Basketball Rules and Regulations 2018 Division 2 (5th & 6th Grade) and Division 3 (3rd & 4th Grade) ALL RULES NOT COVERED WILL BE COVERED AND INTERPRETED BY THE REFFEREES AND GYM OFFICIALS • • • • • •
No full court press is permitted at any time Both man to man or zone defenses are permitted May double team on the ball only Only team fouls are kept, players do not foul out (Players may be taken out of the game for a short time period by the referee for excessive fouling) Free throws may be shortened to 10-12 feet (Division 2 & Division 3) at discretion of the referee A team may start a game with 4 players with no penalty. It will be a 4 on 5 situations (unless the coaches agree to go 4-on-4).
Game Time Division 2 games will be four 7 minute quarters. Division 3 games will be four 6 minute quarters. • There will be a Running clock until the last 2 minutes of the half. (2nd and 4th quarters) Stop clock in last 2 minutes of half on every whistle. There is no stop clock if a team has a lead of 15 points or more during the last 2 minutes of the game. • There will be a mandatory stop of the clock at the halfway mark for substitutions. This will be the only time you can make a substitution. (Exceptions will be made by the Officials in case of injuries) Players Allotted Time of Play Players must receive their allotted playing time of two periods during the game. •
All players must be allowed to play a full half (minimum of 2 quarters with a maximum of 3 quarters), whether in 3 1/2 minute rotations (Division 2), or 3 minute rotations (Division 3), or playing a full quarter.
Tournament Player Allotted Time of Play: • All players must be allowed to play a full half (minimum of 2 quarters with a maximum of 3 quarters), whether in 3 1/2 minute rotations (Division 2), or 3 minute rotations (Division 3), or playing a full quarter. Technical Fouls: The Ref may assess a technical foul against a player, coach, or parent/spectator (to be assessed against a player’s team) for any act of unsportsmanlike conduct the Referee feels warrants the situation. Technical Fouls are automatic two free throws and possession of the ball. Two technical fouls in a game result in a player or coach’s disqualification. Any player or coach who is disqualified from a game for poor conduct will automatically be disqualified from the next contest. Repeat violations (or serious first time violations) can result in disqualification from the league. If a game is called or ended by a referee, then the team that is the cause of the ending of the game will forfeit. The score will be 2-0 in favor of the team that was not forfeited. Mercy Rule If any team has a lead of 20 points or more, these rules take effect: • No press of any kind • Must play zone defense within the three-point line. • After a steal or rebound, first pass must be in the backcourt. No fast-break baskets. • Once a team gets back within ten points, play will revert to normal. BGCSCC Uniforms: All BGCSCC players must play in the jerseys provided for each team. Teams will receive technical fouls (the opposing team will get two free throws) at the beginning of the game when a player or players play without a provided jersey. HOME TEAM is listed second on the schedule and will be wearing white. VISITING TEAM is listed first and will be wearing blue. Sportsmanship It is the obligation of coaches, players, administrators, volunteers, and other representatives of the BGCSCC to practice the highest principles of sportsmanship and to observe the ethics of competition. Good sportsmanship is defined as qualities of behavior, which are characterized by courtesy and genuine concern for others. The display of good sportsmanship is a statement of the individual's understanding and commitment to fair play, ethical behavior and integrity.
Coaches’ Ethics The coach must be aware that they can be either a positive or a negative influence upon the development of the athlete. In all of his personal contacts with athletes, officials, parents, the media, and the public, the coach shall strive to set an example of the highest ethical and moral conduct. In keeping with that goal, the following ethical guidelines should be observed by all coaches: 1. The coach shall never place the value of winning above the value of instilling the highest desirable ideals of character. 2. The coach must always consider the personal safety of the athlete. 3. The coach shall be thoroughly acquainted with the rules and regulations of competition, and shall be responsible for their interpretation to team members. The coach shall not try to seek an advantage by circumventing the spirit or letter of the rules. 4. Game officials shall have the respect and support of the coach. The coach shall not indulge in conduct which will incite the players or spectators against the officials. Public criticism of the officials or players is unethical. 5. The coach should respect his opponents, display gracious behavior during competition and require his players to conduct themselves in similar fashion. Before and after the contest, rival coaches should meet and exchange friendly greetings to set the correct tone for the event 6. Coaches shall actively use their influence to enhance sportsmanship by spectators. 7. The coach shall take an active role in the prevention of drug, alcohol and tobacco abuse, and shall, under no circumstances authorize their use. 8. The coach must recognize the importance of the athlete's academic development and promote the proper balance between athletic and academic activities. 9. For any infraction of the above guidelines, technical fouls may be awarded. In some cases this may result in forfeiture of the game. In addition, said coach may be suspended for one or more games. Event Operating Rules The Official Operating Rules will be the National Federation of State High School rules for the current year as modified by this rule book. GENERAL RULES Standard rules and regulations for all divisions. Official 2016-2017 National Federation High School Rules will apply except as noted here:
REGULATION GAME a) Four 7 minute quarters (Division 2), four 6 minute quarters (Division 3). b) Three minutes for overtime periods. c) After two overtime periods, the game will be called a tie. d) One minute between quarters and six minutes between halves. e) Only team fouls will be kept. f) Five seconds in the lane for Division 2 and Division 3. g) Can play man-to-man or zone defenses. h) Three full time-outs and two thirty second time-outs per game. One additional full time-out per overtime. i) Jump ball to begin game and overtime, only. j) Three (3) point shot are allowed.
No FULL COURT PRESS When any team is ahead by twenty points or more in any quarter of a game, the MERCY rule will apply. This is for all ages. No full court presses allowed in any division. After a defensive rebound is secured by a player the defense must then drop back to the half-court line. BENCH PERSONNEL During league play, except for players, a maximum of two adult coaches are allowed on the players’ bench, no other adults or minors. COACHES Any coach who receives two direct or three indirect technical fouls in a game or is ejected from a game for any reason, will be suspended for the next regularly scheduled game. Second time offenders will be suspended for the remainder of the season. All unsportsmanlike technical fouls are assessed to the head coach. GYM SUPERVISOR The gym supervisor is in charge of the gymnasium. The person in charge has the authority to ask anyone to leave the building. Failure to do so (subject to review by the BGCSCC Staff) will result in that person being barred from the program, and the game will be forfeited. PROTESTS If a coach feels there is an incorrect interpretation of the rules, it must be put in writing and given to the Coordinator so that proper interpretation can be made. The name of the official should be given on the written complaint so that he can be informed of the correct interpretation. All written complaints must be signed by the person filing the complaint. Judgment calls should not be construed to come under rule interpretation.
HECKLING Heckling officials, coaches or players will not be permitted. A technical foul will be assessed to players and coaches. Spectators will be warned by officials and coaches the first time. The second offense will be a technical foul and the individual will be asked to leave the building. PROFANITY No profanity of any kind is allowed before, during or after a game. A two shot technical foul will be assessed. Profanity should not be used in talking to players or directed to the official. In other words, profanity has no place in this type of program.

Added Ruling (2017): In all Divisions, players will be ranked by skill level from 1-10. 1-3 will be group A, 4-6 will be group B, 7-10 will be group C. When a player is not present for a game, you can play any player from the same group or lower. All playing time will still need to be a minimum of 2 quarters with a maximum of 3 quarters. Initial rankings will be based on draft order, followed up by a re-ranking after the first two games. Draft order and rankings are to be kept confidential between coaches and referees.
