Broome County Catholic Youth Organization, 86 Walnut Street, Binghamton 13905 2017-18 Girls & Boys Basketball Rules - Modified/JV/V Rules are subject to update on as-needed basis. Moderators will be informed of updates.
Rule 1: General The CYO Advisory Board is responsible for making recommendations for the betterment of the league and its design. The board meets, at a minimum, once prior to the start of the season, once during the season, and once after the season has ended. The CYO Executive Panel has the authority to enforce rules and make regulatory decisions for the league’s common welfare. All Rule Infractions are subject to penalty imposed by CYO Executive Panel which may include but not limited to forfeiture of games, exclusion from All Star and End of Season Tournament. The Panel will be comprised of, but not limited to, one Priest or Deacon, two
Catholic Charities Staff Members, one person from the community with basketball and/or CYO experience and the CYO Coordinator. 1. No current CYO moderator or coach may be on the Executive Panel. 2. All Executive Panel members will be notified of any issue brought before it, but a majority of members must be in attendance and/or vote before any decision is announced. 3. The Parish Pastor & moderator, Organization Exec. & moderator, have full authority over their team and have the right to enact any additional rule(s) which they deem necessary to achieve a successful program. Pastors and/or Organization executives will receive a copy (email and hard copy) of the CYO Rules prior to the start of the season. Pastors and/or Organization Executives will be informed (email and hard copy) of any issues or grievances as they pertain to their participating Parish and/or Organization and its effect on the League as a whole. 4. Grievances - Moderators are encouraged to address their concerns with each other and notify CYO of outcome. The Executive Panel will be asked to make a ruling if necessary. 5. All CYO Coaches (this includes Head Coach as well as any/all Assistant Coaches and Volunteers) must have a completed Coaches/Volunteer Registration Form submitted to the CYO Office before first game and must be certified in the mandatory Diocesan Virtus Training. This is mandatory for all Parish as well as Community teams participating in the League. A copy of Virtus verification must be submitted to the CYO office for all involved with CYO teams. Rule 2: Definition of Teams 1. Team Levels are defined as follows: Modified:
7th & 8th Grade
Jr. Varsity:
9th & 10th Grade

Exceptions regarding the definition of Team Levels, i.e. player playing up or down a level, based on their grade, must be approved prior to the submission of the team’s final roster. A grade-appropriate parishioner player should not be cut to make room for any player requesting to play either up or down a level.
Exceptions will be reviewed by Exec. Panel using
previous playing experience, ability, physical size, etc. on a case by case basis. For exceptions, email
[email protected] with particulars. NOTE: Rule 5-11, Rosters – Ineligible Players - shall be enforced regarding this rule. Rule 3: League Divisions The CYO Regular Season League is one Division. However, for the End of Season Tournament/Play Offs, the League will be divided into two Divisions. Top half plays in one round robin tournament, lower half plays in another. Rule 4: Player Eligibility 1.
A parishioner player must play for the parish in which his/her parents were registered as of September 1, 2017. If a player’s home parish does not sponsor a team and the player is to be noted as a parishioner on a different parish team, the Parish Verification Form found on page 2 of the 2017 CYO Basketball Player Registration Form must be completed by the home parish.

In order to change a player’s eligibility, an Official Player Release form must be completed in full and received by CYO prior to Game 1. Refer to Rule 5-12 for penalty that will be strictly enforced beginning at Game 1. 2

Sign Ups (Added to rules 2016) Parishes may hold their sign ups at any given time period they choose. However, if a parish/organization deems their sign ups closed prior to the CYO deadline date and/or they begin to release players, their roster and all CYO sign up forms must be turned into the CYO office before releases will be considered. This includes active players on the roster as well as potential players who could be added by the CYO deadline date. This will ensure that those teams who fill their rosters prior to the season deadline will not try to add unauthorized players after their releases have been granted.

A player who reached his/her 19th birthday prior to July 1, 2017 is ineligible. A player who reached his/her 15th birthday prior to July 1, 2017 may not play in the Modified school league.

A player must be an officially enrolled student (Middle or High School) and must provide documentation (9th-12th graders), signed by a school official, stating that he/she is attending school on a regular basis. a. GED students – Must be enrolled in a school GED program that runs during the CYO basketball season. Player must provide a letter from the school stating the start/end dates of the program, as well as GED administration contact information. GED students attendance must remain in good standing and their attendance shall be spot checked by the Moderator and/or Coach. Should a violation be reported, CYO will investigate the authenticity of the claim. i.
If a GED student is found not to be attending classes and/or not in good standing within the school’s program, any games the player participated in while in a negative status will be forfeited.
b. Home-schooled students – Must provide documentation that the player is home schooled and has maintained applicable state standards to appropriate grade level. The Moderator and/or Coach shall enforce this rule. Should a violation be reported, CYO will investigate the authenticity of the claim. c. Suspended students – No player will be allowed to dress for a game while serving an in or out of school suspension. The Moderator and/or Coach shall enforce this rule. Should a violation be reported, CYO will investigate the authenticity of the claim. 3
6.
All players will provide a copy of their birth certificate to their moderator who will keep it on file and make it available to the league administration upon request.
7.
All players will provide their Coach with a completed Emergency Care form signed by parent/guardian. Coaches should maintain copies of each of their player’s forms at practices and games.
8.
A member of a school basketball team may not play CYO basketball. A player's name may not appear on a CYO roster and a school roster at the same time.

GIRLS’ RULES ONLY: A player in Grades 7th or 8th who is listed on a Girls Modified
School Basketball Roster may be added to a Girls JV CYO Roster - limit 2 modified players per team. Rule 5: Rosters 1. Rosters, Player Registration Forms, Sportsmanship Policy and Coaches forms must be turned into the CYO office by November 22, 2017. 2. No player may participate in a game until his/her name appears on an official roster and completed registration form is in CYO office. 3. Parishioners cannot be cut from their home parish team to ensure a place for a non-parishioner. A parishioner can be cut IF and ONLY IF, the parish team roster is comprised of 100% parishioners. 4. Parishioner players are not allowed to play on another Parish team or another Community team unless their home parish does not sponsor a team and a full release is approved ( valid for 201718 season). 5. Parishioner Players: a. Parishioner players whose home parish does not enter a Modified team in the CYO league will be allowed to play for another Modified team. If the player’s home parish fields a Modified team in the following year, the player must choose between the teams, and stay with that Modified team for the remainder of his/her Modified career. (Interpretation: Modified and JV/Varsity are separate levels, therefore, if your home parish has a JV team at the time you are moving up to JV, you are required to play for your parish JV team). b. Parishioner players whose home parish does not enter a JV/Varsity team in the CYO league will be allowed to play for another JV/Varsity team. If the player’s home parish fields a JV/Varsity team in the following years, the player must choose 4
between the teams and stay with that JV/Varsity team for the reminder of his/her career. c. Parish team rosters are capped at 15 players per team. 6. Community Players are bound to the team they first play for throughout their entire career. (Interpretation: Modified and JV/Varsity are separate entities). a. A community player whose team folds is allowed to play for any team the following season and remain there. However, if the team they first played for enters a team in the following years, the player must choose and stay with that team for the remainder of his/her career. (Interpretation: Modified and JV/Varsity are separate entities.) b. A community player may change teams (within either the Modified or the JV/Varsity level) if he/she was originally on a parish team and that parish team no longer can take the player. c. Community team rosters are capped at 15 players per team. 7. Additions to rosters for all levels (Boys Modified, JV, V) must be submitted to the CYO office by Noon on Wednesday, December 6, 2017. Additions to rosters for all levels (Girls JV, V) must be submitted to the CYO office by Noon Friday, December 15, 2017. a. Parish Boys Modified, JV & Varsity: Only a parishioner player may be added to the roster of his/her home parish after November 22, 2017 but before December 6, 2017. Parish Girls JV & V: Only a parishioner player may be added to the roster of his/her home parish after December 8, 2017 but before December 15, 2017. No parish team can add a community player to their roster after November 22, 2017 for Boys Modified, JV & Varsity and December 8, 2017 for Girls JV & V. b. Community Boys Modified, JV & Varsity: Only a community player may be added to the roster of his/her community team after November 22, 2017 but before December 8, 2017. Community Girls JV & V: Only a community player may be added to the roster of his/her community team after December 8, 2017 but before December 15, 2017. c. No community team can add a parishioner player to their roster after November 22, 2017 for Boys Modified, JV & Varsity and December 15, 2017 Girls JV & V. d. A player's name will be added to the initial roster once an approved registration form has been received by the CYO Office. 5
8. At the Modified level, if a Parish/Organization has more than one team, each team must be evenly divided based on grade. As a strong reminder – the intent of this rule is to eliminate the hardship on the youth placed on the ‘unstacked’ team. While maintaining an equal number of 7th and 8th grade players, skill, height and strength should also be balanced. 9. A team must have at least 10 players on its roster. Exceptions will be reviewed on a case by case basis. For exceptions, email
[email protected] with particulars. This applies to all levels: Modified/JV/Varsity. 10. A minimum of 5 eligible players must be in attendance and suited up to start a game. a. A player can play up (Modified to JV, JV to Varsity), but only in the case where the upper team does not have a minimum of 8 players. If a player is called up, no more than 8 players can be suited up and play in the game. There is no maximum number of times a player can be called up. b. At no time can a player be called up to play in a game that conflicts with the player’s actual team’s game night and time. 11. Ineligible Player – If a team is found to have an ineligible player in violation of CYO rules on their roster, the following action will be taken: a. Ineligible player found playing/listed on game roster in the first 1 to 6 games – each game that the player suited up and/or was listed on the game roster will be forfieted and team’s record will be updated accordingly. b. Ineligible player found playing/listed on game roster in 7 or more games – each game that the player suited up and/or was listed on the game roster will be forfeited and team’s record will be updated accordingly. Team will continue to play regular season games, but will be ineligible for post season play-offs. NOTE: In both a and b, the ineligible player is immediately removed from team roster and reinstatement is contingent upon Executive Panel review. Rule 6: Conduct / Technicals 1. Physical/Verbal aggression of an Official, Coach, Player, Volunteer or Fan may result in suspension for the rest of the season for the individuals involved. The Executive Panel will determine further participation in the program. 6
2. A coach or player who is ejected from a league sponsored game is automatically suspended for the next game. The ‘next game’ is defined as: Regular Season, All-Star, Play-Off and Tournament game. The suspension may not be appealed. a. A longer suspension can be imposed by the Executive Panel following a review of the incident. b. Two ejections in the same season will eliminate that individual from further participation in the league. c. A team causing damage to a facility will not be allowed to play another game until the damaged facility’s moderator is satisfied that the damage claim has been resolved. 3. Any team (coach/fan/player/volunteer) receiving 3 disciplinary technical fouls in a game will forfeit that game to their opponent and pay the officiating fees for that game. The game will be stopped immediately at the point the 3rd technical is called. A second violation of this rule, in the same season, will result in a mandatory meeting involving the coach, moderator and members of the Executive Panel prior to the next game. ANY and ALL technical fouls received in a game must be reported to Tara Connelly by BOTH Home/Away Coach. Any player or coach who receives 3 Disciplinary Technical Fouls (reported by STBO to CYO) in the same season will be suspended for the remainder of the season. Conditions for that individual’s return to the CYO program will be determined by the CYO Executive Panel. After any Technical during a game, the Player(s) should be taken out of the game and remain out of game for appropriate period that fits the incident. 4. Disciplinary Technicals: ALL technical fouls will be reviewed by CYO. Any technical determined to be ‘disciplinary’ by CYO (CC Staff, CYO Staff, Basketball Coordinator) will result in the Moderator and Player/Coach/Volunteer/Fan submitting a corrective action plan to the Catholic Charities Review Panel. Disciplinary action, if needed, will be determined by the CYO Executive Panel and their decision will be final. Disciplinary action will range from verbal warning to expulsion from the league. IMPORTANT NOTE: Until the Catholic Charities Review Panel receives an acceptable corrective action plan from the Moderator and infracted individual, that person (Player/Coach/Volunteer/Fan) is NOT allowed to participate in or attend any CYO sanctioned event. 7
5. Two Virtus trained adults must remain with all players at games and practices until all members of their team have left. Under no circumstance should a team member be left alone at a site. Violations should be reported to the CYO office immediately for Executive Panel review and action. 6. A player, coach, or moderator who is dismissed from a CYO team for disciplinary reasons must have his/her case reviewed by the Executive Panel to regain eligibility. 7. Team Volunteers’ conduct and actions are the responsibility of the Parish/Organization. CYO reserves the right to eject Team Volunteers if CYO rules are broken. Rule 7: Games 1. Stopping a Game – The decision to stop a game due to injury delay or other unforeseen circumstance will be made by the CYO Moderators (both home/away) with the CYO Basketball Coordinator and/or CYO office help if needed. 2. During the 4th quarter, anytime the score differential reaches 25 or more, the coaches are strongly encouraged (but not mandated) to agree to a running clock which will stop only for time-outs. 3. Games will be played according to National Federation rules, except for using a shot clock. CYO does not use a shot clock. 4. At no time is a game to be played with one official except under extenuating circumstances, agreed upon by both Coaches and reported to CYO Basketball Coordinator. 5. Both officials should print their name in the scorebooks prior to the start of the game. 6. The home team shall lead the CYO Prayer prior to the start of each game. Community teams shall recite the CYO prayer at their home games or encourage sportsmanship and observe a moment of silence before each game. Community teams are expected to either participate or be respectful and quiet at all away games while the CYO prayer is being recited. 7. Any forfeited game will result in a loss for the forfeiting team, and a win for the opposing team. Rule 8: Game Sites and Schedule 1. Once the Letter of Intent is received (11/15/17), no Team Fees will be refunded. Teams remain responsible for the team entry fees after 11/15/17 regardless. 8
2. Games sites and dates will be determined prior to the start of the season based on the team’s Gym Availability Form. It is the responsibility of the Moderator to make sure this form is completed correctly and submitted by November 15, 2017.. 3. All teams will need to be available to travel and play at all gym locations included in the League. Teams will not be allowed to request to not play at a particular site. 4. Once the schedule has been approved, no game date can be changed without the consent of the Basketball Coordinator (Tara Connelly). 5. GAME CANCELLATIONS - If a game needs to be rescheduled due to a team’s unwillingness to play on that date, the following fines will be imposed: $10 for notice of a game change 15 days or longer prior to scheduled game. $35 for notice of a game change 14 days to 5 days prior to scheduled game. $50 for notice of a game change less than 5 days prior to scheduled game. 6. Unless there are special circumstances, any game changes made with less than 48 hours’ notice will result in the cancelling team paying the officials for that game as well as the makeup game, along with the above stated fines.
7. If individual teams need to reschedule a game for any reason, other than inclement weather, it is the responsibility of the moderators to coordinate a new date/time/site as well as be approved by the Basketball Coordinator (Tara Connelly 607-725-4500) so that game officials can be notified. 8. Cancelled games must be rescheduled within two (2) weeks of cancellation. 9. Any team forfeiting a game, for any reason, may be subject to disciplinary action by the CYO Executive Panel which can include being denied participation in the league for the remainder of the season. A team that forfeits a game, for any reason, will pay for the game officials and must notify the CYO office immediately of the circumstances. 10. Game cancellations due to inclement weather will be made by the CYO Office. Note: If schools and/or after-school activities are cancelled, CYO games on that school day will automatically be cancelled. Games scheduled on weekends will be assessed as-needed. Cancellations will be announced via email to all moderators. It is up to the moderators to notify their coaches involved. 11. Moderators will be responsible to reschedule cancelled games as well as notifying the Basketball Coordinator (Tara Connelly) via email and if possible phone text

607-725-4500 so that game officials can be notified. Moderators and Coaches should not contact Officials or the STBO Assignor for any games changes. Only the Basketball Coordinator and CYO office should contact them on behalf of the league. Rule 9: End of Season Tournament 1. All eligible teams will be qualified to participate in the tournament. 2. Seeding will be based on the teams win/loss record. Ties will be broken by whichever team won the game between the tied teams. 3. For Play-Offs, the league will be divided into two Divisions. Top half plays in one round robin tournament; lower half plays in another. 4. Top placed teams will be given home court advantage, if the team’s gym can be used for all games. If the home team cannot accommodate, home court will be given to the opposing team. If neither team has gym availability, a neutral court will be chosen and both teams will be responsible for ½ the officials fee. Neutral court will keep any gate proceeds. 5. Teams will split the cost of the officials for each game they play in. a. Home team will provide the official scorekeeper, clock keeper, and pay ½ of the officials fee b.
Away team will pay ½ of the officials fee.
Rule 10: All Star Game – Same format – Tentatively Scheduled for 2/3/18 @ St. Patrick’s Each team will send one All Star to the game. The All Star coach will pick the remaining players. However, that coach can only pick one more player from his team along with a single player from the other teams until his roster is full. Maximum All Star Roster is 10 players. No more than two players from each team will be allowed. Rule 11: Responsibilities 1. CYO will only become involved in roster discrepancies involving age, school eligibility, or Community-player assignment. Issues involving parish membership will be resolved between pastors. Resolution should not include a pastor allowing a parishioner to play for another team if it violates a CYO rule. 2. CYO will set up and maintain a team roster database, published to the website. Unless prohibited, the database will list: player’s name, grade, and team the player belongs to. 3. Pastor will designate himself or a staff member to be responsible for roster verification, 10
including determining a player’s status as a parishioner or community player, as well as be the person in charge of any grievance issues. 4. Moderators will be responsible for submitting rosters and all applicable forms and payments due to CYO by designated deadline. 5. Moderators (home team) will be responsible for providing a Site Supervisor, other than the coach, who will be responsible for crowd control and resolution of any problems during the game. A Site Supervisor must be provided with and be familiar with the current CYO Rules. a. The Site Supervisor cannot be the coach. The Site Supervisor will make decisions on behalf of the venue regarding unsportsmanlike conduct on the part of players, coaches, fans, volunteers etc. and take any necessary action up to and including stopping the game and/or calling 911 to keep game and crowd under control. b. The Site Supervisor is responsible to make contact with the officials prior to the start of the game to show them where their changing area is, give them any special court rules (benches, boundary lines, etc.) If issues arise, officials have been instructed by STBO to approach Site Supervisor to handle. 6. Moderator/Site Supervisor (home team) must ensure that there are competent adults handling the scorebook and clock. They should also have a timing device and signal different from the referee’s whistle. These adults should be aware of CYO’s expectations regarding conduct and the neutrality of the score table. CYO reserves the right to eject Team Volunteers if CYO rules are broken. 7. Moderator/Site Supervisor must ensure that the score table remains neutral as scorers and timekeepers have official status. There should be no coaching, cheering, or unnecessary people/bystanders at the score table. 8. Home team is responsible to supply a First Aid Kit that includes but is not limited to: ice packs, band aids, gauze, wrap and tape. 9. Moderator/Site Supervisor (home team) is responsible for all financial obligations resulting from each game including referee’s fees. Moderator /Site Supervisor should pay officials at half time. Fees will be as follows for the 2017-18 season, per game w/ 2 officials (no change): Boys:

10. Coaches are responsible to coach the team and represent his/her parish in a way that embodies the values of the CYO program. TEAMWORK, SPORTSMANSHIP AND FAIR PLAY AT ALL TIMES!
11. Coaches are strongly encouraged to ensure that ALL players experience a sense of significance/contribution as a member of the team, exemplifying the values and mission of the CYO program.
12. Coaches are responsible to make sure their team is dressed in full uniform (team issued jerseys and shorts) for all games. a. Shirts must be tucked in at all times b. T-shirts can be worn under jerseys but must be of the same color as jersey. c. ‘Sleeves’ are prohibited. A padded sleeve may be worn ONLY when a medical note is produced and provided to the referees and opposing coach before the start of the game. NO EXCEPTIONS. Enforcement of this rule is the responsibility of the CYO Moderator and/or Coach, not the officials. d. No jewelry is to be worn, except for medical purposes. e. No head wraps, scarves or caps are allowed, unless for religious purposes. 13. If a score fails to make the paper or has the wrong team winning, the winning coach must contact Tara Connelly as soon as possible so the correct standings can be kept. If the winning coach fails to submit their score to Tara by their next game, the non-reported game will be considered a forfeit/loss by the winning team. Home court advantage will be taken away for any team forfeiting games. If failure to report scores remains an issue, CYO and/or Executive Panel have the right to enact penalties which they deem necessary to protect the league and participating teams’ welfare.
