Malvern School District Passion, Pride and Excellence Annual Report to the Public October 12, 2015



The seven member Malvern School District Board of Education establishes policies under which the school district operates. Board meetings are normally held on the second Monday of each month at the Central Administration Building, 1620 South Main Street. The Elementary and Secondary Education Act of 1965 was amended by the No Child Left Behind (NCLB) had the goal of all students being proficient by 2014. Because of the rising number of schools across the nation that were judged inadequate by NCLB, the U.S. Department of Education invited states to seek a waiver for flexibility. Flexibility was approved for the second time in June of 2015. Once Congress reauthorizes the ESEA, the flexibility will no longer be valid. 2014-2015 will be the first year for schools to participated in the new PARCC assessments. Scores should be released in November. Flexibility documents may be viewed online at http://www.arkansased.org/esea-flexibility

The Arkansas ESEA Flexibility Waiver  Lowered the minimum number of 40 to 25 for all student groups.  Established achieving, needs improvement, priority, and focus labels. 1 (0.1%) Exemplary schools, 67 (6%) Achieving schools and 876 (87%) Needs Improvement schools, 36 (3%) Priority, 81 (7%) Focus Schools)  Requires development of college and careerready assessments that measure student growth.  Established a statewide teacher and administrator evaluation system. (TESS/LEADS)

All districts in the state of Arkansas participated in the PARCC assessment in the Spring of 2015. Data collected should have been used as baseline data for growth. The State Board of Education has adopted the use of ACT/ASPIRE for the 2015-2016 student academic measurement of achievement.

Teacher and Principal Evaluation and Support System

Arkansas Law 6-17-2802 was enacted in 2011 for the development of the Teacher Excellence and Support System (TESS).  All teachers and administrators have been trained in the new evaluation system.  Malvern has completed two years of implementation. 

Schools are being held accountable using the 2013-2014 Benchmark and EOC student data.  MSD is holding schools accountable using NWEA (MAP) data. 
