The regular meeting of the Dansville Central School Board of Education was called to order on Thursday, March 16, 2017 at 6:05 p.m. by Vice President Clay Harris, in the Primary School Cafeteria, 284 Main St., Dansville, NY. This meeting was originally scheduled for Tuesday, March 14, 2017 but postponed due to weather. Members Present: Matt Crane Dan Bishop

Matt Crane stated the BOCES Board of Education meeting was cancelled last night. Clay Harris attended the Jr. High All-County Chorus and Band Concert. The students did well and it was an enjoyable concert.

Superintendent’s Report

Tom Frazier gave an update on Tech Wars – they took first place! The bridge they built could hold up to 700 lbs. Mike Mistretta, Transportation Supervisor, is looking to purchase propane buses. Diesel buses have emission issues where propane buses are clean burning. Overall, Mike feels the propane buses will be less expensive in the long run. If the proposition passes in May, the propane buses would be delivered in October or November 2017. Tom Frazier presented the 7 Habits plan for the 2017-18 school year. The District will continue the 7 Habits and also incorporate the 4 disciplines and aligning academics. 1

Memorandum of Agreement with the Dansville Teachers’ Association:

WHEREAS, the Dansville Central School District (“District”) and the Dansville Teacher’s Association (“Association”) are parties to a collective bargaining agreement effective from July 1, 2016 through June 30, 2018; and WHEREAS, Article IV (J) (1) of said collective bargaining agreement identifies the District’s coaching positions and establishes the compensation to be paid to unit members serving in such coaching positions; and WHEREAS, the District has determined that the number of student athletes participating in modified football has substantially increased and the increase warrants an additional modified football coach for the 2017-18 fall athletic season bringing the total number of modified football coaches from 2 to 3; and WHEREAS, the District and the Association have agreed on the compensation to be paid to the Modified Football Coach under the collective bargaining agreement; NOW, THEREFORE, IT IS HEREBY AGREED THAT: 2

Resolution Regarding State Environmental Quality Review (SEQR)

WHEREAS, the Dansville Central School District (the “District”) Board of Education has considered the impacts to the environment of the following Scope of Work to be completed: Renovations, reconstruction and additions to the District’s School Buildings and Bus Garage. WHEREAS, the Board has reviewed the scope of the project and has further received and considered the advice of its architects with respect to the potential for environmental impacts resulting from the proposed action; and WHEREAS, the Board has reviewed the Proposed Action with respect to the Type II criteria set forth in 6 NYCRR part 617.5(c), now therefore; BE IT RESOLVED, by the Board of Education as follows: 1.

The Proposed Action does not exceed thresholds established under 6 NYCRR Part 617, State Environmental Quality Review Act, (SEQRA). 2. The Board hereby determines the Proposed Action as a Type II action in accordance with the SEQRA regulations. 3. No further review of the Proposed Action is required under SEQRA. 4. BE IT RESOLVED BY THE BOARD OF EDUCATION AS FOLLOWS: 1.

The following notice shall be added to the notice of annual meeting and election:

AND NOTICE IS ALSO GIVEN that the following proposition will be submitted for voter approval at such time: PROPOSITION Shall the following resolution be adopted to wit: RESOLVED THAT THE BOARD OF EDUCATION OF THE DANSVILLE CENTRAL SCHOOL DISTRICT IS HEREBY AUTHORIZED TO UNDERTAKE THE ACQUISITION OF 3 SCHOOL BUSES, AT AN ESTIMATED MAXIMUM AGGREGATE COST OF $360,000, LESS TRADEIN VALUE, IF ANY, AND TO APPROPRIATE AND EXPEND FROM THE EXISTING BUS PURCHASE RESERVE FUND $36,000 FOR SUCH COSTS, AND THAT THE BALANCE OF SUCH COSTS, OR SO MUCH THEREOF AS MAY BE NECESSARY, SHALL BE RAISED BY THE LEVY OF A TAX TO BE COLLECTED IN ANNUAL INSTALLMENTS; AND, IN ANTICIPATION OF SUCH TAX, DEBT OBLIGATIONS OF THE SCHOOL DISTRICT AS MAY BE NECESSARY NOT TO EXCEED $324,000 SHALL BE ISSUED, OR THE SCHOOL DISTRICT MAY ENTER INTO AN INSTALLMENT PURCHASE CONTRACT IF THE BOARD OF EDUCATION DETERMINES THAT IT IS IN THE BEST INTEREST OF THE SCHOOL DISTRICT TO FINANCE THE PURCHASE IN THAT METHOD. 2.

At such meeting taxes to be levied by installments will be proposed for authorized indebtedness providing for payment of the acquisition of school buses at an estimated aggregate maximum cost of not to exceed $360,000. Such taxes shall be levied upon all the taxable property of the District, shall be levied in annual installments and shall be of such amounts and levied in such years as may be determined by the Board of Education.

The District Clerk or the Clerk’s designee is hereby directed to add the above to the notice of the annual meeting of the School District.

This resolution shall take effect immediately upon its adoption.

Resolution – Foundation Aid

Whereas, Foundation Aid was established in 2007 in order to help provide a sound basic education to all students; and 4

Whereas, the Foundation Aid formula has not been fully-funded since 2009; and Whereas, New York State is underfunding Foundation Aid by more than $4 billion; and Whereas, Dansville Central School District is owed $3,195,098; and Whereas, school districts have been left without a school funding system that accurately reflects changes in enrollment, student need and district wealth; and Whereas, such a proposal would make permanent the underfunding of Foundation Aid that impacts hundreds of districts statewide; and Whereas, school districts deserve a funding system that provides adequacy, equity, flexibility, predictability and clarity; Therefore, be it resolved, the Dansville Central School District Board of Education calls on the State Assembly and State Senate to reject the proposed repeal of the Foundation Aid formula and instead commit to full-funding of the formula over the next three years.
