Agricultural Coverage Evaluation Survey (ACES) • The ACES sample supplements the JAS sample to collect data for the Census. • Collect ACES every 5 years. • ACES boundaries are in BLUE, JAS are in RED. • 6 digit segment id starts with “9” for ACES. The 2nd digit is “7” for 2017.

2017 JAS and ACES • 2017 JAS – Same sample as 2016 • No new segments rotating in – Therefore no pre-screening

• 2012 segments will not rotate out

• ACES – No change to ACES sample, so far • All new…everything needs to be pre-screened

• A tract is an area of land inside a segment under one type of land arrangement • Outlined in Blue, assigned a letter (A, B…)

• Operators (day-to-day decisions)…not necessarily OWNER!

Tract Assignment • For segments enumerated the first time, assign letters A, B, C, etc., as you screen them. • Continue through the alphabet as necessary, without skipping any letters. If all 26 letters are used, start using double letters: AA, BB, CC, etc. • Previously enumerated segment? Use the same tract letter if the tract operator did not change. • Tracts are determined by OPERATOR. – If an operator has multiple parcels in an operation across the segment, draw off the parcels but use the same letter in each parcel. 11

1/2 Acre Screening Rule • Designed to handle urban and residential areas • If visible signs of ag activity are present or if unsure about anything, screening should occur regardless of the size of the lot • Make sure tracts drawn off under ½ acre rule really are ½ acre Ag Surveys IM page 503

General Tract Change (To ‘B’ or not to ‘B’…) • What do you do if the tract operator changes? • Cross through tract listing on col 6 of screener • If had a ag tract questionnaire, cross through front of form, write note, return with segment….do NOT re-use questionnaire – Barcode specific to that tract operator

• Assign next un-used tract letter, use new blank tract quest • Remember to update map

Area Screening Questionnaire Directory of Tracts • The purpose of the Area Screening Questionnaire is to organize and account for all tracts of land in the segment and to screen for the Area Tract Questionnaire

Screening Questionnaire Four basic functions • Identifies all tracts within the segment. • Screens for agricultural activity on the total acres operated for the tracts identified. • Accounts for non-ag (& PIGA) tract acreage. • Segment Accounting – Tallies the total number of tracts – Compares RA/DA (Report Acres/Digitized Acres) – (+/-) 10% is ok.

Screening Questionnaire • Preprinted main page (barcode), state/stratum/segment, backpage pre-printed digitized acres – If more than 6 tracts, use another blank screener and copy the state/stratum/segment information. – Leave pre-printed as main form on outside

• Front page…rephrase in your own words. • Tracts drawn off in BLUE and assigned letters – Blue tracts for both Area & ACES

• What determines if tract is Ag, Non-Ag, or PIGA? – The screening questions!! (Columns 7-21) – ‘When in doubt, fill it out’. • See screener, if don’t know (DK) go to questionnaire

Name & Address (Column 6) • Record FULL name, address and phone numbers – VERIFY SPELLING! You may have heard ‘Smith’, but its spelled slightly different…Smyth, Smythe… (Extremely important for overlap) • Key to determine if already on our frame

Verify Non-Ag Tracts • Verify all Non-Ag tracts with the operator or other resources (if possible)

• Do Not assume by observation (unless absolutely necessary)

• Remember: A tract can appear (or be) Non-Ag but be a part of an operation, either inside or outside the segment • Column 17 (Office Use)…tract number for NonAg/PIGA only 22

Screening Form-Back Page • The back of the form accounts for the number of tracts. • It also makes sure the RA/DA is within 10% • If it is not we have problems… (missing a tract?)-be sure to be as accurate as possible. • If you are within 10% do not worry about getting closer. • Detailed comments will help improve problem segments, etc.

Tract Questionnaire (June Area & ACES) • What now? – An Area Tract questionnaire must be completed for each tract operator who qualifies as a possible farm operator. – If screener form column 8-16, any Yes or DK

Face Page • Provides space for the name of the operation and the operator's name and address. • The segment number entered on the Area Tract questionnaire must be the same as on the segment envelope, aerial photo or map, and the Face Page of the Area Screening questionnaire. • The tract letter must be the same letter assigned in Column 5, Page 2 of the Area Screening questionnaire. Be sure to use the same letter on the aerial photo or map. 31

Section A-Operation Description • Type of operating arrangement – Don’t automatically choose ‘1’ – Make sure you ask how many people are involved in the day-to-day decisions of the operation • Partner definition= another person making day-to-day decisions on the operation with the operator. – – – –

Section D, Drawing Field Boundaries (Area) • A field is a continuous area of land devoted to one crop or land use. – Semi-permanent boundaries, such as a fence line. – Or boundary may be where one crop stops and another begins. • 5.0 A or more of waste, idle or woods must be a separate field (IM612) • START @ Farmstead…Field 1 if exist

Section D • Line 9- Dual Utilization – Two Crops or Uses of the Same Field • Consider all uses of the field. • Dual utilization has a broader definition than double cropping. » For example, fall planted cover crops are a form of dual utilization, but are not considered double cropping, because the cover crop will not be harvested.

• If two crops will be grown in the same field, or if the same crop will be used for more than one purpose, check Yes on Line 9. – Enter a description of the second crop or use in the space provided, and record the acreage of the second crop or use in the 844 Code Box on Line 9. 45

The Big Picture…beyond the borders • After Section D, we switch from TRACT acres to Section E (and on) TOTAL Acres

• *Tip: Some enumerators find it helpful to flip the segment photo/map over (face down) signaling that we are no longer talking about within the blue tract boundaries.

Section E – Total Acres Operated (Area & ACES) • Total Acres Operated, not just within Segment • Owned + RentFrom – RentTo = TotalOperated • If have RentedAcres (1b), then ask if (1bi) if on CashRent basis (enter code). • Total acres must be greater than or equal to the Section D acres. Normally what is in the segment is only PART of their operation. (Verify)

Section E – Total Acres Operated (Area & ACES) • Item 2 – Screen for Per Head or AUM grazing – If yes, Item 3 picks up acreage in ic904 used on PerHead/AUM – **These acres should NOT be considered part of Total Op (ic900) – Think of it like a ‘season pass’ for livestock…access to the land, but not really in control of it.

Section E – Total Acres Operated (Area & ACES) • Item 5 – Cropland Acres – If they say ‘all my land is cropland’…remember the farmstead and waste acres (or even permanent pasture) from section D

• Item 6 – CRP or WRP (these are cropland) – Should be a subset (less than or equal to) cropland

Section M – Land Values (Area) • Land values for the ENTIRE farm! • Second half of the section items 3-6a.

• Include all land, dwellings, barns and other buildings for the total acres operated from Section E. • Best estimate of total market value for land and buildings owned, rented or leased from others, and rented or leased to others. – TOTAL $ Value, not per acre

• Type of change (code in box 518) and percent in box 519.

Section N – Economic Data (Area & ACES) • Item 1 – 2016 Value of Sales Code – **Notice Enumerator Action Box has Changed** o AREA

Section N – Economic Data (Area & ACES) Record all 2017 crops, land uses, livestock & poultry on the total acres operated. Note the units…most crops are in acres. Livestock by head. CRP is by payment $ received. Waste acreage/farmstead is not included. Ok to put in notes.

Section N – Economic Data (Area & ACES) • Item 2 – What kind of operation? – If 50/50, pick one – CRP is category 8; Equine/Horses is category 13

Section O – Computer Use (Area Only) • Pay attention to skips – Item 1…if No/DK, skip to Item 4 – Item 5…if No/DK, skip to Section P

Section N – Operator Characteristics (Area & ACES) OPERATOR characteristics. Remember who the target is if you are talking to the spouse, hired hand, or partner. Operator is listed on front page. Item 3 could have multiple, if 1&3, then 823=13

Item 4 code for female is 2, not 3. Item 5 is new…four digit year

Refusals/Inaccessibles • Detailed observations are required in section D, where exact acreage of crops is pinpointed.

• The enumerator will be the ONLY one on the scene able to observe and provide information to complete Section D. • Notes for the other sections (such as livestock) are VERY helpful. – 20 beef pairs; saw sign ‘Eggs for sale’; pasture had fresh pies in it

• Start EARLY! This is a very short data collection window, cannot wait. Key to minimize inaccessibles. 70

Brainstorming….Tip Exchange • How to you find the Operator? (Remember, not necessarily the land owner) • What are some tips on collecting Area info? Converting reluctant respondents? Sometimes the Area Map/Photo is a big selling point, interested in talking about the segment. • Other tips/tricks to pass on. Go Team! We can do it!! 71
