Definition of a Sports Camp or Clinic
13.12.1.1 An institution’s sport camp or instructional clinic shall be any camp or clinic that is owned or operated by a member institution or an employee of the member institution’s athletic department, either on or off its campus, and in which prospective student athletes (PSAs) participate.
Definition of a PSA
Men’s Basketball: Any individual who has started classes for the 7th grade All Other Sports: Any individual who has started classes for the 9th grade
Camps & Clinics General Guidelines
Time Period Restrictions
*Football & Basketball: June, July and August or any calendar week that includes those months (e.g., May 28 – June 3) All Other Sports: Any time of the year outside of dead periods for the respective sport. *Football: In bowl subdivision football (FBS), camps may be conducted only during two periods of 15 consecutive days in the months of June or July. These dates must be on file with the athletic directors office.
Attendance
Camps must be open to any and all entrants limited only by: Number Age Grade level Gender “All Charlotte 49er Camps and Clinics are open to any and all entrants – and are only limited by the age, gender or grade level.”
Attendance
Coaches may send specific PSAs camp information provided it is not a personalized invite for the PSA. May operate a team camp provided the camp is legitimately advertised to the public (e.g., website, newspaper, radio)
Expenses & Rates
Reduced rates can be made available to children of institutional staff members. Discounts may be offered based on criteria unrelated to athletics ability (e.g., early registration, multiple sessions, group discounts). Cost of any apparel, merchandise or awards provided must be included in the camp fees (e.g., tshirts, water bottles, trophies, shorts, etc.).

Can Eastern State University provide apparel that it receives free of charge or at a reduced rate to camp participants without including the normal retail cost of the item(s) in the participant’s fee? No, the institution must assign normal-retail value to the items it provides to camp participants regardless of whether the institution received the items free of charge or at a reduced rate.
Camps & Clinics Employment
PSA Employment
PSAs may be employed at an institutional camp or clinic provided… S/he has signed an NLI, written offer of admission or submitted a housing deposit Compensation is based on the going rate for the position for actual work performed Note: Compensation may not be granted if the PSA only lectures or demonstrates at the camp or clinic
Current Student-Athlete Employment
Current student-athletes may be employed at an institutional camp or clinic provided… Compensation is based on the going rate for actual work performed. May not receive compensation if s/he only lectures or demonstrates at the camp or clinic. Note: A student-athlete may not conduct his/her own camp or clinic.
Basketball Staff
Coaches and non-coaching personnel with basketball specific duties may only work Charlotte camps and clinics.
Football Staff
May be employed at a noninstitutional camp/clinic provided it is operated in accordance with institutional camp/clinic restrictions. FCS: Camps must be operated during the months of June, July or August FBS: Camps must be operated during the dates of the two 15 day periods on file with the office of the athletic director at the host institution.
Volleyball Staff
May be employed at a noninstitutional camp/clinic provided it is operated in accordance with institutional camp/clinic restrictions. May not be employed at an institutional or noninstitutional camp that is conducted off campus during a quiet period.
All Other Sports
May be employed at a noninstitutional camp/clinic, provided it is operated in accordance with institutional camp/clinic restrictions.
Pop Quiz
Can a PSA sign an NLI or an offer of financial aid at any point during the institutional camp/clinic? No, institutional staff members are prohibited from extending written offers of admission during the PSA’s attendance at camp. However, recruiting conversations can take place without being subject to the recruiting calendar.
Recruiting
Recruiting conversations may occur during camps. Staff Interpretation Generic recruiting presentation at camps/clinics Date Published: July 17, 1992 Generic Recruiting Presentation at Camps/Clinics: An institutional staff member (in sports other than Division I football and basketball) employed in a private or institutional sports camp or clinic may make a general presentation regarding the recruiting process, provided the staff member does not make any reference to his or her institution and does not make a presentation designed to recruit prospects in attendance. The staff noted that it would not be permissible to show institutional game films in this situation.
Camps & Clinics Reminders
Prior to the Start of Camp
Have all brochures and applications reviewed and approved by the compliance office. Identify all camp positions, job descriptions and pay rate (e.g., Director, Assistant Director, Counselor I, Counselor II, etc.) Outline the fee schedule, include any discounts and refund policies.
During Camp
Provide a payment ledger detailing… Attendee’s name Age Grade Payment status (paid in full, balance due, discounts)
