transportation and Employment Center Planning Area

Transportation and Circulation Policies 

The City’s General Plan (adopted in 1999) includes a set of goals, policies and programs associated with  circulation in the City of Benicia. This section presents for reference all the transportation and circulation  policies listed in the General Plan, which are directly relevant to the Industrial Park TEC planning effort.   

Circulation Policy 2.14.1: Give priority to pedestrian safety, access and transit over automobile speed  and volume. 



Circulation  Policy  2.14.2:  Discourage  street  widening  and  the  removal  of  on‐street  parking  to  ease  traffic flow. 



Circulation  Policy  2.15.1:  Make  pedestrian  and  bicycle  circulation,  and  safety  improvements  a  high  priority for transportation funding, utilizing locally generated revenues and State and federal grants. 



Circulation  Policy  2.16.1:  Provide  for  adequate  public  access  in  all  forms  (walks,  buildings,  transportation) in conformance with the Americans for Disabilities Act (ADA). 



Circulation Policy 2.16.2: Encourage private entities to maintain places of business that are physically  accessible to all. 



Circulation Policy 2.17.1: Continue to provide transit service to all—and subsidized paratransit service  to  all  qualified—potential  users,  including  youth,  the  elderly  and  the  disabled,  modifying  routes  and  schedules as demand changes. 



Circulation Policy 2.17.3: Coordinate transit service and trip reduction efforts with other agencies. 



Circulation Policy 2.18.1: Work with BART [Bay Area Rapid Transit], Caltrans, BCDC [Bay Conservation  and  Development  Commission],  the  Solano  Transportation  Authority,  and  MTC  in  planning  a  rail  station near the Benicia‐Martinez Bridge. 



Circulation Policy 2.20.1: Maintain at least Level of Service (LOS) D1 on all city roads, street segments  and intersections. 



Circulation Policy 2.20.2: Seek alternatives to road widenings. 



Circulation Policy 2.20.3: Maintain Lake Herman Road as a rural, two‐lane, curving scenic route. 



Circulation Policy 2.21.1: Provide and promote a range of travel alternatives to the use of the private  automobile. 



Circulation Policy 2.23.1: Provide adequate on‐street and off‐street parking. 



Circulation Policy 2.23.2: Reduce the visibility of parking lots. 



Circulation Policy 2.24.1: Continue to ensure public access to private roads in the industrial and Port  areas.

Circulation Policy 2.26.3: Support Caltrans’ Benicia–Martinez Bridge project, advocating the following:  (1)  continued  toll  collection  in  the  northbound  direction  with  the  toll  plaza  located  at  the  southern  end of the bridge; (2) elimination of existing lane merge problems at the I‐680/I‐780 interchange; (3)  retaining  direct access to  existing interchanges at  East 2nd and  East 5th Streets, (4) accommodating  rail transit on the bridge in the future, and (5) only widen I‐680 upon evaluation of alternatives. 



Circulation  Policy  2.27.1:  Monitor  Caltrans’  planning  process  for  I‐680  and  I‐780  improvements  and  communicate the City’s concerns and priorities to Caltrans. 



Circulation  Policy  2.27.2:  Ensure  the  continuation  of  the  following  City  policies  in  discussions  with  Caltrans about changes to I‐680 and I‐780: 



o

Preserve the Lake Herman interchange vista look‐out and rest area. 

o

Relocate the Industrial interchange northbound off‐ramp and southbound on‐ramp from the  south end of the Sulphur Creek overcrossing at Bayshore Road to the north end at Industrial  Way. 

o

Use  the  existing  toll  building  at  the  existing  Benicia‐Martinez  Bridge  for  a  passenger  train  station for the UP rail line. Provide adequate access to and automobile parking at the station.  Provide for the station to accommodate a light rail passenger line on the new bridge. 

o

Preserve direct access to and from I‐780 at East Second and East Fifth Streets. 

o

Preserve  the  existing  westbound  exit  from  I‐780  at  Columbus  Parkway  and  ensure  that  existing commercial buildings are not removed. 

o

Keep I‐780 four lanes. Support spot widenings at selected locations (e.g., the approach to the  Benicia‐Martinez  Bridge  on/off  merge  lanes)  to  address  future  capacity  problems,  while  still  maintaining a four‐lane mainline freeway. 

o

Only support the widening of I‐680 to six lanes upon evaluation of alternatives. 

o

Do  not  permit  sound  walls  or  retaining  walls  along  I‐780.  Permit  sound  walls  and  retaining  walls that the community believes would provide benefits that outweigh drawbacks. 

Circulation  Policy  2.27.3:  Ensure  that  the  Benicia  residential  and  business  community  is  informed  about Caltrans’ project planning activities, and solicit public input on Caltrans projects.

EXISTING CONDITIONS 

This chapter describes the current transportation network and the existing operating conditions in the TEC  area. The primary areas covered in the review of the TEC area are the geometric design of roadways and  intersections,  pavement  maintenance,  and  traffic  operations  especially  with  respect  to  large  trucks  and  traffic safety. 

2.1

Roadway Design 

This section presents the main facilities in the TEC area and illustrates existing needs and deficiencies with  respect to the current geometric design. 

2.1.1

Existing Roadway Network 

The main facilities that serve the TEC area are described below. The regional roadway network consists  of the following facilities:  

Interstate  I‐680  (I‐680)  is  a  north‐south,  four‐lane  freeway  facility  on  the  eastern  edge  of  Benicia,  providing  access  to  Interstate  80  and  Sacramento  to  the  north  and  Walnut  Creek  and  the  San  Francisco  East Bay to the  south. Annual average daily traffic on I‐680 south of Lake Herman Road is  62,000 vehicles according to the Caltrans 2013 Volume Book. 



Interstate I‐780 (I‐780) is an east‐west four‐lane freeway facility connecting I‐680 in Benicia to I‐80 in  Vallejo. Annual average daily traffic on I‐780 west of East 2nd Street is 57,000 vehicles according to the  Caltrans 2013 Volume Book. 

The main local and arterial streets serving the Industrial Park are the following:  

East  2nd  Street  is  an  arterial  roadway  that  extends  north  and  east  from  downtown  Benicia  to  Lake  Herman  Road  and  traverses  throughout  the  study  area.  Along  the  segment  between  Lake  Herman  Road and Industrial Way, the roadway has two travel lanes and a center turn lane with a posted speed  limit of 45 miles per hour (mph).   The right‐of‐way (ROW) width varies from approximately 40 to 120  feet  (between  Old  lake  Herman  Road  and  Industrial  way  the  ROW  width  to  accommodate  left‐only  and  right‐only  turn  lanes)  with  limited  to  no  shoulders.  There  are  no  sidewalks  or  bicycle  lanes  but  streetlights are present. Posted “no parking” signs prohibit parking on either side of the roadway.  Between  Industrial  Way  and  I‐780,  East  2nd  Street  widens  to  a  four‐lane  facility  with  median/turn  lanes,  bicycle  lanes,  and  streetlights.  The  ROW  is  approximately  110  feet  wide  for  sections  with  a  median.  Sidewalks  are  found  between  East  Tennys  Drive  and  I‐780.      Posted  “no  parking”  signs  prohibit parking on either side of the roadway. 



Lake Herman Road is a two‐lane, east‐west roadway that runs west from I‐680, forming the northern  boundary of the Industrial Park study area. Lake Herman Road has a posted speed limit of 45 mph. Its  ROW varies from 50 to 65 feet wide east of I‐680 and it expands to about 150 feet wide west of I‐680.  There  are  no  marked  bicycle  lanes  or  sidewalks.    There  are  no  streetlights  on  the  roadway  with  the  exception of one streetlight at the driveway of a church. Posted “no parking” signs prohibit parking on  either side of the roadway. 



Old  Lake  Herman  Road  (or  Reservoir  Road)  is  a  two‐lane,  north‐south  roadway  that  runs  in  the  western portion of the study area and connects East 2nd Street to Lake Herman Road. The ROW width  of  the  roadway  is  about  60  feet.  Reservoir  Road  is  a  narrow  roadway  with  no  shoulders,  marked

bicycle lanes or sidewalks, but does have lighting. The limited roadway width does not allow for on‐ street parking. The posted speed limit varies from 30 mph to 25 mph near step curves.  

Industrial Way is a two‐lane arterial roadway that connects I‐680 to East 2nd Street to the west and I‐ 680  and  Lake  Herman  Road  to  the  northeast.  Currently  the  roadway  does  not  connect  to  West  Channel Road, which terminates a short distance north of East 2nd Street. Between Oregon Street and  Noyes Court, Industrial Way is a three‐lane street, with two lanes in the southbound direction and one  lane in the northbound direction. The posted speed limit on Industrial Way is 40 mph. The ROW width  varies from about 44 to 75 feet west of I‐680 and it is about 64 feet east of I‐680.  There are no bicycle  lanes and, with the exception of a short segment between Noyes Court and Park Road, no sidewalks.   There  are  streetlights  along  the  entire  length  of  the  roadway.  The  roadway  width  between  East  2nd  Street and Bayshore Road is not sufficient to accommodate on‐street parking. Between Bayshore Road  and  Park  Road  there  are  posted  “no  parking”  signs.  Between  Mallard  Drive  and  Lake  Herman  Road  posted  signs  prohibit  parking  between  2:00  AM  and  6:00  AM,  but  it  is  permitted  during  all  other  hours. Exception is a short segment of about 1,000 feet upstream of Lake Herman Road where signs  prohibit parking at any time 



Park Road is a two‐lane, north‐south arterial roadway that runs parallel to I‐680 to the west, veering  northwest before intersecting with East 2nd Street. Park Road serves as the connection between the  interchange  ramps  at  Industrial  Way  and  Bayshore  Road  and  the  rest  of  the  Industrial  Park  and  extends south to Grant Street in the Lower Arsenal. South of Industrial Way, Park Road is posted at 35  mph and has a center left‐turn lane The ROW is about 40 feet wide and there are streetlights, but no  sidewalks or bicycle lanes. North of Industrial Way, Park Road is posted at 40 mph, and signs indicate  that parking is prohibited between the hours of 7:00 PM and 6:00 AM eliminating overnight parking.  However, the shoulders are typically not wide enough to accommodate on‐street parking.  The ROW  on this segment is approximately 60 feet wide with streetlights along some sections but no sidewalks  or bicycle lanes. 



Bayshore Road in the vicinity of I‐680 is a two‐lane arterial roadway with a posted speed limit of 35  mph.  It  connects  the  Valero  refinery  with  the  waterfront  and  the  port.  Posted  “no  parking”  signs  prohibit  parking  on  either  side  of  the  roadway.    The  ROW  varies  from  35  to  44  feet  wide  with  no  sidewalks or bicycle lanes.  Street lighting does not extend to the southernmost section of the road. 

Figure 2 below shows the ROW width at the major facilities of the TEC.

2.1.2

Key Design Issues 

Due to the high truck volumes in the Industrial Park, good truck circulation and ramp access are of major  importance.  The  current  geometric  design  of  some  roadways  and  intersections  is  inadequate  for  accommodating long trucks, thus creating safety concerns at some intersections and near freeway ramps.  A  preliminary  analysis  was  conducted  at  several  key  locations  with  potential  deficiencies  within  the  Industrial  Park.  DKS  assessed  the  stopping  sight  distance  according  to  the  Caltrans  Highway  Design  Manual,  intersection  spacing  was  assessed  using  the  City  of  Benicia  Engineering  Design  Standards  and

Standard  Plans  and  turn  radius  on  freeway  ramp  intersections  was  also  evaluated  using  the  California  “STAA” Truck Tractor. Based on our analysis, the locations listed below were identified as deficient:  

The  intersection  at  Lake  Herman  Road  &  Gateway  Plaza  Drive  is  located  at  a  distance  from  the  adjacent  intersection  of  Lake  Herman  Road  &  I‐680  NB  ramps  that  is  below  the  City’s  spacing  requirement2. 



The  intersection  at  Industrial  Way  &  SB  I‐680  off‐ramp  is  located  at  a  distance  from  the  adjacent  intersection of Industrial Way & Park Road that is below the City’s spacing requirement. In addition,  the I‐680 overpass structure to the east of the intersection does not allow for adequate stopping sight  distance3  for  westbound  vehicles.  Also,  the  left‐turn  design  radius  is  not  adequate  for  a  STAA  truck  coming from the freeway and turning left on Industrial Way and thus the truck would be encroaching  past the pavement edge. 



The  intersection  at  Industrial  Way  &  NB  I‐680  on‐ramp  does  not  have  adequate  right‐turn  design  radius for a STAA truck and thus the truck would be encroaching past the pavement edge. 



The  intersection  at  Bayshore  Road  &  NB  I‐680  off‐ramp  does  not  allow  for  adequate  stopping  sight  distance2 for westbound vehicles. Also, the right‐turn design radius is not adequate for a STAA truck  coming  from  the  freeway  and  turning  right  on  Bayshore  Road  and  thus  the  truck  would  be  encroaching past the pavement edge. 



The  intersection  at  West  Channel  Road  &  East  Channel  Road  does  not  allow  for  adequate  stopping  sight distance2 for eastbound vehicles. 

 A  field  visit  conducted  by  DKS  staff  identified  several  additional  design  deficiencies  in  the  project  area  besides  the  ones  mentioned  above.  .  The  majority  of  the  roadways  suffer  from  lack  of  shoulders  and  streetscape elements such as sidewalks, pedestrian crosswalks, and adequate lighting that could make the  Industrial  Park  safer  and  more  accessible  for  motorists,  pedestrians  and  cyclists  and  more  attractive  to  new businesses.   Part  of  the  field  visit  was  to  also  identify  potential  deficiencies  in  directional  and  wayfinding  signs.  Currently,  there  are  wayfinding  signs  at  the  freeway  ramps  pointing  to  the  Vista  Point  by  Lake  Herman  Road and signs at major intersections pointing to the I‐680 access ramps. There are also street name signs  at all major intersections within the Industrial Park, usually located at one of the four intersection corners.  In  addition,  City  staff  identified  the  geometric  design  on  West  Channel  Road  from  Industrial  Way  to  Channel  Court  as  a  potential  safety  concern  for  trucks  maneuvering  and  backing  up  from  various  driveways onto the roadway.  Due  to  the  high  level  of  heavy  truck  traffic  in  the  Industrial  Park,  another  design  issue  that  must  be  addressed  is  the  potential  conflict  between  truck  traffic,  pedestrians  and  bicycles.    Currently,  there  is  relatively little bicycle and pedestrian activity in the area.  This is in part due to the industrial nature of the  area  and  a  lack  of  bicycle  and  pedestrian  facilities.  If  a  desired  outcome  of  this  planning  process  is  to  increase employment in the area while promoting transit and alternative modes, an increase in pedestrian  activity would be expected.  For safety reasons, it is critical in an industrial area to have clearly delineated  pathways  for  bicycles  and  pedestrians  since  collisions  with  heavy  vehicles  would  be  especially  serious.   This issue is further addressed in Section 2.6 Bicycle and Pedestrian Facilities.                                                               2

Drainage/Flooding Issues 

Parts of the Industrial Park have historically been affected by flooding due to their location on low‐lying  land  adjacent  to  the  shoreline  without  any  significant  grade  to  assist  with  drainage.  Street  flooding  was  raised as a concern by real estate brokers and existing businesses in the area in the Business Development  Action Plan (2012) and in recent stakeholder interviews. In particular, the areas east of I‐680 located at a  low elevation and close to the Bay and those areas located by Sulphur Springs Creek (including Park Road  and Bayshore Road) comprise locations were  flooding problems have been reported in the past.    As  shown  in  Figure  3  below,  some  of  the  areas  described  above  fall  within  the  Federal  Emergency  Management  Administration  (FEMA)  hundred  year  flood  zone.  These  areas  that  are  hydrologically  connected  to  the  Bay  have  a  higher  flooding  risk:  A  100  year  flood  event  has  a  1%  chance  of  occurring  every year. Although drainage for those areas is of major importance, currently only few facilities within  those areas provide curbs and gutters to allow proper drainage. From the Industrial Park roadways east of  I‐680 only Industrial Way and Bayshore Road provide curbs and gutters, while all other streets (including  Mallard Drive, Sprig Drive and Teal Drive) do not have those.   In  September  2014,  the  City  of  Benicia  developed  the  draft  Existing  Conditions  and  Stressors  Report  for  the Climate Change Vulnerability and Adaptation Plan. The report assessed current vulnerabilities in the  areas  of  flooding  and  other  natural  hazards.  Looking  at  the  Union  Pacific  rail  lines,  the  plan  highlighted  that  they  both  reduce  and  exacerbate  flooding  issues  in  Benicia.  The  lines  currently  serve  as  a  defense  against coastal flooding since the tracks are elevated; however, they occasionally overtop. When there is  inland  flooding  due  to  precipitation  which  collects  in  Sulfur  Springs  Creek,  the  UP  tracks  and  vegetation  growth within their right of way limits drainage. This causes longer duration flood events.

2.2

Roadway/Pavement Condition 

Due to the high commercial vehicle volumes within the study area, the roadway pavement has degraded  significantly over the years. In the 2015 Pavement Management Program (PMP) Update Report, Benicia’s  paved  streets  were  evaluated  “Fair”4  according  to  MTC  standards.  The  analysis  used  the  Pavement  Condition Index  (PCI) as  a measure of pavement condition and all streets were evaluated in accordance  with MTC standards. The conditions observed in 2014 for roadway facilities serving the TEC area are listed  in Table 1.  Table 1: Study Area Street Pavement Condition Index  Street Name

north  of  Teal  Drive  to  south  of  Lake  Herman  Road  (PCI  33),  the  segment  of  Lake  Herman  Road  from  Gateway Plaza Court to east of Industrial Way (PCI 36), and the segment of Park Road south of Stone Road  to south of East 2nd Street (PCI 35) were found to be at a poor condition and risking failure in the next few  years unless repaired.  Based  on  the  principle  that  it  costs  less  to  maintain  streets  in  good  condition  than  repair  those  in  bad  condition, the PMP was used to develop a maintenance strategy that will improve the overall condition of  the network to an optimal PCI and then sustain it at that level. By not addressing the maintenance needs,  the  quality  of  the  road  network  will  inevitably  decline.  In  order  to  correct  these  deficiencies,  the  implementation  of  a  cost  effective  funding  and  maintenance  and  rehabilitation  strategy  was  deemed  necessary.  The  PMP  update  recommended  that  the  City  of  Benicia  aims  their  strategy  at  increasing  the  overall PCI to 63, with a budget of $16.2 million over the next five years.   A portion of the funds would come through the City’s Sales Tax Measure C which was passed in November  2014, with which the City has been authorized to impose a 1 percent sales tax over two years to support  local needs. Some of the project items in Measure C’s  Expenditure Plan are the following:  

Industrial  Park  Road  Project:  Engineering  plans  and  specifications  for  patch  and  asphalt  overlay  project on Industrial Way from Teal Drive to Lake Herman Road. 



Pothole  &  Resurfacing  Project:  Repair  250  damaged  sections  of  roads  (potholes/resurfacing)  throughout Benicia.

Traffic Operations 

2.3.1

Existing Traffic Volumes

The lane geometry for each study intersection is presented in Figure 4 and the Study Intersection turning  movements are presented in Figure 5.  Additionally, 48‐hour roadway volumes by vehicle class were collected in three locations:  

Industrial Way between East 2nd Street and West Channel Road; 



Bayshore Road East of I‐680; and 



Park Road between Industrial Way and Stone Road.

  It is worth noting that, due to the nature of the Industrial Park, a high percentage of the trips throughout  the study area are commercial vehicle5 trips. On average, commercial vehicles accounted for about 31.5%  of  the  observed  daily  roadway  volumes  in  the  study  area.  During  the  AM  peak  hour  the  percentage  of  commercial vehicles is even higher at about 36% of the total observed roadway volumes and in the PM  peak  hour  it  is  about  31%.  Detailed  traffic  count  data  for  both  intersections  and  roadway  segments  are  provided in Appendix A.

2.3.1 Intersection Operations Analysis Methodology  To evaluate existing traffic operational conditions, intersections were evaluated during the weekday AM  peak period (7:00 to 9:00 AM) and the PM peak period (4:00 to 6:00 PM) using the 2000 Highway Capacity  Manual (HCM) operations methodology.   The intersection level of service (LOS) during these two periods  was  compared  to  the  City’s  LOS  standard  of  “D”.  LOS  is  a  qualitative  description  of  an  intersection  performance based on the average delay per vehicle experienced during peak travel hours. LOS can range  from “A” representing free‐flow conditions to “F” representing congested conditions with long delays. LOS  A is considered excellent, while LOS D is considered satisfactory operating conditions, per the General Plan  Circulation  Policy  2.20.1;  LOS  E  or  LOS  F  represents  unacceptable  conditions,  at  or  above  capacity.  LOS  definitions, considering vehicle delay for signalized and unsignalized intersections, are shown in Table 3. It  is worth noting that due to the high percentage of truck in the Industrial Park (roughly 35% in the AM peak  hour  and  31%  in  the  PM  peak  hour),  longer  delays  are  expected  at  intersections,  compared  to  similar  intersections  with  the  same  traffic  volumes  in  urban  areas.  Our  methodology  assumed  the  above  truck  percentages  to  account  for  longer  clearing  times  and  delays  experienced  due  to  high  truck  volumes  at  intersections in the Industrial Park.   Table 3: LOS Thresholds and Definitions  Level of  Service

  For signalized intersections, this methodology determines the capacity of each lane group approaching the  intersection. The LOS is then based on average delay (in seconds per vehicle) for the movements within  the intersection. A combined weighted average delay and LOS is presented for the intersection.    For  unsignalized  intersections,  average  delay  and  LOS  operating  conditions  are  calculated  by  approach  (e.g.,  northbound)  and  movement  (e.g.,  northbound  left‐turn),  for  those  movements  that  are  subject  to  delay.  For  the  purpose  of  this  analysis,  the  operating  conditions  (LOS  and  delay)  for  unsignalized  intersections are presented for the worst approach (i.e., the approach with the highest average delay per  vehicle).   Traffic  conditions  for  the  study  intersections  were  evaluated  using  the  methodologies  provided  in  the  2000  Highway  Capacity  Manual  (HCM).  For  reference  purposes,  LOS  as  defined  in  the  HCM  is  a  quality  measure describing operating conditions within a traffic stream. It is generally described in terms such as  speed and travel time, freedom to maneuver, traffic interruptions, and comfort and convenience. LOS at  study intersections was calculated using Synchro 8.0 software.

It  must  be  mentioned  that  the  traffic  operations  analysis  did  not  account  for  train  crossings  at  intersections  adjacent  to  the  railroad  tracks.  Although  there  are  10  train  crossings  on  average  per  weekday, those are usually during the off‐peak hours. According to the Valero Benicia Refinery Crude by  Rail Project Draft EIR, the train crossings during weekdays are on average 2 minutes and 50 seconds long,  while  they  were  observed  to  be  as  high  as  16  minutes  and  17  seconds.  Long  train  crossings  can  cause  prolonged  delays  at  adjacent  intersections  resulting  to  long  queues  forming  upstream  of  the  tracks.  However,  as  the  likelihood  of  peak  hour  operations  to  be  affected  by  train  crossings  at  current  usage  levels is low, this analysis did not include train crossing delays. 

2.3.2

Existing Intersection Operations 

A total of fifteen existing intersections within or in the vicinity of the Industrial Park were analyzed as part  of  the  existing  conditions  assessment.  These  intersections  were  selected  as  they  are  most  likely  to  be  significantly affected by future traffic growth.  Table 4 below summarizes the results of the intersection LOS analysis conducted for the AM and PM peak  hours.  Table 4: Study Intersection Level of Service

As  shown  on  Table  2  above  all  study  intersections  currently  perform  above  the  City’s  established  standard  of  LOS  “D”.  Thus,  from  an  operational  perspective  there  are  no  existing  deficiencies  in  the  Industrial  Park  network.  The  above  results  also  fall  close  to  the  results  reported  in  the  two  latest  Environmental Impact Reports (EIRs) that were completed in the Industrial Park. The 2013 Valero DEIR  analysis  shows  similar  traffic  volumes  to  the  TEC  Plan  analysis,  but  focuses  on  the  PM  off‐peak  hour  rather than the peak hours. The LOS and delay results at common analysis intersections are very close.  The  Benicia  Business  Park  EIR  from  2007  looked  at  the  morning  and  afternoon  peak  hours  and  found  similar delays at the intersections as in the TEC Plan analysis. 

2.4

Traffic Safety 

In response to the City’s concerns for traffic safety on the roadway system of the study area, collision data  within  the  boundaries  of  the  TEC  area  were  collected  for  the  2008‐2012  period  using  the  Statewide  Integrated Traffic Records System (SWITRS) database. The results are presented in Figure 6 below. In total,  there were thirty‐eight collisions with at least one injury within the study area boundaries between 2008  and  2012  (twenty  on  local  roads  and  major  arterials  and  eighteen  on  I‐680).  The  majority  of  reported  collisions occurred on I‐680 or the freeway ramps and almost all the non‐freeway collisions occurred on  major arterials. Most of the non‐freeway collisions occurred along Lake Herman Road (7 collisions), East  2nd Street (six collisions), and Industrial Way (five collisions). One collision took place along Bayshore Road  in the 5‐year period and there was a single collision on West Channel Road as well. The main vehicle code  violations  involved  in  these  collisions  included  driving  under  the  influence  (five),  unsafe  speed  (eleven),  and vehicle right of way (nine).  It is worth noting that, despite the high percentage of commercial vehicles in the Industrial Park, only two  of the reported thirty‐eight collisions involved a large truck6. However, there was one collision between a  pedestrian and a commercial bus and two collisions involving a bicyclist and a pickup or panel truck. The  severity of collisions between pedestrians or bicycles and trucks, raises a concern about the safety of non‐ motorized modes in the TEC area. Section 2.6 below lists the current bicycle and pedestrian facilities in the  TEC area and highlights existing needs and deficiencies.   Out  of  the  marked  collision  locations  in  Figure  6,  the  intersection  of  Lake  Herman  Road  and  Reservoir  Road stands out as it had four collisions reported in the 5‐year period. Although the violation categories  for  those  collisions  (2  were  driving  under  the  influence,  1  was  unsafe  speed,  and  1  was  vehicle  right  of  way) do not point to a design deficiency, safety improvements could be implemented to enhance traffic  safety in that location.

Transit 

Fairfield and Suisun Transit (FAST) currently operates an express intercity route ‐Route #40‐ which serves  the  study  area  with  an  on‐street  stop  in  each  direction  on  Park  Road  near  Industrial  Way.  Route  #40  provides  commute‐period  service  between  several  significant  transportation  hubs  in  the  East  Bay  (see  Figure  7),  including  the  Walnut  Creek  and  Pleasant  Hill  BART  stations  as  well  as  bus  transit  centers  in

Fairfield and Vacaville. This route uses the I‐680 interchanges at Industrial way and Bayshore Road. In the  eastbound direction, buses stop at this location between 6:43 AM to 8:55 AM and then from 4:45 PM to  7:56 PM, Monday through Friday.  In the westbound direction, service hours are 5:33 AM to 7:51 AM and  then 3:35 PM to 6:46 PM.  Headways vary from about 15 to 45 minutes.  Route #40 is the only regional or  local transit route that serves the Industrial Park.    Figure 7: FAST Route #40 Transit Stops

Solano  County  Transit  (SolTrans),  which  is  the  successor  to  Benicia  Breeze,  operates  some  regional  bus  routes that travel near the Industrial Park along the I‐680 freeway. It does not operate any fixed routes  serving  the  study  area,  only  Dial‐A‐Ride  Bus  Service.  In  the  future,  if  demand  warrants,  one  or  more  SolTrans bus routes could be rerouted to include the future bus hub at the study area for transfers of local  service.  Also, the City of Benicia proposes to build the Benicia Industrial Park Bus Hub at the intersection of Park  Road  and  Industrial  Way.  The  facility  would  accommodate  approximately  50  parking  spaces  and  other  transit‐related amenities (e.g., bicycle storage area, and space for “kiss and ride”); the existing on‐street  bus  stops  for  Route  #40  would  be  improved  with  designated  bus  pull‐out  areas,  new  sidewalks  and  covered benches.  A plan of the proposed bus hub is shown in   Figure 8. In addition to regional commute trips, the proposed bus hub would also accommodate work trips  to and from the Industrial Park area.  Currently, these commuters would not be well‐served on the initial  or final portion of their trips. Existing pedestrian facilities adjacent to the bus hub location are limited to a  sidewalk on the west side of Industrial Way between Park Road and Noyes Court and a single crosswalk at  Park Road and Industrial Way. While some parcels along Industrial Road include sidewalks, there is a lack  of  continuity.    It  would  be  desirable  to  expand  the  pedestrian  facilities  to  facilitate  pedestrian  access  between the bus hub and area businesses.     In addition to the Bus Hub project, a further expansion of transit service in the TEC area is being discussed  by the Solano Transportation Authority. An additional bus stop and park and ride facility would be added  by  Lake  Herman  Road.  The  currently  vacant  Seeno  property  could  provide  that  space  or  potentially  the  Caltrans vista stop and parking area could be used for that purpose.

2.6

Bicycle and Pedestrian Facilities 

According to the 2014 Solano County Comprehensive Transportation Plan (Solano CTP) an important goal  of the Active Transportation Element is to implement the California Department of Transportation’s and  the  Metropolitan  Transportation  Commission’s  Complete  Streets  policies  for  projects  involving  STA  administered funds. Although the City of Benicia is included in the Solano CTP, the city does not have its  own Complete Streets program, but uses policies from the General Plan and the Countywide Plan instead.   Complete  Streets  policies  require  that  the  needs  of  all  transportation  modes  be  considered,  including  bicyclists, pedestrians, and transit users.  However, these policies must be applied within a local land use  context.  Downtown areas and commercial districts will rely much more heavily on bicycle and pedestrian  accessibility and on‐street parking, for example, while industrial districts typically rely more on automobile  mobility  and  off‐street  parking.  Streets  in  industrial  areas  should  accommodate  the  movement  of  large  trucks and will require wider travel lanes than residential or downtown streets.  In  the  case  of  the  Benicia  TEC,  application  of  Complete  Streets  policies  will  focus  largely  on  providing  pedestrian, bicycle, and transit facilities where there are currently effectively none.  Any new alternative  mode facilities will improve the safety and convenience of walking, bicycling, and transit use in the area  and may promote greater use of these modes. Complete Streets improvements can also play an important  role in a regional context, for example, towards completion of the planned Solano County bicycle network  or in support of regional transit use via the proposed bus hub.

In  order  to  develop  a  network  of  Complete  Streets  within  the  TEC  area,  not  every  roadway  needs  to  accommodate all modes at the same time, but rather the network as a whole should accommodate the  different  modes.  This  section  examines  the  deficiencies  of  the  existing  network  in  serving  all  modes,  presents available count information on current bicycle and pedestrian trips, and looks into the potential  of the roadway network to accommodate other modes besides auto and trucks.  Available  information  on  bicycle  and  pedestrian  trips  within  the  study  is  limited.    As  shown  in  Table  5  below, peak hour bicycle and pedestrian volumes are quite low during the AM and PM peak hours. That is  due  to  the  lack  of  bicycle  infrastructure,  but  also  due  to  the  high  truck  volumes  and  the  industrial  character of the Industrial Park.  Nonetheless, there is some pedestrian and bicycle activity, most notably  at the intersection of Park and Industrial, the site of the proposed bus hub and at Industrial Way and East  2nd Street during the AM peak hour.  Noticeable activity was also observed at a gateway intersection to  the study area at East 2nd Street and the I‐780 ramps.  Table 5: AM and PM Peak Hour Bicycle and Pedestrian Intersection Counts  Intersection

This section also provides information about existing bicycle and pedestrian facilities within the Industrial  Park and lists current deficiencies according to the General Plan Circulation Element. Currently, only one  designated bicycle path is provided within the study area;  a Class II bike lane7 on the segment of East 2nd  Street between Industrial Way and Hillcrest Avenue. Although the City of Benicia General Plan includes an  existing Class II bike lane on East 2nd Street from Lake Herman Road to Hillcrest Avenue, the segment from  Industrial Way to Lake Herman Road is not striped.   Additional bike facilities are planned in the TEC Plan area. A Class III bike route8 is planned along Park Road  from  Military  East  Street  to  Industrial  Way  and  continuing  on  Industrial  Way  to  Lake  Herman  Road.  According to the General Plan, a Class III bike route is also planned on Old Lake Herman Road and another  one  on  Lake  Herman  Road  from  Industrial  Way  to  the  city  Limits.  For  the  latter  segment,  the  Solano

Looking at the pedestrian facilities in the TEC area, there is clearly a lack of pedestrian infrastructure. With  the  exception  of  a  N‐S  crosswalk  at  the  intersection  of  Industrial  Way  and  Park  Road,  there  are  no  pedestrian crosswalks in the Industrial Park at intersections or mid‐block. Sidewalks can only be found at a  few  isolated  sections  (Wanger  St,  Industrial  Way  between  Noyes  Court  and  Park  Road,  East  2nd  Street  bridge over West Channel Road), while the major roadways in the study area lack any sidewalk, which is  typical of industrial areas. The Benicia Industrial Guidelines (1989) do not specifically require sidewalks but  suggest them as one of several separators between the roadway and parking lots. This lack of pedestrian  infrastructure  likely  contributes  to  the  very  low  pedestrian  volumes  seen  in  the  study  area.  The  intersection  counts  that  DKS  collected  showed  less  than  5  pedestrian  crossings  at  the  majority  of  the  intersections within the peak hour.   In order to develop a well‐balanced, connected, safe and convenient multimodal transportation network  in  the  TEC  area,  existing  facilities  will  need  to  be  reconfigured  with  sidewalks  on  one  or  both  sides  and  bicycle  lanes.  Wayfinding  signs  will  need  to  be  installed  to  designate  and  point  to  the  bicycle  and  pedestrian  networks.  DKS  compiled  the  information  from  the  General  Plan  and  the  Countywide  Bicycle  and  Pedestrian  Plan,  as  well  as  information  about  existing  transit  routes,  and  developed  a  list  with  the  typology  of  the  major  facilities  in  the  TEC  area.  These  are  shown  in  Table  6  below.  The  purpose  of  this  information  is  to  guide  decisions  about  the  street  designation  and  thus  prioritization  of  improvements  according to the roadway typology in order to accommodate the designated modes.  Table 6: Roadway typology in the Plan area  Roadway Typology

DKS  also  gathered  the  information  of  the  right‐of‐way  (ROW)  width  from  the  Assessor’s  Parcel  Maps  in  order  to  identify  whether  the  available  ROW  width  of  each  roadway  can  accommodate  the  designated  modes. Figure 10 below lists the roadway typologies of major arterials in the TEC area and also lists the  ROW  width  at  those  facilities.  Improvements  at  deficient  roadways  will  be  based  on  the  available  ROW  width.  However,  proposed  improvements  and  potential  configurations  are  not  presented  in  this  document, but this information will feed into the draft TEC Plan which will identify improvements based  on existing deficiencies and estimated future transportation needs.

NEEDS SUMMARY 

The Existing Transportation Conditions and Needs Assessment for Benicia’s Industrial Park aims to identify  existing deficiencies and opportunities that could be addressed in order to enhance the accessibility and  safety  of  the  Industrial  Park  while  still  maintaining  its  industrial  character.  The  primary  function  of  the  Industrial  Park’s  transportation  network  is  to  support  the  truck  operations  serving  primarily  the  heavy  industrial land uses. This report assessed the roadway and streetscape design, the safety and operations  at all major roadways and intersections and also looked at the pavement condition of roadways, which is  very  important  for  the  Industrial  Park.  Although  truck  operations  remain  the  focus  of  this  report,  the  important elements of Complete Streets are also addressed in this report. The safety and accessibility of  pedestrians, bicyclists and transit users in the Industrial Park are evaluated in order to address the multi‐ modal needs of a contemporary industrial area.  The analysis we performed identified the following key areas (also shown in Figure 11 below):  Geometric  Design  and  Streetscape.  Currently  the  roadway  design  within  the  study  area  is  below  minimum  standard  (per  the  Solano  County  Road  Improvement  Standards  and  Land  Development  Requirements, 2006) at many locations, with the majority of the roadways lacking shoulders, drainage  and  streetscape  features  (such  as  sidewalks,  pedestrian  crosswalks,  and  adequate  lighting).  The  following  intersection  locations  were  identified  as  deficient  because  of  short  stopping  sight  distances  per  the  Caltrans  Highway  Design  Manual  standards,  inadequate  spacing9  per  the  City’s  Engineering  Standards or turn radius that can now accommodate the California “STAA” Truck Tractor:   The  intersection  at  Lake  Herman  Road  &  Gateway  Plaza  Drive  is  located  at  a  distance  from  the  adjacent  intersection  of  Lake  Herman  Road  &  I‐680  NB  ramps  that  is  below  the  City’s  spacing  requirement.  

The  intersection  at  Industrial  Way  &  SB  I‐680  off‐ramp  is  located  at  a  distance  from  the  adjacent  intersection of Industrial Way & Park Road that is below the City’s spacing requirement. In addition,  the I‐680 overpass structure to the east of the intersection does not allow for adequate stopping sight  distance  for  westbound  vehicles.  Also,  the  left‐turn  design  radius  is  not  adequate  for  a  STAA  truck  coming from the freeway and turning left on Industrial Way and thus the truck would be encroaching  past the pavement edge. 



The  intersection  at  Industrial  Way  &  NB  I‐680  on‐ramp  does  not  have  adequate  right‐turn  design  radius for a STAA truck and thus the truck would be encroaching past the pavement edge. 



The  intersection  at  Bayshore  Road  &  NB  I‐680  off‐ramp  does  not  allow  for  adequate  stopping  sight  distance2 for westbound vehicles. Also, the right‐turn design radius is not adequate for a STAA truck  coming  from  the  freeway  and  turning  right  on  Bayshore  Road  and  thus  the  truck  would  be  encroaching past the pavement edge. 



The  intersection  at  West  Channel  Road  &  East  Channel  Road  does  not  allow  for  adequate  stopping  sight distance for eastbound vehicles. 

Roadway  safety  is  also  an  important  concern  of  the  City  because  there  have  been  thirty‐eight  collisions  with at least one injury within the study area boundaries between 2008 and 2012. Design improvements  could enhance the circulation of commercial and other vehicles  and also improve roadway safety in the

Industrial  Park.  Besides  the  intersection  locations  listed  above,  the  geometric  design  on  West  Channel  Road from Industrial Way to Channel Court creates potential safety concerns for trucks maneuvering and  backing  up  from  various  driveways  onto  the  roadway.  From  an  operational  perspective,  all  the  study  intersections operate within the City’s LOS standards and thus there are no operational deficiencies that  need to be addressed with design improvements at intersections.  Drainage/Flooding  Issues.  The  areas  of  the  Industrial  Park  east  of  I‐680,  located  at  a  low  elevation  and  close  to  the  Bay,  and  those  areas  located  by  Sulphur  Springs  Creek  (including  Park  Road  and  Bayshore  Road) comprise locations were  flooding problems have been reported in the past. Although drainage for  those  areas  is  of  major  importance,  currently  only  few  facilities  within  those  areas  provide  curbs  and  gutters to allow proper drainage. From the Industrial Park roadways east of I‐680 only Industrial Way and  Bayshore Road provide curbs and gutters, while all other streets (including Mallard Drive, Sprig Drive and  Teal Drive) do not have drainage infrastructure.  Pavement  Maintenance.  Because  the  roadway  system  in  the  Benicia  is  in  “Fair”  condition,  the  City  developed  a  pavement  management  program.  According  to  the  2015  Pavement  Management  Program  Update Report, there was one roadway segment in the TEC area that had failed in 2014: Bayshore Road  south of East Channel Road to south of Industrial Way (PCI 11). In addition, the segment of Industrial Way  north  of  Teal  Drive  to  south  of  Lake  Herman  Road  (PCI  33),  the  segment  of  Lake  Herman  Road  from  Gateway Plaza Court to east of Industrial Way (PCI 36), and the segment of Park Road south of Stone Road  to south of East 2nd Street (PCI 35) were found to be at a poor condition and risking failure in the next few  years unless repaired.  Traffic Operations. The operational analysis at 15 major intersections in the TEC area did not identify any  existing deficiencies in the study area roadway network.  Traffic  Safety.  An  examination  of  the  available  SWITRS  database  showed  thirty‐eight  collisions  with  at  least  one  injury  within  the  study  area  boundaries  between  2008  and  2012  (twenty  on  local  roads  and  major  arterials  and  eighteen  on  I‐680).  There  were  no  collisions  that  pointed  at  design  deficiencies,  however the  three  collisions involving bicycles and  pedestrians raise a concern about the  safety of non‐ motorized modes in the TEC area. Also the intersection of Lake Herman Road and Reservoir Road stands  out,  as  it  had  four  collisions  reported  in  the  5‐year  period.  Although  the  violation  categories  for  those  collisions  do  not  point  to  a  design  deficiency,  safety  improvements  could  be  implemented  to  enhance  traffic safety in that location.  Complete  Streets.  Although  safe  and  unobstructed  circulation  of  trucks  is  the primary objective of the Industrial Park’s roadway system, the TEC Plan  aims  at  addressing  the  needs  of  all  other  modes  including  transit,  bicycles  and pedestrians in order to provide a network of Complete Streets within the Industrial Park. This should  not  be  interpreted  that  every  roadway  is  intended  to  accommodate  all  modes  at  the  same  time,  but  rather the network as a whole should accommodate the different  modes.  For  this  purpose  a  map  of  street  typologies  was  developed,  that  shows  current  and  potential  priority  roadways  for  each  mode.  Figure  10  in  the  previous  section  illustrates  the  typology of each roadway according to the directions of the City’s  General Plan, the Solano County Bicycle and Pedestrian Plan and  the current transit routes.  Currently  the  Industrial  Park  is  served  by  only  one  regional  bus  route. Additional transit routes could reduce the vehicle trip rate  Bike lanes in Charlotte, VA   Benicia Industrial Park Transportation and

for existing and future industrial land uses with benefits to all users of the roadway system. More routes  may become available as the Bus Hub project comes online in the future.   Bicycle  and  pedestrian  circulation  are  two  other  important  elements  of  a  Complete  Street  network.  As  those elements are “context‐specific”, any potential infrastructure improvements designed to improve the  convenience, safety or pleasantness of travel for bicyclists and pedestrians will need to be constructed at  locations and along roadways that are designated for that purpose. Current deficiencies according to the  City’s General Plan and the Solano Countywide Bicycle Transportation Plan are:  

A Class II bike lane on East 2nd Street from Industrial Way to Lake Herman Road.  



A  Class  III  bike  route  on  Park  Road  from  Military  East  Street  to  Industrial  Way  and  continuing  on  Industrial Way to Lake Herman Road. 



A Class III bike route on Old Lake Herman Road (Reservoir Rd). 



A Class III bike route or Class II bike lane on Lake Herman Road from Industrial Way towards the west  and beyond the study area boundaries (to the city Limits). 

The  study  area  also  lacks  pedestrian  facilities.  With  the  exception  of  a  north‐south  crosswalk  at  the  intersection  of  Industrial  Way  and  Park  Road,  there  are  no  pedestrian  crosswalks  in  the  TEC  area  at  intersections  or  mid‐block.  Sidewalks  can  only  be  found  at  a  few  isolated  sections  (Wanger  Street,  Industrial Way between Noyes Court and Park Road, East 2nd Street bridge over West Channel Road) with  the major roadways in the study area lacking any sidewalk, which is typical of industrial areas.
