Arts and Cultural Agency Funding Requests should continue to
be reviewed in a separate process.
Agency Budget Review Team (ABRT) consists of City staff, County staff and community members
Process in place since early 1980s - evolved over years ▪ in 2001 – incorporated outcome-based criteria ▪ in 2004 – added point-based evaluation rubric ▪ in 2011 - process modified to increase efficiency and improve results
Currently, the ABRT reviews Human Services agency applications for the County and City and reviews the arts and cultural agency applications for the City
The ABRT provides evaluation scores to County and City OMB offices
Staff provide funding recommendations based on information received by ABRT and available funding
Prior to FY 13 – County staff reviewed applications
FY 13 and FY 14: Arts and Cultural agencies applications for County funding were received by the ABRT and were submitted to the Charlottesville Albemarle Convention & Visitors Bureau (CACVB) on behalf of the County.
Beginning FY 15: Arts and Cultural agency applications reviewed by County staff
Current Arts and Cultural Agency Application Review team membership: Lee Catlin, who is also a Board member of CACVB Ron White, who is also a member of the ABRT Doug Walker, Deputy County Executive Lori Allshouse, Director, Office of Management and Budget Andy Bowman, Senior Budget Analyst Kristy Shifflett, Grants Specialist
Step 1: ABRT sends applications received to County staff team
Step 2: Team reviews applications in accordance with criteria (Attachment D). Criteria includes:
Agency – capacity, mission, fiscal practices, diversity of funding, collaboration Program – goals, cultural impact, performance indicators, evaluation plan, contributions to identity/character of place, opportunities for youth, outreach/diversity Previous year’s funding also considered Team also consults with the City and others with relevant expertise and knowledge
Step 3: Recommendation provided to County Executive and included in the County Executive’s Recommended Budget
CACVB process: ▪ A team scores applications according to a set criteria that measures impact on tourism promotion. Criteria includes: ▪ Has the organization demonstrated its ability to secure commitment to overnight lodging? ▪ Can the organization demonstrate that it can attract out of area visitors to the greater Charlottesville/Albemarle area? ▪ Is a detailed marketing plan provided? ▪ The team makes recommendations to the CACVB Board for approval CACVB - Tourism Sponsorship Program for one-time special events ▪ available twice a year ▪ managed with a similar review and evaluation process
The County has three agency review processes: Internal Review/Contractual Agencies Agency Budget Review Team (ABRT) Arts and Cultural Agency application review process
The Charlottesville Albemarle Convention & Visitors Bureau also has a separate process for tourism-related agency funding applications
