PREAMBLE This Agreement is the result of collective negotiations between the Board of Education of Pawling Central School District, hereinafter called "Board" and the Pawling Civil Service Administrators' Association, hereinafter called "Association," which have been conducted under the requirements of directives of the Public Employees' Fair Employment Act. WITNESS ETH WHEREAS, the Board and the Association recognize and declare that providing a quality education for the children of Pawling is their mutual aim and that the character of such education depends heavily upon the quality and morale of the association members, and WHEREAS, the members of the Civil Service administration profession are particularly qualified in formulating policies and programs designed to improve educational standards, and WHEREAS, the Board has statutory obligation pursuant to Article 14 of the Civil Service Law (Chapter 392 of the Laws of 1967, Public Employees' Fair Employment Act), to negotiate with the Association as the representative of its Civil Service administration personnel with respect to wages, terms and conditions of employment and WHEREAS, the parties have reached certain understandings which they desire to confirm in this Agreement, NOW, THEREFORE, it is hereby agreed as follows: ARTICLE I - RECOGNITION A. The Board of Education of the Pawling Central School District, having determined that the Pawling Civil Service Administrators' Association is supported by and composed of the Director of Facilities and Operations, the School Lunch Manager, and the Supervisor of Transportation, hereby recognizes the Pawling Civil Service Administrators' Association as the exclusive negotiating agent for the Civil Service Administrators.
B. The Board agrees that it will not discriminate against any Civil Service Administrator because of his/her membership in the Association. The Association affirms that it does not assert the right to strike against any government, to assist or participate in any such strike, or to impose an obligation to conduct, assist or participate in such a strike.
C.
ARTICLE II - PROFESSIONAL RESPONSIBILITY A. Association members shall work a twelve-month year, except the School Lunch Manager, who shall work a I 0-month school year from September 1 through June 30. The School Lunch Manager shall work an additional 20 days between July 1 and August 31 to be compensated at the per diem rate. The schedule for these days shall be approved in advance by the Assistant Superintendent for Finance.
B. Association members shall attend Board of Education meetings when requested by the Superintendent of Schools. ARTICLE III - LEAVES OF ABSENCE A.
Sick Leave
1. All Association members shall be entitled to twelve (12) days sick leave per school year without loss of pay. The School Lunch Manager shall be entitled to eleven (11) sick days leave per school year

without loss of pay. Additional sick leave without loss of pay may be granted by the Board upon the recommendation of the Superintendent of Schools. 2.
Sick leave days shall be cumulative year to year to two hundred twenty-five (225) maximum.
3. The Superintendent of Schools may require a doctor's certification of illness after a sick leave absence of more than five (5) consecutive school days or if the Superintendent suspects a pattern of abuse of such leave. B.
Disability Benefits
1. In the absence of Disability Insurance for the association members, the Board of Education will provide to all association members a disability benefit after three (3) years of continuous service if the administrator sustains a catastrophic illness or accident. In such cases resulting in an absence for a period beyond the employee's accumulated sick and vacation days, the District shall continue the association member's regular pay for a period not to exceed six (6) months or until disability retirement is approved, if sooner. 2. This clause shall not constitute reason to postpone application for disability benefits should such application be recommended and confirmed by a physician approved by the District. Application of this benefit may require the employee to submit to an independent medical exam by a physician selected by the District. 3.
In the event disability insurance is provided by the District, this provision will be terminated.
C.
Personal Days
1. A maximum of two (2) days leave to conduct personal business will be available to association members each year. It is understood that the purpose of this leave is to conduct business of a personal nature which cannot be managed on other than work time. 2. In order to take such leave a written request, specifying only the date of the leave, must be submitted two (2) working days in advance of the requested day. In case of emergency, written notice shall be waived. 3. If such leave is requested either immediately before or after a holiday, recess or vacation the request must be submitted in writing at least three (3) days in advance, with an explanation of the nature of the business. It is understood that such requests shall not be used to extend a vacation period. 4. Personal leave may be accumulated to a maximum of three (3) days, including the current year' s allotment. Any other unused personal leave days shall be added to the administrator' s accumulated sick leave. D.
Family Illness Days
I.
Illness in Family
In an emergency when sudden illness or accident comes to a family member and the administrator is needed, up to five (5) days shall be allowed annually without loss of pay, provided that the last three (3) days shall be deducted from the administrator's accumulated sick leave. Additional days may be granted at the discretion of the Superintendent of Schools. E.
Death in Family
In the event of a death in the family of an administrator, the administrator shall be allowed up to five (5) consecutive calendar days leave without loss of pay. Such leave shall not be charged against the

administrator's sick leave or personal leave allocation. This leave may be lengthened at the approval of the Superintendent of Schools. l.
Definition of Family
The tenn "family" shall be defmed to mean father, mother, son, daughter, brother, sister, husband, wife, mother-in-law, father-in-law, grandmother, grandfather, aunt, uncle, nephew, niece, brother-in-law, sisterin-law, son-in-law, daughter-in-law, granddaughter, grandson and any member of the immediate household. F.
Vacation Days
l. Association members shall be entitled to twenty-five (25) vacation days per school year (July I through June 30). The School Lunch Manager shall be entitled to twenty-two (22) vacation days per school year (September I through June 30). Five (5) vacation days may be carried over to be used within the following school year. Carryover days may be used through September I . Any additional unused vacation days revert to sick leave. 2.
Up to ten (I 0) vacation days may be liquidated into cash on an annual basis.
3.
Vacation schedules must be approved by the Superintendent of Schools.
G.
" Comp" Tin1e
1.
The Director of Facilities and Operations and the Supervisor of Transportation shall be entitled to eight (8) "comp" days, and the School Lunch Manager shall be entitled to two (2) "comp" days. The Director of Facilities and Operations may schedule these "comp" days while school is in session. The Supervisor of Transportation and the School Lunch Manager must schedule these "comp" days when school is not in session.
2.
These days must be approved in advance by the Superintendent of Schools.
3.
This provision will be reviewed on an annual basis.
H.
Holidays
Association members shall be entitled to those legal holidays recognized by the Board in the District' s calendar. Other than legal holidays in the District's calendar, association members are expected to work during the recess periods. These holidays are: Independence Day Labor Day Columbus Day Veteran 's Day Thanksgiving Day Day After Thanksgiving Christmas Eve I.
Christmas Day New Year' s Eve New Year' s Day Martin Luther King's Birthday Good Friday Memorial Day
Jury Duty
An employee called for jury duty should notify the Superintendent of Schools of this fact in writing.

J.
Absence to Attend Meetings
The Board of Education believes it is in the best interest of the community to have its administrators interested and active in civil, fraternal and other organizations. Where an administrator is obligated by virtue of his/her office is such an organization, to attend its convention, the Superintendent of Schools may grant leave with pay, provided such absence will not cause undue hardship within the school system. K.
Absence for Professional Growth
With prior approval, the Superintendent of Schools may grant leave with pay with reasonable expenses for attendance at educational conventions and meetings, and visitations to other schools to network with other association members or to observe programs provided that he/she adjudges such absence to be consistent with the best interest of the district. ARTICLE IV - ADDITIONAL PROVISIONS A.
Tuition Reimbursements
Association members shall be reimbursed for tuition for up to eight (8) credits of study at an accredited university in each school year, subject to the advance approval of the Superintendent of Schools. To be eligible for the tuition reimbursement, the course of student must be within the area of service which the Association member is employed by and provides the District. Moreover, to be eligible for the tuition reimbursement, the Association member must earn a grade of"B" or higher in the course(s). B.
Professional Memberships
Association members shall be reimbursed for membership in one or two (depending upon budgetary constraints) professional organizations as approved by the Superintendent of Schools. ARTICLE V - SALARY SCHEDULE A.
School Years-Attached
1. Effective July 1, 2014, eligible Association members may advance one step on the salary guide. Effective July 1, 2015, eligible Association members may advance one step on the salary guide. Effective July 1, 2016, all steps on the salary guide shall be increased by two percent (2%), and eligible Association members may advance one step on the salary guide. Effective July 1, 2017, all steps on the salary guide shall be increased by two percent (2%) , and eligible Association members may advance one step on the salary guide. Effective July 1, 2018, all steps on the salary guide shall be increased by two percent (2%), and Association members will remain on the same Step as the 2017-2018 school year. Salary Schedules are shown on attached Appendix I. B.
Longevity:
Association members shall be entitled to longevity payments each year based on the following formula: After five (5) years of service- one week's salary After ten (10) years of service- two week ' s salary After fifteen ( 15) years of service- three week ' s salary Upon separation from employment with the District, the member shall be entitled to any balance of unpaid longevity for the school year.

C.
Doctoral Degree Differential:
Any member with a doctoral degree will be entitled to a differential of $1 ,500. This differential is not part of a member's base salary. ARTICLE VI - FRINGE BENEFITS A.
Health Insurance
Effective June 30, 2014, the Board of Education will contribute 85% of the cost for individual or family health insurance benefits for the administrator within the Dutchess Educational Health Insurance Cooperative (DEHIC) Alternative PPO Plan. The District shall have the option to change health insurance plans without further negotiations with the Association, provided that the new plan shall be comparable to the DEHIC Alternative PPO Plan. Effective July 1, 2017, Association members shall have the option of selecting the DEHIC EP020 Plan or the DEHIC Health Advantage PPO Plan. If the Association member elects to participate in the DEHIC EP020 Plan, the District will contribute 85% and the Association member will contribute 15% toward the cost of the Plan.
If the Association member elects to participate in the DEHIC Health Advantage Plan, the District will contribute 80% and the Association member will contribute 20.0% toward the cost of the Plan. B.
Dental and Vision
The Board of Education will contribute 100% of the cost for individual or family dental and vision insurance benefits for the administrator by contributing each school year to the Pawling Schools Teachers' Association Welfare Benefit Trust Fund. C.
Group Life Insurance
The Board of Education will provide a life insurance plan for each member equal in value to one (1) times the amount of annual salary, rounded to the nearest $500 with double indemnity and accidental death and dismemberment riders. D.
Cafeteria 125 Plan
The district has and will continue to provide a Section 125 I.R.C. Plan for member contributions paid toward family health insurance coverage and dependent care pursuant to this Article. E.
403(b) Plan
The district shall provide for the processing ofl.R.S. 403(b) Plan for member contributions into a financial investment vehicle of his/her own choosing. F.
457 Plan
The district shall implement and provide for the processing ofl.R.S. 457 Plan for member contribution into the New York State Deferred Compensation Plan. ARTICLE VII - RETIREMENT PROVISIONS A.
Unused Sick Leave
For administrators hired on or before September 1,2010, upon retirement, as defined by the New York State and Local Employees ' Retirement System will be compensated at the rate of$50.00 per day for 50% of the unused sick days accumulated up to 225 days to be paid by the District into a 403(b) IRC tax

sheltered annuity account as a non-elective employer contribution on or before December 31 of the year of retirement or shortly thereafter at the discretion of the employee. The remaining days may be converted and applied to retirement rider Section 41 (j) , Additional Service for Sick Leave, as permitted under the rules of the New York State and Local Employees Retirement System. It is understood that retirement means the time at which an administrator begins to collect his/her ERS pension. B.
Retirement Incentive
l. The Association members who reach the age of 55 or older by the date of retirement shall be eligible for the benefit contained herein, provided they have at least fifteen (15) years of credited service in the New York State and Local Employees Retirement System, announce their retirement in writing six (6) months in advance to the Superintendent of Schools providing that the administrator has worked for the District for at least five (5) continuous years, retires from the New York State and Local Employees Retirement System, and does not take another full-time position within New York State. 2. For administrators hired on or before September 1, 2010, the benefit to be received hereunder is 20% of their final twelve (12) months ' salary, exclusive of any longevity and stipends which may have been set forth by the Board, to be paid by the District into a 403(b) IRC tax sheltered annuity account as a nonelective employer contribution on or before December 31 of the year of retirement or shortly thereafter at the discretion of the employee. C.
Health Benefits
The Board of Education will contribute the same percentage toward the health insurance, dental, and vision benefits to the individual retiring as the Board of Education provided or contributed to the individual on the last day of his/her employment with the District, if any, for the individual and/or family coverage, providing the Association member has worked for the District for a least seven (7) continuous years, retired from the New York State and Local Employee ' s Retirement System, and does not take another full time position with any public school district within New York State. This agreement is limited to the family, children and other coverage status at time of retirement. Medicare reimbursement shall be paid on Medicare Part B only.
This contract shall be effective as of July 1, 2014 and shall continue in effect through June 30, 2019 .
