Introduction The following benchmark data represents an attempt to track the relative health and changing dynamics of downtown Ann Arbor by a variety of measures. It is the Ann Arbor DDA’s intention to compile data as available and provide reports on a semiannual basis, with releases in January and July. The DDA welcomes your feedback on this project, as our goal is to provide a useful and accurate barometer of downtown vitality. Downtown Activity Michigan Theater Monthly Attendance

• In the last half of 2009, attendance at the Michigan theater closely followed trends of the same period in 2008, with a small increase of 1.48%. • Overall, library visits increased throughout 2009. In the last half of 2009, visits rose 5.5% over the number of visits during the same period in 2008.

Transportation Off-Street Hourly Parking patrons and revenues The DDA operates the City’s public parking system, including 14 permit-only or attended off-street lots and structures.

• The number of patrons using off-street parking rose in 2009, with an overall increase of 15.16%. The last half of 2009 (July - December) experienced the largest increase - 18.13% above 2008 numbers. • Additionally, total revenues for off-street hourly parking increased by 9.26% from 2008 to 2009. Following patron trends, revenue in the latter half of 2009 reflects a higher trend increase - 14.61% higher than the same period in 2008.

• This data shows only paid hourly parking, and does not include permit parking or designated event parking (such as Art Fair). • The following lots & structures have hourly parking and are included in this summary: • 4th & Washington • 1st & Washington • Maynard • Forest • 4th & William • Liberty Square • Ann & Ashley • S. Transportation Cont. AATA go!pass Use

Go!pass use equals the number of rides taken using the go!pass. The go!pass is paid for primarily by the Ann Arbor DDA and administered by the getDowntown Program, allowing employees of downtown businesses a free bus pass and unlimited rides on all AATA fixed routes. • go!passes are reissued in November, accounting for lower November use.

• In 2009, the number of go!pass users continues to rise. In 2008, go!pass users took 442,982 rides on AATA buses and in 2009, they took 462,069 rides - an increase of 4%. • In the 2008-09 fiscal year, the number of companies participating in the go!pass program increased as well, a rise of 14.4%. This may be due to the increased awareness of the program and the value associated with the go!pass. According to Keith Bourne of Adaptive Campus, “[The go!pass]... was essential to provide a lower cost alternative for my employees compared to the parking passes, since the higher cost options represent a significant portion of their take-home pay. I can say, without a doubt, that our office would be located in either West Ann Arbor or Dexter if the go!pass wasn’t available.” • As we transition to fiscal year 2009-2010, numbers indicate that participation will continue to grow throughout the next fiscal year. • Throughout 2009, AATA ridership remained fairly steady with fluctuations as expected, correlating with weather, student breaks, and downtown events. • UM M-Ride ridership was steady throughout 2009 as well, with an anticipated dip in May through August when students are on summer break. • WCC pass ridership saw an overall increase throughout 2009, with only a small decline during the summer months and a noticeable increase in the last part of 2009.

Transportation Cont. Washtenaw Community College Bus Pass Use WCC Bus Pass use equals the number of rides taken using the WCC Bus Pass. The bus pass allows WCC students unlimited rides on all AATA routes through an agreement by which WCC pays for WCC riders.

AATA M-Ride Use M-Ride use equals all rides taken using a University of Michigan MCard. Active students, faculty, and staff at the University of Michigan have unlimited access to AATA fixed route bus service through an agreement by which UM pays fares for UM riders.

Real Estate & Development

• Throughout 2009, the number of building permits issued declined by 46.5%. Similarly, the value of permits issued in the downtown decreased by 12%. The decline is likely reflective of the Michigan economy, and can also be attributed to the high number and value of residential permits issued for Liberty Loft construction in 2008.

• 2009 housing trends reflect the nationwide decline, with a 23.28% decrease in price per square foot from 2008. However, this shift in price may have positively impacted sales of downtown home, which rose 3.23% from 2008.

• Mixed-use development projects (which consists primarily of ground floor commercial and upper level residential) continue to make up the majority of development projects within the DDA District. In the past several months, the construction of the new police courts building has increased the square footage of downtown office projects by nearly 30%.

Safety Crime

• 2009 crime totals decreased 8.65% overall from 2008 and made up only 10.56% of the total crime in the city of Ann Arbor. Crimes within the University of Michigan campus (for the area inside the DDA boundary) decreased as well with 12 crimes in the first half of 2008 to only 5 crimes in 2009, a total decline of 58.33%.
