Basketball Rules and Regulations All rules are based on the National Federation of State High School Associations Basketball Rules Book. Modifications are made by Old Dominion to best suit our needs.

Player Eligibility Below are the guidelines that participants must follow in order to be eligible to play in ODU Intramurals.



ODU Undergraduate/Graduate students: enrolled continuously in 3 credit hours at ODU are eligible for intramural competition.



Faculty and Staff: Must have a valid membership to the Student Recreation Center to be eligible for intramural competition. *Note: Spouses of all part-time/full-time faculty and staff are NOT eligible to participate.



Current Sport Club members: Players listed on a sport club roster with the Recreation and Wellness office are limited to two players (2) per single gender team roster, (3) for Co-Rec Roster and are ineligible for individual/dual activities in his/her related sport. Club Members are defined as individuals who meet any one of the following criteria:  Name appears on sports club team roster during the academic year.  Signed a participation waiver and is actively participating in club functions.  Actively participating with the club during their season.







EVMS Students: Starting in May of 2014 EVMS Students are now required to purchase a semester membership and pay an additional fee to participate in ODU intramural events. They must purchase both the membership and pay the fee to be eligible. Current members of ODU varsity roster: These students are not eligible to participate in that same sport or a related sport for that academic school year.  Individuals who are trying out for an intercollegiate team but who are not on a permanent roster will be permitted to participate until they are placed on a permanent roster, at which time, they are ineligible.  Red shirted athletes or anyone who practices with a team regularly but does not participate in intercollegiate competition will not be eligible to play that same or related sport.

Former Varsity Athletes: Any athlete from any institution will be ineligible to compete in that sport for the current academic school year. Such individuals are limited to one player per team roster.

Other Eligibility Requirements:   

Players must be on the IMLeagues.com/odu roster at game time to be signed-in. Players CANNOT leave a team once they’ve played a game for that team. A player can only play for one (1) single gender team, one (1) co-rec team within a single sport season, and one (1) Greek League team. o Penalty: Any game(s) in which the illegal player has participated in will result in a FORFEIT.

Professional Athletes: Those participants with professional rank will be ineligible for five (5) years from the date professional career ended. (This does not include try-outs for a professional team).

 

Alumni/Former Students Community Members with Valid SRC Membership

Gender Identity Policy When creating an account on IMLeagues.com, all participants are asked to declare a gender identity of either female or male. If a participant chooses to change that gender identity after their account is created, they must do so prior to being on site for a game. *Intentional misuse of this policy to gain a competitive advantage will result in an immediate suspension from all Intramural Sports programs for 1 year and the student(s) involved will be referred to The Office of Student Conduct and Academic Integrity for further disciplinary action.* Player Eligibility Protests The eligibility of an opposing player, or roster, can be made at any point prior to the game and within 24 hours after the game ends. If the protest is upheld, the offending team will forfeit the game. *Player Eligibility Protests during Playoffs/Tournaments If the eligibility protest is made prior to the game taking place, the protesting team will be allowed to advance in the tournament if the protest is upheld by the Assistant Director of Intramural Sports. If the protest is made after the game, neither team will not advance if the protesting team lost the contest if the protest is upheld. *Protests are a means of ensuring fair play but are not meant to be used as a loophole for losses.*

I.D. Policy All Participants must show a valid University ID card at the time of player check-in. Without the University ID Card, you will not be allowed to play. If a participant uses an I.D. that does not belong to them, they will be suspended from participation. Intramural Managers and Officials can ask for identification at any point to ensure fair play and to document any issue. Failure to properly identify yourself, by providing a false name, UIN, or other information will result in sanctions against your and possibly your entire team.

Facilities All games will be played on 2 courts in the main gym of the SRC.

Start Time Policy The time listed on IMLeagues.com is the start time for your game. If your team does not have the minimum number of players required to start the contest at that time your team will forfeit.

Forfeit Policy  The Forfeit Fee of $25 will be charged if a team forfeits a game regular season or post-season play. If a team

knows they will not have enough players for their scheduled game, they must call the Recreation and Wellness Office by 12pm the day of their game; this will result in a default, instead of a forfeit and your team will not be charged the Forfeit Fee.  If a game is scheduled on Saturday or Sunday, notice of cancellation must be provided by Friday 4pm.

*If a team has 2 Forfeits in one season, they will be removed from the league for the remainder of the year.*

***Payment will be due (1) Week after the date of your Forfeit. Failure to make payment will result in an indefinite suspension on IMleagues.com and/or a hold being placed on your University Account. All Payment can be made at the Student Recreation Center, Pro Shop via Cash/Check/Visa/Mastercard.*** A Forfeit Constitutes As:  Not Providing Proper Notice Of Cancellation (See Above Policy)  No-Show To A Scheduled Contest  A Team Does Not Have The Minimum Number Of Players Required To Start The Game.  (2) Defaults (Default = Providing Proper Notice Of Cancellation)

Game Time and Time Regulations  All games will consist of two 20 minute halves with a running clock. Half-time will be no longer than 5

minutes. During the first half, the clock will be continuous for the first 18 minutes but it will stop for all whistles in the final 2 minutes. During the second half, the clock will stop in the final 2 minutes on all whistles.  Each team shall be allowed 3 time outs per game, each lasting 30-60 seconds.  If a team is down by 30 or more with 5 minutes remaining in the game or 50 points at any time in the 2nd half, the game will be called a mercy.

Overtime Procedure  No overtime will be played for regular season games.  Overtime will be played for all games that finish regulation tied. The first overtime period will be 3 minutes

with the clock stopping in the last 2 minutes of the period. Each additional overtime will be 3 minutes long, with the clock stopping in the last minute.  Teams will be given 1 additional timeout every overtime period. No time outs will carry over from the end of regulation or the previous overtime.

Intramural Sports Level’s and Leagues  “Men’s”- Teams in this league are comprised of all male participants  “Co-Rec”- Teams in this league will be comprised of both female and male participants. Each sport will have a description for the number of female and male members.  “Women’s”- This league is reserved for female participants only. Sororities will play in this league.  “Greek”- This league is open to fraternities. Each fraternity will be allowed more than 1 team if they have the appropriate number of players.  “Residence Hall Leagues/Tournaments”- These leagues or tournaments are for students that live on campus. The team must be the name of the Residence Hall. (ex. England Hall Floor 3)  Each League may be separated into smaller leagues based on skill level. o “A” League- This league is highly competitive in nature and advanced in skill o “B” League- This league is competitive and moderate in skill (Most teams will fall in this league) o “C” League- This league is for teams and participants that want to play for fun and have lower skill levels

If a team participating in the B or C league wins all of their regular season games, with an average margin of victory equal to or greater than the mercy rule for that given sport, that team will AUTOMATICALLY be bumped up 1 division for tournament play. Conversely, if a team loses all of their contests, with an average margin of victory equal to or greater than the mercy rule for the sport, that team will have the OPTION to move down 1 division.

The Team/Players  A team will consist of 5 players. A team may start play with 4 players. Play must start if four players are present. A Team must have 4 players to finish the game. If a team drops to 3 players, regardless of the circumstance, that team will forfeit and the game will be declared over at that time. o CO-REC: A team will consist of at least two males and two females. A complete team may have 2 males and 3 females. If the team does not have the required number of players at game will be declared a forfeit.  One non-playing coach will be allowed on the bench. All other non-players must be in the designated spectator area. Coaches must remain in the immediate area of the bench; they cannot walk the length of the sideline. Team captains are responsible for their team’s as well as fans’ behavior.  The non-playing coach will NOT be recognized when it pertains to time-outs. Only those players on the court may request a time-out.  Valid ODU ID Cards are required for participation.  All substitutes must report to the scorer’s table, and wait for a dead ball in order to enter the game. Exceptions include injured players, players who foul out, or who are ejected. Substitutions that are not waved in by the official may be disallowed.  All Co-rec games will be played with a Women’s size basketball

Player Equipment and Uniforms  Head decorations, head wear, and jewelry are illegal. Only headbands no wider than 2 inches made of nonabrasive, unadorned, elastic, fiber, soft leather, pliable plastic, or rubber will be permitted during the course of the game. No bandannas, “do rags”, or baseball caps are allowed. Officials will advise team captains to inform their teams to remove all jewelry before the game. o Players will be warned by officials about illegal equipment, if they don’t remove the equipment, they will be assessed 1 TEAM Technical Foul.  All team members must wear the same colored shirt with A NUMBER. We encourage teams to purchase their own jerseys. T-shirts must be worn under all sleeveless jerseys provided by IM dept. The SRC won’t provide tape to create numbers. Each may only have 1 player with one number. However, Co-Rec teams can have players of different genders with the same number. (Example: Female #2, Male #2)  All players must wear non-marking, rubber-soled, close ended tennis or basketball shoes.  Games will be played with an IM game ball. This game ball will not be used during warm-ups. Recrea & Well will have a limited number of balls that can be checked out with an ODU card at the Pro Shop. Teams are advised to bring their own ball to warm up with.  Mouth Guards are strongly recommended for the safety of each participant.

Rules Section Jump Ball  A jump ball will be used to start the game and the overtime period and any subsequent overtime periods. All other jump ball situations during the game will be determined by alternating possession arrow.

Closely Guarded Rule  While closely guarded anywhere in the front court, holding or dribbling the ball for five (5) seconds will result in a violation. The ball will be given to the defending team. Note: A player can be “closely guarded” for about 12 seconds without a 5-second violation (4 seconds holding the ball + 4 seconds dribbling the ball + 4 seconds holding the ball again).

Personal Fouls  Personal fouls involve contact during a live ball, including when committed by or on an airborne shooter. PENALTY FOR PERSONAL FOULS: Awarding of one, two, three, four free throws when in the act of shooting, or a made basket or the ball for a throw-in to a player of the offended team.  No free throws for: o a common foul before the bonus rule is in effect o a double personal foul o a double technical foul o a player control foul  Two free throws awarded if the foul is flagrant, plus the ball for throw-in.

Technical Fouls A technical foul is awarded but is not limited to:    

A player touches the ball while in flight on a free throw A player calls time out when the team has none A player hangs on the rim for an excessive amount of time with no player underneath him/her. A player intentionally slaps the backboard while the ball is in flight toward the goal, causing a vibration on the rim and gaining an advantage.  A player reaches over the in-bound line and touches the ball while the opposing player is in possession of the ball.  In the official’s judgment a player is acting in an Unsportsmanlike manner (i.e. cursing, fighting, complaining, etc.).

Bonus Free Throws and Disqualification  When one team commits 7, 8, or 9 fouls during the half, their opponent will shoot the one and one bonus. On the 10th team foul during the half, their opponents will shoot two shots. Exception: Player control fouls.

 If an individual accumulates five fouls for the game, they are considered “fouled out” and a substitution must be made for that player. If there are no more substitutes available, the team must play with four players. If a player’s fifth foul brings a team to three players, then the game will be declared over.  A player will automatically be ejected after two (2) technical fouls are called on that individual. However, a conduct technical may result in automatic ejection and/or forfeiture of the game. A team committing three (3) conduct technical (i.e. fighting, cursing an official, etc.) shall receive a forfeit and a loss for that game.

Definitions Basket Interference  Occurs when a player: Touches the ball or any part of the basket (including the net) while the ball is on or within either basket; Touches the ball while any part of the ball is within the imaginary cylinder which has the basket ring as its lower base; Touches the ball outside the cylinder while reaching through the basket from below; pulls down a movable ring so that it contacts the ball before the ring returns to its original position. Blocking  Illegal personal contact which impedes the progress of an opponent with or without the ball. Closely Guarded  occurs when a player in control of the ball in his/her team’s frontcourt, is continuously guarded by an opponent who is within 6 feet of the player who is dribbling the ball. The distance shall be measured from the forward foot/feet of the defender to the forward foot/feet of the ball handler. It shall be terminated when the offensive player in control of the ball gets his/her head and shoulders past the defensive player. Continuous Motion  Applies to a try or trap for field goals and free throws, but it has no significance unless there is a foul by any defensive player during the interval which begins when habitual throwing movement starts a try or with the touching on a tap and ends when the ball is clearly in flight; If an opponent fouls after a player has started a try for a goal, he/she is permitted to complete the customary arm movement, and if pivoting or stepping when fouled, may complete the usual foot or body movement in any activity while holding the ball. These privileges are granted only when usual throwing motion has started before the foul occurs and before the ball is in flight; does not apply if a teammate fouls after a player has started a try for a goal and before the ball is in flight. The ball becomes dead immediately. Goaltending  Occurs when a player touches the ball during a field-goal try or tap while it is in its downward flight entirely above the basket ring level and has the possibility of entering the basket in flight, or an opponent of the free thrower touches the ball outside the cylinder during a free-throw attempt.  Opponents have their hands so firmly on the ball that control cannot be obtained without undue roughness. An opponent places his/her hand(s) on the ball and prevents an airborne player from throwing the ball or releasing it on a try. Traveling  Moving a foot or feet in any direction in excess of prescribed limits while holding the ball. Charging  Illegal personal contact caused by pushing or moving an opponent’s torso o A player who is moving with the ball is required to stop or change direction to avoid contact if a defensive player has obtained a legal guarding position in his/her path. o If a guard has obtained a legal guarding position, the player with the ball must get his/her head and shoulders past the torso of the defensive player. If contact occurs on the torso of the defensive player, the dribbler is responsible for the contact. o There must be reasonable space between two defenders or a defensive player and a boundary line to allow the dribbler to continue in his/her path. If there is less than 3 feet of space, the dribbler has the greater responsibility for the contact. o The player with the ball may not push the torso of the guard to gain an advantage to pass, shoot, or dribble.

Sportsmanship Sportsmanship Mission Old Dominion University and the Intramural Sports program are dedicated to promote and enforce positive sportsmanship among all ODU participants. Through each contest participants must portray fair play, respect for opponents, and intramural staff, as well as, graciousness in winning or losing. In order to encourage proper conduct during games, officials, managers, and administrative personnel will make decisions to warn, penalize and/or eject players, coaches, teams and/or spectators for poor sportsmanship. The decisions made by these individuals are final and will be reviewed by the Assistant Director of Intramural Sports. All captains are responsible for the conduct of their teams during an intramural contest. The sportsmanship rating can be affected by actions occurring before or after a contest.

Sportsmanship Criteria and Ratings Based on this philosophy, the following system will be used to evaluate a team’s sportsmanship during each contest by intramural sports officials and managers. Teams will receive a rating each game that will create an average at the end of the season. Teams in must have an average of 3.0 at the end of their regular season to continue play and be eligible for playoffs.

Excellent Sportsmanship: (5 points)     

Display absolute respect for opponents, officials, supervisors, and administrative staff. Accept all decisions by officials without question. Responsible for their actions and do not respond negatively. Encourage other to participate and do not segregate teammates. Teams recognize good sportsmanship among their team and the opponent. State positive comments of encouragement towards teammates and opponents. Show concern for an injured player, regardless of team. Accept a loss and congratulate the opponent on their success. Receive no warnings, ejections, yellow cards, unsportsmanlike penalties or technical fouls.

Good: (4 points)          

Mostly display respect for opponents, officials, managers, and administrative staff. Accept all decisions by officials with some questions. Responsible for their actions with some negative responses. Encourage others to participate and do not segregate teammates. State some positive comments of encouragement towards teammates and opponents. Show concern for an injured player, regardless of team. Teams accept a loss and congratulate the opponent on their success. May receive a warning, but displays good sportsmanship after the confrontation. Players curse at themselves in a low tone voice. Teams/players receive no ejections or technical fouls.

Average: (3 points) Note: All teams that request to cancel within 24 hours of their next contest will receive a 3.0 rating.         

Deny some responsibility for their actions with some negative responses. Do not encourage others to participate and segregate teammates. Show concern for an injured player, regardless of team. Accept a loss but, do not congratulate the opponent on their success. Received multiple warnings, multiple unsportsmanlike penalties or technical fouls, but no ejections.

Below Average: (2 points)          

Teams displayed no respect for opponents, officials, supervisors, and administrative staff Accept some decisions by officials with multiple questions Responsible for their actions with multiple negative responses Do not encourage others to participate and segregate teammates State no positive comments of encouragement towards teammates and opponents Players curse at teammates and opponents in a low tone voice Ignore an injured player, regardless of team Do not accept a loss and do not congratulate the opponent on their success Purposely strive to score as many points as possible to embarrass opponent Received unsportsmanlike penalties, technical fouls, or ejections

Unacceptable: (1 point) Note: Teams that forfeit through a no show will automatically receive a 1.0 rating. Teams that receive a player ejection will automatically receive this rating.

Sportsmanship Sanctions The intramural department contains the right to address all issues that pertain to sportsmanship issues. Players that are ejected from an event will receive an automatic one game suspension and will have to meet with the Coordinator of Intramural Sports. The captain of the team will have to attend this meeting to discuss the sportsmanship issue and the rating system. The intramural department also reserves the right to contact Judicial Affairs to resolve extreme disciplinary situations. All situations will be handling individually and sanctions may vary.

Alcohol and Tobacco Policy  Smoking, drinking, or using smokeless tobacco products at an intramural site will result in removal from facility site and sound.  Leaving the bench area and/or consuming an alcoholic beverage will result in an immediate ejection from the game.  Games may be forfeited if the participant’s unsportsmanlike conduct is due to the use of alcoholic substances either before or during the activity.
