ROCK FALLS YOUTH FOOTBALL AND CHEER BYLAWS (Rev. March 2016) ARTICLE I
NAME AND PURPOSE
SECTION I:
NAME
This organization shall be called Rock Falls Youth Football, Inc. (RFYF). For local correspondence purposes the program will be commonly referred to as, “Rock Falls Youth Football and Cheer.” SECTION II: PURPOSE The program is founded to sponsor a football and cheerleading program for 5th, 6th, 7th and 8th grade students residing in Rock Falls who attend a Rock Falls High School feeder school district. SECTION III: OBJECTIVE The objective of RFYF is to teach our youth the football and cheerleading skills they need to be successful at Rock Falls High School, while promoting good sportsmanship and physical and mental development through healthy, organized competition and teamwork. ARTICLE II
OFFICERS & ANNUAL MEETINGS

OFFICERS
1.
Officers shall consist of a President, Vice President, Secretary and Treasurer. They shall be elected at the annual meeting which shall be held on or before December 15th. Each officer shall serve for two (2) years, unless re-elected.

The Board of Directors shall consist of the elected Officers, Head Coaches (5-8 and Cheerleading), the RFHS Head Varsity Football Coach, the RFHS Varsity Cheerleading Coach, and any additional members approved by the Board of Directors.
SECTION II: ANNUAL MEETING The annual report will be made by the President or Vice President and the Treasurer will make his annual financial report at the meeting. This meeting shall be held on or before December 15th. Meetings will be at the discretion of the President. ARTICLE III
ORGANIZATION OF TEAMS
SECTION I:
ELIGIBILITY
The RFYF program shall consist of teams made up of 5th, 6th, 7th and 8th grade students that attend schools that feed into RFHS. No participants may participate in contact or receive any equipment without a valid physical and parent/guardian permission slip. Each participant must have a minimum of ten (10) practices to be eligible to play the first game. Any player with two (2) consecutive unexcused absences from practice cannot play the first scheduled game after he/she returns to practice. Parents are expected to excuse their son/daughter from practice by calling their Head Coach IN ADVANCE of the missed practice and/or
ROCK FALLS YOUTH FOOTBALL AND CHEER BYLAWS (Rev. March 2016) providing the Head Coach with a doctor’s note. No participants shall be dropped from the team roster without the Board’s approval. SECTION II: REGISTRATION All participants who wish to become a member of the RFYF program must be registered with the organization. The Secretary shall submit to the Board a roster of all players and birth dates before the first game. The Secretary shall be the registrar. SECTION III: PRACTICES Practices shall not exceed two (2) hours. Prior to the start of the school year, there shall be no more than five (5) practice sessions per week. After the first full week of school, there shall be no more than three (3) practice sessions per week. All practices shall take place at the RFHS football field. ARTICLE IV COACHES AND CUNDUCT SECTION I:
REQUIREMENTS
All coaches must be approved by the Board on an annual basis. All Head Coaches must be at least 21 years of age and serve on the Board of Directors. All assistant coaches shall be assigned by the Head Coach(s) and must be a high school graduate. Coaches must agree to abide by the Board of Directors decisions in all cases. All coaches are expected to be at every practice and every game. SECTION II: HEAD COACH REQUIREMENTS All Head Coaches will be required to take attendance at practices, keep records of physicals, permission slips, records of discipline and any other record(s) the Board of Directors deems necessary. These records must be available to any Board member, at any time. SECTION III: COACH’S CONDUCT The “Rock Falls Youth Football and Cheer Code of Conduct” shall be signed by all coaches and submitted to the President prior to the first practice. Coaches shall refrain from bawling out players in a boisterous manner, whether it is a practice or a game, as this is injurious to the participants, lowers the stature of the coach and offends the parents and fans. Coaches shall refrain from baiting the officials and disputing their decisions during games. Coaches shall refrain from using tactics during practice and games that set a bad example for players. All coaches shall refrain from using profanity at all times. Any coach ejected from a game will automatically be suspended from the next one (1) game. He/she may continue to assist in practice and in all other duties but may not accompany the team on the field during the game. If he/she disrupts the game in any way he/she will be suspended indefinitely and may only be reinstated if approved by the Board. At least one coach from each team will ensure that all participants have left the field before leaving the practice or game field.

GENERAL RULES AND REQUIREMENTS
1.
All Officers, Board Members and Coaches are subject to removal at any time if the Board feels his/her actions are detrimental to the program.
2.
The Board of Directors shall arrange for adequate insurance for all players, cheerleaders, and coaches.
3.
The President shall coordinate with RFHS each year and fill out a Facilities Use Form in order to ensure approval for the use of the Football Practice Field, RFHS Playing Field, and the Concession Stand.
4.
The President and/or a designee shall attend all Conference meetings.
5.
All purchases shall require two signatures for approval, one of whom shall be the Treasurer.

The President shall be responsible to ensure the proper status of a Non-For- Profit organization called Rock Falls Youth Football, Inc. Annual reports and fees are required for the State of Illinois and should remain in “good standing”.
7.
All players must play in every game, unless they are being disciplined or are ineligible. Equal playing time is a priority. Every participant that is dressed in a game uniform and has met the required number of practices shall play. When possible, each player should get to “start” whether it is on offense, defense, or special teams. Exceptions to this would be in cases where an injury has occurred, the required amount of players cannot be met, a player exceeds a weight limit restriction, sufficient effort during practice was not obtained, or a player has indicated that he does not wish to play. It is the Head Coach’s responsibility to ensure that each player get both adequate and equitable playing time.
8.
The “Rock Falls Youth Football and Cheer Code of Conduct” shall be signed by all parents of all participants and submitted as part of the registration process.
9.
All events relating to Rock Falls Youth Football and Cheer must be approved by the Board.
10.
All post season team parties must be approved by the Board. The total cost shall not exceed $3 per participant, unless approved by the Board. A detailed bill shall be submitted to the Treasurer which shall indicate the total number of attendees and total cost including tip. RFYF will pay for players, cheerleaders and coaches.
11.
The Board of Directors may suspend any rule or regulation covered by these bylaws at any time, if it feels there is just cause and circumstances which make it necessary to ensure the fair and proper functioning of the program.
