The objective of Little League is to assist youth in developing qualities of citizenship, discipline, teamwork and physical well being, with proper guidance and exemplary leadership. Little League was founded in Williamsport, PA., in 1939. It is the largest organized youth sports program in the world. ABL has been a Little League organization serving the youth of North Castle for more than 50 years. ABL Little League is a strictly voluntary effort. Concerned adults dedicate their time, service and often their personal funds, to maintain an exemplary program wherein children may develop into young adults.

ABL has a “zero tolerance” rule regarding umpire dissent. This goes for coaches, players and spectators. Managers are responsible for keeping their fans on their best behavior
On all playing fields, one of the most dangerous areas is the area BEHIND the backstop, from dugout-todugout. It is often a gathering place for spectators, friends, and players. This area should be kept
completely clear at all times! “Fans in the stands, players on the bench.” Lightning and Thunder: Upon HEARING THUNDER, all players, spectators, coaches and officials must immediately leave the field and go into an automobile or a substantial building (not dugouts or gazebos). The game cannot resume until 30 minutes has passed after hearing the last sound of thunder. DO NOT wait until you see lightning to stop the game. Games must be stopped and safe cover sought when the first sound of thunder is heard. This is the official policy of Little League Baseball as advised by NOAA. By registering with Armonk Baseball League all players, coaches and spectators agree to accept and obey the rules and codes of conduct contained herein Preamble Armonk Baseball League (ABL) believes that the essential elements of character-building and ethics in sports are embodied in the concept of sportsmanship and six core principles: trustworthiness, respect, responsibility, fairness, caring, and good citizenship. The highest potential of sports is achieved when competition reflects these "six pillars of character”. By registering as a player or coach in ABL, you (players, parents and coaches) hereby agree to follow this code of conduct. I therefore agree: 1. I will not force my child to participate in sports and will not over-commit her/him regarding school, sports and personal schedules. 2. I will remember that children participate to have fun and that the game is for youth, not adults. 3. I will inform the coach of any physical disability or ailment that may affect the safety of my child or the safety of others. 4. I will learn the rules of the game and the policies of the league and I will insist that my child follow the rules and policies of the league, team and coach. 5. I (and my guests) will be a positive role model for my child and encourage sportsmanship by showing respect and courtesy, and by demonstrating positive support for all players, coaches, officials and spectators at every game, practice or other sporting event. 6. I (and my guests and other family members) will not engage in any kind of unsportsmanlike conduct with or in front of any official, coach, player, or parent such as booing and taunting; refusing to shake hands; or using profane language or gestures. I will demonstrate complete respect both team’s players, coaches and parents. 7. I will not encourage any behaviors or practices that would endanger the health and wellbeing of the athletes. 8. I will teach my child to play by the rules and to resolve conflicts without resorting to hostility or violence. 9. I will demand that my child treat other players, coaches, officials and spectators with respect regardless of race, creed, color, sex or ability 10. I will teach my child that doing one's best is more important than winning, so that my child will never feel defeated by the outcome of a game or his/her performance. 11. I will praise my child for competing fairly and trying hard, and make my child feel like a winner every time. 12. I will never ridicule or yell at my child or other participant for making a mistake or losing a competition. 13. I will emphasize skill development and practices and how they benefit my child over winning. I will also deemphasize games and competition in the lower age groups. 14. I will promote the emotional and physical well-being of the athletes ahead of any personal desire I may have for my child to win. 15. I will respect the officials and their authority and will not question or express disagreement with any official’s calls or rules interpretations. In addition, I will instruct my child that the calls or rulings of all officials are to be accepted without question, protest or gesture. 16. I will never question, discuss, or confront coaches at the game field, and will take time to speak with coaches at an agreed upon time and place. I will not undercut a coach’s authority by discussing my opinion with any parent, spectator, official or player. 4
17. I will demand a sports environment for my child that is free from drugs, tobacco, and alcohol and I will refrain from their use at all sports events. 18. I will refrain from coaching my child or other players during games and practices, unless I am one of the official coaches of the team. I also agree that if I fail to abide by the aforementioned rules and guidelines, I will be subject to disciplinary action by ABL that could include, but is not limited to the following: Verbal warning by official, head coach, and/or head of league organization Written warning Parental, coach or player game suspension with written documentation of incident kept on file by organizations involved Game forfeit Parental, player or coach season suspension or indefinite ban Contacting local police authority By signing below and or registering myself or my child with ABL, I certify that I am signing for my entire family and I understand that the above disciplinary actions may be applied to any family member or guest in the event that they fail to abide by this Code. COACH CODE OF CONDUCT All coaches shall abide by and enforce the adopted Code of Conduct. If any of these rules are broken, The Armonk Baseball League Board of Directors has the authority to impose a penalty, including suspension or permanent removal from coaching.
By registering with Armonk Baseball League all players, coaches and spectators agree to accept and obey the rules and codes of conduct contained herein. Coaches shall: 1. Endeavor to promote a positive, enthusiastic and instructional experience for players. 2. Not smoke and/or use smokeless tobacco on or near the field. 3. Not criticize players in front of spectators, but reserve constructive criticism for later, in private, or in the presence of team members if others might benefit. 4. Accept decision of the game officials on the field as being fair and called to their best ability. 5. Not criticize an opposing team, its players, coaches or fans by word of mouth or by gesture. Endeavor to prevent players from any taunting or derogatory actions towards other players, umpires, etc. 6. Emphasize that winning a game is the result of good teamwork. 7. Be responsible for the conduct and control of players and spectators. Any spectator who becomes a nuisance or out of control will be asked to leave. Disruptive parents are the responsibility of the coach. 8. Not use abusive and profane language at any time. 9. Not incite unsportsmanlike conduct. 10. Not permit an ineligible player to participate in a practice or game. 11. Abstain from the possession and drinking of alcoholic beverages on both the game and practice fields. 12. Not allow the wearing of metal cleats, watches, earrings, chains or necklaces or any other jewelry by the players. 13. Remove from a game or practice any player when even slightly in doubt about their health, whether or not as a result of injury, until competent medical advice is available. 14. Control their fans. As coach, you are responsible for your team, and fan reaction will usually be in accordance with your reaction. 15. Avoid running up a score. 16. Let every player eligible and healthy play in compliance with ABL and Little League rules. 17. Uphold all rules and regulations of Little League Baseball and the Armonk Baseball League. The “Objective of Little League” (see cover page) does not contain the words “winning” or ”baseball”. It is about helping the youth of America develop into good citizens and productive adults.
****Make a habit of actively supporting and recognizing good play and sportsmanship on both teams. 6
Coaches do not make Armonk Baseball League policy; rather, they carry it out. However, on the playing field, the coaches are in complete charge and shall not be interfered with except in cases of rules violations and any other conduct deemed by higher authority and common sense to be contrary to the welfare of youth. At the discretion of the ABL Board, outbursts by coaches and players may result in suspension, forfeit and/or permanent suspension from ABL. Should the outburst involve any physical contact, the local authorities may be contacted. Once a game has started, the umpire has complete control of the game and his/her rulings and decisions shall be accepted without verbal or non-verbal dissent. For both coaches and players, ABL follows a zero tolerance policy regarding arguments and dissent with umpires. Questions of rules interpretation must be discussed in a respectful and controlled manner. Umpires have the final say on rules interpretation.

INSTRUCTIONAL DIVISION RULES– 2017 SPRING General Philosophy – The children are playing to have fun as well as learn and improve on their baseball skills. Coaches should try to keep things active and moving along, with enthusiasm. Players should run on and off the field, step up to pitch or hit without delay, etc. Coaches must keep spectators a safe distance back from the playing field. Be sure equipment, players and spectators do not interfere with play. Children should not take any “warm-up” swings, except when they are at the plate. Players can only touch or hold a bat when they are “up to bat” (not “on-deck”). All coaches who stand in the field of play must wear a baseball glove. This level is designed to teach the fundamentals of the game: playing positions, swinging a bat, throwing properly, running the bases, etc. Keep it fun and do not stress the “win at all costs” atmosphere. In fact, there will be no score kept formally or informally by any team. WE ENCOURAGE OUR COACHES TO ARRIVE TO THE BALL FIELD AT LEAST 20 MINUTE PRIOR TO SCHEDULED TIMES FOR PLAYER SAFETY
General rules: 1. The ball used at all times is a “Tee Ball”. It is a flexible covered ball, with a rubber core. 2. Coaches are to have players report to the field 20 minutes before game time and have a minimum of 15 minutes practice before the game starts. Players are not allowed to TOUCH a baseball or bat before a COACH arrives. 3. All players must wear protective helmets while at bat. We encourage every player to have his/her own helmet – there will only be limited number of team helmets available. Teach all players not throw the bat after hitting the ball. 4. There will be no catcher or catcher’s equipment. An offensive coach should position him/herself a safe distance from the plate to set up the tee, offer instructions, keep things moving, act as catcher, etc. Do not stand near the plate due to the danger of thrown bats. 5. When in the field, all players and coaches MUST wear a glove. 6. All male players must wear a protective “cup.” 7. No score is kept during games. Coaches and coordinators will discourage informal score keeping by players, fans and parents. 8. For the first four weeks, there is no pitching – a tee will be used at all times during games. 9. After four weeks, we will consider changing the format as follows: a) 2 to 3 innings of tee-ball, followed by 2 to 3 innings of coach pitching; b) If the player swings at 3 pitches and does not put the ball in play, the tee should be used instead of coach pitching. c) Both tee-ball and coach pitching will be full roster batting each inning. 10. When the coach is pitching a) Coach should pitch to his team’s players. He must pitch overhand from the pitching rubber. However, when necessary, it is OK to move in a few feet to encourage contact by the batter. . Consistent lob pitching from in front of the rubber is discouraged and will affect batter timing. THERE WILL NEVER BE PLAYER PITCHING. b) An assistant coach or a volunteer parent from the offensive team should stand a safe distance from the plate to offer instruction, pick up stray balls, etc. Coaches need to wear baseball gloves when pitching and catching. Coaches must stand a safe distance from the plate to avoid thrown bats c) Prior to stepping up to the plate, each batter should be instructed not to throw the bat after a swing. A warning shall be given to a player for throwing the bat. If a batter throws a bat a second time, he/she is automatically out. Clearly explain to the batter why they are being called out. 11. Full roster batting each inning. “Outs” will result in the batter returning to the dugout, but everyone on the roster will bat each inning no matter how many outs are recorded. There are no strikeouts. Batting order will include all players and be consistent for entire game but reverse order every other inning 8

(top to bottom and reverse as bottom to top). Batting order should be changed each game. We encourage you to line the players up in the dugout on the bench in the batting order. Station to station baseball will be played; batter or runner will not move more than one base at a time. The last batter should also only run to first. DO NOT HAVE THE LAST BATTER RUN ALL OF THE BASES AND ALL THE WAY HOME AS IT CREATES DANGEROUS AND OUT-OF-CONTROL SITUATIONS. There is no leading or stealing. Head first slides are not allowed. When the team is in the field, place all players in field, with “extra” fielders in the outfield. Only one player should be positioned near the pitching area, plus four usual infield positions and one on second base at coach's discretion. A coach should position himself/herself among the fielders to offer instruction and to keep players attentive. Rotate all players in field throughout the game. They should all get to play equal number of innings in the infield and the outfield. No player may play a position twice, before another player gets to play that position once. Teams will meet twice per week as indicated on schedules: a) Weeknights will be full practices for both teams. No games shall be played. Coaches will share the field and split infield time. Coaches can practice with both teams combined if both coaches agree and especially if there are fewer players at a practice session. Coaches are FORBIDDEN from agreeing to turn practices into games or scrimmages as the emphasis is on teaching baseball skills. b) Regular games will take place on all Saturdays following the game format above.
18. The weekday practice and Saturday pre-game practice time is THE most important element of the program as the players need to learn baseball skills. Coaches are not allowed to “agree” to shorten the practice time. In addition, coaches should follow the prescribed practice plan designed by ABL. Contact the Division Coordinator with questions. 19. ABL follows the official Little League rules about the type, size and weight of baseball bats that are allowed and it is the coach's job (since there are no umpires) to enforce those rules. If a bat violates those rules, the player cannot use the bat and should return to the dugout to get a different bat; that player will not be called out. MINOR DIVISION RULES – 2017 SPRING PLEASE WORK ON PITCHING AND CATCHING ALL YEAR WE ENCOURAGE OUR COACHES TO ARRIVE 20-30 MINUTES PRIOR TO SCHEDULED TIMES The Minors Program has been specifically designed by ABL to transition the players away from teeball and into baseball. Please keep in mind that the primary goal of the Minors Program is to provide the players with both instruction and actual playing time. Opportunities to swing the bat and make plays in the field take priority over winning and losing games. Coaches are expected to read, know and follow these rules. There is to be no deviation whatsoever. Any coach failing to follow these rules is subject to removal from coaching, at ABL’s sole discretion. If there is a question of interpretation, coaches must contact the Division Coordinators or League Commissioner for clarification. ** Practices will be on Saturday (2pm) and Monday afternoons (time TBD) starting April 1 and ending May 8. As of May 17, there are no scheduled practices, as games will be played on both Mondays and Saturdays. Coaches are FORBIDDEN from agreeing to turn practices into games or scrimmages as the emphasis during practice is on teaching baseball skills, not competing in games. Coaches are encouraged to avail themselves of any and all practice outlines as described on the ABL web site. Each division has a well-planned practice schedule and we encourage you to take advantage of it. For practices, teams will share the field and combine teams when appropriate. Players shall practice in practice stations. Practice questions should be directed to the Division Coordinator. Weekday practices shall follow the exact format designated by ABL guidelines. Players are not allowed to TOUCH a baseball or bat before a COACH arrives. **Coaches are encouraged to teach bunting during practices. Bunting, base running and defensive strategies must be taught at this level. However, there will be NO bunting in games. **Coaches shall be allowed to stop the game for brief instruction to both teams regarding current situations or to instruct regarding the previous play. These stoppages shall last no more than 30 seconds. Defensive coaches are not allowed on the field of play unless a stoppage has been called. **Umpires shall be assigned for the full season for all games.
Pitching Rules: 1.
A pitcher may pitch no more than two (2) innings in a game. This rule is in effect throughout the entire season. For any double headers, pitchers can throw no more than 2 innings per game and no more than a total of 3 innings in a day. If a pitcher throws one or more pitches in a game, one full day of 10
rest is mandatory, however, pitching in a double header is allowed in accordance with the 2 innings per game / 3 innings per day rule noted above. 2. A pitch count shall be kept for all pitchers. A coach or designated parent volunteer will keep a pitch count on both teams’ pitchers. No pitcher shall throw more than 50 pitches in a game or more than 75 pitches in any 7 day period. The pitch count restriction shall supersede the innings pitched rule. Pitch Count: Coaches, or an appropriate delegate (responsible parent or coach), shall keep pitch counts on all pitchers for their own team and the opposing team. After each half inning, the head coach shall certify his team’s pitch count and the opposing coach can ask to verify the count if he so chooses. If the inning count limit has not been reached, the pitch count rules shall supersede the innings pitched rules. That is, once a pitcher reaches the pitch count threshold for the game and/or week, he/she SHALL BE REMOVED from the pitching position. If a pitcher reaches the limit imposed for his/her league age while facing a batter, the pitcher may continue to pitch until that batter reaches base or is put out. If the pitcher reaches the limit imposed on his/her last pitch to a particular batter, the pitcher must be removed before delivering a pitch to the next batter. If the innings maximum is reached before the pitch count limit, the player shall be removed from the pitching position. If a pitcher hits 3 batters, then a new pitcher must be inserted into the game. 3. THERE ARE NO WALKS ALLOWED! IF A PITCHER THROWS FOUR BALLS TO A BATTER, THAT BATTER WILL NOT WALK. INSTEAD, A COACH FROM THE BATTING TEAM WILL THEN PITCH TO THE BATTER. THE STRIKE COUNT WILL CARRY OVER FROM THE CHILD PITCHER TO THE COACH PITCH BUT THE BALL COUNT BECOMES IRRELEVANT AND THE BATTER CANNOT WALK. THE COACH WILL PITCH TO THAT BATTER UNTIL THE BATTER STRIKES OUT OR THE BALL IS PUT INTO PLAY. AT THE CONCLUSION OF THE AT-BAT, THE CHILD PITCHER WILL RETURN TO PITCHING. WHEN A COACH IS PITCHING, THERE ARE NO “LOOKING” STRIKES, ONLY SWINGING STRIKES. 4. One pitch thrown in an inning constitutes an inning pitched. There are no thirds of an inning. 5. Innings pitched in games called because of rain or darkness and not considered official will count as innings pitched. 6. Once a pitcher is removed from a game, he may play another position, but may not return at a future point in the game as a pitcher. 7. The strike zone is from the nose to the knees and over the plate. 8. When warming up pitchers, players must wear a face mask with throat protector attached.
Playing Time: 1. All players present and physically fit must play at least three innings in the field unless the game has been shortened by weather or darkness. 2. There is FREE SUBSTITUTION in the field. 3. It should be encouraged that if a player did not start a game in the field, he should start in the field in the next game. nd 4. No player should sit 2 innings in a row. All players should have played in the field by the 2 inning. Coaches shall plan defensive assignments so players rotate equally between infield and outfield on an equal basis. No one player shall be allowed to play the same “skill position” every inning. The skill positions should be rotated amongst all players. A player can only play the same position in a game for at most 2 innings, however a coach may use their discretion in extending this rule 3 innings for 1B and Catcher ONLY while considering the following factors: safety of the players, fairness to all players on the team and speed of gameplay. All players should be encouraged to try pitching and catching several times. If after trying those positions on more than one or two occasions they are not comfortable doing so, that is ok. Do not force a player to, but encourage them to try it. 5. No player can complete three innings in the field until every player has played at least one inning in the field. 6. There will be no defensive coaches in the field of play. THEY MUST REMAIN IN THE DUGOUT. 7. 3 outs or a full turn in the batting order constitutes an inning.
Batting Order:

1. The head coach will establish a batting order at the beginning of the game. Opposing head coaches should exchange line-ups at the beginning of the game. 2. Full roster batting. All players will be in the batter order which will be consistent for the entire game. If a player leaves or is injured during the game, his vacant spot in the order will not constitute an out. 3. Base running: A runner will automatically be called out if he does not slide or attempt to get around a fielder who has the ball waiting to make a tag. Head-first slides are not allowed except when going back to a base. One base ONLY on an overthrow. 4. There is no stealing or leading. In the Field: 1. All teams will field at least 8 players and no more than 10 players. If 10 players are used, there will be 4 outfielders. The outfielders must start each pitch in the outfield, but can come in to cover a base once a ball is put in play. 2. All players must play a minimum of 3 innings in the field. 3. There is open substitution in the field. 4. Everyone is to play equal field time throughout the season and with equal infield and outfield play except for pitchers and catchers. General Rules: 1. There will be an umpire behind the plate. The plate umpire is in charge. Umpires may not be questioned or confronted on judgment calls (balls, strikes, safe, out, etc.). In a situation involving a question of rules, the play may be discussed CALMLY with the umpire. 2. Players are not allowed to TOUCH a baseball or bat before a COACH arrives. During games, players should not take any “warm-up” swings, except when they are at the plate. Players can only touch or hold a bat when they are “up to bat” (not “on-deck”). All players for a batting team, including “on deck” players, must remain in the dugout AT ALL TIMES while a player is in the batter’s box. A pitcher may not pitch until all players from the batting team other than the player at bat are in the dugout. If the batting team fails to comply and causes an excessive delay in the game, the umpire may call the batter out, solely at the umpire’s discretion. 3. During games, coaches are not allowed on the field (except the two base coaches). 4. A team may begin play with as few as 8 players. If a team has less than 8 players, the regular game is called and forfeited. In this case, the coaches from both teams are encouraged to have a practice game or scrimmage using balanced teams with players from both squads. Have fun! 5. All games are scheduled to be six innings. Extra innings are allowed. However, there is a two (2) hour time limit to all games. A new inning may not be started after an hour and forty-five minutes into the game. 6. A protest involving playing rules must be resolved or lodged before the next pitch or play. 7. The infield fly rule will NOT be in effect. 8. No balks will be called. 9. All other rules, as contained in the official Little League Rule Book, will be in effect. 10. A legal completed game is considered 4 innings. (Three and one-half if the home team is winning th when it’s their time to bat in the 4 inning.). 11. The “10 Run Rule” will be in effect. If a team is ahead by 10 or more runs after 4 innings (3 ½ innings if the home team is 10 runs ahead), the game is complete. 12. WE ENCOURAGE OUR COACHES TO ARRIVE 20-30 MINUTES PRIOR TO SCHEDULED TIMES **For the first half of the season, weekdays shall be full practices. No games shall be played on weekdays. Teams will share the field and combine teams. Coaches are FORBIDDEN from agreeing to turn practices into games. Players shall practice in practice stations. Saturdays shall be regular games. The second half of the season shall be games on weekdays and weekends. Weekday practices shall follow the exact format designated by the League Coordinator per ABL policy. A pitcher may pitch no more than two (2) innings in a game. No player may pitch more than 6 innings in seven consecutive days. This rule is in effect throughout the entire season, including the playoffs. For double headers, pitchers can throw no more than 2 innings per game and no more than a total of 3 innings in a day. If a pitcher throws one or more pitches in a game, one full day of rest is mandatory, however, pitching in a double header is allowed in accordance with the 2 innings per game/3 innings per day rule noted above. A pitch count shall be kept for all pitchers. A coach or designated parent volunteer will keep a pitch count on both teams’ pitchers. No pitcher shall throw more than 75 pitches in a game or more than 100 pitches in any 7 day period. The pitch count restriction shall supersede the innings pitched rule. Pitch Count: Coaches, or an appropriate delegate (responsible parent or coach), shall keep pitch counts on all pitchers fort their own team and the opposing team. After each half inning, the head coach shall certify his team’s pitch count and the opposing coach can ask to verify the count if he so chooses. If the inning count limit has not been reached, the pitch count rules shall supersede the innings pitched rules. That is, once a pitcher reaches the pitch count threshold for the game and/or week, he/she SHALL BE REMOVED from the pitching position. If a pitcher reaches the limit imposed for his/her league age while facing a batter, the pitcher may continue to pitch until that batter reaches base or is put out. If the pitcher reaches the limit imposed on his/her last pitch to a particular batter, the pitcher must be removed before delivering a pitch to the next batter. If the innings maximum is reached before the pitch count limit, the player shall be removed from the pitching position. If a pitcher hits 3 batters, then a new pitcher will be inserted into the game. Intentional Walks ARE NOT ALLOWED One pitch thrown in an inning constitutes an inning pitched. There are no thirds of an inning. Innings pitched in games called because of rain or darkness and not considered official will count as innings pitched. Once a pitcher is removed from a game, he may play another position, but may not return at a future point in the game as a pitcher The strike zone is from the top of the shoulders to the knees and over the plate. When warming up pitchers, players must wear a face mask with throat protector attached. Before each game, opposing managers must inform each other of all players who have pitched any innings in the prior seven days as well as the pitch counts. If a team fails to obtain such information, it may not have grounds to protest the use of an ineligible pitcher. Any violation of these pitching rules shall result in a forfeit of the game in question. A second violation shall result in a forfeit and a two game suspension for the coach. Subsequent violations shall result in a forfeit and the suspension of the coach for the remainder of the regular season and playoffs. At the end of each game, the opposing managers shall present the ABL Pitching Form to each other for signatures. This form shall certify the number of innings pitched and pitch count for each pitcher in the game just concluded. This form must be available for review by the opposing coach at each game. Pitching forms will be randomly checked by ABL Board Members. Incomplete or unsigned 14
forms may be considered a violation of the pitching rules. This form shall constitute the only proof of innings pitched by a player. Playing Time: 1. All players present and physically fit must play at least three innings in the field and bat at least once in each game, unless the game has been shortened by weather or darkness. 2. There is FREE SUBSTITUTION, however, a player may not be held out of a game for more than 1 inning consecutively. Given the size of the rosters, a player can miss no more than 3 innings per a regular 6 inning game. 3. If a player did not start a game in the field, he MUST start in the field in the next game. 4. No player will substitute twice before all other players substitute once (or three times before all other players substitute twice, etc.). Batting Order: 1. The manager will establish a batting order at the beginning of the game. Opposing managers should exchange line-ups at the beginning of the game. 2. THERE WILL BE FULL ROSTER BATTING. 3. Base running: A runner will automatically be called out if he does not slide or attempt to get around a fielder who has the ball waiting to make a tag. Head-first slides are not allowed except when going back to a base. 4. There is no leading until the ball crosses home plate, but players will be permitted to steal SECOND AND THIRD base. STEALING OF HOME IS NOT PERMITTED 5. THERE WILL BE NO MORE THAN ONE TURN AROUND THE BATTING ORDER IN AN INNING. ****EXCEPT IN THE PLAYOFFS. SEE RULE UNDER CHAMPIONSHIP FORMAT. Once the team has "batted around" and the last batter is put out or safely reaches any base he/she attempts, the inning is over. All runs scored as a result of the last batter’s actions shall count. In the Field: 1. All teams will field at least 8 players. 2. All players must play a minimum of 3 innings in the field. 3. Everyone is to play equal field time throughout the season including equal time between infield and outfield positions. No one player is an infielder or outfielder solely. General Rules: 1. There will be an umpire behind the plate. The plate umpire is in charge. Umpires may not be questioned or confronted on judgment calls (balls, strikes, safe, out, etc.). In a situating involving a question of rules, the play may be discussed CALMLY with the umpire. 2. During games, coaches are not allowed on the field (except the two base coaches). 3. Players are not allowed to TOUCH a baseball or bat before a COACH arrives. . During games, players should not take any “warm-up” swings, except when they are at the plate. Players can only touch or hold a bat when they are “up to bat” (not “on-deck”). 4. A team may begin play with as few as 8 players. If a team has less than 8 players, the regular game is called and forfeited. In this case, the coaches from both teams are encouraged to have a practice game or scrimmage using balanced teams with players from both squads. Have fun! 5. All games are scheduled to be six innings. Extra innings are allowed. However, there is a two (2) hour time limit to all games. 6. Innings Count: A player may pitch in a maximum of 4 innings in a game and seven (7) innings in one calendar week. The pitching week shall begin each Monday and go through the following Sunday. The prescribed rest periods shall supersede and cross over the pitching week. Delivery of one pitch shall constitute an inning pitched. One calendar days rest is mandatory between games. If a player pitches in 4 or more innings in a double header situation, then three (3) calendar days of rest must be observed. Once a pitcher is removed as a pitcher he/she may not return as a pitcher 20

The ABL Commissioner and/or his/her delegates shall spot check these forms throughout the season and will discipline coaches for violations. ABL takes these pitching rules very seriously. The rules are based upon guidelines from Little League Baseball and USA Baseball and are designed for the arm health of youth baseball players. Your complete cooperation is requested in observing these rules. All coaches are expected to place the health of their players above success as measured by wins and losses.
Playing Time: 1. All players present and physically fit must play at least 3 innings in the field, and bat at least once in each game, unless the game has been shortened due to weather or darkness. 2. There is no free substitution! A player cannot be substituted for unless he has completed 3 innings. Re-entry by a starter is permitted (into the same spot in the batting order) in the event a game goes into extra innings. 3. No player will substitute twice before all other players substitute once (or three times before all other players substitute twice, etc.). Batting Order: 1. The manager will establish a batting order at the beginning of the game. Opposing managers should exchange line-ups at the beginning of the game. 2. The batting order will be 10 players. The tenth position will be an extra hitter (EH) who can bat anywhere in the line-up, and must play the entire game as the EH. The EH cannot play the field in the first inning but thereafter is allowed to play in the field for any other player who is playing the whole game. The EH can play no more than one inning for another player. He/she then must 21
play in the field for another player. The EH may not play in the field for a player who will be a substitute (playing only part of the game). 3. Substitutes are allowed to re-enter the line-up in extra innings. They must re-enter in the same batting order position that they vacated. 4. ABL follows the official Little League rules about the type, size and weight of baseball bats that are allowed and it is the umpire's job during the game to enforce those rules. If a bat violates those rules, the player cannot use the bat and should return to the dugout to get a different bat; that player will not be called out. All teams must field at least 8 players. Coaches will be allowed only on the coaching lines. All players must wear complete uniforms to every game. No metal cleats allowed! Catchers must wear cups and must wear full catcher’s gear when warming up pitchers on the sidelines. In addition, a spotter must be used.. There will be no throwing of bats or equipment. At the first occurrence a warning will be issued, at the second offense the player will be ejected. Base paths are to be 90 feet. Pitching mound is to be 60 feet 6 inches from home plate. For the first game of the season, leading is allowed, but stealing is not allowed. Runners may not advance on a passed ball or wild pitch. Runners may not advance on an attempted pick-off even if the ball “gets away” from the fielder. The purpose is to teach pick-off moves. After the first game of the season, leading and stealing are allowed.
General Rules: 1. All games will be single 7 innings, unless called at the discretion of the umpire. THE DOUBLE HEADER WILL BE 6 INNINGS PER GAME. A legal completed SINGLE game is considered 5 innings (or 4 ½ innings if the home team has the lead) AND 4 INNINGS OR 3 ½ if the home team is leading for doubleheaders. There is a 2 ½ hour time limit per SINGLE game and a 2 HOUR PER GAME IN A DOUBLEHEADER. 2. All games must begin promptly. Any game not started within 15 minutes of the scheduled start time, due to the fault of one of the teams, will be forfeited. 3. A protest involving playing rules must be resolved /lodged before the next pitch or play. 4. The infield fly rule will be in effect. 5. All other rules, as contained in the regulation Senior League Rule Book, will be in effect. 6. In case of bad weather or poor field conditions, the Umpire in Chief will make a decision on whether to play. Once a game begins, the decision is in the hands of the umpires. 7. The Division Coordinator is in complete charge of the Senior Division. He will settle all disputes and rule interpretations not resolved by the Umpire in Chief. th 8. A single game which does not reach the fifth inning (or 4 inning for doubleheader) must be replayed in its entirety. 9. In case of a tie game, which must be continued at a later time, the same team at the time of the fifth inning must be on the field to start the extended game. 10. Each team must supply two balls a piece for each game. 11. Prior to the game, the head umpire will determine the Head Coach, and will refer to only him during any discussion which may arise during the game. 12. A runner will automatically be called out if he does not slide or attempt to get around a fielder who has the ball waiting to make a tag. Head-first slides are also not allowed except when going back to a base. 13. Managers are asked to keep spectators a safe distance from the playing field. Be careful that equipment, players and spectators do not interfere with game. 14. If a game is forfeited through insufficient number of players, the opposing team will supply enough players to bring the other team to 8 players, and a game will be played, which will not count in the standings. This game will be for fun. 15. Remember - the kids are playing to have fun as well as improve their skills. Let’s all act as adults, and not stress the “win at all costs” atmosphere. 22
16. Illegal bats shall result in ejection of the player and the bat will be removed, with all runners returning to the bases they occupied prior to the illegal at bat 17. Use of metal cleats shall result in a warning and the player must immediately change to rubber cleats immediately. Otherwise the player will be removed from the game and a substitute inserted. A second occurrence in the same game shall result in an immediate ejection. Championship Format: 1. Final regular season standings are determined by best overall record (ignoring any ties), then if necessary head to head record, then if necessary by a coin toss. Playoff format will be determined by ABL Board. It shall be a playoff or play through with byes and best seeding favoring teams with best record in each round. 2. To be eligible to play in the playoffs, a player must have played in at least 50% of regular season games. Any appeal of this rule must be approved by a majority of the ABL board. Exceptions may be made for valid medical reasons. 3. During the playoffs there is no equal playing time rule for players, but each player must play a minimum of 3 innings in the field and bat at least once in every game.
Lightning and Thunder: Upon HEARING THUNDER, all players, spectators, coaches and officials must immediately leave the field and go into an automobile or a substantial building (not dugouts or gazebos). The game cannot resume until 30 minutes has passed after hearing the last sound of thunder. DO NOT wait until you see lightning to stop the game. Games must be stopped and safe cover sought when the first sound of thunder is heard. This is the official policy of Little League Baseball as advised by NOAA.
