October 20, 2017 To Whom It May Concern: ADDENDUM #2 ELECTRIC UTILITY MANAGEMENT & BENCHMARKING ASSESSMENT, FINANCIAL RISK ASSESSMENT & EVALUATION OF ALTERNATIVE PROPOSALS FOR THE CITY OF DOVER ELECTRIC UTILITY, RFP NUMBER 18-0011CM

Please consider the following questions and answers and incorporate the information into your proposal 

Explain concerns with Generation Assets –

Response – Age & Condition of Units, and whether or not they are economically beneficial based on current constraints.     

Air Permit limitations Natural gas supply challenges, due to firm gas for Calpine 300 mgw unit. Forced outages attributed to equipment breakdowns create concerns with the PJM Capacity Performance rules that go into effect for Dover in June 2018 Run as peaking units due to economics and heat rate Today’s staffing, maintenance, capital and fuel cost versus long-term bilateral agreements



Do we also want benchmarking comparables to other utilities of the same size? Response - Yes, that would be beneficial since many of our local Municipals are not same size, however City Council is interested in our rates being competitive to the Delaware suppliers.



Would you consider a time and material proposal for evaluating the Alternative submissions? Response - Prefer to have a fixed fee for this evaluation as well. Have agreed to have it separated from the first part of the RFP and understand some Alternatives can be much more labor intensive than others. Have asked for consideration of at 3 submissions, and based on what is received we are willing to negotiate adjusted pricing.



What do we envision with the Decision Matrix? Response – We looking for the pro’s/con’s and value added of each alternative submission and a comparison of the City’s current operation with any recommendations from the Organizational Management, Benchmarking & Financial Risk Assessment. For example, if there were recommended operational changes well as long-term bilateral agreements, is there more or less long-term value added as compared to any one of the alternatives.
